ORDINANCE NO 2
I AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH REGULATING THE
HOUSE MOVING BUSINESS IN SAID CITY, FIXING THE LICENSE FEE
OF SAID BUSINESS, REQUIRING A PERMIT TO CONDUCT THE SAME AND
FOR REVENUE.

j The Board of Trustees of the City of .Huntington Beach doe ordain as
follows;
Section 1. No person, firm or corporation, except a licensed
tank or other ,structure
i house mover shall remove any building within the limits of the City

of Huntington Beach, and each such person, firm or corporation shall
i
annually, before engaging in such occupation, obtain_ a license there-
for from the City Clerk of the City of Huntington Beach. Before ob-
toning such license the applicant shall give a bond to the City of
I
Huntington Beach in the sum of $2000.00, which said bond shall be ap-
proved by the Board of Trustees of said City. Said bond shall be con-
ditioned to save and indemnify and keep harmless the City of Huntington -
Beach against all liabilities, judgments, costs and. expenses which may

in any and. every case accrue against said City in consequence of the

granting of such permit or license, and to,.recover any damage done to
j the streets; *bide walks, curbs and other public -limprovements.
Each application for permit to conduct said business shall be
companied by a. st-atement in writing, giving the name and address of the
person firm,or corporation making said application, the address of such
person, firm or corporation, a statement of the number of years engaged
in said house moving business , the designation of last place where such
applicant was engaged in said business, and such other matters as the

Building Inspector may require. I ��
Such house mover must comply with all conditions laid down in the

Ordinances of the City of Huntington Beach, and must repair and make
good all damages or injuries caused by the moving of any house or structure.
A p'errnit shall be obtained from the Building Inspector before
moving any building, the fee to be paid for such permit is hereby fixed
at Each application shall specifically state the route to be

taken, and the permit shall limit the time for the removing, and any delay
of time longer than specified in. such permit shall be deemed a nuisance and
_ a violation of this ordinance; at the time of theVssuance of said permit the
applicant shall also pay to the building inspector the sum\ off $5.00 for the
first day and $3.00 for each additional day during which such removal is lim_
ited.
There a building is to be moved from one part of a lot to another part of the
same lot, or from one ;ot to another lot owned by the same person, and with-
out crossing any street, alley or property of any other person, the owner must
first obtain a written consent of the building inspector to change the loca-
tion of such building and such consent shall not be granted' where there is re-
asonable objection on the part of the property owner adjoining, and the fee
for such permit shall be $2. 50, and services of a licensed house-mover will
not be required in such case.
Section 2. Each person, firm, or corporation, engaged or to be engaged in
the house moving business, shall pay to the City of Huntington Beach an annual —
license fee of $12.00 payable in advance.
Section 3. Each person: firm or corporation violating any of the provisions
of this Ordinance shall be deemed guilty of a misdemeanor, and upon conviction
thereof shall be punished by a fine not to exceed Three Hundred ($300.00)
Dollars, or by imprisonment not to exceed ninety days, or by both such fine
and imprisonment.
Section 4. The city clerk shall certify to the passage of this Ordinance, and
cause the same to be published once in Huntington Beach News, a weekly news-
paper printed, published and circulated in said City of Huntington Beach.
An emergency has arisen which endangers the public peace, health and safety,
in this; that some of the most densely popupated portions of the City of
Huntington Beach are about to be drilled for oil, and a great and unusual num-
ber of dwellings and other buildings are being moved to new locations, and the
public highways obstructed, and by the carelessness of housemovers and. lack of
regulation great damage and detriment is being done to public streets and im-.
p rovements, and frequent and unnecessary interference occuring with the neces-
sary operations of the service of public utilities, and unless regulated great, �
er damage and detriment will result, and-the public peace, health and safety
greatly menaced and endangered.

Therefore this Ordinance shall take effect from and after its first �
publication. Section 5. All Ordinances and parts of Ordinances in
Conflict herewith are hereby repealed
Passed and adopted by the Board of Trustees of the City of Huntington
beach this day of December, 1926.
