ANNOUNCEMENT OF SUPPLEMENTAL COMMUNICATIONS (Received After Agenda
Distribution)
Pursuant to the Brown "Open Meetings" Act, City Clerk Joan Flynn announced supplemental
communication that was received by her office following distribution of the Council Agenda packet
For Study Session Item No 1, Homeless Task Force Recommendations, an e-mail communication was
received from Amory Hanson
PUBLIC COMMENTS PERTAINING TO STUDY SESSION / CLOSED SESSION ITEMS

Pat Goodman spoke to share that in her opinion the Homeless Task Force Recommendations is a
comprehensive report on a complicated issue She suggests that the Council continue to offer out-
reach information sessions on the homeless issue and continue to educate people on this topic The
Task Force has provided great suggestions and it is now time to put their ideas into action (00 01 06)
Shirley Dettloff spoke to thank the Council for taking the first steps to try and resolve the homeless
issue, and thanked the Task Force for their work and recommendations In her opinion, the number one
issue is to provide housing for the City's homeless population The Task Force has made excellent
recommendations, and it is Council's responsibility now to follow through and make Huntington Beach a
place where all people feel respected (00 03 16)
Jade Smith spoke to share her experience of being a formerly homeless person living out of her vehicle
with two young children She was fortunate to find shelter, gain employment, and eventually move into

stable housing in Huntington Beach She is proud that her children are attending Huntington Beach
schools She reaches out regularly to the community that she once was a part of Huntington Beach
lacks housing for this population, and there is a great need for outreach services such as housing,
medical, and emergency shelter (00 06 23)
Kristen Woodward spoke to share her own experience of being homeless for over a year with two little
children There were no resources to provide shelter Eventually she did get back on her feet, but it
was very difficult due to the lack of resources in Huntington Beach There are a lot of women with
children who really need assistance, and she hopes that by sharing her story that situation will change

Joint Study Session between the City Council and Homeless Task Force
Homeless Task Force Roll Call
Present Vicki Boatman, Vice -Chair Ralph Bauer, Bill Blair, Dave Moses, Ron Kupferstein, Joseph
Sullivan, Chair Hector Valdez
Absent None
1. The City Council appointed a Homeless Task Force to review and make
recommendations regarding the issue of homelessness. Task Force members presented
their recommendations from 5 sub -committees for City Council consideration.
Homeless Task Force Chair Hector "Hek" Valdez provided a PowerPoint dated March 21, 2016,
entitled Homeless Task Force Recommendations that included the following titled slides Formation,
Process, Task Force Recommendations, Police, Housing 1, Housing 2, Coordination of Services,
Economic Self Sufficiency, Health Services, Quest►ons for Task Force, and Next Steps
Bill Blair presented information included in the slide entitled Police
Joseph Sullivan presented information included in the slide entitled Housing 1
Hek Valdez presented information included in the slide entitled Housing 2
Vicki Boatman and Joseph Sullivan presented information included in the slide entitled Coordination of
Services
Ralph Bauer presented information included in the slide entitled Economic Self Sufficiency
Ron Kupferstein presented information included in the slide entitled Health Services
Councilmember Hardy and Task Force Members Bauer and Sullivan discussed recommendations that
would benefit the working homeless Task Force Member Moses identified existing resources that are
available for this large part of the homeless population
Councilmember Peterson and Chief Handy discussed a list of services available in the area which can
be used by first responders Chief Handy discussed how a part-time employee helps coordinate this
effort to connect those in need with providers

Mayor Pro Tern Sullivan congratulated the Homeless Task Force (HTF) for their comprehensive and
detailed report
Councilmember Delgleize thanked the HTF, and discussed coordination needed for overlapping
services Task Force Member Sullivan credited Kathy and Chief Handy for their current efforts, and
agreed that some existing services among regional agencies do overlap Enhancing funding solutions
for the Police Department may help Task Force Member Bauer continued by stating that some
services actually only make it possible for the homeless to remain homeless It is important to get the
homeless into a job so they can move to self-sufficiency If that is not part of the program it will be
doomed to failure
Councilmember O'Connell thanked the HTF, the City Manager and the Police Chief for their efforts to
help make a difference He agreed with Mayor Pro Tem Sullivan's comments that this is a great report
Now it is time for the City Council to act Using resources properly can have a significant impact on
homelessness in the community He recommends allocating housing units specifically for the
homeless, and looks forward to further discussions and staff recommendations
Councilmember Posey thanked the HTF, and also recognized the great report He asked the Task
Force for thoughts about prioritizing homelessness by category, i e , underemployed, drug -addicted, or
mentally challenged Task Force Member Bauer explained the need for professional social assistance
to assess housing needs which is probably bottom line Substance abusers and those who are
mentally challenged are usually best served when you know where they are, which means having a
specific location to provide appropriate treatment This is usually best kept a little away from single
family neighborhoods
Councilmember Posey and Chief Handy discussed the effects of AB 109 and Proposition 47 on the
homeless Chief Handy described prioritizing assistance such as homeless with children, or veterans,
etc Just since September Huntington Beach Homeless Outreach Officers have placed 18 individuals
into housing, have offered connections to services to over 100 people, and about half a dozen other
family reunifications have taken place Obviously, progress is being made Pnontization and process
is refined based on what is learned with each encounter
Councilmember Posey and Chief Handy continued the discussion on available housing resources and
the fact that there are currently 12 other individuals that could be placed into housing if it was available
The discussion continued on apartment managers accepting vouchers HTF member Bauer discussed
other options available through the County and stated that there is definitely a waiting list for housing
Mayor Katapodis thanked the HTF members for their great efforts to this point and discussed the
importance of prioritizing what is possible in the short term, and asked if County health workers
participate in ride-alongs as is done in Los Angeles County Chief Handy responded that Huntington
Beach has an MOU with two different County agencies and they are currently available about three
times per month This is a program that was started about six months ago and it is expected there will
be more involvement with the health workers as the program is expanded and actual demand is
determined All of Huntington Beach officers complete the 16-hour Crisis Intervention training in the
Academy plus 16 hours of in-service training in responding to the mentally ill
Mayor Katapodis discussed Senator Moorlach's bill to address the issue of some of the mentally ill
individuals not being able to get access to their medications and may need treatment that may not be

appropriately treated in an emergency room Some recommendations may be cost prohibitive Also,
Council needs to decide if we want to continue the HTF to help prioritize options and locate resources
Councilmember Peterson suggested that the Council really study the report they were just given to
mold the information into a workable plan and look at budget options, then come back to the HTF
Councilmember O'Connell polled the HFT asking if they wanted to continue and received unanimous
response for continued involvement Kuperfstein discussed meeting monthly, rather than quarterly as
originally requested Also, knowing what the Council's budget is will help with prioritizing options
City Manager Wilson suggested asking staff to review the report and provide some costs, determine
short and long-term goals and priorities and funding resources for refining by the Council and HTF
Task Force Member Bauer discussed putting a plan together that will be refined and which will evolve
over a multi -year period of time

Mayor Katapodis Announced Pursuant to Government Code § 54957.6, the City Council shall
recess into Closed Session to meet with its designated labor negotiators and Fred Wilson, City
Manager regarding the following: Fire Management Association (FMA), Huntington Beach
Firefighters' Association (HBFA), Huntington Beach Municipal Employees' Association (MEA),
Management Employee's Organization (MEO), Huntington Beach Police Officers' Association
(POA), Police Management Association (PMA), Marine Safety Management Association (MSMA),
and/or Surf City Lifeguard Employees' Association (SCLEA).

2. Pursuant to Government Code § 54956 9(d)(1), the City Council shall recess into Closed
Session to confer with the City Attorney regarding the following lawsuit: Sam Moses vs.
City of Huntington Beach, WCAB Case Nos ADJ8823064, Claim Nos. COHB-10-0019.
3. Pursuant to Government Code § 54956.9(d)(1), the City Council shall recess into Closed
Session to confer with the City Attorney regarding the following lawsuit: Robert Bruce
Jenkins v. City of Huntington Beach/June McCann, Orange County Superior Court Case
No. 30-2015-00774236. Automobile accident involving "Seniors on the Go" bus driven by
City employee at the intersection of Adams Ave and Lake Street.
4. Pursuant to Government Code § 54956.9(d)(1), the City Council shall recess into Closed
Session to confer with the City Attorney regarding the following lawsuit: Sunny Kang v.
City of Huntington Beach/William Brownlee, Orange County Superior Court Case No. 30-
2013-00626834. Automobile accident involving City police officer William Brownlee and
Plaintiff Sunny Kang at the intersection of Newland Street and Atlanta Avenue.
5. Pursuant to Government Code § 54956.9(d)(1), the City Council shall recess into Closed
Session to confer with the City Attorney regarding the following lawsuit: Lydia Lorz v.
City of Huntington Beach, Orange County Superior Court Case No. 30-2015-00777844.

Plaintiff claims that she tripped and fell on a pothole in the alley behind Warner Avenue
near its intersection with Evergreen Circle.
6. Pursuant to Government Code § 54956.9(d)(1), the City Council shall recess into Closed
Session to confer with the City Attorney regarding the following lawsuit: Terrell Williams
v. City of Huntington Beach, Orange County Superior Court Case No. 30-2015-00810829.
Trip and fall in hole on the paved pathway along Pacific Coast Highway near 20th Street.
7. Pursuant to Government Code § 54956.9(d)(1), the City Council shall recess into Closed
Session to confer with the City Attorney regarding the following lawsuit: George and
Kathleen Pickett v. City of Huntington Beach/Steven Tilton, Orange County Superior
Court Case No. 30-2014-00754342. Automobile accident involving Plaintiffs and City
employee Steven Tilton at the intersection of Indianapolis Avenue and Delaware Street.

Mayor Katapodis called on Victoria Alberty and Gisela Campagne who presented the Adoptable Pet of
the Month Representing Waggin' Trails Rescue Foundation, they introduced Cinco who is being
fostered through (Care More details are available on Cinco and other adoptable pets at
waggintrails org
Mayor Katapodis called on Ken Inouye who presented the Orange County Human Relations
Commission Annual Report and to highlight specific activities in Huntington Beach in the last year
Mayor Katapodis was presented with a certificate to honor the City for their human relations efforts
Mayor Katapodis called on Huntington Beach Elks Exalted Ruler Rick Bruce and Gregory Neneman,
Drug Awareness Community Relations Chair, who presented plaques to Officers Brad Smith, James
Lopez and Joel Petersen for assisting the Elks during Red Ribbon Week Red Ribbon Week provides
an opportunity for elementary through high school students to "Say No" to drugs, alcohol and tobacco
Red Ribbon Week is also an opportunity to pay tribute to Special Agent Enrique Camarena who was
tortured and murdered by a drug cartel in 1985
Mayor Katapodis called on Community Services Director Janeen Laudenback who presented the
Mayor's Award to Dennis Thompson, Parking Meter Repair Technician Dennis was hired in 1992 and
has served the City with dedication, loyalty and enthusiasm He enjoys public service and contact with
the public Dennis has been on the cutting edge of automation and parking meters Outside of his job,
Dennis enjoys perusing garage sales and water skiing at the river with his family
Mayor Katapodis proclaimed March as Women's History Month as part of the City's Human Relations
Task Force Recognition and Federal Diversity Month Women's History Month has been celebrated
since March 1987 The theme for 2016 is "Working to Form A More Perfect Union" to honor women in
public service and government

John Briscoe spoke to inform everyone he is second on the ballot for Central Committee He also
made a California Public Records Act request to see any and all inspections for parking, for truck count,
for the lazy river (Bioswale), or the compressed natural gas station at Rainbow Disposal since the time

Councilmember Delgleize disclosed that she met with a couple of Huntington Beach Police Officers'
Association (HBPOA) members
Mayor Pro Tem Sullivan reported attending the Vector Control mosquito management meeting, the
General Meeting and the Health and Nutrition Committee meeting of the Senior Citizen's Advisory
Council
Councilmember O'Connell reported attending the Public Policy Making Academy presented by the
Association of California Cities - Orange County (ACC-OC), and also meeting with the City Manager
and representatives of the HBPOA
Councilmember Posey reported attending the Public Policy Making Academy presented by ACC-OC
and the Public Cable Television Authority Board meeting
Mayor Katapodis reported attending an Orange County Transit Authority committee meeting, the
Orange County Sanitation District Administration meeting, and meeting with representatives of the

CITY MANAGER'S REPORT
City Manager Fred Wilson reported that recommendations on the use of the Rodgers Seniors' Center
site will be provided at the April 4, 2016, Study Session
CITY ATTORNEY'S REPORT
1. Letter to Southern California Association of Governments (SCAG)
City Attorney Gates reported that, with the approval of the Mayor and the City Council, a letter was sent
today to California Department of Housing and Community Development (HCD) and Southern
California Association of Government (SCAG) regarding the City's challenge to the State -imposed
RHNA mandates The letter highlights that we believe that SCAG used misplaced analytical
assumptions and flawed population growth figures and also the hardship that complying with SCAG's
RHNA numbers creates for the City of Huntington Beach

A motion was made by Hardy, second Delgleize to adopt Resolution 2016-13, "A Resolution of the City
Council of the City of Huntington Beach Authorizing Submission of an Application to the Orange County
Transportation Authority for Competitive Funding Under the Measure M-2 Program for Project V to
Provide Community -Based Transit/Circulators "

6. Approved and Authorized Execution of Amendment No. 1 to Professional Services
Contracts Between the City of Huntington Beach and Geosyntec Consultants, Inc. and
Langan Engineering and Environmental Services, Inc.
Councilmember Peterson pulled Item 6 to ask what the cost was of the last contract Staff replied that
the Geosyntec work was $379,417, and for Langan it was $252,685
Councilmember Posey asked the City Manager if the City normally uses consultants in lieu of adding
full-time employees City Manager Wilson responded that using consultants allows proper coverage for
the ebb and flow of work levels Councilmember Posey also asked what the approximate savings are
by using consultants, and Manager Wilson responded it is generally a break-even situation cost wise
for Planning On the Fire Department side, using consultants provides expertise that we don't always
have through existing staff Using consultants also eliminates over burdened staff during times of
heavy workload
A motion was made by Peterson, second Sullivan to approve and authorize the Mayor and City Clerk to
execute Amendment No 1 to Professional Services Contract between the City of Huntington Beach
and Geosyntec Consultants, Inc, and, approve and authorize the Mayor and City Clerk to execute
Amendment No 1 to Professional Services Contract between the City of Huntington Beach and Langan
Engineering and Environmental Services, Inc

7. Approved and authorized execution of a Professional Services Contract for As -Needed
Planning Services with Lilley Planning Group, Inc. in the amount of $535,000 for a three-
year term; and, approved the increase in the Community Development Department's
Professional Services Listing authority by $535,000 - Continued from March 7, 2016
Councilmember Peterson pulled this item to ask why the change in cost from year-to-year for this
contract Staff responded that is to provide flexibility to hire different skill levels where the City may
have vacancies There is a bit of a cushion built in, but no more money will be spent than what the
salary savings will be during that time Councilmember Peterson also asked how the $75,000 in
anticipated savings fits into the picture Staff responded that the salary savings is only referring to the
current vacancies, not how much will be saved by hiring the consultant That salary savings will be
extended to the contract costs If the two current vacancies are filled, and staff is able to meet the
State's processing times, then the contract funds would not be spent The Finance Director further
added that they have an analyst involved to ensure that any contract expense is totally offset by salary
savings
A motion was made by Peterson, second Delgleize to approve the increase in the Community
Development Department's professional services listing authority by $535,000 for planning services to
ensure compliance with Administrative Regulation Number 228, Section 7 1, and, approve and
authorize the Mayor and City Clerk to execute a Three (3) Year "Professional Services Contract
Between the City of Huntington Beach and Lilley Planning Group, Inc for Professional Planning

Services" in the amount of Five Hundred Thirty Five Thousand Dollars ($535,000), as prepared and
approved by the City Attorney

8. CONTINUED TO THE MEETING OF 4/4. Approve and authorize execution of Professional
Services Contracts for Fire Prevention Inspection and Plan Review Services with Bureau
Veritas North America, Inc. in the amount of $720,000 and with Jensen Hughes, Inc. in the
amount of $180,000; and, approve additional appropriation in the amount of $325,000 for

Councilmember Peterson asked staff for further background details and why the lowest bidder was not
selected Staff responded that during the evaluation process several elements were considered such
as compliance, technical approach, qualifications, clarity, and vendor preference costs The evaluation
resulted in the selected vendors, especially when the previous work performed for the City was
considered
Councilmember Peterson expressed his desire to see the evaluation results, especially since selected
vendors are double the cost of other bidders
Mayor Katapodis shared his concerns about wanting to see the bottom -line results of the evaluation
criteria as well
A motion was made by Sullivan, second Delgleize to continue to April 4, 2016 to allow Mayor Katapodis
and Councilmember Peterson to meet with staff to ensure they get the information requested (Rating
information on Evaluation worksheets)

9. Awarded and Authorized Execution of a Professional Services Contract with Citygate
Associates, LLC for a Standards of Cover Study and Evaluation of Fire, Rescue, and
Emergency Medical Service Delivery in an Amount Not to Exceed $89,245
A motion was made by Hardy, second Delgleize to authorize the City Manager to execute a
professional services contract with Citygate Associates, LLC in an amount not to exceed $89,245

Beach Community Facilities District No. 2000-1 (Grand Coast Resort), and Resolution

Council of the City of Huntington Beach, Acting in its Capacity as The Legislative Body of City of
Huntington Beach Community Facilities District No 2000-1 (Grand Coast Resort) Authorizing The Levy
of a Special Tax Within Huntington Beach Community Facilities District No 2000-1," and adopt
Resolution 2016-15, "A Resolution of the City Council of the City of Huntington Beach, Acting as The
Legislative Body of City of Huntington Beach Community Facilities District No 2000-1 (Grand Coast
Resort), Approving the Form of Amendment No 1 to Bond Indenture and Authorizing Other Actions in
Connection Therewith "

11. Adopted Ordinance No. 4083 amending the existing Municipal Code Section 10.84.120,
Impounding Parked Bicycles, which would authorize the Police Department and
Community Services to impound bicycles that have been abandoned in any public place,
after a 72 hour posted warning was issued (Approved for introduction March 7, 2016,
Vote: 7 - 0)
A motion was made by Hardy, second Delgleize to adopt Ordinance No 4083, "An Ordinance of the
City of Huntington Beach Amending Section 10 84 120 of the Huntington Beach Municipal Code
Relating to Impounding Parked Bicycles," which would authorize the Police Department and
Community Services to impound bicycles that have been abandoned in any public place, after a 72

City Manager Wilson reported there are three items with the first one being the approval of agreement
and MOU between the City of Huntington Beach and the Municipal Employees' Association As a labor
contract under the new ordinance for transparency, the first step is a presentation of the MOUs
Human Resources Director Michelle Warren provided a PowerPoint dated March 21, 2016, and entitled
Proposed MOU's FMA/MEA/PMA that included the following titled slides Fire Management

Understanding Between the Huntington Beach Municipal Employees' Association and

introduction the proposed Memorandum of Understanding between the Huntington Beach Municipal
Employees' Association and the City of Huntington Beach for the period October 1, 2015 through
September 30, 2017

Mayor Pro Tern Sullivan reported attending a very successful Marine 3/1 Battalion 5K Run/Walk at
Beach and PCH which benefits from the outstanding support of many City employees
Councilmember Delgleize reported attending, for the first time, the great 30-Year Employees Reception
with Mayor Katapodis and Mayor Pro Tern Sullivan
Councilmember O'Connell echoed Mayor Pro Tern Sullivan's comments about the 3/1 5K Run Walk,
and reported also attending the Surf City Splash, and Redefining Undersea Dominance - ECHO

Mayor Katapodis reported attending the Breakfast Business Connection, Marina High School Viking
