AN ORDINANCE ADOPTING SPECIFICATIONS FOR THE GRADING AND
OILING OF STREETS IN THE CITY OF HUNTINGTON BEACH, AND
DESIGNATING THE SAME AS SPECIFICATIONS NO. 6.

The Board of Trustees of the City of Huntington Beach do ordain as follows:
Section 1. That the following specifications are hereby adopted for the
grading and oiling of streets in the City of Huntington Beach, and shall be known as
"Specifications No. 6;"and all streets hereafter directed to be graded and oiled according
to the provisions and requirements to specifications No 6 shall be graded and oiled
according to these specifications.
SPECIFICATIONS NO. 6
For grading and oiling streets in the City of Huntington Beach, California.
1.
Plants etc.
The work herein provided for is to be done in accordance with the plans,profiles
and cross-sections on file in the office of the City Engineer of the City of Huntington
Beach, and all work shall, during its progress and on its completion, conform to the lines
and levels which may, from time to time, be given by said Engineer.
2.
Grading.
Grading shall include all filling,the removal of all earth, stone or other material,
of whatsoever nature it may be,that may be encountered in preparing the street, and all
trimming, shaping, or other work that may be necessary in bringing the surface of the
street to the required grade and cross-section. When mud or other soft material is
encountered, it shall be taken out and the space filled with food earth or gravel. The
contractor,however, will no be required in such cases to excavate the mud or other soft
material to a greater depth then two feet below the sub-grade.
In places where filling is necessary to bring the street to the required grade, it
shall be done with good sound earth. The embankments shall be carried up, of full width,
in horizontal layers not to exceed one foot each in thickness, and the teams shall be made
to travel as evenly as possible over the whole surface of each layer, both going and
coming. The formation of well-defined ruts is especially prohibiting.No material of a

spongy nature shall be used for filling. The space over which fills are to be made shall
first be cleared of all brush or timber.
After the street has been brought to the required grade and cross-sections as above
specified,the surface shall be rolled with a roller weighing not less than two hundred and
fifty(250)pounds to the inch width of tire until the surface is unyielding. Depressions
made by the rolling shall be leveled up with food earth and again rolled. Such portions of
the street as cannot be reached by the roller, and all places excavated below grade and
refilled, and all pipe trenches and other places that cannot be properly compacted by the
roller shall be tamped solid and in case of wet weather or soft or muddy ground making
use of the roller unsafe or impracticable,the rolling shall not be undertaken until the
ground has become sufficiently dry. The street shall then be tested for grade and cross-
section, and no further work shall be done upon it until a certificate shall have been
issued stating that it is acceptable in these respects. It shall then be plowed to a depth of
not less than six inches and thoroughly pulverized by cultivating and harrowing.
3.
Oiling.
Oil shall be applied as follows:
The area to be oiled shall extend from curb to curb where there are no gutters
including all inter-sections of streets and alleys, and to the property line on both sides of
said inter-sections.
The roadway shall be coated evenly with the oil at the rate of one (1) gallon to the
square yard of surface covered. It shall then be thoroughly cultivated to a depth of four
(4) inches until the oil is well mixed with the soil. A second application of oil, at the rate
of one(1) gallon to the square yard of surface covered shall be made and the area shall be
again cultivated to a depth of four(4) inches deep until the oil and the soil is well mixed.
The street shall be plowed four(4)inches deept with a plow that thoroughly turns over
the furrows. A third application of oil,to the extent of one(1) gallon per square yard of
surface covered shall then be made,and the entire surface shall be thoroughly cultivated
to a depth of six (6) inches, a portion of the cultivating being done along diagonal lines so
as to thoroughly mix the surface. The road-bed shall then be tamped with the tamping
roller until it is soil to within three(3) inches of the finished surface. It shall then be
graded with a road grader until it substantially conforms to the official cross-section, and
shall then be tamped with the tamping roller until the entire surface is uniformly hard,
solid and free from undulations or other irregularities.
The completed surface of the street must conform substantially to the established
grade and cross-section. Should it be low, it shall be broken up to a depth of at least two
(2) inches, fresh earth and oil supplied and the surface again rolled as before.

Should an excess of oil remain upon the surface after it has been thoroughly
completed, such oil portion shall be plowed to a depth of at least six(6) inches and
retamped.
In the process of cultivating the surface shall be gone over not less than twice
after each of the first two (2)applications of oil, and not less than three (3)times after the
third application, and in all cases until the oil and soil are thoroughly mixed.
The total quantity of oil to be applied on the street shall be not less than three 93)
gallons net oil by measure for every square yard of surface covered.
At all stages of the work sufficient water shall be applied to secure the best results
in the tamping,the amount of water to be used to be governed by the character of the soil,
the intention being to make the soil just damp enough to pack solid.
Any portion of the street that cannot be reached by the roller shall be tamped solid
by hand under the direction of the Superintendent of Streets.
The Contractor will be held responsible for all damage to curbs, gutters or cross-
walks that may be caused by him in the performance of the work.
4.
Oil.
The oil used shall be crude petroleum and shall conform to the following
requirements:
It must not have been injured by overheating,and it must not be obtained by
adding solid asphalt to lighter oils or distillates.
(a) Specific Gravity: The oil, after being freed from water and sediment, shall be
of not less than eleven and five-tenths (11 5110) degrees, and not more than fourteen(14)
degrees, Baume, gravity, at sixty(60)degrees F.
The specific gravity shall be determined by the use of"The Westphal Specific
Gravity Balance,"in conjunction with the accepted scale hereinafter described for
addition and deduction below or above normal temperature.
(b)Temperature: All oil must be delivered at the point required for sprinkling
at a temperature of not less than one hundred and ninety(190) degrees F.
(c)Measurement: In determining the quantity of oil delivered,the correction
for the expansion by heat shall be as follows: From the measured volume of all oil
received at any temperature above sixty(60)degrees F., an amount equivalent to 0.4 of
one per cent for every 10 degrees F, shall be subtracted as the correction for expansion by

heat. For the purpose of measuring oil a temperature of 60 degrees F., shall be deemed
normal temperature.
(d)Volatility: The oil shall not contain more than eight(8)per cent of
matter volatile when said oil is heated slowly to two hundred and twenty(220) degrees F.
and maintained at that temperature during fifteen(15)minutes.
(e)Asphalt: The oil shall not contain more than sixty(60)per cent of
asphalt having at a temperature of seventy-seven(77)F., a penetration of eighty(80)
degrees, District of Columbia Standard.
The percentage of asphalt shall be determined,using oil treated as described in
Section(d) in the following manner: A weighed amount of said treated oil shall be heated
in an evaporated oven,to a temperature of four hundred(400)degrees F.,until it has
reached the proper consistency when the weight of the residue shall be determined and
the per cent calculated.
(f) Water and Sediment: Deduction will be made for water and sediment in exact
proportion to the percentage of such water and sediment found therein and the oil shall
not contain over two 92)per cent of such water and sediment as determined by the
gasoline test.
(g)Tank Wagons: All tank wagons used for delivering the oil must first be
submitted to the Superintendent of Streets,who will gauge and mark the said capacity in
gallons on each of said tanks and no figures of capacity will be accepted other than the
official rating given by the Superintendent of Streets.
Roller
The tamping roller to be used in the execution of the work herein specified shall
consist of a roller the outer surface of which shall be studded with the teeth not less than
seven(7)inches long, and having a surface area of not more than four(4) square inches
each,the roller itself to be of such a weight that the load upon each tooth shall not be less
than three hundred(300)pounds.
5.
Culverts
Culverts shall be placed wherever designated on the profiles or plans of the street
on file in the office of the City Engineer. They shall be of the character and dimensions
shown on the profile or plan and described in the specifications named in the ordinance
of Intention.

6.
General Requirements
Work: The contractor shall, for price bid, furnish all the labor necessary to
execute the work in every respect in a thorough, workmenlike manner, in accordance
with the plans and specifications and to the satisfaction of the Superintendent of Streets.
Materials and Samples: All materials must be of the specified quality and
fully equal to samples when samples are required. The Contractor shall furnish to the
City Engineer for test,whenever called for, and free of charge, samples of materials
proposed to be used in the work. Rejected material must be immediately removed from
the work by the Contractor.
Labor: Any overseer, superintendent, laborer or other person employed by
the Contractor on the work,who shall perform his work in a manner contrary to these
specifications shall be discharged immediately, and such person shall not again be
employed on the work.
Examination of Ground: Bidders must examine and judge for themselves as
to the location of the proposed work,the nature of the excavation to me made and the
work to be done.
Setting Stakes: The Contractor shall give twenty-four(24)hours notice in
writing when he will require the service of the City Engineer for laying out any portion of
the work. The contractor shall dig all stake holes necessary to give lines and levels. The
Contractor shall preserve all stakes set for the lines, levels or measurements of the work
in their proper places until authorized to remove them by the City Engineer, and any
expense incurred in replacing said stakes which the Contractor of his subordinates may
have failed to preserve shall be borne by the Contractor.
Plans and Specifications: The Contractor shall keep upon the work a copy of
the plans and specifications, and access thereto shall at all times be accorded to the
Engineer.
Inspectors: the Contractor shall prosecute work only in the presence of an
engineer or an inspector appointed by the Superintendent of Streets, and any work done
in the absence of said engineer or inspector will be subject to rejection. The Contractor
shall furnish the engineers and inspectors reasonable facilities for obtaining such
information as may be necessary to give them full information at all times respecting the
progress and manner of the work and the character of the materials.
Preservation of monuments: The Contractor shall not disturb any monuments or
stakes found on the line of the improvements until ordered by the City Engineer, and he
shall bear the expense of resetting any monuments or stakes which may be disturbed
without orders.

Removing Obstructions: The Contractor shall remove all trees, stones and
debris and other obstructions that may be encountered in making said improvements.
Observing City Ordinances: The Contractor shall observe all the Ordinances of
the City of Huntington Beach in relation to the obstruction of streets, keeping open
passage-ways and protecting the same where they are exposed or dangerous to travel.
Barriers, Lights, Etc: The Contractor shall take all necessary measures to protect
the work and prevent accident during construction. He shall provide and maintain all
necessary barriers, guards,temporary bridges,watchmen and lights.
Cross Streets: No more than one cross street shall be closed at any one
time.
Public Utilities: In case it should be necessary to move the property of any
owner of a public utility or franchise, such owner will,upon proper application by the
Contractor by notified by the Superintendent of Streets to move such property within a
specified reasonable time, and the Contractor shall not interfere with said property until
after the expiration of the time specified.
The right is reserved to the owners of public utilities and franchises to enter upon
the street for the purpose of making repairs or changes of their property that may be made
necessary by the work. The City shall also have the privilege of entering upon the street
for the purpose of repairing sewers and water pipes or making house connections
therewith, or to repair culverts or storm drains.
Loss or Damage: All loss or damage arising from any unforeseen obstruction
or difficulties which may be encountered in the prosecution or the work, or from any
action of the elements, or from any act or omission not authorize by these specifications
on the part of the Contractor or any agent or person employed by him, shall be sustained
by the Contractor.
Defective Work: No work which may be defective in its construction or
deficient in any of the requirements of these specifications,will be considered as
accepted in consequence of the failure of any officer of the City or inspector connected
with the work to point out said defects or deficiency during construction and the
Contractor shall correct any imperfect work, whenever discovered before the final
acceptance of the work.
Protection of Work and Cleaning Up: The Contractor shall care for all
work until final completion and acceptance.He shall remove all surplus material and
rubbish from the work after its completion and before he makes application for the
acceptance of the work.
Final Inspection: The Contractor shall notify the Superintendent of Streets
when he desires a final inspection of the work,when the latter,will as soon as possible,

make the necessary examination, and if the work is found in compliance with these
specifications,the Superintendent of Streets will furnish the Contractor with a certificate
to that effect.
Allowable Variation: When in the specifications a maximum and minimum either
in the size,percentage or thickness, or relating to quality or character or other matter, is
allowed or prescribed, the work shall be accepted as in compliance therewith if within
suck maximum or minimum so allowed hereby.
Definitions: Whenever the work"City" is used in these specifications it refers
to the City of Huntington Beach, California.
Whenever the work"Contractor"is used in these specifications it refers to the
party or parties of the second part in agreement for the construction of the work herein
specified.
When the words"Superintendent of Street"or"City Engineer"are used in these
specifications,they refer respectively to the Superintendent of Streets or the City
Engineer of the City of Huntington Beach, California, or their authorized agents or
inspector.
Section 2. The City Clerk shall certify to the passage of this Ordinance, and
cause the same to be published in the Huntington Beach News, a newspaper published
and circulated in the City of Huntington Beach, and thirty (30) days thereafter it shall
take effect and be in full force.
