AN ORDINANCE ADOPTING SPECIFICATIONS FOR THE CONSTRUCTION OF ►1 ' � CORRUGATED IRON CULVERTS IN THE CITY OF HUNTINGTON BEACH Ij! 1 AND DESIGNATING THE SAME AS SPECIFICATION N0. 11 . 2 3 The Board of Trustees of the City of Huntington beach, California,; 4 do ordain as follows;- � �; 5 1 . That the following specifications are hereby adopted for the �f 6 construction of corrugated iron culverts in the City of Huntington Beach, and shall be known as "Specification No. 1111 , and all 8 i 1t I� culverts hereafter directed to be constructed according to Speci- hh 9 fication No. 1111 , shall be constructed according; to the provisions !., 10 and requirements of these specifications . 2. This Ordinance is necessary for the immediate preservation of 12 the public peace , health and safety and the facts constituting its ' I 13 ij urgency are as follows: 14 It is necessary for the preservation of the public safety, � 15 a that certain improvements be made irriLediately upon certain streets, 16 and it is necessary that specifications be adopted as herein 17 provided before said improvements can be made . il+ lg SPECIFICATIONS NO. 11. 19 r � FOR TH2 CONSTRUCTION OF CORR,,UGATED IRON CULVERTS IN THE CITY R 20 ��- OF HUN lIITGTON BEACH, CALIFORNIA. 21 Section 1. Plans , etc. d 22 The work herein provided for is to be done in accordance with 23 �I the plans , profiles and cross-sections on file in the office of 24 k � the City Engineer of the City of Huntington Beach, and all work 25 shall , during its progress and on its completion, conform to the ''' 26� lines and levels which may, from time to time be given b the y� � � y - ..�� 27 $_ U+ City Engineer. 28 Section 2. The work to be done consists of the following: Ir 29 To furnish all labor, equipment and material to construct 30 9� and put in complete order for use , the streets , culverts ,and other" 31 32 appertaining const h,ructiires as hereinafter provided for, to such u I + an. extent and in such manner as may be required by the plans , y ;_lati A 2 9 a , � t { profiles , cross-sections and specifications. ' 1 - ? ; Section 3. All materials must be of specified quality and fully 2 p, equal to samples , when samples are required. The Contractor shall a, 3 4 furnish the City Engineer for test whenever called for, and free 5 of charge , samples of all materials proposed to be used in the work. Rejected materials must be immediately removed from the work by the Contractor, i r Section 4. In the absence of the Contractor, orders pertaining � + 8 + 9 lto the work shall be accepted and obeyed 'by the superintendent or 10 foreman in charge of the particular work to which the orders refer. 11iI' VThenever any person employed upon the work shall appear to the i 12 Superintendent of Streets to be incompetent , unfaithful. or dis- . 13 orderly, and the Superintendent of Streets shall so inform the r1� Contractor, in writing, such person shall be discharged and shall � ! 14 15 ! not again be employed on the work. j i 16 Section 5. Bidders must examine and judge for themselves as to 17 the location of the proposed work, the nature of the excavation Ito be made and the work to be done . � � M t 19 ( Section 6. The Contractor shall keep upon the work copy of the 20 plans and specifications and access thereto shall at all times be 21 accorded the Engineer. The Contractor shall prosecute the work f 22 only in the presence of an Engineer or an Inspector appointed by ` the Board of Trustees and any work done in the absence of said 23 24 Engineer or Inspector shall be subject to rejection. The Contrac� 25 for shall furnish the Engineer and Inspectors reasonable facilitse 26 for obtaining such information as may be necessary to give them 27 full information at all times respecting the progress and manner 6 28 of the work and the character of the materials . 29 Section 7 . All loss or damage arising from any unforseen obstruc- 30 tions or difficulties , either natural or artificial, which may ' 31 be encountered in the prosecution of the work or from any action 32 of the elements prior to final acceptance of the work, or from � + I ' ;t x E 1 k �I t - i MI f f' r wl r , � k a � i ' 0 ffl 1 any act or omission not authorized- by these specifications on the 2 part of the Contractor or any agent or person employed by him 3 shall be sustained by the Contractor. No work which may be ` fill 4 defective in its construction or deficient in any requirement of 5 these specifications will be considered as 'accepted in consequence 6 of the failure of any officer of the .City or Inspector connected II 1 7 with the work to point out said defects or, deficiency during 8 construction, and the Contractor shall correct any imperfect 'Work, ` 9 whenever discovered, before the final acceptance of the work. j � 10 ' Section S. The Contractor shall maintain such signs , lights , !i 11 watchmen, and other means as may be necessary to protect the I 12 public and shall obey the state laws and municipal ordinance rela- >c 13 ting to the conduct of the work upon the public highways . x, 14 Section 9 ® After the completion of the work, the Contractor I15 shall remove all temporary structures built 'by him and all surplus f 16 material of all kinds from the site of the work and leave the 17 whole clean and presentable . 18 Section 10. V1hen in the specifications a maximum or minimum, ? 19 either in size , percentage or thickness , or relating to quality. r 20 or ,character o.r other matter is allowed or prescribed, the -work r p 21 shall be accepted as in compliance therewith if `rithin such r 22 maximum or minimum allowed thereby. 23 Section 11. The Contractor shall give at least forty-eigh hours 24 notice when he shall require the services of the Engineer for- 25 laying, out portion of the work. He shall furnish stakes as re- if 26 quired, and dig all stake holes necessary to give lines and 27 levels , and shall preserve in their proper places all surveyors' 28 ! � stakes or monuments until authorized by the Engineer to remove 29 them. The expense of replacing such stakes or monuments which I . 30 the contractor or his employees may have failed to preserve shall r' 31 be borne by the Contractor. a , 4 32 -3- f f I r E M r I I Section. 12. In case it shall be necessary to move the property 2 of any owner of a public utility or franchise , such owner shall N 3 be notified by the Superintendent of Streets, upon proper appli- 4 cation of the Contractor to move such property within a specified- 5 time , and the Contractor shall not interfere with said property � k i6 until after the expiration of the time .specified. The right is a 7 reserved to the City and the owners of public, utilities and 8 franchises to enter upon the Street for the purpose of making 9 repairs or changes in their property therein. 10 Corrugated Iron Culverts . 11 Section 13. Corrugated iron culverts shall 'be furnished by the 12 Contractor and laid where and as shown on the plans . 13 ! The corrugated. galvanized iron used in culverts shall be made 14 from sheets thoroughly galvanized with zinc spelter before being 15 corrugated and shall be free from inperfections of any kind and •s 16 shall show no signs of cracking or blistering. The coating ' of y 17 Zinc sperlter shall average approximately,•one and three-fourths 18 � (lam) to two (2) ounces per square foot; all spelter to be made I 19 from virgin ore and to be at least ninety-eight per cent zinc -20 and not over five hundreths ( .05) per cent iron. The metal 21 composing the sheets shall contain not to exceed a total of 22 sixteen hundreths ( .16) per cent of the following impurities: 23 Carbon, Manganese, Silicon, Phosphorus , Oxygen, Hydrogen, %Titroge- , 24 Sulphur and Copper. {{ 25 The corrugations sliall be not less than two and one-half (2-�,-) I 26 inches or more than, two and three-fourths (22) inches in width, 27 and not less than one-half ( ) inch depth. 28 Unless otherwise specified, segmental or part circle culverts 29 shall be made from sheets of twelve (12) gauge U. S. Standard; 30 { pipe culverts twenty-four ( 24) inches in diameter , and smaller , I � L 31 shall be made from sheets of sixteen (16) gauge U. S. Standard; 32 _4- I i 1 I a , a Yb 1 pipe culverts larger than twenty-four ( 24) inches in diameter, 2 and not more than seventy-two (72) inches in diameter, shall 3 be made from sheets of ,fourteen (14) gauge U. S. Standard:. 4 All rivets shall be thoroughly galvanized and shall have Ij5 ample structural round, or cone heads . 6 011 rivets shall be at least five six-teenths (5-16) inches 7 in diameter and shall be of sufficient length to allow .of an. 8 upset of the same size as the head of the rivet. t 9 Galvanizing on rivets shall be left as nearly intact as 10 possible during manufacture , and shall be free from, scars or 11 indentations of tools or machines used in riveting. h _ ' 12 All pipes shall be riveted at longitudinal joints as r 13 follows; w 7 14 On all pipe of a diameter under thirty ( 30) inches , there 15 shall be one rivet in each corrugation. j 16 On all ioipe thirty ( 40) inches in diameter and over ther shall 17 be two rivets in each corrugation. ! 18 in circumferential joints of pipe of all diameters , rivets I+ 19 shall be placed_ not more than eight (8) inches apart from center , r 20 to center. Nine gravel, sand or good earth shall then � I 3 be filled around the pipe up to the center and thoroughly tamped 4 41 with a thin tamping bar. 'The excavation shall then be filled q W , 5 ' in layers six ( 6) inches thick, each layer being thoroughly 6 tan.ped. 7 All corrugated iron culverts that do not conform to the { J 8 specifications will be rejected. 9 Concrete shall be composed. of one (1) part Portland Cement 10 and two and one-half ( 2-�) parts clean, sharp sand, and five ( 5) 11 parts brol-�en stone and shall be thoroughly tamped after being I 12 thoroughly mixed.. The invert of the base shall be plastered l 13 smooth and even with a cement mortar composed of one (1) part y � 14 Portland Cement , and two (2) part;� clean sharp sand, the coating 15 to be one-hale' ( ) inch thick. Grout composed of one (1) part 1 16 cement to two ( 2) parts clean sharp sand, to be placed and tamped i a j 17 between concrete base and culvert as shoun on plans. I _ 18 I Al material shall be delivered on the viork at least two W �I I 19 'creeks in advance of the time that they are to be installed, to 20 allow ample -time for tests . 21 Section 17 . All ordinances or parts of ordinances in conflict � l , i 22 �! with this ordinance are hereby repealed_. I 2? Section 18 .
