In permitting a nonsectarian invocation, the City does not intend to proselytize or advance any faith or belief. Neither the City nor the City Council endorses any particular religious belief or form of invocation. AWARDS AND PRESENTATIONS Mayor Katapodis presented commendations to Edison High School Varsity Football Head Coach Dave White and the Charger football team for its successful 2016 season. Tanya Pham, Association of United States Army -- Veterans Honor Ride, was called to speak and thanked the City for the "above and beyond" support for the successful 2nd Annual Veterans Honor Ride. (00.23:50) Council/PFA Regular Minutes December 5, 2016 Page 2 of 4 Sherry Rallis, Association of United States Army -- Veterans Honor Ride, was called to speak and presented Certificates of Appreciation to several individuals for their exceptional support for the 2016 Veterans Honor Ride. (00:24:29) Dr. Mikel Hogan, Residents 4 Responsible Desalination (R4RD), was called to speak and shared information about the Huntington Beach water supply, including the Poseidon Desalination plant. (00:28:18) Stephen Knight, Vice Chair, Orange County Sober Living Coalition, was called to speak and shared his concerns about sober living facilities and expressed an interest in meeting with each Councilmember to discuss mutual solutions. Mayor Katapodis asked him to complete a blue card forfollow-up purposes. (00:31:34) Carole Ann Wall, Vice President, Sand Dollars, was called to speak and voiced support for Consent Calendar Item No. 3, to officially recognize the Miss HB Pageant which the Sand Dollars produce and direct. (00:35:34) David Ewell was called to speak and voiced concerns about the former right-of-way for the railway to the Naval Weapons Storage yard, describing issues of illegal and unauthorized motor traffic at all hours of the night, accumulation of debris including dumped furniture, and dust. He questioned the City's timeline to build a chain link fence across the opening at each end (Springdale and Rancho Road), hoping it happens sooner rather than later. Mayor Katapodis asked him to complete a blue card for follow-up. (00:38:45) Ben was called to speak and discussed a list of issues that he believes should be priorities for the City. (00:42:09) COUNCIL COMMITTEE - APPOINTMENTS - LIAISON REPORTS, AB 1234 REPORTING, AND OPENNESS IN NEGOTIATIONS DISCLOSURES Councilmember Delgleize reported attending the Southern California Edison (SCE) 2016 Government Affairs Panel (GAP) meeting in Irwindale. She also announced her appointment of Quang Nguyen as a Public Works Commissioner. Mayor Katapodis reported attending the Orange County Transportation Authority (OCTA) Administrative meeting, an Orange County Sanitation District (OCSD) meeting, and the Southern California Association of Government (SCAG) 7th Annual Economic Summit. CITY MANAGER'S REPORT — None CONSENT CALENDAR 1. Approved and adopted Minutes A motion was made by Peterson, second Delgleize to review and adopt the City Council/Public Financing Authority regular meeting minutes dated November 21, 2016, as written and on file in the office of the City Clerk. Council/PFA Regular Minutes December 5, 2016 Page 3 of 4 The motion carried by the following vote: AYES: Posey, O'Connell, Sullivan, Katapodis, Hardy, Delgleize, and Peterson NOES: None 2. Adopted Resolution No. 2016-86 recognizing the flag in the Council Chambers as the official flag for the City A motion was made by Peterson, second Delgleize to adopt Resolution No. 2016-86, "A Resolution of the City Council of the City of Huntington Beach Declaring Use of Official Huntington Beach Flag." The motion carried by the following vote: AYES: Posey, O'Connell, Sullivan, Katapodis, Hardy, Delgleize, and Peterson NOES: None 3. Adopted Resolution No. 2016-87 officially recognizing the Miss HB Pageant produced and directed by the Sand Dollars as the official pageant A motion was made by Peterson, second Delgleize to adopt Resolution No. 2016-87, "A Resolution of the City Council of the City of Huntington Beach Declaring the Sand Dollars as the Official Producer and Director of the Official Miss Huntington Beach Pageant." The motion carried by the following vote: AYES: Posey, O'Connell, Sullivan, Katapodis, Hardy, Delgleize, and Peterson NOES: None 4. Adopted Ordinance No. 4126 approving Development Agreement No. 16-002 with Bonanni Development/JB Construction for the Bonanni Garfield Condominiums (Southeast corner of Garfield and Gothard) Approved for introduction November 21, 2016, Vote: 6-1 (Hardy - No) A motion was made by Peterson, second Delgieize to adopt Ordinance No. 4126, "An Ordinance of the City of Huntington Beach Adopting a Development Agreement by and Between the City of Huntington Beach and Bonanni Development/JB Construction Development Agreement No. 16-002." The motion carried by the following vote: AYES: Posey, O'Connell, Sullivan, Katapodis, Hardy, Delgleize, and Peterson NOES: None COUNCILMEMBER COMMENTS (Not Agendized) Councilmember Posey reported attending the Association of California Cities — Orange County (ACC- OC) Central Orange County Sober Living Homes Town Hall meeting, the HB Chamber Business and Leadership Awards, Curt Pringle and Associates Holiday Party, and the Light a Light of Love 20th Anniversary event. Council/PFA Regular Minutes December 5, 2016 Page 4 of 4 Mayor Pro Tern Sullivan reported attending the Orange County Senior Citizens' Advisory Commission Executive Board and reminded everyone of the 75th Anniversary of Pearl Harbor Commemoration at the Veterans' Memorial at City Hall on Wednesday at 2 p.m. As he prepares to retire, Mayor Pro Tern Sullivan closed by sharing words of wisdom (which he stated were prepared on a typewriter with carbon paper) for his fellow Councilmembers. As read by Councilmember Hardy: "Good luck to all of my colleagues. Do the right thing, or I'll be back!" Councilmember Hardy reported attending the Light a Light of Love 20th Anniversary event, and thanked Community Service Programs (CSP) for all they do not only for the Youth Shelter, but also for the community's winter holiday traditions. Mayor Katapodis reported meeting with Liz McGuirk, Chief Deputy Director, California State Parks in Sacramento, to discuss concerts in the state parks and the problems they sometimes create for the City of Huntington Beach. Solutions were discussed and fewer issues are expected in the future. Mayor Katapodis also reported attending the Annual Tree Lighting on Main Street, the SCAG 7th Annual Economic Summit, the HB Chamber Business and Leadership Awards, and the Light the Light of Love event. ADJOURNMENT — at 6:56 PM, in memory of Dr. Sammy Lee, a Huntington Beach resident who was the first Asian -American to win Olympic Gold Medals in 1948 and 1952 and recently passed at the age of 96, to a special meeting of the Huntington Beach City Council on Monday, December 12, 2016, at 6:00 PM in the Civic Center Council Chambers, 2000 Main Street, Huntington Beach, California.
