AN ORDINANCE CALLING AND PROVIDING FOR A SPECIAL ELECTION OF
THE QUALIFIED ELECTORS IN AND FOR THE CITY OF HUNTINGTON BEACH,
CALIFORNIA,FOR THE PURPOSE OF LEVYING AND COLLECTING A TAX OF
FIFTEEN CENTS ON EACH ONE HUNDRED DOLLARS OF TAXABLE
PROPERTY IN SAID CITY,PROVIDING FOR THE MANNER OF USING SUCH
TAX AND THE TIME OF COLLECTING THE SAME,AND PROVIDING FOR THE
ELECTION OFFICERS AND POLLING PLACE IN SAID CITY,PURSUANT TO
THE PROVISIONS OF CHAPTER 420 OF THE STATUTES.OF CALIFORNIA FOR
1911,APPROVED APRIL 10, 1911,ENTITLED,"AN ACT AUTHORIZING
MUNICIPAL CORPORATIONS, OTHER THAN FREEHOLD CHARTER CITIES, TO
LEVY AND COLLECT A TAX FOR PARK,MUSIC AND ADVERTIZING
PURPOSES."
The Board of Trustees of the City of Huntington Beach do ordain as follows:
Section 1. It is hereby ordained that a a special election be and is hereby
called to be held in the City of Huntington Beach, California,on Tuesday the 15'h day of
July 1913, and that at such election the following proposition shall be submitted to the
qualified electors of said City of Huntington Beach,to wit:
"Shall a tax of fifteen cents on each one hundred dollars of the taxable property of
said City of Huntington Beach, California,be levied and collected for the purpose of
providing and maintaining parks and music and for advertizing purposes pursuant to the
provisions of chapter 420 of the Statutes of California for 1911, entitles: "An Act
authorizing municipal corporations,other than freehold charter cities,to levy and collect
a tax for park,music and advertising purposes?"
Section 2. It is hereby ordained that a tax of fifteen cents shall be levied on
each one hundred dollars of taxable property within said City of Huntington Beach,for
the purpose of providing and maintaining parks,music, and for advertising purposes; and
such tax shall be in addition to all other taxed now authorized by law to be levied and
collected, and shall be levied and collected for each fiscal year.
Section 3. It is hereby ordained that such tax shall be used for the purpose of
maintaining parks,music and for advertising purposes,and the money realized from such
tax shall be used and expended in any manner that may be deemed best by the Board of
Trustees of said City for carrying out the purposes herein expressed.
Section 4. It is hereby ordained that the tax provided for by the Ordinance
shall be collected by the Tax Collector of the County of Orange, State of California, at
the same time and in the same manner at State and County taxes are collected as provided
by law;that the taxes on all personal property secured by real property, and one-half of
the taxes on all real property will be due and payable on the second Monday in October,
1913,and will be delinquent on the last Monday in November next thereafter,at six

o'clock P.M. and that unless paid prior thereto,fifteen per cent will be added to the
amount thereof, and that if said one half be not paid before the last Monday in April next,
at six o'clock P.M. an additional five per cent will be added thereto.
That the remaining one-half of the taxes on all real property will be payable on
and after the first Monday in January next,and will be delinquent on the last Monday in
April next thereafter, at six o'clock P.M. and that unless paid prior thereto, five per cent
will be added to the amount thereof; and said tax,when collected, shall be paid to the
Treasurer of the City of Huntington Beach under the general requirements and penalties
provided by law for the settlement of other taxes,and pursuant to the ordinances of the
City of Huntington Beach relative to the collection,payment, and settlement of other
taxes.
Section 5. It is further ordained that the official ballot used at such election,
besides the other things required by law, shall contain the following proposition and
question, in substantially the following manner:
"Shall a tax of fifteen cents on each one hundred dollars of the taxable property of
said City of Huntington Beach, California,be levied and collected for the purpose of
providing and maintaining parks and music and for advertizing purposes pursuant to the
provisions of Chapter 420 of the Statutes of California for 1911, entitled: "An Act
Authorizing municipal corporations,other than freehold charter cities,to levy and collect
a tax for park,music and advertising purposes?"

If an elector at said election stamp a cross(x)in the voting square after the printed
work"Yes,"his vote shall be counted in favor of the proposition; if he shall have
stamped a cross(x)after the printed work"No,"his vote shall be counted against the
adoption of the same.
The said ballot shall be in other respects in a accordance with the general election
laws of the State of California so in force as the general election laws applied to
municipal corporations
Section 6. It is further ordained that the said special election shall be held in
accordance with the election laws of the State of California in as far as the said election
laws are applicable to Municipal elections in cities of the sixth class,except as
hereinbefore specifically set forth.

The polling place must be opened at six o'clock in the morning of the day of
election and must be kept open untill six o'clock in the afternoon of the same day when
the polls shall be closed.
Section 7. It is further ordained that the following qualified electors of the
City of Huntington Beach are hereby designated and appointed as election officers for the
offices set opposite their names at such election, and that the polling place for such
election is hereby designated to be as follows,towit:
Inspectors. L.W. Lindsley, W.L. McKenney.
Judges, Fritz Gruggeman,Joe Washburn
Clerks, Geo. W. Wardwell,L.R. Whitney.
Polling Place:-City Hall of the City of Huntington Beach, California,
Section 8. It is further ordained that each and every member of such Election
Board shall receive as compensation for his services on such Board the sum of$5.00
Section 9 The City Clerk of the City of Huntington Beach shall certify to the
passage of this Ordinance and shall cause the same to be published once in the
Huntington Beach News, a weekly newspaper published and circulated in said City of
Huntington Beach,and thirty(30)days thereafter it shall take effect and be in full force.
