AWARDS AND PRESENTATIONS
Mayor Hardy called on Gisela Campagne to present the Adoptable Pet of the Month.
Jeanna and Pat, volunteers with the O. C. Humane Society, introduced Mr. Armando, a 10 lb., five-
year -old male cat. Mr. Armando is a mixed Tiffany breed that is very sociable, comfortable around

humans and other cats. As Adoptable Pet of the Month the adoption fees are reduced by 25 percent.

Mayor Hardy called on Marina High School instructor Tom Zook, Engineering Mentor Eric Gever,
and students from the Marina High School FIRST Robotics Team who presented details about
the science and engineering program, as well as the upcoming regionallinternational robotics
competitions in Spring 2015.
The introduced individuals stressed the opportunities this program provides students that no other area
classes offer. The program is staffed by volunteers and relies upon the generosity of Marina
High School, community members and businesses for their meeting space and needed equipment. The
program also relies upon grants. The FIRST Robotics Team currently needs power tools, funds for
materials to compete at regional events, space to build and store equipment, and a trailer to get their
equipment to competitions and demonstrations.
Mayor Hardy called on Huntington Beach Council On Aging (HBCOA) President Cathy Meschuk
and HBCOA members to make an announcement and presentation to the City in support of
Senior Services Care Management.
In presenting a check for $22,000 to the City, Bob Dettloff, Incoming President, introduced Cathy
Meschuck, President for the last two years, and J. D. Miles, First Vice President for the last two years.
Each year, for nearly ten years, HBCOA has presented $22,000 for a part-time Seniors Case Manager.
They look forward to continuing this tradition and are excited to see the progress being made for the
new Senior Center.
Mayor Hardy called on Fire Chief Patrick McIntosh to present the Mayor's Award to Firefighter /
Paramedic Keita Sato.
Mr. Sato was lauded for his exemplary service to the City. He started as an ambulance operator,
trained as a paramedic, then firefighter and currently is a member of the City's SWAT and HAZMAT
teams. As a hard-working, dedicated professional, he teaches, helps to raise charity funds, is a
member of several Department committees and also translates for visitors from our Sister City, Anjo,
Japan.

Maureen L. congratulated the newly elected Council members and stated her opinion that any bans
should come at the State level, not be implemented locally. (00:24:29)
Ron Sterud shared his opposition to Agenda Item #18. He opined that, if approved, this would only
serve to increase costs for all business owners -- costs that will be passed on to everyone in the
community. He encouraged formation of a Finance Commission to address ways to
generate revenues that would not directly impact all individual citizens. (00:26:10)
Joseph Mastropaolo addressed the high traffic jams being created by high density housing and
encouraged the new City Council to stop the high density projects within the City. (00:27:56)
Ron Higby spoke to oppose Agenda Item #18 which he felt appears to be an attempt to raise revenues
for the City. He urges the new City Council to table this item until there has been a thorough review
of City spending. (00:30:38)
Michael Elliott spoke to the issue of resident -only parking on Orange Avenue. One hundred percent of
the residents of the 900 block of Orange Avenue would like to see things left as they are. He requested
that this resident -only parking issue be placed on the agenda for the current Council to decide.

COUNCIL COMMITTEE - APPOINTMENTS - LIAISON REPORTS AND ALL AB 1234 DISCLOSURE
REPORTING
Councilmember Delgleize announced her Council Board and Commission appointments: Planning
Commission — Patrick Brennan; Community Services Commission — J. D. Miles; Public Works
Commission — John Scandura; and Investment Advisory Board — Scott Dowds.
Councilman Sullivan reported attending as Chair the meeting of the County Senior Citizens Advisory
Council as well as that organization's Executive Committee.
Councilmember O'Connell attended the Manufactured Housing Educational Trust meeting as well as
the City's Light the Light of Love event.
Mayor Hardy announced on behalf of absent Councilmember Posey his Planning Commissioner
appointment of Connie Mandic.
1. Approved City Council Boards and Commissions' Liaison Appointments
Mayor Hardy announced the Liaison for the Visit Huntington Beach would be changed from
Councilmember Sullivan to Councilmember Delgleize.
A motion was made by Katapodis, second Delgleize to approve, as amended by Supplemental
Communication and verbally by Mayor Hardy, the City Council, Public Financing Authority, Housing
Authority, Parking Authority, Civic Improvement Corporation and Successor Agency Recommended
Action to:
Approve the Boards and Commissions Appointments List as amended by Mayor Hardy. (The City
Clerk certifies that FPPC Form 806 "Agency Report of Public Official Appointments" which is used to

CITY MANAGER'S REPORT
City Manager Wilson provided an update on the City Hall operating schedule for the holidays. All offices
will close at noon on Wednesday, December 24, as well as noon on Wednesday, December 31. The
offices will be closed on Christmas Day and the following Friday, as well as New Year's Day and the
following Friday. The Library and Recreation Services have a different schedule and will be open,
except for the Community Centers which will be closed for renovations during this time. All details will
be posted on the website.

4. Received and filed the Maddy Act Local Appointments List - 2015 (terms on City boards,
commissions, and committees which expire in 2015) to inform the public of openings and
vacancies based on expiration of current members' terms
A motion was made by Sullivan, second Katapodis to receive and file the Maddy Act Local
Appointments List - 2015 showing vacancies which will occur on City boards, commissions and
committees in the year 2015, and direct the City Clerk to post the list at official posting locations (Civic
Center, Huntington Central Library, Main Street Library). Copies of the Maddy Act Local Appointments
List - 2015 will also be posted at all branch libraries, and on the City's website.

5. Received and filed the City of Huntington Beach Strategic Plan Update
Councilmember Sullivan pulled this item to state that there will be a strategy meeting for the Strategic
Plan Update on January 23, 2015, and there may be changes as a result.
A motion was made by Sullivan, second Katapodis to receive and file the Twelve -Month Strategic
Objectives.

6. Approved Final Tract Map No. 17238, and authorized execution of a Subdivision
Agreement for the Fairwind Subdivision by TRI Pointe Homes at 10251 Yorktown Avenue
(former Lamb School Site)
Councilmember Sullivan pulled this item to express his opinion that the people of Huntington Beach
own the land around all schools, and the development of a closed school site should only be on the
footprint of the former school and asphalt areas. No other land should be touched, but should be used
for recreation only. As a result Councilman Sullivan will not be moving this action.
A motion was made by Katapodis, second Delgleize to approve Final Tract Map No. 17238 and accept
the offer of easements pursuant to findings and requirements; and, approve the Subdivision Agreement
between the City and TRI Pointe Homes, Inc., a California Delaware Corporation, and authorize
execution by the Mayor and City Clerk.

8. Adopted Resolution No. 2014-95 amending the Fiscal Year 2014115 Budget to carry over

Improvement Program (CIP) Projects
A motion was made by Sullivan, second Katapodis to adopt Resolution No. 2014-95, "A Resolution of
the City Council of the City of Huntington Beach Amending the Fiscal Year 2014/15 Budget to Carry
Over Unspent Appropriations from Fiscal Year 2013/14" which incorporates and references the
continuation of funding. Exhibit A lists individual Capital Improvement Projects and their respective
Funds totaling $13,703,875.

A motion was made by Sullivan, second Katapodis to adopt Resolution No. 2014-92, "A Resolution of
the City Council of the City of Huntington Beach Closing All Non -Essential City Services to the Public
From Noon, Wednesday, December 24, 2014, and all day Friday, December 26, 2014, and From Noon,
Wednesday, December 31, and all day Friday, January 2, 2015, in Addition to the City Recognized
Holidays of Thursday, December 25, 2014, (Christmas) and Thursday, January 1, 2015, (New Years
Day) Amending the Salary and Benefits Resolution (Resolution 2014-32) for Non -Represented
Employees by Adopting the Side Letter Agreement;" and, authorize the City Manager to execute the
Side Letter Agreement.

13. Adopted Resolution No. 2014-105 amending the City's Classification Plan by adding the
Classification of Water Quality Supervisor

14. Adopted seven Resolutions requesting authorization by the City and approval from
Caltrans for temporary closure of streets for certain special events in 2015.
Councilman Sullivan pulled this item to ask if the City costs for closing streets is charged to the
sponsoring organizations requiring street closures. The reply by Community Services Director
Laudenback was, "Yes, direct costs for these events are charged to the promoters."
A motion was made by Sullivan, second Katapodis to adopt Resolution No. 2014-96, "A Resolution of
the City Council of the City of Huntington Beach authorizing the closing of Main Street and 5th Street to
vehicular traffic for certain Special Events;" and, adopt Resolution No. 2014-97, "A Resolution of the
City Council of the City of Huntington Beach approving the temporary closure of 12th Street in Sunset
Beach for the Annual Sunset Beach Art Festival and Halloween Party;" and, adopt Resolution No.
2014-98, "A Resolution of the City Council of the City of Huntington Beach requesting Caltrans approve
the closing of Pacific Coast Highway and Certain Ingress and Egress for the Surf City USA Marathon.
Run;" and, adopt Resolution No. 2014-99, "A Resolution of the City Council of the City of Huntington
Beach approving the temporary closure of portions of Goldenwest Street, Garfield Avenue, Huntington
Street, Twin Dolphin Drive, Edwards Street, Ellis Avenue, Talbert Avenue, Seapoint Street, Inlet Drive,
Overlook Drive, Summit Drive, Varsity Drive, Main Street, Walnut Avenue, and Central Park Drive for
the Surf City USA Marathon Run;" and, adopt Resolution No. 2014-100, "A Resolution of The City

the City Council of the City of Huntington Beach Modifying Non -Associated Salary and Benefits
Resolution and Amending the Employment Agreement between the City of Huntington Beach and the
Chief Assistant City Attorney."

16. Approved and authorized appropriation of funds and execution of Amendment No. 3 to
Professional Services Agreement with David Volz Design for Park Design and Landscape
Architectural Services
A motion was made by Sullivan, second Katapodis to approve and authorize the Mayor and City Clerk
to execute "Amendment No. 3 to Agreement between the City of Huntington Beach and David Volz
Design for Landscape Architectural Services" providing additional services in an amount not to exceed
$185,000; and, authorize the appropriation of $113,000 from the Park Acquisition and Development
Fund (Fund 209) fund balance into account 20945101.69365 for additional services.

A motion was made by Sullivan, second Katapodis to adopt Ordinance No. 4034, "An Ordinance of the
City of Huntington Beach Amending the Huntington Beach Municipal Code by Amending Section
3.44.120 thereof regarding Oil Pipeline Insurance Filing."

18. Continued the adoption of Ordinance No. 4042 amending the Refuse Collection and
Disposal Services Franchise Agreement between the City and Rainbow Disposal and
Rainbow Transfer and Recycling Companies to Increase the Franchise Fee on
Commercial Service from 5% to 12% to a future meeting. Approved for introduction
November 17, 2014, Vote: 6-0-1 (Harper absent).
Councilmember O'Connell recused himself for Item #18 in an abundance of caution and left the room.
Councilmember Peterson pulled this item. He stated that Huntington Beach should be leading, not
following, other cities which were used as benchmarks in the Staff Report.. A commercial refuse rate
increase affects all citizens. In his opinion, fees should not be raised to fix bad policy. Council needs to
look at alternative ways to take care of debt. Therefore, Peterson moved to deny the adoption of
Ordinance 4042.
Councilmember Sullivan stated that public comments previously shared this evening have changed his
mind on the issue and he will oppose this ordinance.
Councilmember Katapodis stated that the item should be tabled until Staff can make another
presentation to the Council. Mayor Hardy seconded tabling the item so all new Councilmembers have
the opportunity to see Staff's presentation.
City Manager Wilson asked for clarification if the intention was to table to include in context with mid-
year budget review, and Mayor Hardy agreed.
Councilmember Peterson would like to see some effort placed on reducing debt, not just raising fees.
A substitute motion was made by Katapodis, second Delgleize to continue Ordinance No. 4042, "An
Ordinance Of The City Of Huntington Beach Amending The Franchise To Collect Refuse Granted To
Rainbow Disposal And Rainbow Transfer And Recycling Companies," for the purpose of increasing the

Councilmember Peterson wished everyone Merry Christmas, Happy New Year, and Happy Hanukkah.
Councilmember Delgleize expressed Happy Holiday wishes for all City residents and staff.
Councilmember Sullivan echoed the holiday wishes already expressed and publically thanked Former
Councilmember Joe Carchio for his eight years of great service on the Council to improve the quality of
life for the citizens of Huntington Beach.

Councilmember O'Connell wished everyone a happy and healthy Holiday Season and prosperous New
Year.
Mayor Pro Tern Katapodis reminded everyone to don't drink and drive during the holidays. He enjoyed
participating in the downtown Light a Light of Love and festivities.
Mayor Hardy reported attending the Christmas tree lighting ceremony in the Chamber lobby. She also
attended the Universal Cheerleaders Association regional meet at Marina High School, the small
parade on Main Street as well as the Light a Light of Love snowflakes on the pier. Mayor Hardy
encouraged people to patronize the organizations and businesses whose names are on the
snowflakes, as they are helping to make a difference for the local youth shelter which deserves
everyone's support. Happy Holidays!
