Based on the lack of Study Session and Closed Session items, the meeting was called to order at
6:00 PM.

1. 18-423 Jynene Johnson from The Church of Jesus Christ of Latter-day Saints
ANNOUNCEMENT OF SUPPLEMENTAL COMMUNICATIONS (Received After Agenda Distribution)
Pursuant to the Brown "Open Meetings" Act, City Clerk Robin Estanislau announced supplemental
communications that were received by her office following distribution of the Council Agenda packet:

1) Submitted by the City Clerk, final draft of Resolution No. 2018-80, including Exhibit "A," Certificate of
Registrar of Voters as to Results of the Canvass of the November 6, 2018, General Election Returns.
2) Submitted by the City Clerk, an updated PowerPoint communication entitled Election 2018

PUBLIC COMMENTS (3 Minute Time Limit) — 19 Speakers

Nancy Hastings, Campaign Manager for Oceana, was called to speak and requested that the City
Council follow through and present a resolution opposing the Federal Administration's plan to expand
offshore drilling. (00:04:33)
Ralph Bauer, long-time resident of Huntington Beach and Combat Veteran in the Korean War, was called
to speak and reminded everyone that 37,000 service members did not return from the Korean War, and
explained he stays involved in local government as a voice on behalf of those 37,000 young Americans.

Melvin Rice was called to speak and asked for the Council's assistance regarding The Corner Market, a
restaurant at the corner of 11th Street and Acacia, which in his opinion has not been properly approved
by the City. Mr. Rice questioned why this non -conforming business is allowed to disturb a residential
neighborhood. (00:07:59)
Julie Kimmel, Huntington Beach resident who lives four (4) houses down from The Corner Market, was
called to speak and stated her opinion that The Corner Market does not meet City codes, and asked for
City Council's assistance in bringing back the neighborhood's peace and quiet. (00:11:14)
Betty Elkins, a 35-year resident of Huntington Beach, was called to speak and asked how The Corner
Market can operate in a residential neighborhood as a restaurant, when the business was previously
operated as a quiet corner grocery store. Ms. Elkins asked that the City Council assist in correcting this
situation. (00:12:48)
Wendy Tochihara, a resident of Huntington Beach, was called to speak and stated her concerns about
the public safety issues related to coyotes. (00:14:55)
Traci Larson was called to speak and stated her concerns about the public safety issues related to
coyotes. (00:17:07)
Kevin Small was called to speak and stated his concerns about the public safety issues related to
coyotes. (00:20:26)
Brad Fieldhouse, Executive Director of City Net, an Orange County non-profit that addresses homeless
issues, was called to speak and announced that January 23 and 24, 2019, are the dates for the next
Point -In -Time Count. He called for volunteers to assist at deployment centers as well as for on -the -street

Jennifer Dubos, resident of Torrance, was called to speak and stated her concerns about the public
safety issues related to coyotes. (00:25:13)
Sharon Paluzzi, resident of Lomita, stated her concerns about the public safety issues related to coyotes.

Dee Wood, resident of Huntington Harbour, was called to speak and congratulated Mayor Pro Tern
Peterson and Councilmember Semeta, and thanked them for their efforts to create the Harbor
Commission. (00:27:31)
Calvin Free, resident of Huntington Beach, was called to speak and congratulated Mayor Pro Tern
Peterson, Councilmember Semeta, and City Attorney Gates for their successful re-election. (00:28:34)
Bill Larkin, resident of Huntington Harbour and a Public Works Commissioner was called to speak and
stated his personal appreciation and congratulations for the returning and new Councilmembers and City
Attorney Gates. Mr. Larkin also thanked Councilmember O'Connell for his Council service and the many
other wonderful things he does for the greater community. (00:29:38)
Ryan Reza Farsai, resident of Oregon, was called to speak and expressed his opinions on various
government issues and his continued concern for having received a ballot from both Oregon and
California for the recent election (00:32:21)
Kathryn Levassiur, resident of Huntington Beach, was called to speak and congratulated the newly
elected and re-elected Councilmembers, and acknowledged Councilmember O'Connell's service the last
four years. Ms. Levassiur encouraged the City Council to be proactive through taxation and regulation
on the issue of Short Term Vacation Rentals. (00:36:16)
Stephanie Harrison was called to speak and stated her concerns about the public safety issues related to
coyotes. (00:38:12)
Patricia Rogers, long-time Huntington Beach resident, was called to speak and invited the community to
the Downtown area for special holiday activities. She also thanked each of the Councilmembers for their
service. (00:40:15)
Karen Jackle, Huntington Beach Tomorrow President, was called to speak and requested an update on
the use of non -toxic products in the parks, and stated the continued support of Huntington Beach
Tomorrow in working with the Council to make Huntington Beach even better. (00:42:33)
Bethany Webb, HB Huddle member and 40-year resident, was called to speak and thanked
Councilmembers for their service. She also expressed concerns about a piece of campaign literature
she received that was approved and distributed by a re-elected Councilmember, and in her opinion
misled the voters. (00:43:49)
COUNCIL COMMITTEE - APPOINTMENTS - LIAISON REPORTS, AB 1234 REPORTING, AND
OPENNESS IN NEGOTIATIONS DISCLOSURES
Councilmember O'Connell expressed appreciation for the opportunity to serve on the Council the last
four years.
Councilmember Delgleize reported attending an Orange County Transit Authority (OCTA) Board
Meeting, and the OCTA groundbreaking ceremony for the OC Streetcar route that will run through
Anaheim and Garden Grove.
Mayor Posey reported attending the Orange County Business Council (OCBC) 8th Annual "Turning Red
Tape Into Red Carpet" Awards Reception where Huntington Beach was acknowledged for the Fusion

Poles, which provide the technology for communication and cell service inside of the poles. Mayor
Posey also reported attending a meeting of the Southern California Association of Government (SCAG)
where he was recently named as the primary voting member for the County of Orange regarding State
mandated Regional Housing Needs Allocation (RHNA) issues such as vacancy, housing for cost -
burdened individuals, population and job growth, and immigration.
REPORTS AND PRESENTATIONS
2. 18-581 Presentation of Mayor's Award to Tom Herbel, City Engineer
Mayor Posey acknowledged the exlempary service of City Engineer Herbel who has been with the City
since 2012. Mr. Herbel graduated from Cal State Long Beach with a Civil Engineer degree. Mr. Herbal
is also a community volunteer who can be found at any local surfing event.
Mr. Herbel introduced his family and expressed how honored he feels to work with a great team of
people in such a great city.
3. 18-564 City 2018 Retrospect (or Comments) by Outgoing Mayor Posey
Mayor Posey shared a video to highlight the milestones of his position this past year, followed by
personal comments thanking specific people, including his wife Jeannie, who were instrumental in his
commitment to public service which led to his position as Mayor.
4. 18-565 Presentations by Mayor Posey to Colleagues
Mayor Posey thanked his colleagues with a plaque commemorating the 5011 Anniversary of Air Support,
an event attended by every Councilmember, and shared personal comments of appreciation for their
unique skills and abilities as members of the City Council. Mayor Posey also presented a personally
engraved gavel to Mayor Pro Tem Peterson.
5. 18-566 Presentation by Mayor Pro Tem Peterson to Outgoing Mayor Posey
Mayor Pro Tem Peterson presented Mayor Posey with the "Ultimate Challenge" sculpture.
6. 18-567 Presentation by Community Members to Outgoing Mayor Posey and Mayor Pro Tem
Peterson — 6 Speakers
Tim Whitaker, representing County Supervisor Michelle Steele, was called to speak and presented a
plaque to Mayor Posey in recognition of his conscientious dedication this past year. He also presented a
plaque to Councilmember O'Connell in recognition of his service over the past four years, and
congratulated the re-elected and newly elected Councilmembers.
Matthew Harper, long-time resident, Former Mayor, and Former State Assemblyman, was called to
speak and expressed his personal appreciation to each of the Council members for their service.
Debbie Cook was called to speak and offered her congratulations to the Councilmembers, and newly
elected Councilmember Kim Carr.

David Humphreys was called to speak and expressed appreciation to Outgoing Councilmember
O'Connell for his service during the last four years, and especially his support for public safety.
Brandon Reed was called to speak and presented a proclamation from Police Unity Tour, Chapter 37,
New York, to Councilmember O'Connell for his dedication to the Police Unity Tour in 2018.
John Earl was called to speak and congratulated those who were recently elected and re-elected to City
positions, and the voters who participated in the democratic process.
CITY CLERK'S REPORT
7. 18-444 Adopted Resolution No. 2018-80 Reciting the Facts of the General Municipal
Election of November 6, 2018, and Declaring Results
City Clerk Estanislau presented a PowerPoint communication titled Election 2018, with slides entitled
November 6, 2018 Voter Turn Out, November 6, 2018 Results - City Council, November 6, 2018 City
Attorney and Recommended Action.
A motion was made by Posey, second O'Connell to adopt final Resolution No. 2018-80, "A Resolution of
the City Council of the City of Huntington Beach, California, Reciting the Fact of the General Municipal
Election held on November 6, 2018, Declaring the Result and Such Other Matters as Provided by Law."
The motion carried by the following vote:
AYES: O'Connell, Semeta, Peterson, Posey, Delgleize, Hardy, and Brenden

CONDUCTED ELECTION OF MAYOR FOR ENSUING YEAR
10. 18-571 City Clerk called for a motion to elect new Mayor
A motion was made by Posey, second Semeta to elect Mayor Pro Tern Peterson as new Mayor for the
ensuing year. With no objections, the motion carried by acclamation.
City Clerk Estanislau administered the Oath of Office to newly elected Mayor Peterson.
NEW MAYOR PRESIDES
CONDUCT ELECTION OF MAYOR PRO TEMPORE FOR ENSUING YEAR
11. 18-572 New Mayor called for motion to elect new Mayor Pro Tempore
A motion was made by Peterson, second Posey to nominate Councilmember Semeta as Mayor Pro
Tempore for the ensuing year. With no objections, the motion carried by acclamation.
City Clerk Estanislau administered the Oath of Office to newly elected Mayor Pro Tempore Semeta.
COMMENTS BY NEWLY ELECTED MAYOR, MAYOR PRO TEMPORE, COUNCILMEMBERS AND
CITY ATTORNEY
City Attorney Michael Gates expressed his congratulations to Mayor Peterson, Mayor Pro Tern Semeta,
and thanked the nearly 58,000 voters of Huntington Beach for their support in his re-election. City
Attorney Gates provided an overview of the accomplishments of the City Attorney's Office during the last
four years, and thanked Councilmembers for their support in all of those endeavors.
Councilmember Hardy expressed her congratulations to City Attorney Gates, and the re-elected and
elected Councilmembers.
Councilmember Delgleize thanked the residents of Huntington Beach for re-electing her, and expressed
her appreciation to each of the other Councilmembers, and City Attorney Gates, for their support and
teamwork.
Councilmember Posey expressed his appreciation for being re-elected and stated his intent to continue
to serve the City of Huntington Beach through County, State and Federal organizations and committees
He also congratulated City Attorney Gates and his fellow elected and re-elected Councilmembers.
Councilmember Brenden thanked and individually congratulated the re-elected and newly elected
Councilmembers, and City Attorney Gates.
Councilmember Carr thanked family, volunteers, candidates, and voters for their efforts to get her to this
position, and asked the residents to remain engaged in the democratic process.
Mayor Pro Tern Semeta expressed her appreciation to her fellow Councilmembers for their confidence in
her as Mayor Pro Tem, congratulated and thanked her fellow Councilmembers and City Attorney Gates
for their unique and special talents, and dedication to serving the City.

Mayor Peterson welcomed Councilmember Carr and congratulated those who were re-elected. Mayor
Peterson thanked his family for their support, the community for participating in the democratic process,
and stated his promise for continued transparency and justice for everyone.
