AN ORDINANCE REGULATING AND PROVIDING FOR THE ESTABLISHMENT
AND MAINTENANCE OF LIFE SAVING EQUIPMENT ON ALL WHARVES, PIERS
AND OTHER STRUCTURES PROJECTING OVER MEAN HIGH WATER MARK
OF THE PACIFIC OCEAN IN THE CITY OF HUNTINGTON BEACH,
CALIFORNIA.
The Board of Trustees of The City of Huntington Beach do ordain as follows:
Section L That every person, firm or corporation maintaining, operating,
owning, managing or controlling any pier of wharf or other structure projecting below
mean high water mark of the Pacific Ocean within the City of Huntington Beach, upon
which human beings are to stand, liter, fish from, work, or trespass, shall provide for,
maintain and keep in good condition, in a handy and convenient place easily assessable to
such human beings, the following equipment for the preservation of human life:
For every hundred lineal feet which the said structure projects below mean high
water mark, one life preserver of standard make capable of sustaining the weight in water
of at least one adult human being. Each such life preserver to be attached to at least 100
feet of quarter inch Manilla rope.
Section IL It shall be unlawful for any person to touch, handle, molest or in
any manner interfere with any such life saving equipment, except when necessary to
protect or safe-guard human life or property.
Section III. Every person, firm or corporation violating the provisions of this
ordinance shall be deemed to be and shall be, guilty of a misdemeanor, and on conviction
thereof shall be punished by a fine of not less than $300.00, or imprisonment for not less
than ninety days, or both such fine and imprisonment.
Section IV. The City Clerk shall certify to the passage of this ordinance, and
cause the same to be published once in the Huntington Beach News, a newspaper printed
and published in the City of Huntington Beach and said ordinance shall take effect thirty
days from and after such publication.

the foregoing ordinance was passed at a regular meeting of the Board of Trustees of the
City of Huntington Beach, held on the 271h day of September 1909, by the following vote:
Ayes: Warmer, Stewart, Howard, Helme, Manning
Noes: None. Absent: None.

City of Huntington Beach, hereby certify that the foregoing ordinance is a true and
correct copy of an ordinance of the City of Huntington Beach Numbered 24, and entitled:
"An Ordinance Regulating and providing for the establishment and maintenance
of Life Saving Equipment on all wharves, piers and other structure projecting over mean
high water mark of the Pacific Ocean in the City of Huntington Beach, California."
and that the same has been published in the Huntington Beach News a new paper
published and printed in the City of Huntington Beach according to law.
