i AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING
ORDINANCE NO. 209 OF SAID CITY ENTITLED "AN ORDINANCE
OF THE CITY OF HUNTINGTON BEACH, CALIFORNIA,ESTABLISH_
ING A BUSINESS AND RESIDENCE DISTRICT IN .SAID CITY AND
I PROHIBITING THE ESTABLISHMENT OR MAINTENANCE OF CERTAIN
BUSINESSES AND INDUSTRIES IN SAID DISTRICTS°AND FOR THE
PRESERVATION OF PUBLIC PEACE HEALTH SAFETY AND WELFARE
AND FOR PUBLIC CONVENIENCE.
The Board of Trustees of the City of Huntington Beach do ordain. as
C follows;
SECTION ONE. That Section 1 of Ordinance No. 209 of said City, as
ammend.ed, entitled "AN ORDINANCE 'OF THE CITY OF HUNTINGTON BEACH, .
CALIFORNIA,ESTABLISHING A BUSINESS AND RESIDENCE DISTRICT' IN SAID CITY
�l AND PROHIBITING THE ESTABLISHMENT OR MAAINTENANCE OF CERTAIN BUSINESSES
I AND INDUSTRIES IN SAID DISTRICTS" be, and. the same is hereby ammr_ded so
as to read as follows;
i "SECTION 1. All that portion of the City of Huntington Beach
j within the following described boundaries is hereby established and de-
clared to be Business District No. 1 of said City, to-wit ;
Beginning at the point of intersection of the center line of First
Street projected with the Pacific Ocean and running thence Northeasterly
" to the intersection of the said center line of First Street with the South-
westerly line projected of the first alley Northeasterly from Ocean Avenue,
thence Northwesterly along said last mentioned line to its intersection
j with the Northwesterly line produced of the first alley� SoutYieasterly from
Third. Street; thence Northeasterly along the last mentioned line to its
intersection with the Southwesterly line of Olive Avenue; thence North-
westerly along the Southwesterly line of Olive Avenue to its intersection
with the Southeasterly line of the first alley Northwesterly from Thiakd

Street; thence Northeasterly and Northerly along the last mentioned -al.l.ey
line to its intersection with the South line' of Acacia Avenue; thence
Westerly and Northwesterly along said. last mentioned. line to its inter-
i
section with 'the Southwesterly line ofkSixth Street; thence Southwesterly.
_along said last mentioned line to its intersection with the Northeasterly
line of Orange Avenue;. thence Southeasterly along said last mentioned
line to its intersection with the Southeasterly line of the first alley
Northwesterly from Fifth Street produced Northeasterly; thence South

with the Southwesterly line of the first alley Northeasterly from Ocean
Avenue; thence Northwesterly along the last mentioned line to its in-
tersection with the center line of Sixth Street; thence Southwesterly
along the center line of Sixth Street and a prolongation thereof td- the
j Pacific Ocean; thence Southeasterly along the mean high tide line of the
Pacific Ocean to the ,point of beginning."
; SECTION TWO. It shall be unlawful for any person, firm or corpora-
tion to erect, construct , or maintain within 250 feet of any public school
building in the said City of Huntington Beach, any wooden derrick, or any
derrick, the height of which over all from the surface of the ground 'ex-
ceeds in lineal feet the distance between such public school building and
any part or portion of said derrick or the base thereof. All derricks
erected, constructed or maintained within 250 feet of any public school
in the said City of Huntington Beach shall be double guyed away ,f rom
such public school building. All drilling wells located within 250 feet
of any public school building shall be equipped with blow-out p reventers.
j Before the commencement of any operations, or the drilling for, or pro-
ducing or otherwise handling of crude oil, petroleum, gas, or other hydro-
carbon substances in or upon any property abutting upon- and along palm
i
Avenue within 250 feet of any public school building in the said City,

and before the erection of any .structure, derrick, boiler or excavation
thereon, such property upon -which it is proposed to drill or operate for
oil shall first be fenced with a tight fence at least six feet in height ,
which fence may be constructed of corrugated iron or sheet metal, and.
such fence shall be constructed along the property line fronting on Palm
Avenue, and shall at all times be maintained in good condition• and re-
pair. All guy. wires attached to such derrick or derricks shall at all
times be kept in good condition and properly taut. I

All boilers erected, operated and maintained within 250 feet of any
public school building shall at all times while in operation bounder the ;
direct observation and control of a competent fireman or engineer. 1
SECTION THREE. It shall be unlawful for any person, firm or corpor-
ation to park, leave, load or unload any truck, tank truck trailer or

other motor vehicle upon, over or across any curb or side walk/,witL n a .
distance of 250 feet from any public school -building in the City of
Huntington Beach. All such trucks, trailers, automobiles and other
motor vehicles when operating within a distance of 250 feet of such pub-
lic school building shall maintain a muffler over the exhaust so as to
effectively deaden the noise thereof.
SECTION FOUR. The City Clerk shall certify to the adoption of this i .\
1 ordinance, and shall cause the same t'o be published by one -insertion in

HUNTINGTON BEACH MIS, a weekly newspaper printed, published and circu-
lated in the said City of Huntington- Beach., The Board of Trustees of the

City of Huntington Beach deem this ordinance necessary 'for public conven-
ience and in the exerciee of police power for the preservation of peace,
health, safety and public welfare. An emergency has arisen which endangers
publi6p eace., health and safety, in this; that unless the drilling and op-
erating for oil-, and a maintenance of boilers, machinery and drilling equip-
ment within 250 feet of any public school building is regulated great in-
i convenience and danger will result, THEREFORE, this ordinance shall take
effect, from and after its passage.
