HomeMy WebLinkAboutOrdinance #282 ------ --- -- - ORDINANCE NO. 292 AN ORDINANCE PROVIDING CERTAIN MEASURES REGULATING CERTAIN OPERATIONS IN THE DRILLING AND OPERATING OF OIL AND GAS WELLS" 1 FOR THE PREVENTION OF INFILTRATION OF WATER TO OIL SANDSJj FOR THE PROTECTION OF OIL PROPERTY AND LANDS, and for PRESERVATION 2 OF PUBLIC PEACE, HEALTH AND SAFETY The' Board of Trustees of the City of Huntington Beach do Ordain 3 as follows: - 4 Section 1. Every person, firm, or corporation, whether as prin.. 5 cipal, agent, servant,- contractor, .employee,. or otherwise, who shall, 6 from and after the passage of this Ordinance drill, or engage in the 7 business of drilling, or cause to be drilled any oil or gas well, or 8 ram wells, or well from which itAcalculated to produce oil, petroleum, gas, 9 or other hydro-.carbon substances, shall in each and every well drilled 10 set a string of surface casing at a depth of three hundred (300) feet 11 or more below the surface of the ground, and shall properly cement .the 4 12 (20) Y a same in at least twenty Beet of shale in a manner satisfactory to the u3u 13 W < i WF < State Bureau of Minesgl ! Wm 14 ~ W ° Section 2,, Every person, firm, or corporation, whether as prin- � � = 15 a ` z cipal ent servant contractor, employee, or otherwise violating � � � � � mP Y � � g = 16 or failing, neglecting or refusing to comply with any of the provisions 17 of this Ordineuace shall be deemed guilty of a misdemeanor and, upon 18 conviction thereof, shall be punished by a fine not exceeding Five 19 Hundred Dollars ($500.00) , or by imprisonment for not more than six 20 21 (6) months, or by both such fine and imprisonment; and each such per- son., firm or corporation shall be deemed guilty of a seperate offense 22 for each day during any portion of which the violation of or failure 23 neglect or refusal to comply with any of the provisions of this ordinr 24 25 ance is committed, continued or committed.Section 3. ' All Ordinances and parts of O rdinanc es .in conflict 26 27 with this ordinance are hereby repealed, 28 Section 4. The City Clerk shall certify to the passage of this 29 Ordinance by the Board of Trustees of the City of Huntington Beach and 30 cause the same to be published once in Huntington Beach News. An emer- 31 gency has arisen which endangers the peace, health, safety, and proper- 32 I ty of the citizens of Huntington Beach, as follows; Certain territory 2 within the limits of the Municipality of the City of Huntington Beach 3 is about to be drilled and explored for oil, gas, petroleum, and other 4 hydro-carbon substances, and unless the surface casing in the wells to 5 be drilled is set in the manner hereinabove described, there will. be 6 great danger of blow-out due to gas pressure; whereby the lives of work- 7 men will be jeopardized and the peace, health and safety of the public 8 will. be and become engangered.
