INVOCATION — Led by Father Christian Mondor of Saints Simon & Jude Catholic Church and Rev. Peggy Price of Seal Beach Center for Spiritual Living, both members of the Greater Huntington Beach Interfaith Council. In permitting a nonsectarian invocation, the City does not intend to proselytize or advance any faith or belief. Neither the City nor the City Council endorses any particular religious belief or form of invocation ANNOUNCEMENT OF SUPPLEMENTAL COMMUNICATIONS — None PUBLIC COMMENTS (3 Minute Time Limit) 10 Speakers The number fhh:mm:ssj following the speakers` comments indicates their approximate starting time in the archived video located at httpJ/www. surfcify-hb. org/govemment/agendas. Assemblyman Matthew Harper was called to speak and expressed congratulations to elected City Clerk, Robin Estanislau and City Treasurer Alisa Cutchen. He also stated appreciation to Mayor Pro Tern Sullivan and Mayor Katapodis for the successful completion of the Senior Center in Central Park, and best wishes to newly elected Councilmembers Brenden, Hardy, and Semeta. Assemblyman Harper closed by congratulating new Mayor Delgleize and extended best wishes to all continuing Councilmembers. (00:05:50) Orange County Supervisor Michelle Steel was called to speak and congratulated each of the newly elected City officials and presented Certificates of Appreciation to Mayor Katapodis and Mayor Pro Tern Sullivan. Supervisor Steele also expressed her appreciation to each of the continuing Councilmembers for their service to the City. (00:09:48) Council/PFA Special Minutes December 12, 2016 Page 2 of 6 Joe Carchio was called to speak and presented Certificates of Recognition on behalf of Assemblyman Travis Allen to Mayor Katapodis and Mayor Pro Tern Sullivan. He also expressed congratulations to each of the newly elected City officials. (00:13:17) Roni Ellis was called to speak and expressed congratulations to newly elected Councilmember Semeta and appreciation to Mayor Pro Tern Sullivan for his service in making the community a better place in which to live and work. (00:15:53) Victor Valladares, Oak View ComUNIDAD, was called to speak and congratulated the newly elected City officials, and expressed continued interest in working with all of the Councilmembers to address ComUNIDAD concerns. He also expressed appreciation for Councilmembers' service and best wishes to Mayor Katapodis and Mayor Pro Tern Sullivan. (00:17:30) John Briscoe was called to speak and congratulated all of the newly elected City officials. He also expressed his interest in helping the City develop a "green leafy tali tree" policy. (00:18:36) Sharlene Van Brunt was called to speak and shared her opinions against high density, specifically the development planned for Beach and Indianapolis. (00:20:40) Mark Dixon, Residents 4 Responsible Desalination (R4RD), was called to speak and thanked all Councilmembers for their service. He asked if the Councilmembers are aware of the proposed changes to the Poseidon Desalination program, and provided an overview of some details. (00:23:59) Tanya Pham, Association of United States Army — Veterans Honor Ride, was called to speak and introduced Bill Anderson, a local artist, to thank him for his service in support of the recent Veterans Honor Ride. (00:27:45) Bill Anderson was called to speak and congratulated the newly elected City officials. He shared some details about his history with the City, including service as a past President of the Allied Arts Board. He presented copies of his book, The Heritage Series, to Mayor Katapodis and the City Council, which documents the history of the Joint Forces Training Base through his paintings. (00:28:28) COUNCIL COMMITTEE - APPOINTMENTS - LIAISON REPORTS AND ALL AB 1234 DISCLOSURE REPORTING — None REPORT AND PRESENTATIONS 1. Mayor Katapodis presented the 2016 Mayor's Award to his final selection of the year. Antonia Graham, Assistant to the City Manager, was very surprised to be the recipient of the Mayor's Award. She was selected for her outstanding performance including several special projects with Mayor Katapodis. 2. City 2016 Retrospect (or Comments) by Outgoing Mayor Katapodis Mayor Katapodis expressed how hard it was to make the decision to leave the City Council, but he has accepted a position as a Law Enforcement Consultant for the State of California. He also suggested that serving on the City Council again sometime in the future is a possibility. Mayor Katapodis expressed appreciation for the opportunity to serve with great people in organizations such as the Orange County Transit Authority (OCTA), Orange County Sanitation District (OCSD), Association of California Cities - Orange County (ACC-OC), Orange County Council of Governments Council/PFA Special Minutes December 12, 2016 Page 3 of 6 (OCCOG), and Southern California Association of Government (SLAG). Mayor Katapodis thanked Councilmember Peterson for representing him at many of these meetings when there were scheduling conflicts. Mayor Katapodis thanked fellow Councilmembers and City staff members for their outstanding service, and recognized memorable projects including the Inaugural Air Show and completion of the Senior Center at Central Park. He also described the project closest to his heart, the 911 Memorial which took five years of dedicated committee service to complete. Mayor Katapodis thanked his family for their support, especially his wife, Vivian. 3. Presentations by Mayor Katapodis to Colleagues Mayor Katapodis presented his gift of appreciation to his fellow Councilmembers, a photographic paperweight of the 911 Memorial, and a $100 donation in the name of each Councilmember to the Alzheimer's Association to benefit those affected by the disease in memory of his father who suffered with Alzheimer's. 4. Presentation by Mayor Pro Tern Sullivan to Outgoing Mayor Katapodis Mayor Pro Tem Sullivan presented Outgoing Mayor Katapodis with the Ultimate Challenge sculpture on behalf of all City Councilmembers. 5. Presentation by Community Members to Outgoing Mayor Katapodis and Mayor Pro Tem Sullivan City Clerk Robin Estanislau invited any community member with a presentation for either Mayor Katapodis or Mayor Pro Tem Sullivan to come to the podium at this time. Pam Free approached the podium, also speaking on behalf of her husband Calvin Free, (AKA Mr. Huntington Beach), and expressed special thanks to Mayor Pro Tem Sullivan for his many years of service to the community and his personal friendship to them. Mike Barnes, law enforcement supervisor to Mayor Katapodis from northern California, came to the podium and explained that he searched high and low throughout California to find the last "plastic bag," which he presented in recognition of the City issue that ended up also becoming a State issue. COMMENTS 6. Comments by Outgoing Mayor Pro Tem Sullivan Mayor Pro Tem Sullivan expressed his pleasure in working with his outstanding fellow Councilmembers who may have different viewpoints, but have been able to reach a consensus without public friction. He shared his admiration for members of the Public Works Department that in his opinion, are always ready to work, even on holidays. Mayor Pro Tem Sullivan congratulated Lyn Semeta for her election success, stating he is proud to have her on the City Council. He closet( by stating that he expects to remain friends, and hopes that he does not have to return to stand at the speaker's podium. Adopted Resolution No. 2016-89 Reciting the Facts of the General Municipal Election of November 8, 2016 and Declaring Results City Clerk Robin Estanislau gave a PowerPoint presentation entitled Voter Turn Out with pages entitled City Council, City Clerk and City Treasurer, to document the Certified Results of the General Municipal Election held on November 8, 2016. A motion was made by Delgleize, second O'Connell to adopt Resolution No. 2016-89, "A Resolution of the City Council of the City of Huntington Beach, California, Reciting the Fact of the General Municipal Election Held on November 8, 2016, Declaring the Result and Such Other Matters as Provided by Law." The motion carried by the following vote: AYES: Posey, O'Connell, Sullivan, Katapodis, Hardy, Delgleize, and Peterson NOES: None OATH OF OFFICE TO NEWLY ELECTED CITY OFFICIALS Oath of Office for City Clerk Mayor Katapodis administered the Oath of Office to newly elected City Clerk, Robin Estanislau. Mayor Katapodis presented flowers from the Councilmembers to Administrative Assistant Cathy Fikes for her exemplary service during the past year. Oath of Office for City Councilmembers City Clerk Robin Estanislau administered the Oath of Office to the newly elected Councilmembers: Councilmember Jill Hardy Councilmember Lyn Semeta Councilmember Patrick Brenden Oath of Office to City Treasurer City Clerk Robin Estanislau administered the Oath of Office to re-elected City Treasurer, Alisa Cutchen. CITY CLERK PRESIDES ROLL CALL OF NEW CITY COUNCIL — 7:20 PM Present: O'Connell, Semeta, Posey, Delgleize, Hardy, Brenden, and Peterson Absent: None CONDUCTED ELECTION OF MAYOR OF HUNTINGTON BEACH FOR ENSUING YEAR City Clerk Estanislau called for a motion to elect the new Mayor of Huntington Beach for the ensuing year. A motion was made by Posey, second Hardy to elect Councilmember Delgleize as Mayor of Huntington Beach for the ensuing year. The motion carried by unanimous, standing affirmation. OATH OF OFFICE FOR NEW MAYOR City Clerk Robin Estanislau administered the Oath of Office to new Mayor Delgleize and presented the ceremonial gavel. NEW MAYOR PRESIDES Council/PFA Special Minutes December 12, 2015 Page 5 of 5 A motion was made by Delgleize, second Brenden to elect Councilmember Posey as Mayor Pro Tern for the ensuing year. The motion carried by unanimous, standing affirmation. OATH OF OFFICE TO NEW MAYOR PRO TEMPORE City Clerk Robin Estanislau administered the Oath of Office to New Mayor Pro Tempore Posey. COMMENTS BY NEWLY ELECTED MAYOR, MAYOR PRO TEMPORE, COUNCILMEMBERS, CITY CLERK AND CITY TREASURER New Mayor Delgleize opened her comments with a quote from Henry Ford: "Coming together is a beginning; staying together is progress; working together is success." Mayor Delgleize invited residents to become informed and involved with future plans and how the City works by participating in the inaugural Citizen's Academy to be offered next year, in addition to training provided by the Community Emergency Response Team (CERT), an ongoing program for community benefit. Mayor Delgleize concluded by stating how she looks forward to citizen participation in the coming year. Mayor Pro Tern Posey expressed his thanks to outgoing Mayor Katapodis and outgoing Mayor Pro Tern Sullivan for their service and friendship. He welcomed new Councilmembers Semeta and Brenden and returning Councilmember Hardy. COUNCILMEMBER COMMENTS (Not Agendized) Councilmember O'Connell congratulated Mayor Delgleize and Mayor Pro Tern Posey and stated that he believes this new team will continue to make Huntington Beach a great city. Councilmember Semeta shared how proud she is of the support she received from her immediate family and the residents of Huntington Beach. She thanked Mayor Pro Tern Sullivan for initially getting her involved in local government, and Councilmember Peterson for his support and encouragement during the election. Councilmember Semeta also congratulated Councilmembers Brenden and Hardy for a successful election, and closed her remarks by reviewing her priorities as a Councilmember that include responsible development, keeping government transparency alive, keeping City parks properly maintained, and encouraging support for businesses. Councilmember Hardy thanked her large extended family for teaching her love for the hometown and the importance of community service. She thanked all of the voters who are giving her another opportunity to serve and continue doing the job that she truly loves. She congratulated newly elected Councilmembers Semeta and Brenden who she looks forward to working with, and closed by thanking her husband and children for their support to make her service possible. Councilmember Brenden shared his appreciation for everyone who made this evening possible, including outgoing Mayor Katapodis and Mayor Pro Tern Sullivan for their service and providing dignified examples of how an effective Council functions. He thanked Mayor Delgleize for her encouragement and motivation through the years, and congratulated Councilmember Semeta, City Clerk Robin Estanislau and City Treasurer Alisa Cutchen on their elections. He closed his comments by thanking the 28,424 Huntington Beach residents who voted for him, the dedicated and loyal volunteers, as well as family far and near, including his wife Antoinette, for their support. Council/PFA Special Minutes December 12, 2016 Page 6 of 6 Councilmember Peterson shared that he was on the Planning Commission under Mayor Delgleize's leadership and expects that Mayor Pro Tem Posey will provide good back-up. He congratulated Councilmembers Semeta, Brenden and Hardy for their successful elections. He thanked outgoing Mayor Katapodis and outgoing Mayor Pro Tem Sullivan for their service and mentoring.
