Harper; County Board of Supervisors appointees Lucy Dunn and Steve Bone; Community Colleges Districts appointee W. Andrew "Andy" Dunn; Orange County Office of Education appointee Carrie Delgado; Former Huntington Beach Redevelopment Agency employee representative Kellee Fritzal; Special District — Orange County Sanitation District appointee Joe Carchio CALL TO ORDER — The Meeting was called to order by Chair Harper at 5:17 PM ROLL CALL: Chair Harper, Vice Chair Carchio, Bone, Fritzal, L. Dunn (Via Conference Call) ABSENT: Delgado and A. Dunn SUPPLEMENTAL COMMUNICATIONS: Announced by Board Secretary — Item #3, a revised copy of the minutes of the 11/5/14 Oversight Board meeting, containing minor text corrections. No changes were made to the motions or votes. PUBLIC COMMENTS: This is the portion of the meeting for any member of the public to address the Oversight Board on any matter that is within the subject matter jurisdiction of the board. The Brown Act, with limited exception, does not allow the board or staff to discuss issues brought forth under Public Comments. Comments should be limited to 3 minutes per person. -None BUSINESS: 1. Approved and adopted Oversight Board Resolution No. 2014-08 approving the Repayment Schedule for Loans from the former Redevelopment Agency's Lowy and Moderate Income Housing Fund Ken Domer, Assistant City Manager provided an oral overview reciting the facts in the staffireport and stated that Sunny Han, Finance Department, was available to answer questions. There being no further discussion nor questions, a motion was made by Vice Chair Carchio, second Board Member Bone to adopt Resolution No. 2014-08 approving the Repayment Schedule for Loans from the former Redevelopment Agency's Low and Moderate Income Housing Fund. The motion carried by the following vote: AYES: Chair Harper, Vice Chair Carchio, Bone, Fritzal, L. Dunn NOES: None ABSENT: Delgado & A. Dunn 2. Approved and adopted Oversight Board Resolution No. 2014-09 Approving Two Proposed Assignments and Agreements Related to The Strand Project Disposition and Development Agreement with CIM/Huntington, LLC, Cypress Equities, and DiamondRock Hospitality Ken Domer, Assistant City Manager provided an oral overview of the facts in the staff report and stated staff was available for any questions. Bone expressed his opinion that this action is good for the community. There being no further discussion nor questions, a motion was made by Board Member Bone second by Vice Chair Carchio to adopt Resolution No. 2014-09 approving Two Proposed Assignments and Agreements Related to The Strand Project Disposition and Development Agreement with CIM/Huntington, LLC, Cypress Equities, and DiamondRock Hospitality. The motion carried by the following vote: AYES: Chair Harper, Vice Chair Carchio, Bone, Fritzal, L. Dunn NOES: None ABSENT: Delgado & A. Dunn 3. Approved and adopted the minutes of the Oversight Board Special Meeting of November 5, 2014, as a mended by Supplemental Communication Approved and adopted the minutes of the Oversight Board Special Meeting of November 5, 2014, as amended by Supplemental Communication and on file in the office of the Secretary of the Board. The motion carried by the following vote: , AYES: Vice Chair Carchio, Bone, Fritzal, L. Dunn NOES: None ABSTAIN: Chair Harper ABSENT: Delgado & A.
