WHEREAS, the Board of Trustees of the said City of Huntington Beach, at a regular meeting of the said Board, held on the 19th day of Decehuber, 1921, by a vote of more than two- thirds of all its members, duly passed a resolution determining that the public interest and necessity deivand the acquisition, construction and completion by said City of Huntington Beach of a certain municipal improvement, to -wit : t The acquisition, construction.: and, completion of a public assembly and convention hall, including; all furniture and fixtures necessary and convenient for the use thereof. ,1111EREAS, said resolution was approved by the President of the Board of Trustees of said City of Huntington Beach and attested by the City Clerk and e x-officio Clerk of the Board of Trustees of said City, on said 19th day of December, 1921, and � WHEREAS, the said Board of Trustees did thereafter at a subsequent meeting of said Board, held on the day of 1, i January, 1922, by: a vote of More thpa'i two -thirds of all its mem- bers duly pass and adopt an Ordinance of said City, calling a j special election to be held in said City of Huntington Beach, California, to be '_Held on the .24th day_ of- February , 1922, for the i object and purpose of submitting to the qualified voters of said I, City, the follo'aing proposition for the purposes set forth in said i i Ordinance, to vit: Shall the City of Huntington Beach, California, incur a bonded debt in the sum of '�25,000. 00 for the object and purpose of the acquisition, construction and completion of a puble assembly and. r i convention hall, including all furniture and fixtures necessary and convenient for the use thereof. j l WHEREAS, said Special blunicipal -lection was held in said City of Huntington Beach, on the 24th day of February, 1922, as provided in said ordinance calling the same, and by laver for holding Municipal Elections in said C .-Ay end said proposition of incurring a bonded indebtedness hereinbefore mentioned -and having received the favorable vote of more than two-thirds of the votes of the voters voting at said Special Municipal Election, and WHEREAS, All eemd singular, the provisions of an Act of I the Legislature of the State of California, entitled, " An Act authorizing; Cities, Towns and Iv�unicipal Corporations to establish and maintain public assembly or convention hall, and to incur in- debtedness for such improvements, "which Act became a law March 25, 1903 , and all Acts amendatory thereto and the lav:rs of the State of California, governing Cities of the sixth class and all ordinances of said City of Huntington Beach have been fully commplied with so as to authorize the issue of said bonds, NO4fil TIM:1aR1alRE, THE BOARD OF TRUSTEES OF TIM' CITY OF HUNTINC1'ON BEACH .IjO I ' OFDIAIiy AS FOLLO7,.VS: SECTION 1. SECTION 2. HUNTINGTON BEACH PUBLIC HALL BONDS, 1922, Interest Beginning Nove-mber 1, 1922 Payable May 1, -1922. Huntington Beach, California, May 1, 1922. On the 1st day of May, A. D. (year of maturity) the City of Huntington Beach, California, will pay to the .bearer at the office of the City Treasurer of said City of Huntington Beach, in the City of Huntington Beach, California, the swig of Twelve - hun dre d and Fifty Dollars ($1, 250. 00) w ith int erebt thereon at the rate of Six per cent ( 6%) per annum, payable semi-annually on the lst day of November and the lst day of May of each year, beginning November lst , 1922, at the office of the City Treasurer of said City of Huntington Beach, in the City of Huntington Beach, California, upon the presentation and surrender of the interest coupons . hereto attached. This Bond is issued in pursuance of the provisions of an Act of the Legislature of the State of California,. which became � a law, February 25, 1901, and all amendments thereto, -authorizing the inaurring of indebtedness by Citi#as for Municipal Improvements, and an Act authorizing Citi6a, Tokvns and Municipal corporations and maintain Public Assembly or Convention Halls and to incur indebtedness in such improvements , which became a law March 25, 1903, and amend- atory thereto. It is further certified that all requirements of the Constitution and Laws of the State of California and all Ordinances of said City of Huntington Beach, have been fully complied_ with by the proper officers in the issuing of this Bond; that this issue of Bonds bias been authorized by a vote of more than two-thirds of the duly qualified voters of said City, voting. at. a Special Municipal Election, held in the said City on the 24th day of February, 1922, and that the total amount of .this issue , together-with all other in- debtedness of said City, does not exceed the limit prescribed by the Consitution and Laws of the State of California. That before or at the time of incurring the. indebtedness evidenced hereby, provision has been made for the collection of an annual tax sufficient to pay the' interest of such indebtedness,' as it falls due,: and @also a pro- vision to constitute a sinking fund for the payment* of the principal thereof, on or before maturity. That the proceeds of the sale of said "Huntington Beach Public Hall Bonds, 192211, shall be placed in the treasury of sq id City to the credit. of a fund -to be known as the ."PUBLIC HALL TUND" , and shall be applied exclusively to the purpose and object mentioned in this Ordinance. SECTION 5. Th,.t for the purpose of securing and pro- vidir.g for the Principal and Interest of said' "Huntington Beach Public Hall Bonds 192211 , there is hereby created a fund of said City, to be known pus - "Public Hall .Bonds, 1922, Interest and Sink- ing fund.". That all money which shall from time to time be placed i4aid fund shall be and is hereby set apart exclusively for the purpose of meeting all sums coming due for principal and interest of all of said "Huntington Beach Public Hall Bonds, 192211, which may be issued under the proceedings hereinbefore recited. That for the purpose of paying the Principal, and Interest of said Bonds, the ;Board of Trustees of said City shall at the time of fixing the General Tax Levy and in the manner for such General Tax Levy, collect annually each year until said Bonds are paid, to tax sufficient to pay the annual interest and the part of' the Principal of such Bonds that shall become due before the time of fixing the next General Tax Levy and is not at the time of fixing tuch annual Tax Levy 9 otherwise provided for by funds then in the Treasury and set apart for that purpose. Said Tax shall be in addition to all other 'taxes r levied for I-Junicipal purposes and shall be collected at the same v time and in the same manner as other Municipal Taxes are collected and shall be used for nol— other paying' g purpose than the b in of said � Bonds and accrued interest. SECTION 6.
