An Ordinance Providing for the Inopection and Construction of Electric Appliances in Buildings in the City of Huntington Beach, and the Arpoint,tent of a City Electrician and Fixing his Compensation. The Board of e•Truotees of the .City of Huntington Beach do ordain as follows Section 1, The Board of Trustees of the City of Huntington Beach shall appoint an Electrician for said city, who shall hold his office during the pleasure of said Board. Section 2, The City Electrician shall have the management and con- trol of the City Fire Alarm System and all other electric appli- ancea owned by said City, or in which the said City has any in- � tere A . The said electrician shall receive as compensation for his services to the said City':such oura or sums , as, from tire to time may be fixed by the said Board. A minimum fee of -$1.00 for the first Ten ( 10) outlets and Five Cents for each additional light outlet and Five :Centb for each additional 'witch outlet. For each electric sign t1.00; for each motor, one horse power or Less, $1.00, and 25;, for each additional horse power. For motor generators for. rectifiero P1.00 • for each heater , stove or range $1.00; moving picture machine 61.00 each. For each water heater 25 per--kilowatt shall be charged for each permit. Section 3. Any and every person, fib, company or corporation carrying on the business of electric supplieo, constructing or assuming control of the installation of any wires or other electric appliances in any building in t:lae City of Huntington i Beach, ,hall .First obtain a License therefor from the City Clerk of said City', and shall pay therefor the sura of 4)12.00 per annum, payable annually in advance , and no ouch person, firm, company or corporation ;shall engage in Etch business ` in said City without first 'Having ;procured such License from the said City Clerk, Section 4. Erery such person, firm, cacti iany or corporation, before ! such License be granted shall give a bond tm the City of Huntington Beach in the .gum of 'rive Hundred Dollars ( 500.00--1 with two good and sufficient sureties to secure, any person against dainage by _ reason of faulty workmanship aft by reason of work done by him or � it; which sureties shall qualify that they are worth said dur{i in propetty over and above all liabilities and exemptions which said bond shall be approved by the Board of Trustees of the said City and shall be filed .with the City Clerk thereof. At the ex- piration of his or _ its yearly License such person, firm, company or corporation, so carrying on the business of -electric oupplieo, I" within thirty days shall again register and file a new bond con- ditioned ao aforesaid. Section 5, No person, .firm or corporation shall equip any house ` building or tent within the ,City of Huntington Beach with any electrical wiring, connections; a_npliahceo, .fixtures or apparatus, or mare any alterations or change in or addition to,in or about aYly building in the said City of Huntington Beach, without first4 applying to the City Electrician and obtaining from him a permit �f F `\ f I t.o,;clp:such work, stating the location nu_ -treet and number of the building which ouch work is to be . done be valid only for the location €o stated. No firm or corporation- _romx� ly ohall furnish light or power to any house or building until the ;"ie has received a final Certificate from the City Electrician, and no other ` permit shall be issued by hlm to any , contractor or other person who has not paid the charge,-. or charges due from him as herein- i after in this oection .provided. All work or electric installation .shall be done subject to inspection by the City Electrician, bot?a in a rough and finish- ed state. 7-hen any electrical installation is ready .for inspection an application for inspection thereof must be made on a blank furnished by the City Electtician, and must be filed in his office ; inspection must be made by said City Elect ician wit)1in Forty-eight (4S) ).lours ( excluding Sundays and Holi days) after filing ouch appli— cation. - I'Said application blank must be filled out in full, giving permit number, name of owners , and electrical . contractor, and lo- cation by street and nu.-nber of building where the work is to be' in- apebted. A diagram of wiring must be drawn on the application and said application roust have the number of ligtsts and avii tch out- lets and crust show, wire sizes aqd distances , location of switches, tableta, and switch board motor.s;.' etc. and ,"as nearly as pozoible the manner in which &11 wires and other electric connections and equipments are installed. No charge shall be made. by the City Electrician for. the first inspection of rough work or for the first inspection of finished work; but , should extra -visits for inspection become neceooary then the City Electrician shall-charge the atom of One Dollar (01.00) for each extra visit. All work shall be left un- covered and convenient fo-r. examination until s e it in— spected. ).t! Section 6. within PireDi strict No. 1, of Huntington Beach: All wiring in or on all buildings or other structures in the City of Huntington Beach, within t?e above Fire Limits, which wires are used for light , hea4 or power shall be encased in approv- ed metal conduit, armored cable or :petal moulding; only rigid � conduit coz.'struction to be used on all new work; all service switches , cut outs and tablet boards mounted in approved metal box, -rigid conduit or armored cable must be strapped or supportdd at each outlet and every five feet if on the underside of tirabers, and E in all buildings of open construction or every ten ( 10) feet if on t.op of timbers, if same are more than tIzee feet apart , except in cases where armored cable have to be fished in41 Ordinary black or 'galvanized pipe shall not be approved for use as conduit. All conduit or .metal moulding exceeding 10 feet in' length or containing more than one outlet shall be grounded with not less than No.10 wire , which shall be protected from mechanical injury. Flexible conduit shall not be allowed in brie wall; or concrete or where exposed to moisture unless lead-lined, outlet boxes shall be, re- quired in all casesCao provided for rigid conduit ; junction boxes a shall be required in all cases/Vaere conduit is run in connection with knob and tube work; wiremen must oolder -,and tape all joints; '�. at all outlets bringing out ouch wires as are necessary to connect -2- I I f I. No rubbish shall be peamriitted to come in contact with any electrical wiring. The use of weatherproof or iron wire , or wire of less than No.14 B & S guage is prohibited. ' All joints shiall be soldered and taped. Backing boards; olliall ire installed at all ceiling outlets and ;hall extend from j oict to joist. The use of open fuses in cutouts, tablet boards' or main switches is prohibited. All cutout cabinets inside of doors thereto shall be lined with at least 1/8 inch asbeatoo. No circuit shall carry over 12 light outlets or over 660 watts. Unless loomed, all wires shall be separated by at least 5 inches. If more than three circuits are in use , a three-wire feed shall be required. The use of cord work where standard wiring is required io prohibi- ted. The use of flat or shallow canopies less than 3/4 inches deep is prohibited unless boxes are used behind such canopies. All service conduito 3/4" or larger. ' The use of paper tube; and paper bushing is prohibited. All flush switches. and re- ceptacles ohall be enclosed in iron boxes All feeds shall run through tl�e entrance switch before going to distribution point. Each circuit must have an independent cut out. The use of un- lined or defective sockets is prohibited. The use of commercial cord is prohibited. All portable cord or cord drops shall be reinforced. All accessible open lugs carrying current shall be taped. Insulation joints shall be used with combination fixtures. All fixtures shall be solidly hung and shall hot-.,.be-,'sura-0or.ted by electric wires. Condulets entering fittings shall be required in all cases. All motors one-half horse power and over must be equipped with a no voltage.relebse. All service wires shall be of No. 10 Be & S. guage or larger. No outlets shall be btoug.ht out where the socket , .fix- ture or switch can be reached From any gas or water pipe or from any bath tub, basin, oink or plumbing .fixture of any kind. No lamp or switch shall be placed where they can be turned on from the ground unless by a pull cord socket. No switch shall be placed where exposed to-::th.e­we,-�t.her. All flush switches when placed within reach of the ,ground or cement walks, cement stair- ca:ses, etc. , shall have all the metallic rion-current carrying parts effectively grounded. Weather-p;7oof fixtures must be used when exposed to moisture. Grounding of non- current carrying metallic party --- All conduito containing service wires must be i�,sulated from all hou©e conduits and must be permanently and effectively separately ground- ed to water pipe , ground wire not less than 1To. 10 B. &S guage. A11 house conduits shall be bonded together, grounded to water pipe. Ground connections to pilie and to conduit must be exposed to view or accessible and must be made by means of an approved grounding clamp. All ground connections must be made to main water supply pipe and not laterals. The neutral wire shall. be grounded at t3ae building service by direct connection to the water pipe. Nettitral wire shall be installed and treated the same as a conductor, Section 7. ELECTRIC SIGNS. It shall be unlawful to hang or to fix in p ooition any electric sign or sign designed .for use as an electric oign or which may be used as an ele tic. oign until such sign has been. in- bpected and conforms to wn re���' 'Kcal code. Three wire circuits shall not be allowed excel.)t :Eor electric signs and stoves. All signs and stoves must be on a separate and individual circuit. The requirements of this Ordinance are hereby o.(L if_ ically declared to cover, govern, and control the installation, alteration or repair of any electrical wiring, connections, fix. tunes, appliances, apparatus or Machinery in any school building and other buildings or structure;a by any acriool district , school board of education, . or public or quasi-public or political cor- looration or body. j Section 9. It shall be unlawful for any orsoil, firm or cor.porati'on ar principal, agent, officer, servant or ernoloyee , for himself or itoelf, or for anot��ier person, firm or corporation to install, alter, repair , add to, connect with or change any inside electrical wiring, connectiono; fixtures, appliances, apparatus , machinery, equipment or work, or to install any electrical :metes or service i7,ires without firot securing a permit therefor, as in this Ordin- ance provided. p Section 10. i Unenever tj"Ae City Electrician shall find any electfical.i. wiring connections, fixtures, appliances, apparatuo, mac finery, equipment.") or .1rror4 which does not conform to all the: requirements of t.hi, Ordirie ic4`he shall, in writing, notify the owner or person in charge thereof, or of the building wherein the oane are placed, to ceaoe using electrical current in or through such electrical wiring, fixture , connections, appliances, apparatus, machinery, equipment or work, and to .have the defect therein repaired within a reasonable time not exceeding Ten ( 10 ) Days from date of notice. Such notice •ahall .be in writing, describe and locate the building by street and ni.Uber, and. shall specify the p2rtic- ularP inwhich such electrical giring ,fixtures, connection;, ap 1-i^i-cep, apparatus, machinery, equipment or work is defective, and slkiall separately specify what is necessary to remedy ouch. de- fects.
