CLOSED SESSION REPORT BY CITY ATTORNEY — None AWARDS AND PRESENTATIONS Mayor Delgleize called on Jackie Mark, Manager of Outreach & Advocacy for Alzheimer's Orange County, to recognize September as World Alzheimer's Awareness Month. Ms. Mark shared that the number of people diagnosed with Alzheimer's in Orange County will triple in the next eight years basically because of an aging population. Council/PFA Regular Minutes September 5, 2017 Page 3 of 15 Mayor Delgleize called on Chief Handy and John Etheridge, Secretary, Huntington Beach Police & Community Foundation, to present commendations to Rick Rowe, CEO and Chair Dr. Akhouli of Huntington Beach Hospital in appreciation for their contribution to public safety in the City. Lieutenant Tom Weizoerick explained that all Huntington Beach Police cars now have an AED (Automated External Defibrillator) thanks to the generosity of Huntington Beach Hospital, and that two lives have been saved in the last five months because an AED was readily available. Mayor Delgleize called on Executive Director Diana Dehm of the Huntington Beach International Surfing Museum and presented commendations to the Guinness Book of World Record's Team Captains for "Largest Number of Surfers on a Paddle Out." Ms. Dehm thanked everyone who rallied together to make this a successful effort of 511 surfers. Congressman Dana Rohrabacher also sent his congratulations and a commendation. Mayor Delgleize presented commendations to participants in the City's first Citizens Academy. Citizens Academy is a nine -week hands-on program that increases understanding of ways the various City Departments operate. Thirty-five citizens completed the first class, and several participants expressed their appreciation for the experience. Joe Carchio was called to speak and reported on the successful Harvey Relief Fundraiser at Zack's Pier Plaza. Due to the generosity of local residents and businesses a contribution of $2,865 was generated. (00:56:48) Council/PFA Regular Minutes September 5, 2017 Page 4 of 15 Mike Ali, owner of Zack's, was called to speak and expressed his appreciation for the support received from the Mayor, City Council, City Police, Fire, and City Staff for the successful Harvey Relief Fundraiser (00:59.25) Pat McCully, twenty-year teacher at Huntington Beach schools, was called to speak and stated her opposition to the proposal to pave over the green area next to 18800 Delaware Street (she referred to as Delma Pacifica Park), and suggested alternative space for the additional parking needs of Pacifica Tower. Ms. McCully believes she and only one other resident received notification of the comment period, and in her opinion, proper procedures were not followed if the neighboring residents were not notified. (01:01:08) Regina Larson was called to speak and described declining safety conditions in her neighborhood with increased crime and theft which she believes are related to increased narcotic use. She requested that the City Council form a taskforce to address the local opioid epidemic and described specific areas of focus for the taskforce. (01:03:20) Cat Hendron, Huntington Beach Tree Society, was called to speak and stated her support for Public Hearing Item No. 11, to adopt a Budget for the City for Fiscal Year 2017/2018 and specifically the included Capital Improvement Projects in support of the City parks. (01:06:00) Juana Mueller was called to speak and stated her support for Public Hearing Item No. 11, to adopt a Budget for the City for Fiscal Year 2017/2018 and specifically the included Capital Improvement Projects in support of the City parks. (01:06:19) Jean Nagy was called to speak stated her support for Public Hearing Item No. 11, to adopt a Budget for the City for Fiscal Year 2017/2018 and specifically the included Capital Improvement Projects in support of the City parks. (01:06:37) Shari Engel was called to speak stated her support for Public Hearing Item No. 11, to adopt a Budget for the City for Fiscal Year 2017/2018 and specifically the included Capital Improvement Projects in support of the City parks. She also thanked Chief Handy and Captain Rodriguez for the Police Department efforts to make Central Park a safer place. She further stated that she would like to see Airbnb taxes go directly towards maintenance for the City's parks. (01:07.19) Dr. Michael Stone, an addiction doctor, was called to speak and stated his support for Chief Handy and the Police Department and noted the improvements in the Downtown area he has personally observed in the last three or four years. He offered his services if needed, and Mayor Delgleize asked Dr. Stone to give his business card to the Sergeant at Arms. (01:10:43) Art Preece, Alumnus, Huntington Beach Police Department, Former Board Member, Huntington Beach Police Officers' Association (HBPOA) was called to speak and stated his support for the HBPOA vote of no -confidence in Chief Handy. (01:12:56) Miguel Prieto, Member, Huntington Beach Police Officers' Association (HBPOA), was called to speak and stated his support for the HBPOA vote of no -confidence in Chief Handy. (01:16:00) Mark Dixon was called to speak and stated his opinion that crime in Huntington Beach has decreased and public support for the Huntington Beach Police Department has never been higher. He voiced his support of Police Chief Handy and thanked the Council for acknowledging the Chief's contribution to Council/PFA Regular Minutes September 5, 2017 Page 5 of 15 public protection in Huntington Beach. He further stated his opinion that City taxes should not be used to support an air show that attracts many people from outside the City. (01'.18:58) Dave Humphreys, President, Huntington Beach Police Officers' Association (HBPOA), was called to speak and addressed topics that in his opinion make healthy police departments, including staffing levels. (01:20:04) Dennis Hashin, Region 4 R & T Trustee, POA Retirement Medical Trust, was called to speak and presented facts related to the POA Retirement Medical Trust funding and costs. (01:23:05) Althea Santucci was called to speak and stated her support of Police Chief Handy, and the men and women who work hard every day to serve and protect Huntington Beach. (01:26:14) Richardson Gray was called to speak and stated his support of Police Chief Handy and provided statistics which he believes document reduced crime under Chief Handy's leadership. (01:29:13) Faz Quadri, resident of the downtown area, was called to speak and shared facts which from his perspective indicate well -run and safe cities. Mr. Quadri supports Chief Handy and his leadership for keeping Huntington Beach safe for all. (01:32:41) John Christiana was called to speak and stated his support for the Huntington Beach Police Officers' Association. (01:36:05) Bobbi Ashurst was called to speak and voiced her support for recreational marijuana sales and the potential income to the City. (01:39:14) Kathryn Lavassiur was called to speak and thanked the Council for unanimously supporting the upcoming Community Workshop to discuss Short Term Rentals. (01:42:27) James Torres, resident of the downtown area, was called to speak and voiced his support for Chief Handy, and the men and women of the Huntington Beach Police Department, and stated his belief that the current issues can be resolved through mutual cooperation. (01:43:14) Gloria Alvarez, resident of the downtown area, was called to speak and stated her support of Chief Handy and his leadership which, in her opinion, has resulted in improved public safety for Huntington Beach. (01:45:39) David Sazkowitz, resident of the downtown area, was called to speak and stated his support for Chief Handy and the Huntington Beach Police Department for doing a very good job in keeping the public safe. (01:47:45) Beverly Harrison, Huntington Beach resident and Volunteer with Alzheimer's Orange County, was called to speak and invited everyone to participate in the upcoming Walk for Alzheimer's to raise awareness and funds. There will be three opportunities to participate this Fall: Saturday, October 14, in Laguna Niguel, Saturday, October 28, in Huntington Beach, and Saturday, November 11, at Angel Stadium in Anaheim. (01:49:35) COUNCIL COMMITTEE — APPOINTMENTS — LIAISON REPORTS, AB 1234 REPORTING, AND OPENNESS IN NEGOTIATIONS DISCLOSURES Council/PFA Regular Minutes September 5, 2017 Page 6 of 15 Councilmember O'Connell reported attending a meeting of the Commission to End Homelessness, meeting with members of the Huntington Beach Police Officers' Association (HBPOA), and members of the Huntington Beach Firefighters' Association (HBFA). Councilmember Semeta reported that as Vice Chair of the Association of California Cities — Orange County (ACC-OC) Finance Committee she joined a delegation who met with CalPERS staff in Sacramento as part of ongoing discussions. Mayor Delgleize reported attending an Orange County Transit Authority (OCTA) Board meeting and workshop on Managed Lanes, and the Association of California Cities — Orange County (ACC-OC) meeting on What Cities Can Do for Sober Living Issues. Councilmember Hardy reported meeting with members of the Huntington Beach Police Officers' Association (HBPOA), and announced her appointment of Darrel Arnold to the Citizen's Infrastructure Advisory Board (CIAB). CITY MANAGER'S REPORT — None CONSENT CALENDAR Councilmembers Hardy and O'Connell pulled Consent Calendar Item No. 3 for further discussion. Councilmember Semeta pulled Consent Calendar Item No. 6 for further discussion. Councilmember Brenden pulled Consent Calendar Item Nos. 2 and 9 for further discussion. 1. Approved and adopted minutes A motion was made by O'Connell, second Semeta to review and adopt the City Council/Public Financing Authority regular meeting minutes dated August 7, 2017, and the City Council/Public Financing Authority regular meeting and the special meeting of the Housing Authority minutes dated August 21, 2017, as written and on file in the Office of the City Clerk. The motion carried by the following vote: AYES: O'Connell, Semeta, Delgleize, Hardy, and Brenden NOES: None ABSENT: Peterson, and Posey 2. Approved Fiscal Year 2016/17 Budget Adjustment for the Workers' Compensation Internal Service Fund Councilmember Brenden pulled this item to discuss with Human Relations Director Warren who confirmed that Workers' Compensation costs are on an upswing primarily due to increased health care costs, and the fact that older workers may require more time after an accident to return to full workforce function. A motion was made by Brenden, second Hardy to approve additional appropriation of $500,000 in the FY 2016/17 for the Self Insurance Workers' Compensation Internal Service Fund (551). Adopted Resolution No. 2017-44 amending Resolution 2016-59 which established a Consolidated Comprehensive Citywide Master Fee and Charges Schedule (Supplemental Fee Resolution 2) for parking rate modifications during the "2017 Breitling Huntington Beach Air Show" and approve the deferral of the payment for public safety/staffing costs Councilmember O'Connell pulled this item to announce that he would recuse himself because of a business interest Downtown. Councilmember Hardy pulled this item to confirm with City Manager Wilson that the 2017/2018 budget does not include increased parking rates for special events. Councilmember Hardy and City Manager Wilson discussed that for the Breitling Air Show the same procedure is being followed this year as last year regarding not requiring a hard guarantee for payment of public safety costs. Councilmember Semeta and Community Services Director Janeen Laudenback discussed the parking fee policy change to an hourly rate for this year's Air Show, and that event payments for public safety costs will be paid by the promoter, Air Support. Councilmember Brenden clarified with City Manager Wilson that the $100,000 donation being considered will be funded by the approximately $100,000 that is expected from the increased parking rates, plus an expected $100,000 to $120,000 benefit due to increased sales within the City during this event. Councilmember Brenden further stated that it is anticipated that there could also be an increase in Transient Occupancy Tax (TOT) to the City. He further clarified that the City did not lose money on last year's event, and noted that Breitling has doubled their sponsor support this year which supports his belief that this great family event will become an opportunity to generate increased revenues in the future. Councilmember Semeta stated her support for this item because the City is only spending from the increased revenues generated by this event, and not taking monies from the General Fund. Mayor Delgleize stated her support for this event because of the increased pride and goodwill generated, as well as for the increased revenues. She reiterated that the City is taking no financial risk for this event as the financial commitment comes out of revenue generated by the event. A motion was made by Brenden, second Hardy to adopt Resolution No. 2017-44, "A Resolution of the City Council of the City of Huntington Beach Amending Resolution 2016-59 Which Established a Citywide Schedule for Charges for Public Access and Use of Certain City Property (Supplemental Fee Resolution 2)" to temporarily increase parking/camping fees as listed in Exhibit A; and, approve the deferral of payment for all public safety/staff charges to 45 days following the event (November 15, 2017). Adopted Resolution No. 2017-45 approving the application for Outdoor Environmental Education Facilities Grant Funds for funding improvements to the existing Central Park Trail A motion was made by O'Connell, second Semeta to adopt Resolution No. 2017-45, "A Resolution of the City Council of the City of Huntington Beach Approving the Application for Outdoor Environmental Education Facilities Grant Funds." The motion carried by the following vote: AYES: O'Connell, Semeta, Delgleize, Hardy, and Brenden NOES: None ABSENT: Peterson, and Posey 5. Approved and authorized execution of a 10-year Lease Agreement with Kokomo's Surfside Grill, Inc., for operation of a beach concession located at the Junior Lifeguard Headquarters A motion was made by O'Connell, second Semeta to approve the "Lease Between the City of Huntington Beach and Kokomo's Surfside Grill, a California Corporation for a Beach Food Concession on the First Floor Level of the Marine Safety Education Center;" and, authorize the Mayor, City Manager, and City Clerk to execute the lease agreement and other related documents. The motion carried by the following vote: AYES: O'Connell, Semeta, Delgleize, Hardy, and Brenden NOES: None ABSENT: Peterson, and Posey 6. Approved and authorized execution of a three-year Services Agreement with the City of Newport Beach for Public Safety Helicopter Services Councilmember Semeta pulled this item to discuss with Chief Handy who confirmed that the City also contracts with Costa Mesa for Public Safety Helicopter Services (PSHS), and that use is tracked by the hour through both the radio and GPS and that the use cap stated is generally reached. Chief Handy confirmed that all of the Orange County Public Safety Agencies work together to ensure that service is provided wherever the need is, and a contract would not impede service. Chief Handy also confirmed that the PSHS contract does not guarantee a certain number of hours of use, and the use of new technology, such as drones, is much further into the future than the three years of this contract. Councilmember Hardy stated her support for this outsourcing program, and thanked both Newport Beach and Costa Mesa for collaborating with Huntington Beach. She also recommended that all Council members go up for a ride to learn how important the helicopters are to the cities safety programs. A motion was made by Semeta, second Brenden to approve and authorize the Mayor and City Clerk to execute the "Services Agreement for Public Safety Helicopter Support Between the City of Huntington Beach and the City of Newport Beach." Approved and authorized execution of the Memorandum of Understanding (MOU) between the City of Huntington Beach and Visit Huntington Beach (VHB) for the Installation and Maintenance of Points of Interest Signs in the Public Right -of -Way A motion was made by O'Connell, second Semeta to authorize the Mayor and City Clerk to execute the "Memorandum of Understanding between the City of Huntington Beach and Visit Huntington Beach for the Installation and Maintenance of Points of Interest Signs in the Public Right -of -Way." The motion carried by the following vote: AYES: O'Connell, Semeta, Delgleize, Hardy, and Brenden NOES: None ABSENT: Peterson, and Posey 8. Approved and authorized execution of Amendment No. 1 with Bucknam Infrastructure Group, Inc., in the amount of $70,000 for a total contract amount not to exceed $156,000 for Pavement Management Program A motion was made by O'Connell, second Semeta to approve and authorize the Mayor and City Clerk to execute "Amendment No. 1 to Agreement Between Bucknam Infrastructure Group, Inc. for Pavement Management Program," in the amount of $70,000 for a total contract amount not to exceed $156,000. Approved and authorized execution of a Grant Agreement with California Office of Traffic Safety (OTS) for the Selective Traffic Enforcement Program (STEP) in the amount of $610,000 for the period 10/01/17 to 09/30/18; approved appropriations and authorized the Chief of Police to establish a separate business unit for funds Councilmember Brenden pulled this item to discuss with Chief Handy that the funds are allocated mostly for DUI checkpoints, as well as for the Know Your Limit Program outreach to local bars which includes education and prevention, and traffic safety and enforcement for bicyclists and motorcyclists. The checkpoints are time and labor intensive but effective in providing face-to-face time with drivers to educate and remove from the streets any who may be impaired. A motion was made by Brenden, second O'Connell to approve and accept the "State of California - Office of Traffic Safety Grant Agreement PT18058" between the OTS and the City of Huntington Beach for $610,000; and, authorize the Chief of Police to execute the grant agreement with the OTS; and, approve appropriations and estimated revenue in the amount of $610,000; and, establish a separate business unit for this funding and authorize the Chief of Police to expend up to a total of $610,000 plus accrued interest on the Selective Traffic Enforcement Program (STEP) grant. Adopted Ordinance No. 4137 approving Zoning Text Amendment (ZTA) No. 17-001 amending Chapter 204 of the Huntington Beach Zoning and Subdivision Ordinance (HBZSO) to amend Section 204.18 Prohibited Uses, add Section 204.20 Prohibited Uses -- Commercial Non -Medical Marijuana Businesses and Deliveries, and add Section 204.22 Non -Medical Marijuana Cultivation Approved for Introduction August 21, 2017 - Vote: 7-0 A motion was made by O'Connell, second Semeta to adopt Ordinance No. 4137 "An Ordinance of the City of Huntington Beach Amending Title 20 of the Zoning and Subdivision Ordinance by Amending Section 204.18 and Adding Section 204.20 and Section 204.22 to the Huntington Beach Zoning and Subdivision Ordinance to Prohibit Commercial/Recreational Sales and Deliveries of Non -Medical Marijuana as well as Adopt Regulations Regarding Non -Medical Marijuana Cultivation." Assistant City Clerk Patty Esparza announced Supplemental Communication that was received for Public Hearing Item No. 11 as 1) 9 email communications regarding Park Improvements from: Steve and Shari Engel Bill Hart Megan Rodriguez Tata Hytrek Leslie Gilson Gerrad Hill Jeffrey Reneau Gail Stone Katy Cleland, Council/PFA Regular Minutes September 5, 2017 Page 11 of 15 and, 2) a PowerPoint communication submitted by the Finance Department entitled Fiscal Year 2017118 Proposed Budget, "Taking Care of Business. " For Item No. 12, a communication requesting a continuance was received from the Director of Public Works, Travis K. Hopkins. No speakers signed up for Public Hearing Item No. 12. Public Hearing for Item No. 11 — 2 Speakers (02:35:31) Steve Engel, Huntington Beach Tree Society, was called to speak and stated his personal support of the proposed budget, particularly the Capital Improvement Projects for the parks. On behalf of the Tree Society he thanked the City Council members, City Attorney Gates, City Manager Wilson, Director of Public Works Hopkins and Community Services Director Laudenback and staff for their support over the last three years and for the Central Park improvements that people comment on every day. He also acknowledged the leadership and efforts of both Fire Chief Segura and Police Chief Handy for their contributions to improved park safety. (02:36:46) Ted Ross was called to speak and stated his concerns after reviewing the budget. He also stated his dismay upon hearing the City Clerk's Office not acknowledge receipt of his detailed letter addressing his concerns. Some of the economic trends he noticed are that Sales Tax is down $1.1 M from last year, parking revenues are down approximately 5.8 percent, development activity is down $1 M, and Utility User Tax revenue is down about $500,000. (02:39:59) There being no more public speakers, Mayor Delgleize closed Public Hearing for Item No. 11. Councilmember Hardy stated her support of Scenario #1 for Library Sunday Hours. Councilmember Brenden stated that since the Library's facility rental agreements are changing, he would like to see a staff report in six (6) months to confirm the revenue new contracts are generating. Councilmember O'Connell stated his full support of this item, including Scenario #1 for Library Sunday Hours. Councilmember Semeta, City Manager Wilson and Chief Financial Officer Farrell discussed uses for, and balance of, the contingency fund for equipment repairs. Mayor Delgleize expressed her support of Scenario #1 and confirmed with City Manager Wilson that staff will be focused on ways to maintain a revenue stream to help offset the costs for Sunday hours at Central Library. A motion was made by Hardy, second O'Connell to include Option 1 to expand the Central Library hours, approve the Proposed FY 2017/18 City budget appropriation of $361,244,359 as outlined in the Proposed Budget document; and, adopt Resolution Number 2017-43, " A Resolution of the City Council of the City of Huntington Beach Adopting a Budget for the City for FY 2017/18;" and, authorize the Professional Services included in the FY 2017/18 budget to be representative of the services projected to be utilized by departments in FY 2017/18; and, adopt Resolution Number 2017-21, "A Resolution of the City Council of the City of Huntington Beach Establishing the Gann Appropriation Limit for FY 2017/18" of $882,638,091; and, approve adjustments to the FY 2017/18 Proposed Budget in the Funds and by the Council/PFA Regular Minutes September 5, 2017 Page 12 of 15 amounts contained in Attachment 2, Exhibit A-1; and, approve the FY 2017/18 Proposed Budget Table of Organization as shown on Attachment 2, Exhibit D. Adopted Resolution No. 2017-46 amending Resolution Nos. 2016-59, 2017-28 and 2017-44 establishing the Consolidated Comprehensive Citywide Master Fee and Charges Schedule (Supplemental Fee Resolution No. 3) City Manager Wilson introduced this item by briefly reviewing the process to date and previous meetings. In the future, the Citywide Master Fee and Charges Schedule will be implemented into the yearly budget process. Chief Financial Officer Farrell explained that there were comprehensive Master Fee and Charges updates last year, and this item has already been reviewed and approved by both the Finance Commission and the City Attorney's Office. Councilmember Semeta and Chief Financial Officer Farrell discussed that these changes are gradually moving towards bringing reimbursement to 100 percent while also keeping fees comparable to surrounding cities. Approved a Memorandum of Understanding (MOU) between the City and Huntington Beach Hospital to enable the Huntington Beach Hospital to participate in the 340B Program City Manager Wilson introduced Richard Rowe, CEO, Huntington Beach Hospital, who presented a PowerPoint communication entitled Huntington Beach City Council, September 5, 2017, with slides entitled: Huntington Beach Hospital Serving the Community Since 1967, 2017 Quality Awards, 340B Drug Pricing Program, Purpose of 340B, Overview and Benefits, What is needed from the Huntington Beach?, Commitment of Huntington Beach Hospital, and 2017 In House Programs/Community Support. Mayor Delgleize thanked Mr. Rowe for his informative presentation. Councilmember O'Connell and Mr. Rowe discussed ways that Huntington Beach Hospital can recoup some of their community outreach costs, which includes state and federal programs. A motion was made by O'Connell, second Semeta to authorize the Mayor and City Clerk to execute the Memorandum of Understanding (MOU) between the City and Huntington Beach Hospital for the 340B Program. Approved for introduction Ordinance No. 4138 amending Municipal Code Title 15 regarding oil well abandonment requirements City Manager Wilson introduced Fire Chief Segura and Fire Division Chief Reardon who presented a PowerPoint communication entitled City of Huntington Beach, September 5, 2017, with slides entitled: Oil Well Abandonment Requirements (4). Councilmember Semeta and Chief Reardon discussed some of the evolving standards of the California Division of Oil, Gas and Geothermal Resources (DOGGR). Chief Assistant City Attorney Vigliotta confirmed that DOGGR sets the standards for oil well abandonment, but they do not enforce the standards. Council/PFA Regular Minutes September 5, 2017 Page 14 of 15 Mayor Delgleize and Chief Reardon discussed the process for this ordinance included collaboration with both DOGGR and the City's environmental consultant. Councilmember Brenden and Chief Reardon discussed there have been no issues in the past related to the nearly 3,500 abandoned oil wells within the City. A motion was made by Brenden, second O'Connell to, after the Assistant City Clerk reads by title, approve for introduction Ordinance No. 4138, "An Ordinance of the City of Huntington Beach Amending Sections 15.08.010 and 15.32.090 through 15.32.120 of the Huntington Beach Municipal Code Relating to Development of Property With Abandoned Oil Wells, and Amending Related Definitions in the Municipal Code." The motion carried by the following vote AYES: O'Connell, Semeta, Delgleize, Hardy, and Brenden NOES: None ABSENT: Peterson, and Posey COUNCILMEMBER COMMENTS (Not Agendized) Councilmember Hardy reported representing the Council at the recent Fire Academy Graduation and she congratulated the five new firefighters. She described the opportunity to take a tour of Primal Elements, a local business which makes personal care soaps and lotions. She also reported attending the Labour of Love music festival, and the Civil War Enactment at Central Park. Councilmember Brenden thanked Alzheimer's OC for the services they provide to the community. He also thanked Mr. Rowe for the community outreach efforts of Huntington Beach Hospital. He expressed kudos to Diana Dehm for the successful Great Paddle Out, and to those who participated in the Citizens Academy. He thanked Mayor Delgleize for her dedication and efforts to making the Citizens Academy a reality. He reported attending the Labour of Love music festival, and participating in a local event organized by Candace and Misty to provide items:for victims in the Houston area which resulted in two 53' full truck loads of donated items. Councilmember Brenden acknowledged three Boy Scouts who attended this Council meeting as part of the requirement for their Citizenship in the Community Merit Badge. He acknowledged the efforts of the Huntington Beach Short -Term Rental Association, and reminded everyone of the upcoming Community Discussion at the Senior Center. He reported that after meeting with a representative of Congressman Rohrabacher's office on the airport noise issue, he and Mayor Delgleize plan to hold a community -wide meeting where the individuals who already have researched and reached out on the topic can share. Stay tuned for more details. Mayor Delgleize publicly congratulated Huntington Beach resident Jake Olson, USC blind long snapper, for a recent successful play that provided the game's winning point. She publicly thanked Mr. Ali for a successful fundraising event to benefit victims of the Houston area flooding. She also thanked Hector Valdez, Stacey Massey and Sean, owner of Great Bear Auto Center, for managing the loading of the two 53' trucks of donated items for the Houston area victims that Councilmember Brenden mentioned. She also thanked Dr. Carol Hansen, Superintendent, Ocean View School District, for the District's focus on acts of kindness. Councilmember O'Connell gave a shout out to Stacey Massey, Candace and Misty for their successful efforts in the community to aid Houston area victims. He reported attending the Orange County Business Council Chairman's Leadership Breakfast, and he is happy that Council members are supporting efforts to address the airport noise issues. He thanked Chief Segura and the Fire Department Council/PFA Regular Minutes September 5, 2017 Page 15 of 15 staff at the Fire Academy for the successful training of five new firefighters. He thanked Golden West College for training future leaders, and the new Huntington Beach Economic Development program they are offering. Councilmember Semeta echoed many of the already stated comments of thanks and appreciation for compassionate community members who stepped up to assist Houston area victims. She reported that she and Councilmembers Brenden and O'Connell are an Ad Hoc Committee tasked with exploring a possible business incubator program. She thanked Deputy Director of Economic Development Kellee Fritzal for inviting council members to meet with local business owners and managers. She reported attending Art in the Park to showcase local artists, and congratulated the Citizens Academy graduates.
