Pursuant to the Brown "Open Meetings" Act, City Clerk Joan Flynn announced receipt of
PowerPoint communications for Study Session Items 1 and 2 that were received following
distribution of the Council agenda packet:

Specific Plan District 1 - Alcohol/Use Regulations.
PowerPoint submitted by Janeen Laudenback, Director of Community Services entitled

PUBLIC COMMENTS PERTAINING TO STUDY SESSION / CLOSED SESSION ITEMS (3
Minute Time Limit)
Robin Rustan spoke in opposition to placing parking meters in front of residential in the downtown
area. (00:01:14)
Dan Kalmick voiced concerns about parking signage in the downtown being hidden or small,
suggesting better signage would help to improve traffic. He also discussed business diversity in
the downtown and the tools available to regulate alcohol use. (00:03:58)
STUDY SESSION
1. Presentation provided on options for additional Downtown Specific Plan (DTSP)
regulations related to alcohol and the mix of uses in District 1 based on the
Downtown Task Force recommendations.
Ken Domer, Assistant City Manager introduced Acting Planning Manager Jennifer Villasenor who
provided a PowerPoint entitled Downtown Specific Plan District 1 - Alcohol/Use Regulations, that

included the following titled slides: Background, City Council actions to date, Issue 1 - Alcohol,
Examples of other cities alcohol regulations, Net steps for alcohol use regulations, Issues 2: Mix
of Uses - District 1 DTSP, Laguna Beach, Pasadena, DTSP - District 1, Excerpt from DTSP
District 1, Next steps for additional use regulations, and Discussion.
Councilmember Boardman and Manager Villasenor discussed code language that designates a
business as restaurant or bar.
Councilmember Boardman and Manager Villasenor discussed the number of restaurants that stay
open after midnight, and the number that have onsite sales of alcohol.
Councilmember Sullivan and Planning and Building Director Scott Hess discussed businesses
approved as restaurants that appear to be bars. Director Hess indicated of three businesses
under investigation, two are in compliance and one is in discussions with the Police Department.
Councilmember Boardman recommended that future discussions involving the Downtown Task
Force be held under the Administrative Items portion of the public meeting. She also expressed
interest in dedicating a distance requirement to reduce density and over -saturation.
Mayor Pro Tern Shaw described the mix of uses as healthy, but agreed that steps could be taken
to improve downtown such as proximity requirements.
Councilmember Hardy voiced concerns about restaurants that don't operate as such after a
particular hour, and stated that the City needs to stay focused on managing the number of alcohol
permits. She also provided support for reduced hours for alcohol sales.
Councilmember Sullivan stated his opinion that the cities of Redondo Beach and Hermosa Beach
were more appropriate to compare to rather than Laguna Beach as indicated in the report.
Councilmember Carchio explained how regulations in place need greater enforcement, and in his
opinion, the City has a small number of problem bars that are being addressed through Police
Department involvement. He recognized that Laguna Beach has a buffer zone between the
businesses and residential.
Mayor Harper, Councilmember Boardman and Manager Villasenor discussed devices to measure
regulation.
2. Presentation provided by Walker Parking Consultants on Downtown Parking and
Wayfinding
Janeen Laudenback, Director of Community Services, Kellee Fritzal, Deputy Director of Business
Development, and Steffen Turoff and Jeff Weckstin with Walker Parking Consultants, presented a
PowerPoint entitled Downtown Huntington Beach Parking Utilization, Permits and Signage, that
included the following titled slides: Presentation Outline, Downtown Task Force
Recommendations, Objectives of the Walker Preliminary Study, Findings - Downtown Peak,
Findings - Downtown Off -Peak, Current Signage Hinders Efficient use of Spaces,
Recommendations, Downtown Task Force Recommendations: Responses, and Discussion.
Councilmember Boardman questioned on -street parking meters on some streets and not others,
and evening parking rates in other nearby cities.

Mayor Pro Tern Shaw stated support for balance between residents and businesses, and creating
a plan to move cars from the residential once a district is established.
Councilmember Hardy stated her opinion that the surfboard signage downtown is unique, but
ineffective. She also expressed a need to look at credit card fees, and voiced concerns about
poor parking creating a bad image, describing the issue as a public relations investment.
Councilmember Sullivan recognized Monterey's permanent banners that direct traffic to
designated public parking areas.
Councilmember Carchio recognized underutilized private structures and questioned process in
order to move cars into them.
Councilmember Katapodis voiced support to partner with private lots to disperse cars.
Mayor Harper discussed high rates employed by private parking lots and inquired about costs
incurred by the City to enforce residential permits near the beach. He also recognized the lack of
transit at late hours of the night, and suggested that City explore more options.
Councilmember Boardman questioned what happens to cars parked in residential districts after
10:00 pm.
Councilmember Carchio stressed the importance of protecting downtown residents.
Councilmember Sullivan stated his opinion that private parking lot owners may not object to
lowering their rates for greater occupancy.
RECESS TO CLOSED SESSION — 5:29 PM
Mayor Harper announced: Pursuant to Government Code Section 54957.6.a, the City
Council takes this opportunity to publicly introduce and identify designated labor
negotiator Assistant City Manager Ken Domer, who will be participating today in Closed
Session discussions regarding labor negotiations with SCLEA, MSMA.
A motion to recess to Council Session Item Nos. 3 and 4 was approved by a consensus of
Council.
CLOSED SESSION
3. Pursuant to Government Code § 54956.9(d)(1), the City Council recessed into
Closed Session to confer with the City Attorney regarding the following lawsuit:
Aaron Smith v. City of Huntington Beach, WCAB Case Nos. ADJ1424412,
ADJ8484747, and ADJ8484751; Claim Nos. COHB-02-0030, COHB-12-0113, and
COHB-12-0261.
4. Pursuant to Government Code § 54957.6, the City Council recessed to Closed
Session to meet with its designated labor negotiators and Fred Wilson, City
Manager regarding the following: SCLEA and MSMA.

INVOCATION - Led by Charles "Bud" Lung of the First Church of Christ Scientist
In permitting a nonsectarian invocation, the City does not intend to proselytize or advance
any faith or belief. Neither the City nor the City Council endorses any particular religious
belief or form of invocation.
AWARDS AND PRESENTATIONS
Mayor Harper proclaimed September as National Hispanic Month which begins September
15.
Mayor Harper recognized September as National Hispanic Month which begins September 15,
2014 and addressed the theme, provided a brief history of National Hispanic Month and
commented on the significance of September 15th.
Mayor Harper called on Gisela Campagne who presented the Adoptable Pet of the Month.
Pat, a volunteer with the Orange County Humane Society presented Helen, the Adoptable Pet of
the Month, an 8-year-old miniature poodle mix who came in as a stray. She is blind in one eye
but is healthy, otherwise. Pat thanked Council for their support and invited residents who are
thinking about getting a pet to adopt through the Orange County Humane Society.
Mayor Harper called on four local Huntington Beach students who just participated in a
two week exchange program with our Sister City Anjo, Japan and shared their
experiences.
Barbara Markmeyer, student chaperone, commented on the Sister City Ambassador Program and
provided testimony regarding her daughter's participation. She commented on the recent
exchange program with Sister City Anjo, Japan and listed activities in which she and the students
participated. She deferred to Candice, Tan, Sebastian and Arianna to share their experiences.
She encouraged the City's continued support of the program.
Candice commented on an international conference sponsored by UNESCO that she attended on
her visit.
Tan reported on his experience visiting Anjo, Japan, including a tea ceremony and a garden tour.
He thanked the City for its support of the program.

Sebastian commented on his experience visiting the Anjo, Japan student ambassador and the
host family. He thanked the participating families and distributed candy from Japan to Council
Members.
Arianna reported on her experience as a City Ambassador to Anjo, Japan. She commented on
her host family and on the family bond experienced in Japan and encouraged the City's continued
support of the program.
Mayor Harper thanked them for their representation of the City in Anjo, Japan.
Mayor Harper called on Miss Huntington Beach Erin Burke who promoted the upcoming
Miss Huntington Beach 2014 competition.
Miss Huntington Beach Erin Burke spoke about the upcoming Miss Huntington Beach 2014
competition and how the pageant and scholarship program has benefitted her. She announced
the recent completion of her bachelor's degree and stated she would love to work in community
services. Additionally, she was recently hired as a Recreation Specialist with the City and
expressed her appreciation of the opportunities she has had through the pageant. She
encouraged those interested to apply and participate in the upcoming competition and provided
qualification and application information. She addressed activities and events in which finalists
participate, commented on the importance of recreation programs and listed the sponsors for this
year's event which will be held October 4th.
Carol Ann Wall, President of the Sand. Dollars of Huntington Beach, commented on their support
of the competition through donations and fundraising to offer scholarships to the competition
winners. She encouraged the public to donate, thanked Council and the City for its support and
invited Council and the public to participate. Additionally, she announced those who will be
judging as well as the producer of the event and chaperones.
Mayor Harper called on John Shipman, Chairman of Sustainable Surf City and Director of
CHERP, who presented the first CHERP Award to Huntington Beach resident Mr. Kanda
Duraiswamy for reducing his energy consumption by 70 percent.

Mayor Harper called on local high school student Amanda Clay who presented her Public
Works `Graffiti 48' Project as part of earning her Girl Scout Gold Award.

Girl Scout Gold Award. She reported working with City staff to address the City's graffiti issue and
that if graffiti is not removed within 48 hours, it is more likely to reoccur. She addressed the
designated test area, monthly graffiti incidents reported, and ways to report graffiti in the City.
Mayor Harper called on Director of Building and.Planning Scott Hess who presented the
Mayor's Award to Senior Administrative Analyst Debra Gilbert.

ANNOUNCEMENT OF SUPPLEMENTAL COMMUNICATIONS (Received After Agenda

Pursuant to the Brown "Open Meetings" Act, City Clerk Joan L. Flynn announced supplemental
communications that were received by her office following distribution of the Council agenda
packet:
PUBLIC HEARING
#14. A PowerPoint communication submitted by Travis Hopkins, Director of Public Works,
entitled, "Energy Efficient LED Upgrade Project".
PUBLIC COMMENTS (3 Minute Time Limit)

Norman Lawson voiced concerns about the Council making decisions without support of their
constituents and an email from Mayor Pro Tern Shaw in support of SB 270 in relation to the ban
on the use of plastic bags. He believed the Mayor Pro Tern Shaw's actions were a
misrepresentation of the desire of citizens and urged Council to let the people vote when major
issues come up. (00:43:15)
Maureen Lawson voiced concerns regarding City Attorney Jennifer McGrath publically endorsing
a political candidate in another jurisdiction adding that it seems to be a conflict of interest and
asked that Mayor Harper investigate the matter. Additionally, she expressed concerns with Mayor
Pro Tern Joe Shaw's behavior and comments he made on social media as well as a photo of him
reclining on the dais in the Chambers and an email indicating that Huntington Beach supports SB

Robert Johnson voiced concerns about the affordable housing program in Huntington Beach. He
opined that moderate income housing is not needed in the City as those living in that type of
housing seem to be able to afford it without the City's help. He suggested helping low- and very -
low income residents who need the help. (00:48:02)
Joseph Mastropaolo voiced concerns regarding increased traffic congestion caused by new
development and construction as well as the consulting work of PMC. He stated that businesses
and residents of the City want PMC fired as soon as possible. (00:51:00)
Sam Romero spoke in support of Consent Item No. 11 and urged Council to continue its support
of the program. (00:53:19)
Lisa Scolman spoke regarding the upcoming Sixth Annual Surf City Surf Dog event on September
26th, 27th and 28th and invited the public to attend. (00:54:22)
COUNCIL COMMITTEE - APPOINTMENTS - LIAISON REPORTS AND ALL AB 1234
DISCLOSURE REPORTING
Councilmember Boardman reported that she is the liaison to the Compassionate Cities
Committee and noted that the City is presently in the middle of the Compassionate Games and
encouraged those participating to record their acts of kindness at www.compassionateHB.com.
She added that activities are going on throughout the event and encouraged residents to

participate. Closing ceremonies will be at Golden West College at 2:00 PM on Sunday,
September 21, 2014.
Councilmember Katapodis reported attending the recent League of California Cities Annual
Conference where he was sworn in as a member of the Board of Directors for the League.
Mayor Harper reported attending the League of California Cities Annual Conference.
Councilmember Carchio reported attending the League of California Cities Annual Conference as
well as the OCTax 4th Annual Roses, Radishes and Royalty Awards.
Councilmember Sullivan requested adjourning the meeting this evening in memory of City
Planning Commissioner Robert Dingwall. He commented on Mr. Dingwall's interests, activities
and contributions in the City. He announced that services are planned for September 26, 2014.
CITY MANAGER'S REPORT
Assistant City Manager Domer reported on the upcoming Civil Rights display at City Hall by the
Orange County Human Relations Commission which will be on display for the next two weeks.

CONSENT CALENDAR
Mayor Harper pulled Items No. 3 and 5 for separate discussion and consideration and asked to
be recorded as a "no" vote on Items No. 8, 9 and 10.
Councilmember Carchio pulled Item No. 4.
1. Approved and adopted minutes
A motion was made by Councilmember Carchio, second by Councilmember Boardman to review
and approve the City Council/Public Financing Authority regular meeting minutes dated August
18, 2014, as written and on file in the office of the City Clerk.

2. Received and filed the City of Huntington Beach Strategic Plan Update
A motion was made by Councilmember Carchio, second by Councilmember Boardman to receive

3. Approved City of Huntington Beach Participation in "Huntington Beach Host Town"
in support of the 2015 Special Olympics World Games in Los Angeles

Mayor Harper noted this is a great humanitarian expression by the City and stated he looks
forward to the City's participation in the 2015 Special Olympics World Games.
A motion was made by Mayor Harper, second by Councilmember Katapodis to approve the City's
support of the 2015 Special Olympics World Games in Los Angeles by allowing Huntington Beach
Host Town to provide access to City facilities for events during the athletes stay in Huntington
Beach; and authorize City staff to assist with Huntington Beach Host Town efforts including such
things as public relations and planning and hosting events.
The motion carried with the following roll call vote:

4. Approved additional appropriation and expenditures for the Fiscal Year 2013/2014
OC Animal Care Contract and authorized Mayor to sign revised Animal Care Notice
of Intent for 2013/2014
Councilmember Carchio commented on the County's increase of the City's costs for animal
services and asked whether they gave any indications for appropriations.
Police Chief Handy reported there is a fee -sharing that was agreed to as part of the contract and
noted that the City gets credit for licensing revenue that come into the City. He added that
currently, the City is at the top of the range for the contract and therefore, additional
appropriations are being requested.
Councilmember Carchio read from the report regarding the use of increased fees including the
cost of collecting licensing fees. He suggested it might be worth it for the City to have its own
shelter. .
Chief Handy stated that he and Assistant Manager Donner have been looking at alternatives
including increasing revenue collection through licensing fees and other alternate shelter options
and field animal control officer options.
Councilmember Carchio commented on the possibility of partnering with another city for shared
services instead of continually throwing money at the County.
Chief Handy acknowledged that it has become expensive and noted that managing a shelter is
more expensive than one would anticipate and is a labor-intensive venture. He added that it is an
option that staff is considering as well as contracting out with another shelter.
A motion was made by Councilmember Carchio, second by Councilmember Katapodis to approve
and authorize the Mayor to execute the Animal Care Notice of Intent (Revised 8/8/14) contract,
"Exhibit B to Agreement for Provision of OC Animal Care Services with City of Huntington Beach
July 1, 2013 Through June 30, 2014;" authorize an additional appropriation of $61,604 into the
Police Department General Fund, Account 10070102; and, authorize the Chief of Police to
expend $61,604, over the FY13/14 OC Animal Care Contract to pay for services already received.

5. Adopted Resolution No. 2014-71 establishing Residential Parking Permit District
"R" affecting residents on Constitution Drive in Huntington Beach
Mayor Harper asked regarding the approach in terms of enforcement and Police Chief Handy
noted that Parking Support Officers routinely enforce parking, not just on complaint. He added
that street -sweeping is the first priority as well as parking -meter enforcement but they do get to
areas requiring parking permits on occasion and by complaint as well.
Transportation Manager Bob Stachelski noted the matter involves a self-imposed restriction for
permit parking and that while it is an inconvenience for residents, it helps control parking intrusion
into neighborhoods. He reported there is no fee associated with applying for a district and going
through the petition process. Once a district is established, there are fees to implement the
district and purchase the individual permits distributed to residents.
Mayor Harper expressed concerns regarding the proliferation of these areas and the potential
impacts on beach areas. Additionally, enforcement is not being paid for by the property owners
asking for these districts but is rather spread out through the entire City.
In response to Councilmember Boardman's question regarding the cost of the ticket for parking in
a residential parking area without a permit, Chief Handy stated it is $46 or $48.
It was noted that the parking restriction for this specific area is from 10:00 PM to 5:00 AM.
A motion was made by Councilmember Boardman, second by Mayor Pro Tern Shaw to adopt
Resolution No. 2014-71, "A Resolution of the City Council of the City of Huntington Beach
Establishing Permit Parking District "R" Within the City of Huntington Beach."

6. Approved and authorized execution of a Special Utility Agreement with Boeing
Corporation for underground pipelines located in Astronautics Lane
A motion was made by Councilmember Carchio, second by Councilmember Boardman to
approve and authorize the Mayor and City Clerk to execute the "Special Utility Easement
Agreement" between the City of Huntington Beach and Boeing Corporation; and, authorize the
City Clerk to record the Special Utility Easement Agreement with the Orange County Recorder.
The motion carried with the following roll call vote:

7. Approved an Amendment to the Agreement with Sterling OC Enterprises, LLC to
extend the contract term and ensure coverage for Library Theater and Meeting
Room rentals
A motion was made by Councilmember Carchio, second by Councilmember Boardman to
approve "Amendment No. 2 to Agreement between the City of Huntington Beach and Sterling OC

Enterprises, LLC, for Technical Theater and Event Support" for two additional years, providing
coverage for Library Theater and Meeting Room rentals.

8. Adopted Resolution No. 2014-74 approving and implementing the Memorandum of
Understanding (MOU) between the Huntington Beach Police Management
Association (HBPMA) and the City for October 1, 2013, through March 31, 2016
A motion was made by Councilmember Carchio, second by Councilmember Boardman to adopt
Resolution No. 2014-74, "A Resolution of the City Council of the City of Huntington. Beach
Approving and Implementing the Memorandum of Understanding between the Police
Management Association (HBPMA) and the City for October 1, 2013 through March 31, 2016."
The motion carried with the following roll call vote:

9. Approved and authorized execution of an Amendment to the Police Chiefs
Employment Agreement
A motion was made by Councilmember Carchio, second by Councilmember Boardman to
approve the amendment to the Police Chief's employment agreement; approve the additional
appropriation in the amount of $10,840 for FY 14/15; and, approve and authorize the City
Manager to execute "Amendment No. 1 to Employment Agreement between the City of
Huntington Beach and Robert Handy" for the position of Police Chief.

10. Approved and authorized execution of an Amendment to the Fire Chiefs
Employment Agreement
A motion was made by Councilmember Carchio, second by Councilmember Boardman to
approve the amendment to the Fire Chief's employment agreement effective the beginning of the
pay period following City Council approval; and, approve and authorize the City Manager to
execute "Amendment No. 1 to Employment Agreement between the City of Huntington Beach and
Patrick McIntosh" for the position of Fire Chief.

A motion was made by Councilmember Carchio, second by Councilmember Boardman to adopt
Resolution No. 2014-73, "A Resolution of the City Council of the City of Huntington Beach
Approving an Affordable Housing Agreement Between the City and Orange County Community

Resolution No. 2014-04, "A Resolution of the Successor Agency to the Redevelopment Agency of
the City of Huntington Beach Approving the Recognized Obligation Payment Schedule for the
Period January 1, 2015 - June 30, 2015 ("ROPS 14-15B"); and, adopt Resolution No. 2014 - 05,
"A Resolution of the Successor Agency to the Redevelopment Agency of the City of Huntington
Beach Approving the Successor Agency Administrative Budget for the Period of January 1, 2015
through June 30, 2015."

PUBLIC HEARING
13. Approved for Introduction Ordinance No. 4031 amending Municipal Code Section
. 8.60 relating to Emergency Management and Homeland Security
Division Chief Eric Engberg provided details of the staff report noting that, through the years, the
City has been very supportive of emergency management. He provided background and
addressed details of the proposed revisions, the evolution of emergency management and
homeland security, responsibility for emergency management, coordination with State, Regional
and Local authorities as well as the Federal government, emphasis on disaster preparedness,
proposed amendments to the existing code and recognized the efforts of the Emergency
Management Committee which meets on a monthly basis. He addressed coordination of Federal
and State standards and reported that the Emergency Operations Plan has also been updated
and will be presented to Council at an upcoming meeting.

Mayor Harper thanked City staff for the recent Disaster Preparedness Expo and ensuring that the
City is prepared to respond to emergencies.
Councilmember Hardy requested that as new Council Members go through orientation, all
existing Members be included as well since things change over the years and an update would be
beneficial.
Councilmember Sullivan commented positively on the capabilities of the City's Police and Fire
Departments but stressed the need for individual families to be prepared in case of a major
disaster. He addressed the vast number of City volunteers through programs such as CERT and
acknowledged their service and participation. He suggested using the local channel 3 to
communicate and educate the public on the subject of disaster preparedness.
A motion was made by Mayor Harper, second by Councilmember Sullivan, after the City Clerk
read the title of the ordinance, to approve for introduction Ordinance No. 4031, "An Ordinance of
the City of Huntington Beach Amending Chapter 8.60 of the Huntington Beach Municipal Code
Relating to Emergency Management and Homeland Security."

Assistant City Manager Donner introduced the item and acknowledged former Energy Resources
Manager Aaron Klemm who drove this project prior to his leaving City employment.
Director of Public Works Travis Hopkins provided details of the staff report addressing the
Energy -efficient LED Upgrade Project which will take advantage of the sustainable LED
technology for street lights, parking -lot lighting and to help reduce the amount of energy the City
uses for those purposes. He addressed the purpose of the public hearing, facility improvement
measures, energy conservation measures, energy efficient upgrade project funding, projected
costs and savings, recommended actions and a modification changing the public notification date
on the resolution to August 29, 2014. Additionally, he thanked Finance Director Lori Ann Farrell
for the work she has done on this project, as well as Assistant City Attorney Mike Vigiliotta and
the representative from Siemens, Mary Griffin.
In response to Councilmember Boardman's inquiry, Mr. Hopkins explained the discrepancies in
the estimated savings in the report.
Mayor Harper opened the Public Hearing. There were no requests for comments and Mayor
Harper closed the Public Hearing.
City Clerk Flynn referenced the supplemental communication received in the form of a
PowerPoint presentation and added same into the record.
Councilmember Boardman congratulated and thanked staff for their work on this matter, including
Mr. Klemm. She commented on the importance of energy saving and noted that the quality of

light will be improved for residents.
Mayor Pro Tern Shaw commented positively on the project noting the cost savings and creating a
better quality of life for residents.
Mayor Harper commented on the project providing increased safety and reducing maintenance
costs.
A motion was made by Mayor Harper, second by Councilmember Katapodis to adopt Resolution
2014-75, "Resolution of the City Council of the City of Huntington Beach Approving an Energy
Service Contract With Siemens Industry, Inc. and the Lease/Purchase Financing of the Energy
Conservation Measures" as amended to modify the public notification date listed to August
29, 2014; approve a contract with Siemens Industry for an amount not to exceed $1,616,783 for
the repair, energy efficient upgrade and construction of City -owned street light pole infrastructure;
authorize the City Manager to enter into a 10-year financing agreement with a lending institution
to borrow $1,083,000 at an interest rate of 3.4 percent, plus any related costs of issuance;
authorize the appropriation of $85,600 to General Fund account 10040314.82850 for the first year
of debt service for the project's financing; the appropriation of $320,000 from the Parking
Structure -Strand undesignated fund balance to account 71280101.82850; and the appropriation
of $50,000 from the Energy Efficiency Fund undesignated fund balance to account
80787010.82850; and, authorize the City Manager to execute additional agreements approved as
to form by the City Attorney necessary for the furtherance of the project.

15. Approved and authorized execution of an Agreement to Transfer Funds for 2014
Edward Byrne Memorial Justice Assistance Grant (JAG) Program; and, approved

Police Chief Handy provided details of the report noting this is a Federal government grant that is
applied for on a County -wide basis. He added that this part of this funding was used for the
electronic citation project and that now staff is requesting the appropriation of the grant to cover
those costs.

and accept the "Agreement to Transfer Funds for 2014 Edward Byrne Memorial Justice
Assistance Grant (JAG) Program" between the County of Orange and the City of Huntington
Beach; authorize the Mayor and City Clerk to execute on the City's behalf the agreement to
transfer funds for 2014 Edward Byrne Memorial (JAG) program between the County of Orange
and the City of Huntington Beach; and, approve the appropriation and expenditure up to $29,041
to be fully reimbursed by the grant from the Department of Justice via the County of Orange.

Tourism Business Improvement District;" increase Hotel/Motel BID Budget (70980101) by
$800,000 for Fiscal Year 2014/15; adopt the Huntington Beach Management District Plan; and,
authorize the City Manager to negotiate and execute an Agreement for Tourism Business
Improvement District Management to administer the TBID activities and improvements in a form
acceptable to the City Attorney.

Councilmember Carchio reported attending the 12th Annual BB Jazz Festival and commented
positively on the event. He thanked Corky and Betty Bennish for putting on the event and
donating the proceeds towards Autism. Additionally, he attended the Van's City Plaque Unveiling
as well as the Patriots Day Ceremony. He thanked American Legion Post 133 for hosting the
ceremony. He noted that efforts are still being made to raise money for the City's 9/11 Memorial
and urged the public to donate.
Councilmember Sullivan reported attending the League of California Cities Conference and Expo,
the HB Council on Aging 26th Annual Senior Saturday, the 7th Annual Blessing of the Waves, the
Patriots Day Ceremony, the HB Green Forum and Expo and commended Miss Huntington Beach
Erin Burke for her effort in entertaining his granddaughter and her friend.
Councilmember Boardman reported she had the opportunity to present Former Mayor Gil Coerper
with a Lifetime Service Award who was honored by the Beachside Skilled Nursing and
Rehabilitation Center in Huntington Beach. Additionally, she reported attending the HB Council
on Aging 26th Annual Senior Saturday and listed opportunities for residents to donate blood. She
attended the Van's City Plaque Unveiling and the Patriots Day Ceremony and thanked the
American Legion Post 133 and the Police Department for making the ceremony, special. She
attended the Chamber of Commerce Ribbon -cutting for Mike Grummet Insurance Services, the
HB Green Forum and Expo and the HB Disaster Preparedness Expo 2014. She thanked the
Seabreeze Church and City staff for putting on the event and commented on the importance of

being prepared in case of a disaster. She announced the Tip -a -Cop event on September 18,
2014, from 5:00 PM to 9:00 PM at the California Pizza Kitchen at the Bella Terra Mall. They will

Mayor Pro Tem Shaw reported attending the 7th Annual Blessing of the Waves, the Patriots Day
Ceremony and the HB Green Forum and Expo. He reported visiting with the Earth Log vendor
and commented on the growth of his business.
Councilmember Hardy announced the upcoming Miss Huntington Beach Pageant on October 4,
2014, from 1:00 PM to 3:00 PM in the Council Chambers and the Police Open House on
September 20, 2014, from 10:00 AM to 3:00 PM in City Hall.
Councilmember Katapodis reported attending the Van's City Plaque Unveiling and the Patriots
Day Ceremony. He encouraged residents to visit www.buildingtoremember.com to donate
towards the Huntington Beach 9/11 Memorial. He commended Police Chief Handy for his efforts
as the keynote speaker at the ceremony.
Mayor Harper reported attending the California League of Cities Conference and congratulated
Councilmember Carchio for his nomination at the OCTax 4th Annual Roses, Radishes and
Royalty Awards. Additionally, he attended the HB Council on Aging 26th Annual Senior Saturday
and the 7th Annual Blessing of the Waves. He commented on the Van's City Plaque Unveiling
and commended the American Legion Post 133 for organizing the Patriots Day Ceremony and
thanked the Police, Fire and Marine Safety Departments for their participation. He commented on
the HB Green Forum and Expo and acknowledged Public Safety and Public Works staff for the
HB Disaster Preparedness Expo 2014. He noted that October 20, 2014, is the last day for
citizens to register to vote and encouraged residents to be ready to vote.
