5. 18-089 - Mark Currie of the Baha'i Faith of Huntington Beach and member of the Greater
Huntington Beach Interfaith Council
In permitting a nonsectarian invocation, the City does not intend to proselytize or advance any faith or
belief. Neither the City nor the City Council endorses any particular religious belief or form of invocation.
CLOSED SESSION REPORT BY CITY ATTORNEY
City Attorney Gates reported regarding Closed Session Item No. 4. 18-130, the Kennedy Commission
vs. City of Huntington Beach, Orange County Superior Court Case No. 30-2015-00801675. On June 7,
2018. the Superior Court denied the City's motion to basically set aside Causes of Action Items 2-8,
which allows Causes of Action Items 2 - 8 to survive. Cause of Action Item 2 should have been denied
as it was put to rest by the Superior Court a couple of years ago and already considered by the Court of
Appeal. The City Council in Closed Session, by a vote of 6-0-1 (abstain), authorized filing of a writ to
appeal that determination for Cause of Action Item 2.
AWARDS AND PRESENTATIONS
6. 18-088 - Mayor Posey called on Community Services Commissioner and Committee Chair
Roy Miller who announced the Youth Sports Grants Awardees. The Youth Sports Grant
Program is designed to improve facilities for youth sports in Huntington Beach through
capital improvement projects.

Committee Chair Roy Miller announced that the Youth Sports Grant Program provides supplemental
assistance to non-profit youth groups for permanent improvement projects like backstops and
lights. The grants are funded through annual park fees received by the City. The 2017/2018 grant
funds of $42,000 is distributed between four selected recipients to assist with the costs for nine (9)
projects: AYSO No. 55, Huntington Beach Girls Softball, Huntington Valley Little League and Seaview
Little League.
7. 18-090 - Mayor Posey presented a proclamation to volunteer Julie Holler of the Alzheimer's
Association -Orange County Chapter in recognition of Alzheimer's and Brain Awareness
Month (ABAM)
Ms. Holler stated that the goal of the Alzheimer's Association - Orange County Chapter is to bring
awareness through legislation and government funding to find a cure, and provide early detection.
8. 18-129 - Mayor Posey called on representatives from the Huntington Beach Police and
Community Foundation who recognized Jeffrey Cheng, Dan Kang, and HBPD Officer Mark
Wersching for organizing the first -ever Cars N Copters on the Coast
Mr. Cheng described the effort to provide a unique event that included helicopters and street legal
sports cars which drew approximately 50,000 people from around the country. Chief Handy thanked
the team for organizing this event as the kick-off to celebrate the 50 Year Anniversary of the Huntington
Beach Helicopter Unit, one of the oldest units in the United States.
9. 18-092 -Mayor Posey called on Public Works Director Travis Hopkins who presented the
Mayor's Award to Senior Civil Engineer, Andrew Ferrigno
Director Hopkins stated that Mr. Ferrigno has been with the City since 2004, and is now in Design and
Construction Management for Water and Waste Water Sections. Mr. Ferrigno is responsible to
coordinate with the engineers and contractors for projects like the new water pipe being tunneled under
the 405 Freeway to ensure they are completed on time and within budget. Outside of work, Mr.
Ferrigno enjoys spending time with his family as well as being an avid outdoors man who enjoys
camping, surfing, biking, skiing, mountaineering and yoga.

Amory Hanson, Candidate for Huntington Beach City Council in 2018, was called to speak and stated
his support for Consent Calendar Item No. 14 regarding City Council position on Legislation pending
before the State Legislature, and opposition to Councilmember Item No. 24 regarding Councilmember
State and Federal Advocacy Travel requests through the Inter -governmental Relations Committee
(IRC). (00:31:05)
Dan Jamieson, a resident of Huntington Beach, was called to speak and stated his and neighbors'
concerns about the Franklin School site project, specifically the loss of park space that the developer is
proposing. (00:32:29)
Kathryn Levassiur, a long-time resident of Huntington Beach, was called to speak and thanked
Directors Hopkins and Knight for their outstanding Citizens Academy presentations. She also asked
the Council to address the issue of permitting, regulating and taxing short-term vacation rentals.

Dianne Thompson, resident of Huntington Beach, was called to speak and stated her opposition to
Councilmember Item No. 24 regarding Councilmember State and Federal Advocacy Travel requests

COUNCIL COMMITTEE - APPOINTMENTS - LIAISON REPORTS, AB 1234 REPORTING, AND
OPENNESS IN NEGOTIATIONS DISCLOSURES
Councilmember Hardy reported meeting with the Huntington Beach Police Officers' Association
(HBPOA).
Councilmember Brenden reported attending a meeting of the Coastal Odors Council Subcommittee, co -
hosted the eighth meeting of the Air Traffic Noise Working Group, attended the School District's
Quarterly Meeting, met with the Huntington Beach Police Officers' Association (HBPOA), and
conducted the Air Traffic Noise Community Workshop at the Senior Center.
Councilmember Semeta reported attending the Barefoot Ball to benefit the Bolsa Chica Conservancy
Councilmember O'Connell reported attending a meeting at the Federal Courthouse to address the
homeless issues, the HB Chamber of Commerce AM Breakfast, the Coastal Odors Council
Subcommittee meeting, Air Traffic Noise Community Workshop, the Orange County Gun Owners
meeting, and Paddle Out and Life Celebration for Fr. Christian Mondor. He also thanked the Police
Department for participating in the Special Olympics Torch Run.
Councilmember Delgleize reported attending the HB Chamber of Commerce AM Breakfast meeting,
the 405 Freeway Improvement Project Open House, an Air Traffic Noise Working Group meeting, the
Association of California Cities - Orange County (ACC-OC) Infrastructure Tour at SCE's Grid
Technology Learning Center in Westminster, an Orange County Housing Trust Working Group
meeting, met with the Huntington Beach Police Officers' Association, and attended an ACC-OC Board
of Directors meeting. Councilmember Delgleize announced that the Orange County Transportation
Authority (OCTA) passed its Fiscal 2018/2019 Budget.

Councilmember Delgleize asked that this Council meeting be closed in memory of Navy Vietnam
Veteran Zach Martinez who first raised the U. S. flag at Patriot Point on the bluffs of Huntington
Beach. A Purple Heart recipient, he passed on June 13, 2018.
Mayor Posey reported attending meetings of the West Orange County Water Board, the Southern
California Association of Government (SCAG), Vector Control as Chair of the Finance Committee,
Coastal Odors Subcommittee, and met with members of the Huntington Beach Police Officers'
Association (HBPOA).

Mayor Posey announced that Consent Calendar Item #11 was pulled from the Agenda per
Supplemental Communication as stated at the beginning of the meeting by City Clerk Robin Estanislau
Councilmembers Peterson and Semeta requested to abstain from the vote for Consent Item No. 10,
May 21, 2018 minutes.
Councilmember O'Connell pulled Consent Calendar Item #14, and Councilmember Brenden pulled
Consent Calendar Item #19.
10. 18-117 - Approved and Adopted Minutes
A motion was made by Peterson, second O'Connell to approve and adopt the City Council/Public
Financing Authority regular meeting minutes dated May 21, 2018, as written and on file in the Office of
the City Clerk.

12. 18-062 -Approved the Infrastructure Fund Annual Report for Fiscal Year 2016-17
A motion was made by Peterson, second O'Connell to approve the Infrastructure Fund Annual Report
for FY 2016-17.

13.18-097 - Awarded and authorized execution of a construction contract in the amount of
$2,688,583.50 to GMC Engineering, Inc. for the Atlanta Avenue Widening, CC-1319; approved
the appropriation of $2,153,000 from the Traffic Impact Fee undesignated fund balance; and,
authorized 20% in contingency funds
A motion was made by Peterson, second O'Connell to accept the lowest responsive and responsible
bid submitted by GMC Engineering, Inc., in the amount of $2,688,583.50; and, approve the
appropriation of $2,153,000 from the Traffic Impact Fee undesignated fund balance to Account No.
20690002.82700, and, authorize the Mayor and City Clerk to execute a construction contract in a form
approved by the City Attorney; and, authorize the Director of Public Works to approve up to twenty
percent (20%) in construction change orders; and, authorize the carryover of funds in the OCTA
Construction Grant Account No. 87390017.82700, Proposition 42 Account No. 21990002.82300, and
Traffic Impact Fee Account No. 20690002.82700.

14. 18-111 - City Council Position on Legislation pending before the State Legislature as
recommended by the City Council Intergovernmental Relations Committee (IRC)
Councilmember O'Connell pulled this item to state the City's strong opposition to Senate Bill 1302
regarding Cannabis - which would not allow for local jurisdiction.
Mayor Posey stated the City's strong opposition to Senate Bill 10 regarding lowering the hurdle for bail.
A motion was made by Posey, second O'Connell to approve a City position of Oppose on Senate Bill
10 (Hertzberg) - Bail: Pretrial Release; and, approve a City position of Oppose Senate Bill 1302 (Lara) -
Cannabis - Local Jurisdiction: Prohibitions on Delivery.

15.18-101 - Adopted Resolution No. 2018-35 concerning the status and update of the Pavement
Management Plan (PMP) for the Measure M2 (M2) Program
A motion was made by Peterson, second O'Connell to adopt Resolution No. 2018-35, "A Resolution of
the City Council of the City of Huntington Beach Concerning the Status and Update of the Pavement
Management Plan for the Measure M2 (M2) Program."

A motion was made by Peterson, second O'Connell to adopt Resolution No. 2018-38, "A Resolution of
the City Council of the City of Huntington Beach Authorizing City Staff to Apply to the Orange County
Transportation Authority for a Federal Transit Administration Section 5310 Program Grant to Purchase
Accessible Vans and Related Equipment to Transport Elderly and Physically Challenged Persons."

17. 18-107 - Adopted Resolution Nos. 2018-44 and 2018-45 calling for and consolidating with the
County of Orange to conduct the General Municipal Election for City Officers (four Members
of the City Council and a City Attorney) to be held on Tuesday, November 6, 2018
A motion was made by Peterson, second O'Connell to adopt Resolution No. 2018-44, "A Resolution of
the City Council of the City of Huntington Beach, California, Calling for the Holding of a General
Municipal Election to be held on Tuesday, November 6, 2018, for the Election of Certain Officers as
Required by the Provisions of the City Charter;" and, adopt Resolution No. 2018-45, "A Resolution of
the City Council of the City of Huntington Beach, California, Requesting the Board of Supervisors of the
County of Orange to Consolidate a General Municipal Election to be held on Tuesday, November 6,
2018, with the Statewide General Election to be held on that date Pursuant to Section 10403 of the
Elections Code."

19. 18-052 - Approved implementation of Public Safety Small Unmanned Aircraft System (SUAS)
one-year pilot program
Councilmember Brenden and Police Chief Handy discussed projected costs for this program, as well as
public safety benefits.
A motion was made by Brenden, second Delgleize to approve the implementation of the one-year pilot
public safety Small Unmanned Aircraft System (SUAS) program.

20. 18-053 - Approved and authorized execution of a 3-year Professional Services Contract with
CSG Consultants, Inc. in the amount of $562,500 to provide Building Staffing Services; and,
approved the increase in the Community Development Department's Professional Services
listing authority by $112,500 in FY18/19
A motion was made by Peterson, second O'Connell to approve the increase in the Community
Development Department's professional services listing authority by $112,500 for Building Staffing
Services to ensure compliance with Administrative Regulation Number 228, Section 7.1; and, approve
and authorize the Mayor and City Clerk to execute a Three (3) Year "Professional Services Contract
between the City of Huntington Beach and CSG Consultants, Inc. for Building Staffing Services" in the
amount of Five Hundred, Sixty Two Thousand, Five Hundred Dollars ($562,500), as prepared and
approved by the City Attorney.

21. 18-054 - Approved and authorized execution of contract agreement with All City Management
Services, Inc., (ACMS) for crossing guard services
A motion was made by Peterson, second O'Connell to approve and authorize the Mayor and City Clerk
to execute a three-year contract with a possible two-year extension, "Agreement Between the City of
Huntington Beach and All City Management Services, Inc., for Crossing Guard Services" beginning on
July 1, 2018.

22.18-084 - Public Hearing held; adopted Resolution No. 2018-37 establishing the Gann
Appropriation Limit for Fiscal Year 2018/19
City Manager Wilson introduced Finance Manager Dahle Bulosan who presented a PowerPoint
communication entitled Gann Appropriation Limit FY 2018119, with slides entitled: Gann Appropriation
Limit, Gann Limit Calculation and Recommended Action.
There being no comments or discussion from City Council members, Mayor Posey opened the Public
Hearing.
Public Speakers - None
Pursuant to the Brown "Open Meetings" Act, City Clerk Robin Estanislau announced supplemental
communications that were received by her office following distribution of the Council agenda packet,
a PowerPoint communication received from the Finance Department entitled, City of Huntington Beach,
Gann Appropriate Limit FY 201812019.
There being no public speakers, Mayor Posey closed the Public Hearing.
A motion was made by O'Connell, second Delgleize to adopt Resolution Number 2018-37, "A
Resolution of the City Council of the City of Huntington Beach Establishing the Gann Appropriation
Limit for Fiscal Year 2018/19" in the amount of $921,344,622.

ADMINISTRATIVE ITEMS
23.18-083 - Approved the appointment of Ursula Luna -Reynosa to the position of Community
Development Director; and, authorized the City Manager to execute the Employment
Agreement
City Manager Wilson provided an overview of the application process and introduced Ms. Luna -
Reynosa. Ms. Luna -Reynosa expressed her excitement for the honor of being invited to join the
Huntington Beach team.
A motion was made by O'Connell, second Delgleize to approve and authorize the City Manager to
execute the "Employment Agreement between the City of Huntington Beach and Ursula Luna -
Reynosa" for the position of Community Development Director.

COUNCILMEMBER ITEMS
24. 18-125 - Approved as amended item submitted by Mayor Posey and Mayor Pro Tern Peterson
- Councilmember State and Federal Advocacy Travel
Mayor Pro Tern Peterson introduced the item and stated the goal is to enhance value for dollars spent
when Council member(s) attend appropriately selected State and Federal advocacy meetings.
Mayor Posey stated that the current procedure is first -come first -served for advocacy travel with the
Mayor being the gatekeeper, and he believes that every Councilmember should have equal exposure
to the opportunities. He further stated his objective is for dialogue to ensure the best procedures are
being utilized in a fair, equitable and productive manner while acknowledging the expertise of each
Councilmember.
Councilmember Hardy expressed her opinion that there are established procedures which haven't been
followed the last couple of years. She explained her understanding that only the Mayor goes to
Washington, D.C. when the budget permits; if the Mayor can't go, then Mayor Pro Tem and down the
line. She further stated her opinion that the change needed is to return to established protocol. When
a Councilmember has used their travel budget, they no longer travel unless another Councilmember
with unused travel funds is willing to share. State and Federal lobbyists are used to arrange individual
meetings rather than several Councilmembers participating in the advocacy trips.
Councilmember Brenden expressed concerns related to the actual purpose as the wording in the
recommended action is a bit different than the verbal intentions being presented. Councilmember
Brenden suggested if there has not been a resolution for the existing policy, possibly adopting one is all
that is required. He also stated concerns about the possibility of politicizing the process, and believes
this item may be addressing a non-existent issue. He stated his opposition to the item as presented.
Councilmember O'Connell described his activities from a recent advocacy trip to Washington, D.C., and
felt the time was beneficial and that the lobbyists were instrumental in coordinating meetings. He
further stated his opinion that when the travel budget funds are gone, then travel stops, or another
Councilmember may share available travel funds. He further stated his opinion that the City Manager
should be responsible to manage this process, and suggested a substitute motion to direct the City
Manager to provide direction, rather than the IRC.
Councilmember Semeta asked to have this item come back clarifying the existing process and include
possible options for consideration. She further stated her opinion that using lobbyists is an important
part of the process.
Councilmember Delgleize shared her opinion that the current policy needs clarification, that advocacy
trips are extremely important, and that she believes having to go through the IRC for approval could be
confining and not an efficient process.
Councilmember Hardy shared that the Chair of the IRC may be the best person to attend an advocacy
meeting if the Mayor is not available, and expressed the need for more regular accounting of the travel
budget. She further explained that based on her experience there are often last-minute opportunities
for meetings and all advocacy trips are not necessarily scheduled months in advance.

Mayor Pro Tern Peterson stated that his objective is to have a procedure that ensures the
Councilmember with the most knowledge and/or experience on a topic is encouraged to participate in
advocacy travel. He also believes that advocacy does not always require trips to Sacramento or
Washington, D.C. as most state and federal representatives have local staff and offices.
City Manager Fred Wilson stated that staff could come back with a clear description of the current
policy and budget for Council to evaluate for any changes.
A motion was made by Peterson, second Posey to direct the City Manager to review the current travel
policies and budget as related to travel for legislative advocacy trips and bring back any
recommendations if needed.

Councilmember Brenden reported attending the Election Day Luncheon sponsored by the Orange
County Business Council (OCBC), the We Love the Shelter Open House and Awards Ceremony 12th
Anniversary, Grand Re -Opening for Walmart Neighborhood Market, 5th Annual Community and Clubs
Hall of Fame luncheon, Association of California Cities - Orange County (ACC-OC) Infrastructure Tour
at Southern California Edison's Grid Technology Learning Center in Westminster, Grand Re -Opening of
the Huntington Beach Assistance League Thrift Shop, 7th Annual Pacific Coast Dreamin' Barefoot Ball
to benefit the Bolsa Chica Conservancy, and the Life Celebration for Fr. Christian Mondor. He met with
Ky Wiser of the Junior Lifeguard Program at Huntington State Beach, Chris Coons, Former Director of
the Long Beach Airport and Huntington Beach resident and John Hodson, CEO for Community for
Innovation, Entrepreneurship, Leadership and Opportunities (CIELO). He spoke at a workshop
sponsored by Cheryl Coleman, met with aviation consultant and Air Force veteran Scott Convest who is
a resident of Huntington Beach regarding the air traffic noise issues, attended the Chili at the Beach
2018 Downtown event, VIP Night at JimBoy's Tacos, and the Flag Day Dinner. Councilmember
Brenden reminded everyone of the upcoming Sunday Concert in the Park series which begins June 24
and will include unveiling of the signage to honor Band Director Tom Ridley. Saturday, June 30, 8 am -
noon, volunteers are needed to help clear out dead vegetation and overgrowth near the Gothard
Parking Lot at Central Park East.
Mayor Pro Tern Peterson reported attending the Quarterly Meeting with Boeing to help them
understand what the City would like to see for their property development, and the Eagle Scout Court of
Honor for Jeff Ritter and Colton Spicer. He closed by congratulating all of the recent high school
graduates.
Councilmember Hardy congratulated the graduating high school seniors and elementary students
moving into the next level. She reported touring the Goldenwest College Criminal Justice Center,
moderating the Huntington Beach City School District's School Safety Townhall meeting, attending the
Grand Re -Opening of the Huntington Beach Assistance League Thrift Shop, and the Parent Meeting for
the Inaugural Sand Crabs in the Junior Lifeguard Program. She announced a Friends of Junior
Lifeguards fundraiser from 5 - 9 PM on Thursday, June 21, at Huntington Surf and Sport.

Councilmember Semeta reported attending the Restaurant Roundtable Meeting, VIP Night at JimBoy's
Tacos, and ACC-OC Board of Directors Planning Workshop. Councilmember Semeta expressed her
condolences to the family and friends of Zach Martinez.
Councilmember Delgleize reported that approximately 150 people attended the Air Traffic Noise
Working Group at Central Library, and attending the luncheon with new Cal State Fullerton President
Framoze Virjee. Councilmember Delgleize announced the 2018 American Radio Relay League
(ARRL) Field Day on Saturday, June 23, 11 AM - 5 PM, where the Huntington Beach Radio Amateur
Civil Emergency Services (RACES) team will demonstrate and practice their emergency radio
communication skills during a nationwide drill on the bluffs above Dog Beach.

hosted Coffee with the Mayor at Coffee Bean and Tea Leaf on Beach Blvd, attended the Flag Day
Dinner and announced a third Townhall Meeting, Thursday, July 12, City Council Chambers, 4:30 -
6:30 PM to discuss CALPERS' Investment Strategy by a panel that will include Senator John Moorlach
among others. Mayor Posey briefly reported on a meeting in Santa Ana with Judge Carter on the City's
homeless issues.
