AN ORDINANCE REGULATING POOL AND BILLIARD ROOMS IN THE CITY OF
HUNTINGTON BEACH CALIFORNIA.
The Board of Trustees of the City of Huntington Beach do ordain as follows:
Section 1. It shall be and is hereby made unlawful for any person, firm or
corporation, individually or by association with other persons, firms or corporations to
establish, open, keep, carry on or maintain any billiard hall or pool room or other place in
the City of Huntington Beach where any billiard table or tables, pool table or tables or
combination billiard and pool table or tables, is or are hired, kept for hire, or kept for
public use, without first having obtained from the Board of Trustees of the City of
Huntington Beach a permit so to do, and from said City of Huntington Beach a license so
to do.
Section 2. Applications for permits mentioned in Section 1 of this Ordinance
shall be in writing and must be filed with the City Clerk of the City of Huntington Beach
at least five days before the same is granted. The applicants shall state the name of the
applicant or applicants, the location of the proposed privilege is desired, It shall also state
the number and kind of tables proposed to be used and kept, and what, if any, other
business is to be conducted in conjunction with or under the same management as the
said pool or billiard room. The Board of Trustees of the City of Huntington Beach may in
its discretion grant and issue such permit, without charge. If the said applicant or
applicants or may, in its discretion refuse to grant such permit, The said permit, if
granted, shall not be assignable.
Section 3. Such permit, if granted, shall state the time for which it is to be
run, the place where the said business is to be carried on, that it is not assignable, and that
it is subject to revocation as provided in this ordinance.
Section 4. Whenever said Board of Trustees, or a majority thereof, shall
become satisfied or of the opinion that any pool or billiard room so opened, is
established, kept, carried on or maintained in a manner that is detrimental to public
morals, public peace, or the safety or well being of the community or the citizens of the
City of Huntington Beach, or any part thereof, they shall revoke, cancel and withdraw
such permit, and no other permit shall thereafter be granted to such person firm or
corporation.
Section 5. The holder of any permit mentioned in Sections 1, 2, 3, and 4 of
this Ordinance, must, before commencing business, apply for a license to the City
License Tax Collector, who shall issue to him a city license for the period of time
specified in such permit at the rate of$15.00 per year. Such license shall not be
assignable, and shall be subject to revocation whenever the permit mentioned in this
ordinance may be revoked. Upon revocation of any permit and license, the holder of the

same may file his claim for a refunding of a pro rata portion of the sum paid for said
license and upon filing such claim, the same shall be allowed and paid.
Section 6. The license fee mentioned in Section 5 of this Ordinance shall be
paid in advance in full for the period for which the license is issued before business is
commenced under it. In all respects not covered by this ordinance, such license, the
manner of issuance of same, and all particulars concerning the same, shall be governed
by the provisions of Ordinance No 10 of the City of Huntington Beach, California.
Section 7. All ordinances or parts of ordinances of the City of Huntington
Beach insofar as they are in conflict with this ordinance, are hereby repealed. This
ordinance shall not be construed to repeal Ordinance No 14 of the City of Huntington
Beach, except insofar as the same shall be in conflict herewith.
Section 8. It shall be unlawful for any person, either as owner, principal,
clerk, agent, servant or other employee to assist in carrying on, or assist in maintaining,
establishing or opening any billiard hall or pool room contrary to the provisions of this
Ordinance.
Section 9. Any person firm or corporation violating any of the provisions of
this Ordinance or doing any of the things herein declared to be unlawful, shall be and is
hereby declared to be guilty of a misdemeanor and upon conviction thereof shall be
punished by a fine of not exceeding Three Hundred Dollars ($300.00) or imprisonment
for not exceeding ninety (90) days, or by both such fine and imprisonment, and each and
every day of such violation shall be deemed a separate offense.
Section 10. All licenses of the City of Huntington Beach now issued or held in
the said City for conducting or carrying on the business of keeping or maintaining a pool
room or billiard room are hereby cancelled and revoked, and the owners thereof shall be
refunded the issued pro rata portion of their license tax on making claim therefor.
Section 11. The City Clerk shall certify to the passage and adoption of this
ordinance and cause the same to be published once in the Huntington Beach News, a
weekly newspaper published and circulated in the City of Huntington Beach, California,
and the same shall take effect ten (10) days after such publication.
