Pursuant to the Brown "Open Meetings" Act, City Clerk Joan L. Flynn announced supplemental
communications that were received by her office following distribution of the Council Agenda packet:
For Study Session No. 1, a PowerPoint presentation titled Joint Study Session 2016-17, Allocation of

1. Members from the Citizen Participation Advisory Board (CPAB) reviewed
recommendations for funding projects in the 2016/2017 Action Plan for the Community
Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME)
Members Present: Andy Glade, Shelly Grace -Bowers (Chair), Sherwood Prusso
Shelly Grace -Bowers (Chair) was joined by Sherwood Prusso and Paul Morrow (Vice -Chair). Chair
Grace -Bowers provided a PowerPoint entitled City Council and Citizens Participation Advisory Board
Joint Study Session 2016-2017 Allocation of Community Development Block Grant Funds that included
the following titled slides: Estimated HUD Allocations 2016-2017, CDBG Allocation Process, CPAB
Recommendations for 2016-2017 CDBG Funding, Public Services: $149,23 Available 15% Maximum of
Allocation, Public Services (Continued), Public Improvements, CDBG Administration, Housing and Code
Enforcement, CPAB Recommendations, 201612017 Allocation: HOME, and Questions?
Councilmember Hardy and Chair Grace -Bowers discussed the Orange County Community Housing
Corporation Stepping Up Program.
Councilmember Delgleize and Deputy Director of Business Development Kellee Fritzal discussed a past
CDBG Fund for ADA improvements (City Gym), and defunding the Project Self Sufficiency (PSS)
program. Chair Grace -Bowers explained that the decision to defund PSS primarily dealt with the
population served, which is a very minor portion of Huntington Beach. Also, there is Federal funding
available for senior meals.
Councilmember Peterson and Deputy Director Fritzal discussed various administrative costs for staff
time, consultant assistance, advertising and supplies. Councilmember Peterson requested a detailed
breakdown of the cost categories.
Councilmember Sullivan and Public Speaker Hagler discussed funding for home delivery of meals
included in the Community SeniorServ, Inc./Congregate Meals programs. Ms. Hagler stated that meals
provided at the Senior Center also provide socialization which can sometimes delay the homebound
status, and that fundraising efforts are geared to support both programs.
Councilmember O'Connell and Community Services Director Janeen Laudenback discussed the number
of Project Self Sufficiency (PSS) clients in Huntington Beach, and the specific services that PSS provides
which includes monitoring of educational goals, child care, and assisting with tuition and book costs.
Councilmember Hardy stated that in her opinion funding for PSS is imperative, even if it is for a small
portion of City residents. She voiced concerns about CPAB recommending pulling funds from PSS, an
existing, successful organization, and proposing to fund Stepping Up, a new program that she is not
familiar with. She proposed moving partial funds from other programs to the PSS program.
Councilmember Delgleize echoed Councilmember Hardy's comments, and asked staff to describe the
Stepping Up Program and the benefits it provides.
Councilmember Peterson disagreed with Councilmembers Hardy and Delgleize, and he supports the
CPAB Board's recommendations.

Councilmember Sullivan confirmed with staff that the CPAB recommendations will come back to the
Council for action which will include a Public Hearing and the proper time to discuss transferring funds
would be at that time.
Mayor Katapodis thanked the CPAB members for their work and the report.
Councilmember Hardy and City Manager Fred Wilson discussed past practice to fund certain
organizations through a General Fund appropriation.
Councilmember O'Connell requested, and staff confirmed, that the next report will include a list of
organizations that receive General Fund monies in addition to Grant funds.

Mayor Katapodis Announced: Pursuant to Government Code § 54957.6, the City Council takes this
opportunity to publicly introduce and identify designated labor negotiator, City Manager Fred Wilson, who
will be participating in today's Closed Session discussions regarding labor negotiations with: Huntington
Beach Firefighters' Association (HBFA), Marine Safety Management Association, (MSMA), Huntington
Beach Police Officers' Association (HBPOA), and/or Surf City Lifeguard Employees' Association
(SCLEA).

2. Pursuant to Government Code §54956.9(d)(2) the City Council recessed into Closed
Session to confer with the City Attorney regarding potential litigation. Number of cases,

3. Pursuant to Government Code § 54956.9(d)(1), the City Council recessed into Closed
Session to confer with the City Attorney regarding the following lawsuit: The Kennedy
Commission, et al. v. City of Huntington Beach, Orange County Superior Court Case No.
30-2015-00801675, which concerns a challenge to the City Council action amending the
Beach and Edinger Corridors Specific Plan.

Mayor Katapodis proclaimed National Beach Safety and Rip Current Awareness Week as June 5
through 12 and presented a proclamation to Fire Chief David Segura. As part of Awareness Week,
Marine Safety Division Chief Mike Baumgartner was introduced by Fire Chief Segura to share a
PowerPoint presentation entitled United States Lifesaving Association Top Ten (Safety) Tips.
Mayor Katapodis proclaimed United States Army Day and made a presentation to Sgt. First Class
Ryan Colson of the Southern California Recruiting Battalion.
Mayor Katapodis called on Recreation, Human and Cultural Services Manager Chris Slama who
introduced members of the City's Children's Needs Task Force and presented the 2016 Youth
Character Awards to:

Mayor Katapodis called on Facilities, Development and Concessions Manager David Dominguez
who thanked members of the community for their recent volunteer service.
Manager Dominguez introduced Dave Moses of First Christian Church and Janine Johnson of the
Greater Huntington Beach Interfaith Council who were instrumental in managing the recent volunteer
effort to improve specific areas of Huntington Beach. Manager Dominguez provided a PowerPoint
presentation titled Community Volunteer Projects that included the following titled slides: Restore HB
and First Christian Church, Restore HB Churches, Bartlett Park Improvements, Bartlett Park
Improvements (continued), Community Day of Service, Bartlett Park, Huntington Central Park, Murdy

Mayor Katapodis called on Michelle Clark, of Rainbow Environmental Services, who recognized
the Hyatt Resort and Hyatt Green Team as Huntington Beach's 2016 Earth Day Award winner.
Mayor Katapodis called on special guests to present commendations to outgoing City Clerk Joan
L. Flynn.
Community Services Program (CSP) and Huntington Beach Youth Shelter program director Elsa
Greenfield congratulated outgoing City Clerk Flynn on her retirement, and also thanked her for serving
on the Youth Shelter's Advisory Council. Outgoing City Clerk Flynn was presented with CSPs Angel
Award.
Mayor Katapodis presented a proclamation of congratulations to outgoing City Clerk Flynn on behalf of
Assemblyman Travis Allen.
Mayor Katapodis presented a Certificate of Commendation from the City Councilmembers to outgoing
City Clerk Flynn, followed by personal words of appreciation for her service by each Councilmember.

spoke to inform everyone of the upcoming Huntington Beach Community Forum Town Hall meeting on
June 9, 2016, at Circle View Elementary School, where increased homelessness in Huntington Beach
and public safety will be addressed by Police Chief Robert Handy and City Attorney Michael Gates.

Ken Thomson, President/Owner of Facility Builders and Directors, the contractor responsible for the
design and construction of the improvements at Rainbow Environmental Services facility, spoke to
provide an update of the work being done on that project. This project requires meeting standards set by

South Coast Air Quality Management District and City of Huntington Beach codes. The project is on

REMARKS BY OUTGOING CITY CLERK JOAN FLYNN
Outgoing City Clerk Joan L. Flynn gave a summary of major accomplishments during her eighteen -year
tenure as a City employee and City Clerk. She has served through 6 elections, 85 candidates and 8
measures in one of the busiest cities in Orange County for elections; scanned and indexed 1.25 million
sheets of paper to create public records; codified 433 Ordinances; created, read and proofed over 5,000
pages of minutes; attended over 325 City Council meetings; put together over 175,000 pages of Agenda
packets, and how going electronic in 2010 has saved over 2.5 million sheets of paper. She shared her
gratitude for the great City staff, residents, businesses and community associations she has worked with
through the years. She closed her comments by thanking Mayor Pro Tem Sullivan and Councilmember
Hardy for their confidence and appointing her to the position of City Clerk twelve years ago.
OATH OF OFFICE ADMINISTERED TO INCOMING CITY CLERK ROBIN ESTANISLAU
Outgoing City Clerk Flynn introduced incoming City Clerk Robin Estanislau as someone she had worked
with at the City for seventeen years. Incoming City Clerk Robin Estanislau was presented with a
Certificate of Appointment and took the Oath of Office as the twelfth City Clerk of the City of Huntington
Beach administered by outgoing City Clerk Flynn.
City Clerk Robin Estanislau thanked outgoing City Clerk Flynn for being such a great mentor through the
years.
COUNCIL COMMITTEE - APPOINTMENTS - LIAISON REPORTS, AB 1234 REPORTING, AND
OPENNESS IN NEGOTIATIONS DISCLOSURES
Mayor Pro Tem Sullivan reported attending an Orange County Mosquito and Vector Control Board
meeting, as well as the Orange County Senior Citizens' Advisory Council Health and Nutrition meeting.
Councilmember O'Connell reported attending the Orange County Business Council (OCBC) and
Association of California Cities — Orange County (ACC-OC) Advocacy Trip to Washington, DC, and a
recent press conference relating to homelessness in Orange County.
Councilmember Peterson reported attending the General Session of the Orange County Sanitation
District (OCSD), Southern California Association of Government (SCAG) Regional Council and the
International Council of Shopping Centers (ICSC) RECon in Las Vegas with the Business Development
Department staff.
Councilmember Delgleize reported attending the Port of Long Beach Tour, the Capstone Housing
infrastructure tour, Orange County Water Summit, the Children's Needs Task Force, the OCBC and
ACC-OC Advocacy Trip to Washington, DC, and the Welcome New Leadership discussion - Orange
County Register.
Mayor Katapodis reported attending the OCBC and ACC-OC Advocacy Trip to Washington, DC.

City Manager Fred Wilson asked that Chief Financial Officer Lori Ann Farrell present the Update on City
Audits and Financial Controls report.
Chief Financial Officer Lori Ann Farrell shared a PowerPoint presentation entitled City of Huntington
Beach Report on City Audits and Financial Controls with slides titled, What are Financial Controls?,
COSO's* Internal Control Framework (*Committee of Sponsoring Organizations of the Treadway
Commission), Control Environment, Risk Assessment, Risk Assessment (continued), Control Activities
— Two Types, Control Environment, Control Environment (continued), Control Environment (continued),
Example — Wire Transfer Process, Example — Wire Transfer Process (continued), Monitoring,
Monitoring (continued), and City Audits and Financial Controls Questions?
Mayor Katapodis and Officer Farrell discussed the limits for wire transfers and ACH (electronic) transfers.
Councilmember Delgleize and Officer Farrell discussed procedures for incoming wire transfers to prevent
fraud.
City Manager Fred Wilson called on Fire Chief David Segura who reported on a power outage that
occurred at the Huntington Garden Tower and Five Points Senior Apartments at Florida Street
and Main. Chief Segura reported that Southern California Edison expected the power to be out for at
least four hours and maybe even over night. The Community Emergency Response Team (CERT), the
Radio Amateur Civil Emergency Service (RACES) and the Red Cross responded to provide health and
welfare checks, charging cell phones, delivering water and snacks provided by the Red Cross, and
provided a generator for a refrigerator to store residents' medications. Chief Segura thanked the CERT
and RACES volunteers for stepping up to help others in the community.
Mayor Katapodis thanked CERT, RACES, the Red Cross, and the Huntington Beach Fire and Police
Departments for their great response.
CONSENT CALENDAR
Councilmember Peterson pulled Consent Calendar Items 6 and 7 for further discussion.
2. Approved and adopted minutes
A motion was made by Sullivan, second Delgleize to review and adopt the City Council/Public Financing
Authority regular minutes dated May 16, 2016, as written and on file in the office of the City Clerk.
The motion carried by the following vote:

3. Approved an appropriation in the amount of $431,400 for updating and replacing the
Police Department's Jail and Civic Center video and monitoring system, and authorized
the Chief of Police to expend these funds

A motion was made by Sullivan, second Delgleize to appropriate $431,400 for the equipment
replacement system upgrade of the jail, property and Civic Center video system in the funds and by the
amounts contained in Attachment 1; and, authorize the Chief of Police to spend these funds to purchase
the new video system from CelPlan to upgrade and integrate the jail, property, and Civic Center camera
systems.

4. Approved the West Orange County Water Board (WOCWB) proposed budget for Fiscal
Year 2016-17, with the City of Huntington Beach paying an amount of $164,654
A motion was made by Sullivan, second Delgleize to approve the West Orange County Water Board
proposed budget for Fiscal Year 2016-17, with the City of Huntington Beach paying an amount of
$164, 654.

5. Adopted Resolution 2016-29 amending Resolution No. 2009-33 for facility rentals and
recreational services to establish charges for the Senior Center in Central Park, the
Central Park Sports Complex Team Room, and the Veterans Annual Beach Parking Pass
(Supplemental Fee Resolution No. 8)
A motion was made by Sullivan, second Delgleize to adopt Resolution 2016-29, "A Resolution of the City
Council of the City of Huntington Beach Amending Resolution No. 2009-33 Which Established a
Scheduled for Charges of the Community Services Department for Facility Rentals and Recreation
Services (Supplemental Fee Resolution No. 8)."
The motion carried by the following vote:

6. Awarded and authorized execution of a construction contract in the amount of $1,428,765
to RJ Noble Company for the Residential Overlay of Maintenance Zone 12, CC-1530
Councilmember Peterson pulled this item for an explanation of the contractor selection process. Director
of Public Works Travis Hopkins explained that this Public Works project received sealed bids which were
opened in public, and the lowest responsible and responsive bidder was selected to do the project. This
is followed by further background checks on the selected company to confirm they have successfully
completed previous like projects.

A motion was made by Peterson, second Hardy to accept the lowest responsive and responsible bid
submitted by RJ Noble Company in the amount of $1,428,765; and, authorize the Mayor and City Clerk
to execute a construction contract in a form approved by the City Attorney.

7. Approved and authorized execution of Amendment No. 1 with CSG Consultants, Inc. for
Building Staffing Services in the amount of $500,000 for a total contract amount not to
exceed $800,000; and, approved the increase in the Community Development
Department's Professional Services listing authority by $500,000
Councilmember Peterson pulled this item for staff confirmation that this is a contract that is being
extended rather than going back out for Request for Proposals. Community Development Director Scott
Hess explained that this three-year contract was approved last year and the funds approved then have
already been expended. This additional funding is from salary savings and professional services (permit
fees) to be added to the account so the City can continue to provide outsource services with the increase
in building inspections.
A motion was made by Peterson, second Delgleize to approve the increase in the Community
Development Department's professional services listing authority by $500,000 for Building Staffing
Services to ensure compliance with Administrative Regulation Number 228, Section 7.1; and, approve
and authorize the Mayor and City Clerk to execute: "Amendment No. 1 to Agreement Between the City of
Huntington Beach and CSG Consultants, Inc. for Building Staffing Services," as prepared and approved
by the City Attorney.

8. Approved and authorized execution of a License Agreement between the City and Sunset
Beach Sanitary District for Emergency Generator Building
A motion was made by Sullivan, second Delgleize to approve and authorize the Mayor and City Clerk to
execute a "License Agreement for Emergency Generator Building by and Between the City of Huntington
Beach and the Sunset Beach Sanitary District" to construct, access, operate and maintain an addition to

9. Adopted Resolution No. 2016-36 approving and implementing the Memorandum of
Understanding (MOU) between the Huntington Beach Police Officers' Association
(HBPOA) and the City for the period October 1, 2015, through September 30, 2017
City Manager Fred Wilson asked Human Resources Director Michele Warren to share a PowerPoint
presentation titled HB Police Officers' Association with the following titled pages: POA Successor MOU,
and POA Successor MOU (continued).
Councilmember Peterson stated he would not be supporting the item due to the Public Employee
Retirement System (PERS) unfunded liability, and the effect on taxpayers.
A motion was made by Sullivan, second O'Connell to adopt Resolution No. 2016-36, "A Resolution of the
City Council of the City of Huntington Beach Approving and Implementing the Memorandum of
Understanding Between the Huntington Beach Police Officers' Association (HBPOA) and the City for
October 1, 2015 Through September 30, 2017."

Retirement Reception for Joan Flynn.
Councilmember Delgleize reported attending the Memorial Day Ceremony at Pier Plaza, and the
Huntington Beach Fuel Dock Grand Opening/Ribbon Cutting.
Councilmember Hardy reported attending the 52nd Annual Queen's Rose Garden Celebration, the
Children's Needs Task Force — Annual American Youth Character Awards, the 31 st Annual Huntington
Beach Concours d'Elegance, and reminded everyone of the Saturday, June 18, Orange County Learning
Black History Juneteenth Black Music Month Celebration at Central Park from 10 a.m. to 5 p.m.
Mayor Pro Tem Sullivan reported that the 3/1 Marines from Camp Pendleton came to help with
improvements at Bartlett Park and Huntington Beach Police Officers cooked lunch for them. He also
reported attending the Memorial Day Ceremony at Pier Plaza, the Friends of the Library event, and he
reminded everyone that this is the 72nd Anniversary of D Day.
Mayor Katapodis reported attending the 52nd Annual Queen's Rose Garden Celebration, speaking at the
City's Retirement Reception for Joan Flynn, attending the Chamber of Commerce Huntington Beach
Expo at City Hall, did exit interviews for 8th graders at Stacey Middle School, attended the Kids in the
Kitchen — Viking Galley Lunch at Sowers Middle School, the 31 st Annual Huntington Beach Concours
d'Elegance at Central Park, the Earth Citizens Beach Clean-up and Festival, and he met the Sri Chinmoy

peace.
