HomeMy WebLinkAboutOrdinance #143 i i Ordinance No. 143 , r 1 An ordinance sdopting specifications for the construction of ! anitary sewers in the City of Huntington Beach, California,, and 2 designating the same as Specifications No.9 ,,, The Board of Trustees of the City of Huntington Beach, do 3 ordain as. follows: - 4 i Sec. 1, That the following specifications are hereby adopt- ed for the construction of Sanitary Sewers in the City of HuntIS 5 ingtor Beach, California, and shall be known as Specifications No. 9 , and all Sanitary Sewers directed to be constructed accor- 6 ding to Specifications No. 9, shall be constructed according to - 1 the provisions and requirements of these specifications., + 7 GENERAL REQUI2 EAM—ITS. - - - Sec. 2, WORK, The Contractor shall//,' for the price bid, 8 furnish all the material and perform all the labor necessary to execute the work,in every respect , in a thorough, workmanlike 9 mahner , in accordance with the plans and specifications and to the satisfaction of the Superintendent of Streets. -_- - _ 10 Sec 3 , MATERIAL AND SAMPLES, All materials must be of 11 specified quality and fully equal to samples when samples are rreauired. The Contractor shall furnish to the City Engineer for 12�Y. tewt , whenever called for and free of charge , samples of all the materials proposed to be used in the work. Rejected material -- r 13 must be immediately removed from the work by the Contractor, and shall not .be brought again upon the work. 14 --- `' ' 15 � Sec. , LABOR, Any overseer, superintendent , laborer or k ' other persons employed on the work by the Contractor,, who shall perform his work in a manner contrary to these specifications 16 shall be discharged immediately and such,.person ;shall not again be employed on the work. _ 17 y Sec. 5 ' EXAMINATION OF GROUND, Bidders must examine and ! 18 + judge for themselves as to the location of ,the proposed work,19 --- --- the nature of the excavation to be made and. ,the work to be done. Sec. 6 , SETTING STAKES, The Contractor shall give Twenty 20 four (24) hours notice , in writing, when he will require the - - - service of the Engineer for laying out any portion of the work. 21 He shell dig all stake holes necessary to give lines and levels - - - The Contractor shall preserve. all stakes set for the lines , 22 levels or measurements of the work in their proper/ places - s until authorized to remove them by the City Engineer and any ex- 2_3 pence incurred in replacing said stakes which the Contractor or his subordinates may have failed to preserve shall.' be borne by - 24 the Contractor. 25 Sec., 7 , PLANS AND SPECIFICAT-IONS: The Contractor shall X keep upon the work a .copy of the plans and specifications, and 26 I access thereto shall at all times be accorded the Engineer.. ' 27 Sec. 8, INSPECTORS, The Contractor shall prosecute work only in the presence of an Engineer . or an inspector appointed by -----a 28 the Board of Trustees and any work done 'in the 'absence of said Engineer or inspector will be subject to rejection. The Contrao - - 29 for shall furnish the Engineer or inspector reasonable facili- , ties for obtaining such .information as they desire respecting 30 the progress. and manner of the work and the character .of the {31 materiald. - - - � � . Sec. 9 , PRESERVATION OF MONUMENTS: The Contractor shall _ - 32 '� not disturb any monuments or stakes found on the line of the improvements until ordered by the City Engineer and he shall ; bear the expense of resetting any-monuments or stakes which may - - be disturbed without orders. i� 214, r 1 Sec. •10,: REMOVING OBSTRUCTIONS: 'The Contractor shall remove � all trees, stones , debris and other ` obstructions that may be en- 2 countered in making laid improvements. 3 Sec. .11, OBSERVING CITY ORDINANCES: The Contractor shall ; observe all the ordinances of the City of Huntington Beach in ° i - 4 relation to tho •obstruction of streets , keeping passageways open and protecting the same where they are exposed or are ,dangerous to - 5 travel. f � G r i" 6 Sec. 12,, BARRIE'RS, LIGHTS, ETC. : The Contractor shall take all necessary measures to proteet .th& work .and prevent accidents ` 7 during construction.. He shall provide and maintain all necessary ` barriers , guards .; temporary bridges , watchmen and li hts. 8 k _. Sec. 13, CROSS STRT-MTS: No more than one cross street shall 9 be .closed at any one time. i 10 Sec: .14, PUBLIC UTILITIE'S AND HOUSE- CONNECTIONS: In case it - shaul:d be necessary to move the property of any owner of any pub- - 11 lie utility or franchise , such owner will , upon proper applica- -- tion 'by the 'Contractor, be notified by the Superintendent of K 12 Streets to move such property within a specified reasonable time , { and the Contractor shall not interfere with -said property until 13 after the expiration of the time -,specified. . The right is reserv- ed to the owners of public utilities and franchises , to enter upon 14 the street for the purpose of making 'repairs or changes of their property that may be made necessary by the work. The City shall 15 also have the privilege of entering upon the street for the purpos , i of repairing sewers, water pipes or other pipes or conduits , or ; 16 making house connections herewith, or repairing culverts or storm i drains. The Contractor shall not disturb any sewer or house 17 connection that may during construction be be found located in any place that is to be occupied by some portion of the work which_ 18 :is to be constructed under his contract or which occupy any axg portion of the trench or tunnel which it is necessary for him to 19 excavate in prosecuting the work unless he first obtains, from. -the City Engineer, a permit in writing to do so. Z0 � Unless otherwise indicated on the plans , , or unless permission is granted by the City Engineer for their removal or other dispo- 21 sition, all house connections, shall be maintained by the Contrac- tor- and shall not be disturbed or disconhe,cted=by .him �during the r ' 22` progress .-of the 'work. 23 Sec. � 15, ;088 OR DAMAM . All loss ,or damage arising from an unforseen obstruction,, either natural' or artificial,. or other dif- 24 . ficulties .which may be encountered in the prosecution of the work, � _. or from any action •of the elements prior to .final acceptance of 25 the work, or from :any act or omission not authorized by these specifications,,, :on the part of the Contractor, or .any agent or 26 person employed by. him, shall be sustained by the Contractor. . r 27. Sec: 16, DEFECTIVE WORK: No work which may be defective in its construction or deficient .in any of the requirements. of t 28 these>--specifi.cations, will be considered as accepted in conse qusnd`e. of the failure of, any officer of the City, or inspector +, + 29 connected with the work to point out said defects ..or deficiency during construction,. and the Contractor shall correct any imper- 30 . feet work, whenever discovered; before the final acceptance of i the -work. 31 Sec. 17, PROTECTION OP WORK AND CLEANING UP: The Contractor 32 shall care for all work until final completion AM acceptance. d, He shall remove all surplus material and rubbish from the work �; 4 A after its completion and before he makes application for the ac- ceptance of work. 2 Sec. 18, FINAL INSPECTION:,The Contractor shall notify the 3 Superintendent of Streets when ho desires a final inspection of - the work, when the latter will as soon as possible make .the nee- 4 essary examinations , and, if the work is found in compliance with ( these speci.f.ications , the Superintendent of Streets will. furnish 5 the Contractor with a certificate to that effect. 6 Sec. 19 , ALLOWABLE VARIATIONS: When in the specifications a maximum and a minimum, either in size , percentage or thickness , 7 or relating to quality, character or other matter , is allowed or - --- - prescribed, the work shall be accepted as in compliance therewith 8 if within such maximum or minimum so allowed thereby. i 9 Sec. 20, DEFINI`CIONS: Whenever the word "City" is used in these specifications it refers to the City of Huntington Beach, 10 California. When the word "Contractor"is used in these specifi- cations it refers to the party or parties of the second part in 11 the agreement for the construction of the work herein specified. lWhe-neever the words "Superintendent of Streets" or "City Engineer*, -- - - 12 and used in these specifications , they refer respectively to the Sutppeerintendent of Streets or the City Engineer of the City of 13 'Huntington Beach or .their authorized agents or inspectors. 14 MATERIALS, Sec. 21, BRICK: The brick shall be whole ,, sound, hard brick - 15 with rectangular surfaces and striLight edges`,,, .and must give a clear ringing sound when struck together: They. shall be uniform -- - 16 in quality and of standard dimensions , viz: . 8 inches by 4 ..inches t by 2-J inches. The brick shall be. culled or #sorted when delivers 17 on the ground. All brick will be subject to the":following test , to be :Wade by the City Engineer: Three or more brick shall be { 18 broken across , thoroughly dried, weighed,, then immersed _in .water —_ for twenty-four hours and then weighed again. The absorption shall 19 be determined by the difference between the two weights, and if --- - such absorption shall exceed ten percent (10%) of the dry weight 20 the brick from which the samples for test were- selected shall be - rejected. 21 -- Sec. 22, VITRIFIED PIPE: 22 (a) QUALITY: All vitrified pipe shall be of first quali$ - vitrified salt glazed sewer pipe, sound and well burned throughout.. 23 their entire thickness ,. impervious to moisture, and must give a - clear metallic ringing sound when struck. 24 (b) GLAZING: The pipe must be smooth and its inner surg . .;face -must be thoroughly glazed. _ 7 25 Vc) SIZE AND SHAPE: All pipe shall be socket pipe , with sockets true , circular and concentric with the bore of the pipe , 26 and shall be two feet or two and one-half feet .in length,, exclu- { live of the sockets. All sockets must be of full standard depth -- -- - - - - 27 and of sufficient diameter to receive to. the full depth the spigot end of the next following pipe ,or special; without any chipping -- 28 whatsoever of either and also to leave an annular space, of riot ; less than three-eighths ' (3/8) of an inch in width for thp, cement --- 29 mortar joint. No pipe or d 6 special designed to be straight shall exhibit a deviation from a ' iw straight line of more than three-eighths (3/8) of an inch. r ; 7 (d) IMPERFECTIONS: All pipes and specials must be free y4 from injurious cracks , checks , ,blisters or broken rims. The follo* 8 ing imperfections in a pipe or special will be considered injuriou s and cause for rejection: A single crack in the body of the pipe 9 extending through the entire thinkness regardless of the extent of ' such crack; a single fire crack which extends through one=half the r 10 thickness and over three (3) inches long; two or more fire cracks P in the body of the pipe of a less length than three inches and ex- 11 tending through one-half the thickness; any fire crack that is more than one-sixteenth ( 1/160 of an inch wide at its widest 12 point; Lumps, blisters or flakes on the interior surface of a pipe or special; Two or more breaks in the socket or spigot , unless - 1 13 they can be placed in the upper half of the sewer. (e) CAPS: Caps shell be furnished with each branch pipe �I 14 and consist of a disk of vitrified clay, three-fourths (4) of an ! inch thick fitting .snugly the bell end of the branch pipe. " 15 Sec. 23, CAST IRON PIPE: All cast iron pipe shall be of the 16 best quality of water pipe , furnished in 12 foot lengths, and shall have a minimum weight per lineal_ foot within three percent 17 (3%) of the following standards: , 8" - 43#, 101, - 67#, 12" - 73#, 14" - 90#19 16" - 108# 18 18" - 129#,,20" - 150#, 24" - 204# , - Such cast iron pipe shall be sound and smooth, without cracks, 19 cold shuts , swells , lumps , scabs , sand holes or other imperfect- i ions and wholly frre from admixture of cinderd, slag or sand and 20 shall be dipped as specified for castings in Section 26 of these 21 specifications., �r Sec. 24, CEILLU T: All cement used shall be Portland cement r4 22 and must conform to the following requirements and be subject to the following tests , which will be open to the Contractor and will 23 be made by the .methods and under the conditions prescribed by the Committee on Cement Tests of the American Society of Civil Engin- 24 eers: (a) CONSISTENCY: All cement for set .tests , test pats 25 and neat briquettes• will be mixed with sufficient water to reduce the cement to normal consistency as prescribed by the Committee 26 of the American Society of Civil Engineers. Neat Briquettes will be pressed into the moulds by hand , and the mortar briquettes will 27 be compacted by light tapping. Mortar briquettes shall be mixed to a state of plasticity corresponding as nearly as possible to nor- " 28 mal consistency in neat briquettes. 29 (b) FIN1,11ESS: All cement must be evenly ground, and when ' tested with the following standard sieves•, must pass at least the following percentages by weight.:. . 30 0100 sieve , having 100 meshes per lineal inch, 92% " 4 31 200 sieve, having 200 meshes per lineal inch, 75% (c) TIME OF SETTING: It shall develop initial set in not �I 32 less than thirty (30) minutes , but must develop hard set in not { less than one hour nor •more than ten (10) hours. (d) TENSILE STKENGTH: Neat briquettes one inch square i - in section shall attain. a minimum tensile strength '+ I in section shall attain a minimum tensile strength as follows: At 24 hours in moist air, 175# F 2 7 days, (1 day in moist air, 6 days in water) 500# - _ ! 28 da. (1 day in moist air,27 da. in water) 600# I' 3 Briquettes one inch square in section, made of one ' (1) part of + ' cement to three (3) parts of standard testing sand, shall at- ,; 4 ' ta.in a , minimum tensile strength as follows: At 7 da. (1 da. in moist air - 6 da. in water) 175# 5 28 da. (1 da. in moist air , 27 da. in water) 250# The sand test must in all cases show an increase in strength aft 6 28 days over the 7 days test. - - (e) SOUNDNESS: Pats of neat cement , about three (3) w 7 inches in dia.meted one half ( J) inch thick at the center and tapering to a thin edge , will be kept in moist air for a .period V of twenty-four hours. A pat will then be kept in air at !! normal temperature and observed at intervals for at least 28 91" (twenty-eighto days. Another pat will , after having been kept for twenty-four (24) hours in moist air , be placed in water at 10 , normal temperature , the water (shall then be heated to boiling .; temperature and maintained there for five hours. - .--- -� 11 These pates to satisfactorily pass the requirements , must re- main firm and hard, and must show no sign of distortion , checking 12 cracking, blotching or disintegrating. 1 1 13 Sec. 24r, SAND: All sand must be free from oil , coal tar or of -ga.nic matter , must not contain more than 5% by weight of clay_ or 14 silt , all of the sand shall pass through a screen having four ` mashes per lineal inch, at least thirty-five percent (35%) but x* r _ - _ ---- - 1 15 ' not more than eighty-five (85%) percent by weight , shall be re- j tained on a screen having thirty (30) meshes per lineal inch. --- 16 Sec. 26, STONE: The stone shall be screened gravel or broken 17 stone , as the Contractor elects , and shall have a grav- ity specific of not less than 2.50, it shall range in size from. one-quar- 18 ter (1) inch minimum to two and one-half (2zfl inches in .greatest --- ' dimension maximum. . 19 ' (a) SCREENED GRAVEL shall be clean and hard and shall - - -- - not contain more than five percent (5%) of sand. , 20 (b) BROIMF STONE shall be the "run of the crusher" from t - - which that portionwhich will pass through a sieve of four (4) 21 meshes to the inch -has been removed and shall be hard and durable - - -- ' in quality. 22 - 4- Sec. 2�, CASTINGS: All castings for manhole heads,, covers 2-2 andother purposes must be of tough gray iron, free from cold fi 4 shuts or blow holes and of workmanlike finish and must conform 24 to the plans. - - - The quality must be such that a blow from a hammer will pro- 25 duce an indentation on a rectangular edge of the casting without flaking the metal. Before: leaving the factory all. castings - ---- - .1 26 shall be thoroughly cleaned and subject to a hammer inspection after which they shall be dipped in a preparation "of asphalt or i . 27 coal tar and oil applied at a temperature of not less than 290 degrees nor greater than 310 degrees Farenheit ,.,in such a manner - --- - 28 as to form a firm and tenacious coating. 29 Sec. 2f, EXCAVATION: SUB GRADE: The sub-grade for pipe sewers shall be - - -- - ' 301' the exterior bottom of the pipe and for masonry sewers, the ex- terior of the masonry composing the invert of the sewer. 31 TRENCHES AND TUNNELS: Where so indicated on the ply or profile the' sewer shall be laid in an open trench or in tun- s 32 nels. 'Where open trenches or tunnels are not indicated, the _ sewer may be laid in sections of open trenches connected by tun- nels, the length of which tunnels shall not exceed one half i a , I A j 21 .8 1 the depth of the subgrade below the surface of the ground, provided however , that the tunnel length shall in no case be more than { 2 eight (8) feet , . The width of excavations for sewers in trench. es and tunnels shall be as follows : 3 (a) For pipe sewers ,; six inches wider on both sides or a total width of twelve ( 12) inches more than the exterior diamet 4 of the pipe. (b) For masonry sewers , the external horizontal diameter 5 of the sewer. Where tunnels are made they shall be cut to a k height of at least two feet above the crown of the sewer. 6 The excavation shall be made a sufficient distance below the depth indicated by the grade line of the profile and shown by the 7 grade stakes set by the City Engineer to allow for the placing XXX of the sewer invert, together with the concrete foundation if any 8 such foundation is specified _on the plans or on. the profile of said sewer. . 9 ' V'?here - excavation 'in tunnel is required, the tunnel shall be driven from shafts located at the places where manholes and other 10 structures are shown, on the line of said tunnels , and at such oth- er points As may be selected by the Contractor and approved by the � 11 City Engineer. The requirements for removing rock A&Z- given in Section 32 12 of these specifications ,, shall apply likewise to excavation in tunnels. . 13 Wherever the naturO of the ground will admit of it , the bot- tom of the excavation for masonry sewers must conform to the out- 14 aide of the lower half od the sewer. The trench shall not be opened more than 300 feet in advance 15 of the sewer laying, nor left unfilled for more than 200 feet in the rear thereof, unless otherwise specified. 16 Sec: 29 , MANHOLES AND OTHER STRUCTURES, 17 The excavation for manholes and other structures shall be , 'sufficient to leave at least six (6) inches in the clear between 18 the outer surface and the embankment or timbering which may be used- to protect them. 19 A&ik.sMt aRRIJOIJI gySOUTtO33oSPmNC;Ifr"tuATI,'DEA1v sub-grade, not 20 Sec. 30, REMOVING SOFT OR SPONGY MATERIAL. All soft and spongy earth or material below sub-grade, not 21 to exceed a depth of two (2) feet , unless otherwise shown on said - plans and profiles shall be removed by the Contractor and replaced 22 with good earth -or- gravel of a quality- which will pack when moist- ened and. ta4edand which- shall be so moistened and tamped until 23 solid. 24 Sec. 31 , BRACING TRENCHES: The sides of the excavation sha3L be supported with sheet planking and bracing, and all tunnels 25 shall be timbered whenever the. ground will not stand unsupported and in all cases the sheet piling or timbers shall be drawn as the 26 work progresses, in such manner as to prevent the caving in of the sides of the trench. Alj openings caused by the removal of the xk* 27 sheet piling; or timbers shall be filled with good earth, which � shall be compacted by flooding, where sufficient water is in any 28 manner available, where water is not. available said openings shall be thoroughly tamped. 29 Sec. .32, ROCX: - If the bottom of the trench is found to con- `LL silt of rock, the rock shall be removed to four (4) inches below 30 sub-grade and the trench refilled with four (4) inches of good earth or gravel of a quality which will pack when moistened and 31 tamped and shall be so moistened. and tamped until solid. Sec. 36 , TMASURE ENTS: Main sewers will be measured horizonta 5 -tally from. center to center of structures , along the center line 4 -of the sewer , including all specials. House connection sewers 6 wSll be measured horizontally from the center of the main sewer to the end of the house connection sewer at the curb line. _. 7 Chimney pipes will be measured vertically from the flow line of the main sewer at the bottom of said chimney to the upper end of the 8 6" x 6" "Y" branch v7hich forms the top of the chimney, unless f otherwise specified. 9 Sec. 37 , PIPE JOINTS: Unless otherwise specified, the entire 10 annular space in all pipe joints between the exterior of the spigo u` and the interior of the socket shall be completely and carefully 11 filled with cement mortar of the composition specified in Sec. 38, The mortar shall then be neatly leveled off from the outer edge 12 of the hub to the side of .the pipe , special care being used to sea a; -cure good work at the lower part of the .joint , The joints of all 13 pipes sixteen (16) inches. and over in diameter shall be carefully p6inted and wiped on the inside and all pipes under sixteen (16) id 14 inches in diameter shall be carefully wiped on the inside. No joint shall be entirely cemented until the next two joints in ad- 15 vance are laid, _- I �: When water is found in the trench a flat oakum strand of pro 16 er site dipped in neat cement grout shall be laid in the lower part of the hub before the next pipe is inserted. A gasket of oakum i" 17 twisted into strands shall then be tightly driven into the joint �- from the outside so as to fill the joint to one-half (E) of its 18 depth, unless otherwise specified the balance of the joint shall be filled with mortar composed of equal parts by volume of cement and 19 sand. No joint shall be filled with mortar until the gaskets have been placed in the next two ( 2) joints in advance. Water must 20 not be allowed to rise up to or around the pipe until the mortar has set hard. 21 On the completion of each section of the sewer between man- j�•. -_. holes , where the soil is wet , the two ends of the sewer at the 22 manholes shall be closed sufficiently to prevent the entrance of water and tested for leakage , which, if found to occur in such I �f 23 quantities as would impair the efficiency of the sewer shall be 7 located and stopped. 'There such leaks are discovered before the xnL 24 completion and acceptance of the sewer, the .sewer shall be immed- iately uncovered and the leaks stoppedo f 25 The interior of the sewer shall be freed from all dirt and ; 4 foreign material as the work progresses and left clean at its 26 completion. 'Whenever the pipe sewer is located within. ten feet distance 27 of trees , the)6removal of which is not included,I in the contract f p the sewer the joints of the pipes shall be entirely surrounded WitL 28 four inches of cement concrete of the proportions hereinafter- de- scribed. (!� 29 _. Sec: 38 , MORTAR: All mortar used for making pipe joint in 30 sewers , unless otherwise specified .,. should. be composed of one (1) 31 part of cement to two (2) parts of sand by volume. One sack of cement 'of 94 pounds net weight will be considered as having a .; volume of one cubic foot.. ' 32 all mortar used for manholes or other brick masonry shall be composed of one (1) part of cement• t o two and­oneOhalf (2? ) parts fof sand by volume unless otherwise specified on the drawings , r i V } 1 1 except that all mortar used for plastering the interior of flush 1 anks and flushing manholes shall consist of equal parts ,by vol- 2 me, of cement and sand. The cement and sand must*be thorough- j y mixed, dry , until the mass assumes a uniform color, and then { 3 ater shall be added to give the mixture a proper consistency. 1 ' Mortar shall be made fresh as needed. 1 4I No mortar shall be used that has began to set and no •retempev- � . Sling thereof will be permitted. Mortar shall be mixed in a water tight box and in no case on 6 'the pavement or ground. Sec. 39 , CONCRrTE: Unless otherwise specified, concrete shall 7 � e composed of one (1) part of cement , three (3) parts of sand and - six (6) parts of stone by volume and the whole shall be thorough- 8i1y mixed so as to produce a concrete of uniform consistency. -All proportions shall be obtained by actual measurement in 91boxes , and no material shall be used which has not been thus meas- ured. All mixing; shall be done in boxes ,, or upon tight plat- ' 10fforms , or in mixers. As a rule , sufficient water should be used _ — r 11 to produce a concrete of a mushy consistency. j Substantial .forms shall be made in which to construct all con- crete work. The material of said forms shall be of such thickness 12 and strangth as to be unyielding during the process of placing and f tamping the concrete. When the $ewer invert is made of con- 13 ,crete, the forms used shall be accurately made and pbrredt_ly set. r "They must be tight and have a smooth inside finish which shall be 14 cleaned and lubricated whenever necessary to. prevent adhesion of mortar. Forma must not be removed until the cement is set and --- - - i 15IIthe invert shall be allowed to set for twelve (12) hours. ' Il No concrete shall be used that shows evidence of having set, 16 ,or that has become unfit for good work from standing too long or lfrom any other cause , and no remixing of concrete will be allowed. - -- - 17 Concrete shall not be laid in water or on a muddy foundation. All concrete shall be well consolidated in layers and not more �. 181than eight (8) inches in thickness , with- tamping bars or other _ tools until water flushes to the surface. Concrete shall be so - 19 ;placed and tamped as to produce smooth exterior surfaces where ex- posed. Where new work is joined to old concrete the surface of 20 +the old work shall be thoroughly cleaned and moistened and a bed of neat cement mortar one-quarter (-•) ' of an inch thick shall be i - 21 used to secure. a bond between them. All concrete must be kept wet and covered with earth or other material. No wheeling, work- j 22 ing or walking on concrete will ,be allowed until it is set. - - 23 Sec. 40 , BRICKPsASONRY: The Contractor shall construct man- holes , junction chambers , flush tanks , lamp holes or other struct- 24 urea that are called for on said plan and profiles and fit them as -- ----- required with cast iron frames and- cove.rs , iron steps and other '^ 25 fixtures , full details for all of which are shown upon plans - - -- --- on file in the office of the City Engineer. 26 No brick work shall be laid upon the concrete foundation until ---- - the concrete foundation has seta 27 All brick work shall be built to the lines and dimensions shown upon the plans. All brick work shall be-clean and thorough- 28 ly wet immediately before laying. Each brick shall be laid with full mortar joints on its bed, end and side at one operation. In it 29 no case is slushing or grouting of a joint to be allowed, nor is f 1 a joint to be mdde by working in the. mortar. after the brick is laid -- -- -. -, 30 No brick shall be laid in water and no water shall. be allowed 31 to stand or run upon brick work until the mortar had set. - - -- The brick work shall be well bonded and the joints between bricks shall not exceed three-eighths of an inch on the inside of 32 structures and brick sewers. All joints on the inside of structures and sewers shall be - - - —� neatly struck and pointed where plastering is not specified on 222 ' � 1 ' r i i r� - I ` 1 the plans. The outside of all structures and brick sewers I s shall be neatly plastered with mortar one-half (J) inch thick k 2 as specified in Section 38 hereof. After the plastering on the interior of flush tanks and flushing manholes has set , the inter- ° 3 for surfn.ce shall be coated with neat cement grout put on with a brush. _4 4 pipe branches for lateral sewers shall be built into the structures as shown on the drawings , the outer ends to be closed 5 as specified in Section 35 hereof. In laying pipes up to man- holes or flush tanks , no pipe shall be allowed to project more 6 than two (2) inches thereinto , and in no. case shall the bell or hub of a pipe 'be built into the wall od a manhole or flush tank. 7 Where brick work is required in sewers the joints between courses shall be one-fourth (4) of an inch in thickness and be- 8 tween rings one-half (2) of an inch in thickness. The courses u in sewers are to be laid to line and kept perfectly straight in f ' . 9 the direction of the sewer and parallel to the rise of the same. The brick shall be laid as stretchers and-break joints with those - 10 in adjacent courses. All brick work, as the work progresses must be racked back in course unless otherwise specified. 11 The invert of the .sewer,, when built of brick, shall be laid on a bed of mortar one (1) inch in thickness and shall be allow- 12 ed to set for at least twelve ( 12) hours before the arch is turned. Templates shall be used which are accurately made 13 and correctly set._ The arch of the sewer when .built of brick shall be laid on strong centers with close fitting joints , of 14 correct form and dimensions according; to' the plans of the sewer. The centers shall be so constructed that they can be re- 15 moved without cracking or injuring the work; they shall hot,::bL��- j t�i:t�hdrawn in less than twelve ( 12) hours after the back filling 16 is completed to a level of at least one ( 1) foot above the crown of the sewer. All brick work shall be protected from the 17 rays of the sun by adequate covering, or shall be kept wet until - j such time as it can consistently be covered with eatth without 18 in any way damaging the work. I No wheeling,working or walking on brick work will be allowed 19 until it is set. There new work is joined to the surface of unfinished work the latter must be thoroughly cleaned and moist- 20 ened. ` 21 Sec . 41, BACKFILLING: TRENCHES, After a section of pipe k sewer has been laid and the mortar has sufficiently set , good 22 earth, sand or gravel , free from large stones or hard lumps , shall be carefully deposited in the trench so as to fill it up 2Z to, a level two (2) feet above the top of the pipe in such a man- •ner that the filling placed on each side of the pipe shall be - 24 equal. The backfilling over a masonry setter to a heighth of two (2) 25 feet above the crown shall be similiarly made as soon as the outside plastering shall have thoroughly set, provided that at 26 least six (6) hours time shall have expired since the completion of the plastering. In all cases of backfilling the utmost care ' 27 must be taken to thoroughly compact the material used in refill- ing the trench below the axis of the sewer. 28 In completing the backfilling of the trenches for pipe sewer upward from the aforesaid. level of two (2) feet above the top 29 of the sewerthe filling shall be made to within one ( 1) foot of _ the surface of the ground,provided that if the trench is more - 30 than ten ( 10) feet in depth the filling shall be carried only to a level ten ('10) feet above sub-grade when it shall be thorough- 31 ly compacted by flooding with water where water is in any manner P available , and where water is not available it shall be compacted 32 by tamping. Then whatever remains unfilled in the trenches I � I shall be filled again and compacted by flooding where water is , e I in any manner available and where not available the filling shall be compacted by tamping. as before. 2 The completion of the backfilling Ofrthe trenches for mas- onry sewers shall not be made until the expiration of thirty- 3 six six (36) hours time after the completion of the plastering, at which time the methods given above for the completion of back- 4 filling over pipe sewers shall be used. If desired by the Contractor , the backfilling above the i 5 laforesaid two foot level may be made by the use of_ scrapers. g _ 6 Sec. 42, TUNNELS: Before the trenches are backfill-ed above Ithe aforesaid two foot level specified in Sec . .41, the-.earth above 7 ,all short tunnels connecting sections of open trenches` shall be 1 cut through to the surface of the ground for the full-width of the 1 8 ,1trench where so indicated on the plan or profile. Where not so ,! indicated, the earth above all said short tunnels shall be cut out -- 9 ' to a "V" share having the pmint of the "V" at the center of the tqo ' of the tunnel and the slope of the "V" making an angle 'of not less - 10 ' than 45 degrees with the horizontal. Where tunnels are specified on the plans or profiles they 11 ' shall be completely filled as soon as the sewer is laid and the mortar in the joints in the joints of the pipe sewers or the out- - - j 12 side plastering of masonry sewers has properly set. This filling JI . shall consist of earth or gravel free from large stones and shallk 13 be rammed with proper tools until thoroughly compacted. 14 No flooding of tunnels will be required. Sec. 43 , TUNNEL SHAFTS, MANHOLE SHAFTS, ETC. The backfilling 15 ', of the shafts .shall require the following method: After. the tun- Inels have been properly backfilled, the shaft excavations , where 16 not coincident with the location of any structure , is to be filled -- --- ito a depth of not greater than ten ( 10) feet , thoroughly. flooded 17 �jand allowed to settle. The partly filled shaft shall then be- fil- --- j , led again to a second depth of not greater than ten (10) feet , I 18 flooded and again allowed to settle. The process shall. be contin- --- - - I cued until after ultimate settling the surface of the filled in 19 �shaft will be at the level of the surface of the- ground. Where - - �the location of the shaft is coincident with .any structure , a 20 similar process for backfilling shall be used during the progress - - -�of the construction of said structure , providing that the outside 21 plastering has thoroughly set. 1 22 , Sec. 44, SURPLUS MATERIAL. Surplus material not required in refilling the trench or tunnel shall be promptly removed by 23 the Contractor as the backfilling progresses and disposed of by - - him. 24 Sec. 45 , UNGRADED STRTMTS: Whenever. the sewer i iff-bui It in a - - — -- 25 any ungraded street , the trench shall be refilled to the original surface of the street , provided , however, that there shall not best -- ----� 26 less than three (3) feet of earth over the sewer , and, provided further , that where a fill i7 .required on which to constr,uct� ,a - - --- 27 sewer, the fill shall be made of good sound earth; built up in layers , each layer not more than one ( 1) foot thick and the lay- - --` 28 ers thoroughly compacted by rolling or tamping; ; the width and x side slopes of such fill will be shown on the plan or profile. --- - - 29 There trenches do not supply sufficient material of the proper duality for making the fill,. the Contractor shall supply 30 the deficiency. 31 Sec. 46 , RESTORATION OF STREET SURFACE;: In all paved, maces - - - adamized, graveled , oiled or otherwise -improved streets the sur- 32 face over the trenches shall , after being backfilled, as herein- -- - — before specified, be finished by the Contractor without delay , in a workmanlike manner satisfactory to the Superintendent of Streets. i r b i t 1 Sec. 47 , All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed. . 2 Sec. 48 The City Clerk shall certify to the passage of this 3 ordinance , and cause the same to be published once in the Hunt- ington Leach News , a Noiak3cyx newspaper published and circulated 4 in the City of Huntington Beach, and thirty days thereafter it shall take effect and be in force. 5 .( signed) F,.
