The Board. of Trustees- of the City of Huntington Beach, California,
4 do ordain as follows:

6 1. Than the following specifications are hereby adopted for the
7 grading and paving. of streets in the City of Huntington Beach•, an
i
8 shall be known as "Specifications No. 10 , and all streets hereafter
J! 9 directed to be graded and paved according to Specifications No. 10,

shall be graded and paved according to the provisions and require-
��- 11 ments of these specifications.
I - -- - -. 12 2• This Ordinance is necessary for the immediate preservation
--- 13 of the public peace , health and safety and the facts constituting
14 its urgency are as follows;
--- 15 It is necessary for the preservation of the public safety,
16 that certain improvements be made immediately upon certain street ,

and it is necessary that specifications be adopted as herein
- - 18 provided before said improvements can be made ..

22 Section 1. Plans , etc .

23 The work herein provided for is to be done -in • accordance ,with
it 24 the plans , profiles and cross-sections on file in the office of
25 the City Engineer of the CitcT of Huntington Beach,, and all work
I� 26 shall, during its progress aYid on its completion, conform to the

27 lines and levels which may , from ,time to time , be given by the
-- -- - 28 City Engineer.
I+ - 29 Section 2. The work to be done consists of the following:
--- - 30 To furnish all labor , equipment and material to construct '
31 and put in complete order for use , the sheets , culverts , and `
If- - 32 other appertaining structures as hereinafter provided for, to i
I :such an extent and in such manner as may be reayuirecl by the plans,
I profiles , cross-sections and specifications.
2 Section. 3. All materials must be of specified quality and fully
3 equal to samples , when samples are required. The Contractor -
4 . shall furnish the City Engineer for test whenever called for , and
j
5lfree of charge , - samples of all materials proposed to be used in {
6 the work. Rejected materials must be immediately removed from � -
7ithe work by the Contractor .
81' Section 4. In the absence of the Contractor, orders pertaining
9 ' to the work shall be accepted and obeyed by the superintendent
10 or foreman in charge of the particular work to which the orders
11 refero whenever any person employed upon the work shall appear
12 to the Superintendent of Streets to be incompetent or unfaithful
13 or disorderly, and the Superintendent of Streets shall so inform
14 the Contractor , in writing, such person shall. be discharged and
15 shall not again be employed on the work.
16 Section 5 . Bidders must examine and judge for themselves as to

17 the location of the proposed work, the nature of the excavation - ---- � �

18 to be made and the work to be done . - ----- � �
19 Section 6. The Contractor shall keep upon the work a copy of the - - - -
20 plans and specifications and access thereto shall at all tires -
21 be accorded the Engineer. The Contractor shall prosecute the
22 work only in the presence of an Engineer or an Inspector appointed
23 by the Board of Trustees and any work done in the absence of said
24 Engineer or Inspector shall be subject to rejection. The Contrac- i
25 for shall furnish the Engineer and Inspectors reasonable faeilitieS
26 for obtaining such information as may be necessary to give them
27 full information at all times respecting the progress and manner
28 of the work and the character of the materials.

29 Section 7 . All loss or damage arising from, and; unforseen obstru-
30 ctions or difficulties , either natural or artificial , which may,
31 be encountered in the prosecution of the work or from any action -
32 of the elements prior -to final acceptance of -the work, or from -- - �

1 any act or omission not authorized by these. specifications on
2 the part of the Contractor or any agent or person employed by him
3 shall be sustained by the Contractor. No work which may be -de-
4 fective in its construction or deficient in any requirements of
5 these specifications will be considered as accepted in consequence]
I - - 6 of the failure of any officer of the City or Inspector connected
I - 7 with the work to point out said defects or deficiency during

8 construction, and the Contractor shall correct any imperfect work,+
9 whenever discovered, before the final acceptance of the work.

ap Section 8 . The Contractor shall maintain such signs,lights,
11
watchmen, and other means as may be necessary to protect the "°

public and shall obey the state lags and municipial ordinances
13
I --- -- relating to the conduct of the work upon the public highways .

15 Section 9. ,after the completion ®f the work, the Contractor sha 1
16 remove all temporary structures built by him and all surplus
17 material of all kinds from the site of\the work and leave the
18 whole clean and presentable .

Section 10 . Then in the specifications a\maximum or minimum,

20 either in size , percentage or thickness , ors\relating to quality

or character or other matter is allowed or prescribed, the work

shall be accepted as in compliance therewith if within such

25 Section 11. The Contractor shall give at- least forty-eight hours
26 notice when he shall require the services of the Engineer for -�
t 27 � laying out any portion of the work. He shall furnish stakes as
I� 28 required, and dig all stake holes necessary to give lines and
29 levels , and shall preserve in their proper places all surveyors'
30 stakes or monuments until authorized by the Engineer to remove V
31 them, The expense of replacing such stakes or monuments %,]hick
32 Contractor or his employees may have failed to preserve shall be
�1 �,----- borne by the Contractor.

Section 12. In case it shall. be necessary to move the property y .
2 of any owner of a public utility or franchise , such owner shall be _ 1
3 notified by the Superintendent of Streets , upon proper application _

of the Contractor to move suoh property within a specified time ,
5 !
and the Contractor shall not interfere with said property until
6 after the expiration of the time specified. The right is reserve
7 to the City and the owners of public utilities and franchises to
8 enter upon the Street for the purpose of making repairs or changes '
9 in their property therein.
10 Excavation and Embankment.
11 Section 13. ( a) The road shall. be graded according to the plan

12 and cross section hereinbefore mentioned, and true to the lines
13 I and grade,r
shown thereon as given by the Engineer.

14 1 (b) All trees , stumps , roots and vegetation within the road
15 lbed and slopes shall be grubbed out and removed.

(c) Vihere the quality of excavation exceeds that required to
17 make embankments , the surplus shall be wasted.
1$ ( d) Embankments shall be formed of suitable material and
19 carried up full width in layers not to exceed six inches thickness, -

20 and the teams shall be made to travel as evenly as possible over

21 the whole surface of each layer both coming and going.

22 (e) When the depth of fill is greater than two feet the
23 Superintendent of Streets shall require the Contractor to water
24 - -the embankment and keep it in a moist condition as built -tip.

26 (f) A11 clods and hard lumps of earth larger than six inches
27 in greatest thickness shall be broken up before being place& in - - -�.

29 (g) The entire roadway shall be plowed and broken up to allow - -- -
new and old materials to bond together. _--

5 31 (h) Embankments shall be carried to such heights above grade

maintained by the Contractor to the proper height , dimension and
3 slope until the work is finally accepted.

` -- ( i) Excavations and embankments shall be finished with all

r 6 ' slopes cut true and straight in conformity with the lines and
jgrades of slope directed`by the Engineer, and all slopes , whether
7 ,
8 old or new, shall be left with neat and even surfaces .
— 9 ( j ) After the street has been brought to the required grade
10 and cross-section as above specified, the surface shall be thoro-
�. _ . ._ . 11 ughly moistened and rolled until it is thror.oughly compacted and

12 is as hard as it is possible to get it . In case where the grade
13 of the street does not exceed fifteen (15) per cent the rolling
14
shall be done with a power roller weighing not less than four
I 15 hundred (400) pounds to the inch width of tires and the rolling
16 shall be continued until the surface of the street is unyielding.
17 Depressions made by the rolling shall be leveled up with good
18 earth and again rolled. Such portions of the street as cannot be
I� 19 reached by the roller, and other places that cannot be properly
f 20
compacted by the roller, shall be tamped solid, and in cases of
21 wet weather or soft muddy ground making the use of the roller
22 unsafe or impracticable , the rolling shall not be undertaken until
I . 23 the ground has become sufficiently dry.

25 (k) "he Contractor shall notify the City Engineer when a

28 accordance with the specifications and grades given, the contract

SURFACING ROADW A.Y.
1 Upon the sub-grade prepared as above specified shall be laid a - ,
2 layer of crushed rock that will pass through a tree (3) inch ;,•
3 ring and be retained upon a (l-j) inch ring, graduated in size , to
4 such depth that after being thoroughly sprinkled and rolled with
5 steam roller weighing not less than ten (ZO) tons , the surface �
shall be two (2) inches below the surface of the finished pavement.

Such portions of the surfact as cannot be reached by the roller ! ,

As the rolling of the broken stone foundation progresses , rock �.

screenings of a size that will pass through (11) inch ring and
12 be retained on a (") inch ring shall be spread over the surface Al
13 in sufficient quantities to thoroughly bind the broken stone
14 foundation by filling all the voids and form a true surface .

The sprinkling and rolling shall continue until the stone
16 foundation forms one solid mass which will not yield upon the -- -
17 weight of the roller . -----

18 After the broken stone base shall have been prepared, as above -i---
19 specified, a layer of broken stone , which will pass through a - --
20 (lz) inch ring and be retained on a ( ) inch ring, graduated in - - -- j
21 size , shall be evenly spread over the rock base in such thickness
22 that after being thoroughly sprinkled and rolled with a roller
23 weighing of ess than ten 10 tons the surface shall be arall-

26 OILING.
27 Section 16 .

pressure machine at the rate of two-thirds ( 2/3) of one gallon

2 that the oil courses do not overla-o and that all rock is coated
3 without any bare places .
4 Stone screenings of such size as. will ,pass through a ring three

11 After a lapse of not less than twelve (12) hours , oil shall

again be evenly distributed in the same manner as above specified

over the entire surface of the roadway at the rate of one-third ,

14 (1/3) of one gallon per square yard of surface covered.
II 15 The entire surface of the roadway shall then again be sprinkle
i,II - --- 16 with stone screenings , as before, until the oil is completely

17 absorbed, and shall then be rolled with a steam roller weighing
I 18 not less thaLi ten (10) tons ,, until the suface is smooth and firm.

i, Such portions of the street as cannot be reached by the roller
20 shall be solidly tamped by hand.

21 After the oiling of the street has com;ienced, it shall be

carried on diligently and continually to its completion.
23 Oil shall not be applied to the surface ; of the street while
24 it is in a wet condition.
25 The Contractor will be held respnsible for all damage to curbs
I, ---. 26 gutter or side walks that may be caused by him_ in the berfoxmance

ih o-f the work.
(; 28 For the purpose of -these specifications the broken stone shall
29 be clean, hard, durable rock, free from earth or objectionable
j 30 material; no soft disintegrated stone shall be used. In no case

;! shall the crushed product contain more than five (5) per cent of

° smooth, rounded or water-worn surfaces . It shall contain no full

found or half round surfaces • --The Contractor shall thoroughly clean with distillate any - - -
1 that become spattered,. coated --

or discolored with oil.

6 (a) The oil used shall be a natural oil of an asphaltic base ,

treated to remove water or sediment , or the residuurr of such oil
g from which the volatile material has been removed by distillation. ---- -y

9 It must not have been injured by over-heating, and it must .not - -- -} �

10 be obtained by adding solid asphs;lt to lighter oil or distillates. --
11 (b) Temperature . .All oil must be delivered at the point -----
12 required for sprinkling at a temperature of not less than two -- -
13 hundred-fifty ( 250) nor more than three hundred-twenty (320) --
14 degrees Fahrenheit.
15 (c) Water and Sediment. Deduction will be made for water _
proportion to the percentage and sediment
16 and sediment in exact _
17 found therein and the oil shall not contain' over two ( 2) .'percent
18 of such water and sediment .

( d) Asphalt. After being freed from water and sediment,.
20 the oil shall contain not less than ninety ( 90) per cent of asphalt ,

21 having, at a temperature of seventy-seven (77 ) degrees Fahrenheit
22 a penetration of eighty (80) degrees , District of Columbia -
Standard. The 'percentage of asphalt shall be determined by heat -

24 ing twenty-five ( 25) grams of said oil or residuum. in an evapor- -- -
atin oven at a temperature of four hundred-twenty ( 420) degrees

26 Fahrenheit, until it has reached the proper consistency, when
27 the weight of the residue shall be determined and�_per cent , t

29 (e) Volatility. The oil shall not lose in excess of one and
30 one-half (1 ) per cent. volatile matter when heated front' a

31 temperature of 77 degrees Fahrenheit for fifteen minutes. The
32 1 time required for heating from 77 degrees to 22Q degrees Fahrenhe t

1 ( f) Sulphur . -_Flatural oil shall not contain in excess of

(g) Organic Impurities . Residuum shall not contain in excess

(h) Tank Wagons . All tank wagons used for the delivery of
8 this oil must first be, 'gauged by the Inspector, Street Superinten-
9 dent, or City Engineer and stamped. upon said teals: the capacity in

gallons , 'and no figure of capacity will be accepted other than
11
!11 -- __ official rating given by the Engineer, Street Superintendent or
12 Inspector.

( i) Testing Oil. All oil to be used shall be tested by the
14 tnspector or City Engineer .

Section 17 . All ordinances or parts of ordinances infonflict with
16 this ordinance are hereby repealed® t

i Section 18 . The City Clerk shall certify to the passage of this
18 ordinance and cause the same to be published once

19 in the "Huntington Beach News ," a newspaper publishe
20 and circulated in the City of Huntington ton Beach and
21 thereupon it shall take effect and be in force .
