Based on the lack of a Study Session and Closed Session, the meeting was called to order at

Mary Urashima, representing Historic Wintersburg, thanked all Councilmembers stepping down
for their service and expressed gratitude for their support and effort for historic preservation.
She congratulated those Councilmembers entering into office, and invited everyone to attend
the Annual Newland House Museum Open House on Friday, December 5, 5:30 - 9 PM, "The
Holidays in Huntington Beach, 1914" with interesting and unique displays and the opportunity to
get into the holiday spirit. (00:03:05)

Charles Niederman, Huntington Beach Interfaith Council President, thanked the City Council for
their cooperation with the Interfaith Council and especially the action to make Huntington Beach
a City of Compassion. He thanked outgoing Councilmembers for their support and looks
forward to working with the newly -elected Councilmembers. (00:04:32)
Tim Geddes thanked outgoing Councilmembers for their service to Huntington Beach citizens,
and expressed his hopes that the newly -elected Councilmembers will continue to exhibit
compassion and wisdom in treating all citizens fairly. He congratulated Mayor Harper for
winning the election to represent Huntington Beach as Assemblyman in Sacramento.

Lou Correa, former 34th District Senator, shared his honor in representing Huntington Beach,
and how he invites people from around the world to Surf City. He recognized his involvement in
getting the Santa Ana River Conservancy signed into law to minimize future beach closures,
thanked current Councilmembers for their service, and shared how he is looking forward to the
good work of the newly -elected Councilmembers. (00:08:10)

DISCLOSURE REPORTING - None.
REPORT AND PRESENTATIONS
Assemblyman/Former Mayor Harper acknowledged former Mayors and Councilmembers who
were in the audience: Keith Bohr, David Garofalo, Shirley Dettloff, Don MacAllister, Robert
"Bob" P. Mandic, Jr., and Devin Dwyer. Also acknowledged were Brian Rechsteiner,
Trustee, Huntington Beach City School District, and Orange County Treasurer (Former City
Treasurer) Shari Freidenrich.
Assemblyman/Former Mayor Harper introduced a video recap to acknowledge major
accomplishments and events within the City during this Council's service, including Vans Skate
Park; 3-1 Marine Run; the Be A Buddy, Not a Bully program; Compassionate Cities; Special
Olympics World Games Host announcement; the first Bulls on the Beach event; first ever
Japanese Festival to help celebrate the Sister City relationship with Anjo, Japan; the
groundbreaking ceremony for the new Senior Citizens Center in Central Park; and the Annual
"Light A Light of Love" holiday parade and celebration.
Assemblyman/Former Mayor Harper continued by offering special thanks to his wife Elizabeth,
his parents William & Karen Harper, and announced that since he was sworn in as
Assemblyman earlier in the day, he will be abstaining from voting on issues later in the
meeting. He also acknowledged and thanked his campaign team. He expressed his
appreciation for his recent experiences during his visit to our Sister City, Anjo, Japan and the
opportunity to better understand their different form of city government. The "100 Years of
Surfing in the City of Huntington Beach" celebrations, supported by many community
organizations, was a highlight of 2014. Being a member of the City Council that saw the
completion of the Vans Skate Park during a time of financial challenges is a proud memory. He
thanked Vans for their support and involvement in the project which means Huntington Beach
has the best skate park in the state. He ended his comments by thanking his colleagues for
developing the consensus to design, finance, select the construction manager and builder, and
even the groundbreaking ceremony for the new Senior Center in Central Park -- all for a group

of very deserving citizens of our City. All Councilmembers were thanked for helping him serve
as Mayor this past year and for making the City of Huntington Beach a much better place during
their tenures. He thanked the additional City elected officials for their service: City Attorney
Jennifer McGrath, City Clerk Joan Flynn and City Treasurer Alisa Cutchen.
The last Mayor's Award for the year was presented to Terry Tintle, who is a Crew Leader in
the Signs & Marking Division of Public Works. Terry has worked for the City nearly 32 years.
He leads the group of employees who coordinate street closures and detours for more than 70
City events each year. His coordination and expertise to successfully manage the street
closures is truly impressive. The City Public Works Department has received countless
complements on Terry's performance from other City departments as well as from the
community individuals he interacts with.
Assemblyman/Former Mayor Harper presented a bouquet of red roses to acknowledge Cathy
Fikes, Administrative Assistant for the City Council. On behalf of all Councilmembers, he
thanked her for keeping track of each Councilmember and coordinating their many
meetings with a gracious and friendly manner.
OUTGOING MAYOR'S GIFT TO COLLEAGUES
Assemblyman/Former Mayor Harper presented a custom skateboard deck to each colleague,
as well as to the Former City Attorney Jennifer McGrath, City Clerk Joan Flynn and City
Manager Fred Wilson with personal comments of appreciation for each one.
PRESENTATION BY MAYOR PRO TEM SHAW TO OUTGOING MAYOR HARPER
Mayor Pro Tern Shaw thanked Outgoing Mayor Harper for his year of service to the citizens of
Huntington Beach. On behalf of the City Council he presented the Ultimate Challenge statute to
Outgoing Mayor Harper. A group photo of all former, current and newly -elected City officials
was taken at this time.
PRESENTATIONS BY COMMUNITY MEMBERS TO MAYOR HARPER AND OUTGOING
COUNCILMEMBERS AND CITY ATTORNEY
Kevin Gilhooley, representing the Southern California Association of Government (SCAG),
thanked Former Mayor Harper and Former Mayor Pro Tern Shaw for their contributions to the
Southern California Region. On behalf of the President of SCAG, Carl Moorehouse, he
presented a proclamation of appreciation to each one.
Kim Colton, Executive Director of the Bolsa Chica Land Trust, thanked Councilmembers Connie
Boardman and Joe Shaw for maintaining a focus on the environment during their tenure to
better manage our coastal natural resources. The newly -elected Councilmembers were
encouraged to recognize the importance of the City's open spaces and healthy ocean shores for
the benefit of not only the wildlife, but also for all the people in our community.
City Attorney Staff presented a surfboard by Rockin' Fig, which was signed by City staff on the
backside, to Jennifer McGrath to recognize her accomplishments during 20 years of City
employment, including 12 years as City Attorney.

Peggy Price, Huntington Beach Interfaith Council, thanked the Councilmembers, especially
Councilmember Boardman, for supporting the Compassionate City project -- 11 days when
2,400 local folks were motivated through the partnership between the Interfaith Council and the
City to focus on acts of volunteerism and kindness in the community. Huntington Beach has the
distinction of being the first city in Orange County to become a City of Compassion, and
Councilmembers were encouraged to continue supporting the project.
Brian Rechsteiner, Huntington Beach City School District, thanked all of the Councilmembers for
their service and congratulated the newly -elected Councilmembers on behalf of the H.B. City
School District Board. The City School District Board looks forward to cooperating with the new
Council to make Huntington Beach a better place to live, work and play.
Former Mayor Don Hansen recognized Former Mayor Harper's time of service and thanked him
for his accomplishments. He further stated that Former Mayor Harper is a testament to the fact
that if an individual stands true to their convictions, respects the voters they represent, and
carries forth the agenda of the people, that person will succeed. Former Mayor Hansen closed
by expressing personal and community appreciation for Former Mayor Harper putting in the
hard work, being disciplined and a person of his word.

1. Approved and adopted Minutes
A motion was made by Councilmember Boardman, second by Councilmember Shaw, to review
and approve the City Council/Public Financing Authority regular meeting and Successor Agency
special meeting minutes dated November 17, 2014, as written and on file in the office of the City
Clerk. The motion carried by the following vote:

Resolution No. 2014-94, "A Resolution of the City Council of the City of Huntington Beach
Modifying Salary and Benefits for the Elected City Attorney." The motion carried by the following

A motion was made by Councilmember Carchio, second by Councilmember Boardman, to
adopt Resolution No. 2014-93, "A Resolution of the City Council of the City of Huntington
Beach, California, Reciting the Facts of the General Municipal Election held on November 4,
2014, Declaring the Results and Such Other Matters as Provided by Law;" and, authorize the
Mayor and City Clerk to execute the "Certificate of Proceedings Had and Taken in Adoption of
Charter Amendment by Electors of the City of Huntington Beach At A General Municipal
Election Held on November 4, 2014," and submit to the Secretary of State in accordance with
California Government Code Section 34460. The motion carried by the following vote:

Former Mayor Matthew Harper presented a gavel to Mayor Harper.
5. Conducted Election of Mayor Pro Tempore for Ensuing Year
A motion was made by Councilmember O'Connell, second by Councilmember Sullivan, to elect
Jim Katapodis as Mayor Pro Tempore for the ensuing year. The motion carried by the following
vote:

City Clerk Joan L. Flynn administered the Oath of Office to new Mayor Pro Tempore Jim

Tom Livengood, Amigos de Balsa Chica Board of Directors, congratulated the new Council and
presented them with a book by David M. Carlberg entitled, Balsa Chica: Its History from
Prehistoric Times to the Present.

Mayor Hardy spoke of her appreciation for the community and their civic involvement, discussed
Huntington Beach's recognition as "Surf City," the purchase of Little League fields at Wardlow
and LeBard parks, Bella Terra and Pacific City projects, and the value of the City's Emergency
Operations Center (EOC). She expressed thanks to colleagues and staff with whom she looks
forward to working with in the coming year, and also thanked her family.

Mayor Pro Tern Katapodis thanked outgoing Councilmembers Harper, Carchio, Shaw and
Boardman, and described how he is looking forward to working with the new Council.
Councilmember Delgleize described her honor in being elected to the City Council, and
expressed her excitement to work with the new Council and community members for a great
year.

Councilmember Posey described how he was encouraged to run for Council and recognized
individuals who helped him during his campaign. He stated his excitement to serve the City and
making it a much better place to live, work, and play.
Councilmember O'Connell thanked and recognized the efforts of all who supported his
campaign, and made a pledge to win the favor of those who did not. He looks forward to
making Huntington Beach a better community.
Councilmember Peterson thanked his wife and family, recognized his parents for instilling in him
the importance of service, and expressed appreciation and gratitude for the community's level
of civic engagement.
City Attorney Gates thanked his family for their sacrifices and support through the election
process and recognized the many former Councilmembers who encouraged and supported him.
He is humbled, honored and grateful for the opportunity to serve with such a dedicated team in
the best City in the whole state.

the Huntington Beach City Council scheduled for Monday, December 15, 2014 at 4:00 PM in
