ORDINANCE NO. 277. An Ordinance amending Ordinance #226 entitled "An Ordinance of the City of Huntington Beach to be known as the building. ordinance, regulating the con- struction, alteration, repair and de- molition of buildings and,-structures and parts thereof and providing for fire protection; regulating areas ways and materials and machinery, and use of streets in connections with building or wrecking operations,. providing for permits for same, and repealing all ordinances in. conflict therewith"- adopted November 28,1921. The Board of Trustees of the City of Huntington Beach do ordain as follows: SECTION 1: That the following mentioned paragraphs of Ordinance #226 entitled: "An Ordinance of�the City of Huntington Beach to be known as the building ordinance, regulating the con- struction, alteration, repair and demolition of buildings and structures and parts thereof and providing for fire protection; regulating area ways and materials and machinery, and use of streets An connections with building or wrecking operations, providing for permits for same, and repealing all ordinances in conflict there- sith"- be and the same are hereby amended so as:_to read as follows, to-wit: Subd.l. That paragraph entitled "Class 101Huildings" , of Section 11 be, and the same is hereby amended by adding thereto the following: "Nothing herein contained shall be construed as prohibiting the use of reinforced con- crete in substitution for the structural materials listed." Subd.2. That subdivision entitled "Data for Calculation" , of Section 13, be and the same is hereby amended by substituting the following for the fourth and sixth paragraphs respectively:� "Maximum compression allowed for concrete in beams,650 pounds per square inch. Maxi- mum compression for concrete in colums with i . 60 with vertical reinforcement and hor- izontal ties, 550 pounds per square inch, and in.hooped columns with ver- tical reinforcement, 800 pounds per square inch. Allowable maximum adhesion of steel to concrete . for plain bars, 80 pounds per square inch for surface of bar,and for deformed bars, 120 pounds. Ratio of moduli of elasticity. of steel to concrete, 15 to l." Subd. 3. That paragraph entitled "Schools" , of Section 18 be, and the same is hereby amended to read as follows: SCHOOLS:-- "Over two stories in height, must be Class 'V . Two stories high, Class IAI or 'Cf . One story, Class 'At , lot or IDt . Two stories or more to have adequate fire escape stairways or fire escapes. Maximum allowable floor areas shall not apply to school buildings and no sprinkler system will be required in schools, except as hereinafter expressly provided. A gymnasium building, not over one story high, outside of Fire. District. No.l, when isolated, shall not be construed as being a school building or public hall under the meaning of the building ordinances, and may be of Class IDI construction. . Location, seating facilities, location of entrances and exits, stairs and aisles for gymnasiums shall be subject to the approval of the .Building Inspector." Subd. 4. That paragraph entitled "Churches and Public Halls and Theatresu of Section 18, be, and the same is hereby amended as follows. (a) By modifying the subject of this para- graph so same shall read "Churches,Public Halls and School Auditoriums.10 (b) By adding thereto the following: The gallery stair width called for herein and. the propor- tionate rate of increase in the same refer to aggregate widths. Such buildings; constructed as herein specified, and in a manner to meet the approval of the Building Inspector,shall not be construed as being theatres under the meaning .of the building ordinances. Towers or spires on such buildinhs may be built to a height not .exceeding 125 ft. above the adjoining street curb on buildingsAof Class 101 , provided such towers or spires be constructed of masonry,steel frame or reinforced concrete. Such buildings having a seating capacity exceeding 500 persons and having a stage upon which portable scenery is used shall be construeted with masonry bearing walls, and the roofs and seating galleries shall be of steel or rein- forced concrete framing supported of fireproofed steel, or ' masonry columns or piers. Any such building having a seating capacity. exceeding 1000 persons and having a stage upon which portable scenery is used, unless provided on each side with a court or side yard and/or corridor, leading directly to the street or pub- lie alley, shall be of Class , 'A' construction. Any such corridor, court or side yard shall not be less than 8' in width and exit doors leading therefrom to such street or alley, shall be not less than 6' wide. Any such corridor shall be of fireproof construction and there shall be not less than two exits on each. side of the auditorium or as- sembly room, each of which shall be not less than 5' wide and lead from the main floor to such side yard, "court or corridor. Such exit doors shall be equipped with panic devices. Portions of all trusses in auditorium, extending below the general ceiling line- shall be protected by metal lath and plaster. Roof finish shall be fire resisting. Ex- cept as hereinbefore specified the roofs and gallery floors may be of Class 'C' construction. The main stage floor may be of frame. construction pro- vided no dressing and/or property rooms are located under the same, but an automatic sprinkler system be installed over the entire stage area, and a fireproof curtain running in steel guides and completely separating the stage from the auditorium, shall be provided. Above and near the center of the stage there shall be constructed through the roof two ventilators of incombustible material and not less than 36 inches diameter each. Openings to ventilators from stage shall be equipped with fused dampers operated by cords run to the fly galleries or stage floor. Rooms adjoining the stage may be of Class 'C' con®true tion provided they are separated therefrom by solid masonry walls not less than 8" ir_ thickness, and all openings in said walls are protected by metal covered doors with metal covered frames and equipped with panic devices, and/or automatic fire doors, Standpipes and fire hose shall be provided as called for under subdivision entitled:"Fire Fighting Apparatus" , Section .26. Such standpipes shall be connected to- the Vity water supply and a Siamese connection with threads" to conform to the City Fire Department's standard shall be. pro- vided on the exterior of the building in location approved by the Chief of the Fire Departmento -3- . 61 c In any such building having a seating capacity exceeding 1000 persons and having a stage upon which portable scenery is used, the gas mains and electric wires shall supply the 'building with two indenpendent methods of emergency, lighting as follows: FIRST: Provision for- gas emergency exit lighting for that portion of the auditorium used by the audience. SECONDL Every portion of the building devoted to the use or .accommodation of the- audience, also all pas- sages leading to the street, and including all open courts, corridors, stairways, extra and emergency exit stairways, shall be well and thoroughly lighted during every performance and shall remain lighted until the audience has left the building. There must be provided to the main auditorium, in addition to the general lighting system, a sufficient number of emergency lights to well and thoroughly light the auditorium with not less than one sixteen candle power lamp to every .four hundred square feet of floor space, and,to the satisfaction of the Board of Trustees. Provision must be made for controlling all emergency gas and electric lighing from the main entrance lobby.. of the building. Subd.5. That subdivision entitled "Floor Loads" , of Section 22 be, and the same is hereby amended and revised by adding thereto the following: Auditoriums and places of public assemblage. where fixed seats are to be used, need not comply with the above requirements for such buildings,' but may be de- signed fora live. load of 75 pounds per square foot. School assembly rooms seating not to exceed 200 persons, 100 pounds per square foot. School class rooms having a net area of not ex- ceeding 1000 square feet, 75 pounds per square foot. Toilet and wash rooms and service closets, 50 pounds ° per square foot. Subda 6. ` That paragraph entitled "Dumb Waiters," of Section 23 be, and the same .is hereby amended by adding thereto the following: Provided, however, that nothing herein contained shall prohibit book lifting shafts in buildings of Classes "Cl or IDt being constructed of wood, with wood linings, doors, etc., but where such shaft galls are of wood construction the exterior surfaces of same shall be plastered. Subd.7. That the first paragraph of Section 24 be,. and the same is hereby amended by adding thereto the following: -4- • y J v > Provided, however, where such apparatus is not located above the first story of any building, nor within four ffet of any stud partition, ' unless separa- ted therefrom by a masonry wall not less than six inches in thickness, then, and in that event, the above provisions regarding floor and wall- construc-tion need not apply, but a concrete slab not less than four inches in thickness, the full length of such ap- paratus and extending not less than two feet in front of same, may be substituted for the floor construction specified. Provided further, that hoods over every apparatus may be constructed of plaster and metal lath and metal furring in lieu of sheet metal. SECTION 11. The City Clerk shall certify to the pas- sage of this Ordinance and shall cause the same to be published by the insertion in the Huntington Beach News, a weekly news- �^ paper, printed, published and circulated in said. City of Huntington Beach, and thirty days thereafter it shall take ef- feet and be in force.
