Karen Warner, AICP, Housing Policy Associates, presented a PowerPoint dated June 1, 2015 entitled 2015116
- 2019120 Consolidated Plan Overview, that included the following titled slides What is the Consolidated
Plan?, Potential Uses of Funds, Major Components of the Consolidated Plan, Community Participation in
Development of Consolidated Plan, Housing/Community Development Needs Survey (471 completed
surveys), Survey of Housing and Homeless Service Providers, Survey of Housing and Homeless Service
Providers, Survey of Special Needs Service Providers, Special Needs Service Providers, and 2015/16 -
2019/20 Consolidated Plan Goals
A PowerPoint dated June 1, 2015 entitled 2015/16 Allocations and Recommendations, Community
Development Block Grant HOME Investment Partnership that included the following entitled slides HUD
Allocation, CDBG Allocation Process, CPAB Recommendations for 2015/16 CDBG Funding, Public Services

Councilmember O'Connell, Kellee Fritzal, Deputy Director - Business Development, and Mayor Hardy
discussed Federal administration of the program, including allocation of 20% of funds for program
administration
In response to Councilmember Peterson's request for clarification of the program, Mayor Hardy suggested that
staff draft a memo to Council of how / when the program was formed, and what it does
2. Update provided regarding Police Department's Pilot Program of Body Worn Cameras (BWC)
Police Chief Robert Handy provided a PowerPoint presentation entitled Body Worn Cameras that included the
following titled slides Background, Reasons to Consider BWC, Rialto PD / Cambridge U, Complications,
HBPD Pilot Program, If Full Deployment, and Next Steps
Councilmember O'Connell discussed studies on proactive versus reactive policing, and voiced concerns about
costs associated with program implementation, questioning if staff knew what would be needed to fund the
program for 10 years Chief Handy explained that the pilot program would require five cameras for a short,
undetermined term
Councilmember Delgleize confirmed her understanding of the pilot program request including costs, start date,
etc
Councilmember Peterson provided support for the pilot program, sharing the positive feedback he has heard
from Police Officers, and how cameras protect the department City Attorney Gates was asked to join the
discussion, and shared his experience in the County with dash and audio cam programs that served as

Councilmember Posey recognized funds saved on investigation
Mayor Pro Katapodis voiced concerns related to the Public Information Act and pending legislation
Mayor Hardy discussed the changing technology, and how other cities have found the practice favorable
Councilmember O'Connell and Chief Handy discussed estimated number of hours cameras would be in use
Councilmember O'Connell asked Dave Humphreys, Huntington Beach Police Officer who was present in the
audience, to come forward to discuss how the pilot program would impact the department Mr Humphreys,
speaking on behalf of the Police Officer's Association, described the membership's concerns about the time
necessary to review videos and write reports when staffing levels are at an all time low

Mayor Hardy Announced Pursuant to Government Code Section 54957 6, the City Council shall recess into
Closed Session to meet with its designated labor negotiators and Fred Wilson, City Manager regarding the
following Fire Management Association (FMA), Huntington Beach Firefighters' Association (HBFA),
Huntington Beach Municipal Employees' Association (MEA), Management Employee's Organization (MEO),
Huntington Beach Police Officers' Association (POA), Police Management Association (PMA), Marine Safety
Management Association (MSMA), and/or Surf City Lifeguard Employees' Association (SCLEA)
CLOSED SESSION
3. Pursuant to Government Code § 54956.9(d)(1), the City Council recessed into Closed Session to
confer with the City Attorney regarding the following lawsuit: Ocean View School District v. City of
Huntington Beach (Rainbow Disposal), Orange County Superior Court Case No. 30-2013-00692076. The
District filed a lawsuit challenging the City's Environmental Impact Report on the rezoning of the
Rainbow Disposal property at the southeast corner of Warner Avenue/Nichols Lane.
4. Pursuant to Government Code §54956.9(d)(2) the City Council recessed into Closed Session to
confer with the City Attorney regarding potential litigation. Number of cases, one (1).
5. Pursuant to Government Code § 54957.6, the City Council recessed into Closed Session to meet with
its designated labor negotiators and Fred Wilson, City Manager regarding the following: Fire

Mayor Hardy proclaimed National Beach Safety and Rip Current Awareness Week June 7 through 14 and
presented a proclamation to Fire Chief Patrick McIntosh
Mayor Hardy called on resident Jody Campbell who shared his story and thanked HBFD Firefighters from
Warner Fire Station, Engine 47 and the emergency transport ambulance crew from Edwards Fire Station, ET-
46 for saving his life
Mayor Hardy called on the Haley family and presented a commendation in celebrating the 50th anniversary of
Captain Jack's Restaurant
Mayor Hardy presented a commendation to the Edison High School Cheer and Song Squad for their 2015
accomplishments, including being named Varsity Cheer USA National Champions
Mayor Hardy presented a commendation to students from Coast High School for their recent accomplishments
in the Municipal Water District's Solar Cup Competition
Mayor Hardy called on Community Services Director Janeen Laudenback and the Children's Needs Task
Force members Phyllis Lemkey, Jim Haden, Brock Howard, and Linda Cordaho to acknowledge Youth
Character Award Honorees Dylan Alcantara, Orlando Bastida, Kelcey Bligh, Rider Burnham, Trent Douphner,

Councilmember O'Connell announced his appointment of Bill Workman to the Finance Commission
Mayor Pro Tem Katapodis reported attending a board of directors meeting of the Orange County Transit
Authority (OCTA), and provided an update on OCTA's proposed 405 Freeway Toll Lane He also reported
attending a board meeting of the Orange County Sanitation District (OCSD), and OCTA Transit Committee
meeting He concluded comments by appointing Michelle Schuetz to the Infrastructure Committee
Mayor Hardy and Mayor Pro Tem Katapodis discussed the appropriate time to present a letter of position
regarding OCTA's 405 Toll Lane proposal to the Intergovernmental Relations Committee (IRC)
Councilmember Delgleize announced the appointment of Charlie Bunten to the Finance Commission
CITY MANAGER'S REPORT
Manager Wilson reported on the status of construction at the Huntington Senior Center, and explained that the
developer has set up a webcam for watching development in real time Access can be found on the City's
webpage under "Web Spotlights "

Karen McNeil and Charles Epting to a first -term expiring June 30, 2019, and Ronald Knowles to a first -term
expiring June 30, 2017

Clerk to file the bond with the City Treasurer, and, instruct the City Clerk to record the "Notice of Acceptance of
Public Improvements" with the Orange County Recorder

5. Adopted Resolution No. 2015-23 approving the decertification of Environmental Impact Report

Mayor Hardy pulled this item to address public speaker Urashima's inquiry regarding the status of
the demolition permit on the property Attorney Gates clarified that decertification of EIR No 07-001 would
remove CEQA actions including the demolition permit associated with the property
A motion was made by Hardy, second O'Connell to approve decertification of EIR No 07-001 by adopting
Resolution No 2015-23 "A Resolution of the City Council of the City of Huntington Beach Decertifying Final
EIR No 07-001 and Repealing Resolution No 2013-61 "

6. Adopted Resolution No. 2015-24, approving and implementing the Memorandum of
Understanding (MOU) between the Surf City Lifeguard Employees' Association (SCLEA) and the
City for the term July 1, 2014 through September 30, 2015; authorized the City Manager to
execute the MOU; and, authorized a Fiscal Year 2014-15 budget appropriation in the amount of
$47,333
A motion was made by O'Connell, second Delgleize to adopt Resolution No 2015-24, "A Resolution of the City
Council of the City of Huntington Beach Approving and Implementing the Memorandum of Understanding
Between the City and the Surf City Lifeguard Employees' Association (SCLEA) for July 1, 2014 Through

A motion was made by O'Connell, second Delgleize to approve and authorize the Mayor and City Clerk to
execute a "Landscape Maintenance Agreement Within State Highway Right of Way On Route 39 Within The
City of Huntington Beach" between the State of California and the City for maintenance of landscaping
improvements within the state right-of-way along the project Beach Boulevard frontage, and, approve and
authorize the Mayor and City Clerk to execute and record the "License Agreement Between The City of
Huntington Beach and 17811 Beach Blvd , LLC (the owner/developer) to provide Installation and Maintenance
of Landscaping and Hardscaping Improvements in the Public Right -of -Way" located at 17811 Beach
Boulevard

existing municipal code language prohibiting the maltreatment of wildlife, and return with an
ordinance prohibiting the feeding of wildlife
Councilmember Peterson questioned how the proposed ordinance would differ from State law and
Councilmember Delgleize responded that the City's Municipal Code needs to more clearly state that feeding of
wildlife is not permitted, and the consequences for doing so, to match the State statutes which appear to be
very specific
Councilmember Posey questioned if this is Just an ordinance of notification, or if it is for citing and
enforcement Councilmember Delgleize and City Attorney Gates responded that current City Municipal Code
does not provide a method to cite for feeding of wildlife in any City parks
Mayor Pro Tern Katapodis shared his opinion that an ordinance would keep the City in alignment with existing
State law

Councilmember Delgleize attended the Memorial Day Ceremony at Pier Plaza as well as the event to
honor Cynthia Perazzo
Councilmember O'Connell attended the Memorial Day Ceremony at Pier Plaza, the event to honor Cynthia
Perazzo, the Orange County Business Council, and the Association of California Cities Orange County
(ACCOC) advocacy trip to Washington, DC, for discussions which included the possibility of making John
Wayne Airport an entry port for international flights
Mayor Pro Tern Katapodis attended the Memorial Day Ceremony at Pier Plaza
Mayor Hardy attended the Memorial Day Ceremony at Pier Plaza, the Rededication Ceremony of the Rose
Garden at City Hall, and the Golden Award Ceremony to recognize several outstanding local Girl Scouts
Mayor Hardy also congratulated Marina High School's Golf Team for winning CIF and Huntington Beach High
School's Volleyball Team for winning CIF for the third year in a row
