1I An ordinance of the city of Huntington Beach

�idetermining and declaring that the public interest � o
21 and public necessity -of the City of Huntington Beach _-
California, demand the acquisition of Fire Apozaatns

7 of said municipal improvement , the amount of the principal of the
indebtedness proposed to be incurred therefor and the rate of in-
terest to be paid on said indebtedness , and providing that in all
particulars not recited in this ordinande said election -shall be
held as provided by law for holding specia& elections in such
9 municipalities; and providing for the holding of a special
10 election on the 23rd day of June '1914, in said City of Huntington -
Beach for the purpose of voting for and against the issuing of
it certain bonds for the payment of the cost of said municipal - -- --- --
improvements , to-wit , for the purpose of voting for and against
12 the issuing of bonds of the City of Huntin ton Beach in the am-
ount of Six thousand five hundred Dollars ,56 ,500000) to pay the
13 cost of acquiring and installing fire apparatus for tl-eFire -- ---F _
Department of said city of Huntington Beach and providing for the
14 time and place of holding said election and appointing inspectors - -"-.---�
judges and clerks for said election and ordering City Clerk to ' +

16' Vlherers, on the 20th day of April 1914, the Board of Trustees
of the City of Huntington Beach, California, by a vote of two- � ' a '

18 thirds of all its members passed and adopted a resolution No.239 ' I

19 determining that the public interest and public necessity ofnthe20 —
City of Huntington Beach and of the people thereof demanded that
21 certain municipal improvements be acquired and procured, to-wit :
22 certain apparatus for the fire department of said city of Hunting _
23 -ton Beech and determining that the- cost of said municipal im= _ -
24 provements is too Brest to be paid out of the ordinary annual in- ---- ! �

27 ident of said Board of Trustees as executive of said city on the
28 20th day of April , 1914, and' was published according to law and
29 the ordinances of said city in the Huntington Beach News ,. a news-
30 paper printed, published and circulated in said city.
31 Now, whereas , at this, a subsequent meeting of said Board of
32 Trustees, after the publication of said resolution, the Board of ;

1 Trustees of said city of Huntington Beach do ordain as follows:
;) 2 Sec.l, That the public interest and public necessity of the
� i 3 city of Huntington Beach, California and of the people thereof,
4 demand certain municipal improvements , to-wit: That certain fireX

apparatus for the fire department of said city be procured and in
6 _stalled, and that the cost of said municipal improvements will
7 be too great to be paid out of the ordinary annual income and
8 revenue of said city; that the object of said municipal impnove-

City of Huntington Beach to be the better equipment of the fire

, . � department of said city and the better protection of the inhabit-
12 ants of said city from loss bp.dfdamage by fire, and to give the
13 people of said city ore adequate protection against loss and

damage by fire; and that the estimated cost of said municipal im-

5 provements is Six Thousand Five Hundred Dollars , ($6 ,500.00) °
16 That it is the intention of the said Board of Trustees of said
17 city to submit to the qualified voters of said city the propa-
��' 18 sition of incurring a bonded indebtedness of Six Thousand Five

Hundred Dollars.,($6 ,500.00) the principal, and with the money de.
ry {� 20 rived from the sale of said bonds to pay the cost of said municip
21 oal improvements; that a special election shall be held in the
22 city of Huntington Beach on the 23rd day of June , 1914,, and is
23 hereby called to be held on that. day, for the purpose of submitt6

"Yes" the vote dhall be counted in favor of the issuance of the

12 printed word "No" the vote shall be counted against the issuance
of the bonds proposed.13
14 Sec.3 , For the purpose of said election the said city shall -- _---__
15 constitute one election precinct and the polling place for said -- -- --- --
election shall be the City Ball of said City of Huntington Beach. i

The following Board of Election consisting of two inspectors, ---

The Inspectors , Judges and Clerks of said election shall each

receive a compensation of $5.00 for their services.

The polls shall be opened at Six oclock A.M. on the day of25
said election and must be kept open until. Seven oclock P.M. of 9

28 Sec.4 , If the said .proposition of issuing said bonds be

accepteditand approved by two-thirds of all the qualified electors
voting at said election in said city, bonds of said city of Hunt-30
31 ington Beach to the amount of Sik 'Thousand Five Hundred Dollars
32 ($6 ,500.00) shall be issued for the payment of the cost of said -- - - S

1 the sum of Five Hundred Dollars ($500.00) each; 'they shall be
2 serial in characterd and one-thirteenth (1/13) part of the princi-
M � ; 3 pal of said bond issue shall be paid each year. All of said bonds,
4 shall be dated the first day of July, 1914, and shall beau/ in-
�! ; 5 terest at the rate of SIx percent (6 0) per annum, interest payabi
6 semi-annually on the first, day of July and the first day of Jan-
4 - 7 uary of each year after their issue until paid; principal and in.
8 terest payable in gold coin of the United States at the office of
9 the Treasurer of the city of Huntington Beach in said city.
i' 10 Sec.6, ' Any and all bonds issued for said municipal improve-
- 11 ments - in persuance thereof shall be sold in the runner her fter
!` 12 provided by said Board of Trustees, to the highest bidder therefor
13 for not less than par value and for Gold coin of the United States
14 and the Board of Trustees of said city shall, at the time of fix-
15 ing the general tax levy,,, provide , levy and cause to be collected
16 annually each year until said bonds are paid or until there shall
17 be a sum in the Treasury of said city set apart for that purpose
18 sufficient to meet all sums coming due for principal and interest
19 - on said bonds , a tax sufficient to pay the annual interest on said
20 bonds, also such part of the principal thereof as/ shall become
making 21 due before the time for g the next general tax levy. The
--- 22 taxes herein required to be levied and- collected shall be in addit !
: ;; -- 23 -ion to all other taxes levied for municipal purposes and shall be !
l 24 collected .at . the same time and in the same manner as other muni-
` 25 cipal taxes of said city are collected,, and be used for no other
-26 purpose than for the payment of said bonds and accruing interest
27 thereon. .
28 Sec. 7, That the proposed indebtedness of Six Thousand Five
29 Hundred Dollars :($6j500.00) for said fire department bonds in-
j�; 30 cluding all/ other indebtedness already incurred by said city for
31 municipal improvements will not in the aggregate exceed' fifteen
�j 32 percent (15%) of the assessed value of all the real and personal

I property of said city of Huntington Beach.
2 Sec. 8, Notice of said special election and of the time and
3 place of holding the same and of the names of the Inspectors , __
4 Judges and Clerks constituting the Board of Election appointed to
5 � !
conduct the same and of the time of opening and closing the polls
6 shall be given by the CitJA Clerk by the. publication of this or-
7
dinance for two consecutive weeks prior to the time of holding
8 said election, in the Huntington Beach News, a weekly newspaper - -- - °
9 published, printed and circulated in said city of Huntington Beacla10 ---i--"
Sec. 9 , That the City Clerk shall procure and cause to be +
11 printed sample ballots in the number required by law, arranged as
12 the regular election ballot will be arranged , and he shall,

13 within the time and manner provided by law, mail one of said sam-
14 ple ballots to each of the qualified electors of said city , to-
15 gether with the voting number of said, elector and the location of
16 his precinct polling place. The City Clerk sha.11' furn-ish to said i
17 Board of :election, twelve cards of instructions in the form and
18 wording required by laud, and shall procure and furnish" to said
19 Board of Election ballots in the number and form,required: by- law' _
20 and this ordinance, and other necessary election :supplies as re-

21 quired by law.
22 Sec. 10 , The said City Clerk shall publish this ordinance for -

23 two succeeding weeks prior to the time of said election in the !

24 Huntington Beach News a weekly newspaper rinted - --

25 generally circulated in said city, and thereupon and thereafter
26 it shall take effect and be in foree , and the City Clerk *is hereby
27 directed to certify to the passage and approval of this ordinance.
