AN ORDINANCE CALLING AND PROVIDING FOR A SPECIAL ELECTION IN
AND FOR THE CITY OF HUNTINGTON BEACH, CALIFORNIA FOR THE
PURPOSE OF SUBMITTING TO THE ELECTORS OF SAID CITY THE QUESTION
WHETHER THE CITY OF HUNTINGTON BEACH SHALL RETAIN ITS POWERS
OF CONTROL RESPECTING CERTAIN CLASSES OF PUBLIC UTILITIES
PURSUANT TO THE PROVISIONS OF CHAPTER 14 OF THE STATUTES OF THE
STATE OF CALIFORNIA OF THE EXTRA SESSION OF 1911;APPROVED
DECEMBER 23RD 1911..
The Board of Trustees of the City of Huntington Beach.do Ordain as follows;
. Section 1: It is hereby ordained that is pursuance of a petition of qualified
electors of the city of Huntington Beach, filed with the Board of Trustees of said city on
the 21"day of July, 1913,and presented to the said Board of Trustees according to law,a
special election be,and is hereby called to be held in the city of Huntington Beach,
California,on Tuesday the 23d day of September, 1913,.
Section 2. The Object and purpose for which said special election is called is
to submit to the electors of the City of Huntington Beach the question whether said city
shall retain its powers of control over certain public utilities which now are or may be
operated and maintained in said city,or whether the said city shall surrender it said
powers of control to the Railroad Commission of the State of California, said powers to
be exercised by the said Railroad Commission as provided in the act of the legislature of
the State of California,approved December 23d, 1911,and known as the"Public Utilities
Act."
Section 3. The propositions to be submitted to the electors of the city of
Huntington Beach at the aforesaid election,on the date thereof are as follows:
Proposition No 1.
Shall the city of Huntington Beach retain its powers of control over street
Railroad corporations?
Proposition No. 2.
Shall the City of Huntington Beach retain its powers of control over gas
corporations?
Proposition No 3.
Shall the City of Huntington Beach retain its powers of control over electrical
corporations?

corporations?
Proposition No 5
Shall the city of Huntington Beach retain its powers of control over water
corporations?
Section 3. It is further ordained that the official ballot used at said election
shall contain(besides the other things required by law)the following propositions and
questions, is substantially the following manner:
Shall the City of Huntington Beach retain its powers of control over street railroad
corporations?
Shall the City of Huntington Beach retain its powers of control over gas
corporations?
Shall the City of Huntington Beach retain its powers of control over electrical
corporations?
Shall the City of Huntington Beach retain its powers of control over the telephone
corporations?
Shall the city of Huntington Beach retain its powers of control over water
corporations?

If,at said election, an elector shall stamp a cross(x)in the voting square after the
word"Yes,"his vote shall be counted in favor of the proposition. If an elector shall stamp
a cross(x)in the voting square after the printed word"No,"his vote shall be counted
against the proposition. It all other respects said ballots shall be in accordance with the
general election laws of the State of California, so far as said general election laws apply
to municipal corporations of the Sixth class.

Section 4. It is further ordained that said special election shall be held in
accordance with the general election laws of the State of California, in so far as said
election laws are applicable to municipal elections in cities of the Sixth Class; also,in
pursuance of Chapter 40 of the statutes of the State of California,of the extra session of
1911,approved January 2°d, 1912.the polling place must be opened at six o'clock in the
forenoon of the day of election and must be kept open untill six o'clock in the afternoon
of the same day,when the polls shall be closed.
Section 5. It is further ordained that the following qualified electors of the
city of Huntington Beach are hereby designated and appointed as election officers, for the
offices set opposite their names, at said election, and that the polling place for said
election is hereby designated as follows:
Inspectors: Guy S. Miles,and Ed Manning.
Judges: C.S. Bundschuh and Joe Dameron
Clerks: Geo. W. Wardwell and G.A. Corbelt
Polling Place: The City Hall of the City of Huntington Beach, California.
Section 6. It is further ordained that each and every member of said election
board shall receive as compensation for his services on said board,the sum of Five
Dollars.
Section 7. The City Clerk of the City of Huntington Beach shall certify to the
passage of this Ordinance and shall cause the same to be published twice in the
Huntington Beach News, a weekly newspaper published and circulated in the said City of
Huntington Beach,and thirty(30)days after the last publication thereof it shall take
effect and be in full force.
