AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH
AMENDING ORDINANCE NO. 226 AND ADDING A NEW SECTION
TO SAID ORDINANCE NO. 226 ENTITLED: "AN ORDINANCE OF
THE CITY OF HUNTINGTON BEACH TO BE KNOWN AS THE BUILD-
ING ORDINANCE, REGULATING THE CONSTRUCTION, ALT}IRATION,
REPAIR AND DE14OLITION OF BUILDINGS AND STRUCTURES AND
PARTS THEREOF AND PROVIDING FOR FIRE PROTECTION; REGU-
LATING AREA WAYS AND MATERIALS -AND MACHINERY, AND USE
OF STREETS IN CONNECTION WITH BUILDING OR WRECKING
OPERATIONS, PROVIDING FOR PERMITS FOR SAME, AND REPEAL-
ING ALL ORDINANCES IN CONFLICT THEREWITH" AS AMENDED.
The City Council of the City of Huntington Beach do ordain
as f ollows:
Section 1. That a new section be and the same is hereby
added to Ordinance No. 226 entitled "An Ordinance of the City of
Huntington Beach to be known as the building ordinance, regu-
lating the construction, alteration, repair and demolition pro-
viding for fire protection; regulating area ways and -materials and
machinery, and use of streets, in connection with building or
wrecking operations, providing for permits for same, and repeal-
ing all ordinances in conflict therewith" of which new section
shall be known as Section 19i and shall read as follows:

"Section 192. All brick masonry walls shall have continu-
ous reinforced concrete bond stones constructed in such walls at
the following elevations: At the junction of all wooden floor
joists; all wooden ceiling or roof joists; and the required joist
anchors shall be imbedded into such bond stones.
The said bond stones shall be at least ten inches in depth
and not less than eight inches in width and shall be reinforced
with not less than four reinforcing rods as follows:
For 13" walls - not less than four 5/8" square or 3/4" i -
round deformed bars.
For 17" walls - not less than six 5/8" square or 3/411
round deformed bars.
For 21" and over - not less than eight 5/8" square or
3/4" round deformed bars.
Jam._ (a) One-half of the bars to 'be placed 1L inches below the
top of the bond stone, and the remaining half shall be placed
IL inches above the bottom of the bond stone.
All splices in reinforcing steel to be lapped at least thirty
inches and shall be securely wired and at all corners the reinforc-
ing steel shall be continuous in said bond stones.
On all walls having masonry above the bond stones there shall
be imbedded into the top of all such reinforced concrete bond
stones, steel or iron dowels and spaced not more than 2411. on
center. The dowels shall be not less than 5/8" square and shall
project not less than eight inches above such bond stones and to
be imbedded not less than eight inches.
The bond stones shall form a continuous structural tie
around all masonry walls and such bond stones may be allowed to
step up over the brick courses in order to meet the slope of the
roofs.
The required iron anchors shall be bent into and hooked over
the reinforcing rods within the bond stones.
All joists shall be anchored to these bond stones at inter-
vals of 4811 by means of three-quarter inch rods. These rods
shall be secured to the bond stones by having 10t' of their length
bent into the form of a hook or T head and imbedded into the con-
crete and shall hook over the outer rod. Anchors occurring upon
the ends of joists shall extend 24" on to the joists and shall
be located not more than 2 inches above the bottom of said joists
and those occurring upon the sides of joists shall extend 7211

the same depth. The rods shall be secured to the joists or
headers by means of a three inch hook bent on the end of the rod
and driven in a tight fitting hole through the joist.

All mortar used in the construction of any masonry wall
of any building shall be either cement mortar or lime mortar
tempered with cement.
Cement mortar shall be composed of not more than three
parts of sand to one part of cement. Lime not to exceed ten
percent of the bulk of the cement may be added to this mortar.

Lime used in mortar shall be either hydrated or in a putty
form that has been slaked not less than seven days.
Lime mortar tempered with cement shall be composed of

not more than five parts of sand to one part of lime putty
that has been slaked not less than seven days, to which there
has been added just before using, one part of cement without
any additional sand. Sand shall be clean, coarse and well
graded. All particles shall pass through a six mesh screen, .
seventy percent by weight stiall be retained on a fifty mesh
screen and not more than ten percent by weight shall pass through
a hundred mesh screen. The clay or loam content shall not
exceed five percent by volume and shall not be in the form of
a coating on the coarser particles.
All concrete used in the construction of the bond stones
shall be mixed in the following proportions - one (1) par-t of
Portland cement, two and one-half (21) parts of sand and three
and one-half (31) parts of crushed stone. The aggregates used
must be of approved quality.
WETTING OF MASONRY UNITS.
All masonry units shall be thoroughly wetted not more
than one hour before laying and shall be damp at time of
laying.
CHIMNEYS AND FLUES
All chimneys and flues hereafter constructed in
buildings of one story or more, shall be of brick or
masonry. Flues where wood or coal are used, shall be not
less than 7'�x7_ inches. Their enclosing walls must be at
least four inches thick, and except in dwellings,, apart-
ment houses and tenement houses, shall, if less than eight

(�) inches thick, be lined on the .inside with burnt clay
or terra ootta flue lining, not less than 3/4 inches thick, and
such lining shall start below the lowest point where any
smoke enters the flue, and shall be continuous to the top.
Where flue lining is not required, the inside of the chimney
shall be plastered smoothly for the entire height, and on the
outside from bottom to point of passing through roof.
Chimneys in all buildings must start from the concrete
base laid on the ground, .built plumb from the ground. None
but terra cotta or iron thimbles shall be used. No wood must

be nearer than two inches of any thimble.
MORTAR
All mortar used in the construction of masonry chimneys

shall be of same proportions as that specified for masonyy
fire walls.
CHIMNEY REBUILDING
In the repair of any damaged or unsafe chimneys they
shall be taken down to a point at least three feet below the

roof line and in all cases below any point of fracture and
rebuilt using mortar of the same proportions as specified for
fire walls.

In each of the corners place at least one (1) one-half (2)
inch round bar, and every eighteen (18) inches on center
of vertical height plan® a one-quarter (J) inch tie laid
in the mortar Pint. W here chimneys are built of one
thickness of brick with flue lining the vertical re-
inforcing bars may be placed between the flue lining and
the brick and such space shall be well filled with mortar.

In new chimneys the vertical bars shall extend into
its foundation.
A smoke test will' be required after all chimneys are
repaired.

:Section-2. _ All Ordinances or parts of ordinances of
the City of Huntington Beach not consistent with the,
provisions of this Ordinance insofar as the same are incon-
sistent herewith are to that extent hereby repealed.
Section 3. The City ' Clerk shall certify to the
passage of this Ordinance and shall cause the same to be

published by one insertion in the Huntington Beach News,
a weekly newspaper printed, published and circulated in
said City of Huntington Beach. An emergency has arisen
which endangers the peace, health and safety of citizens
of the City of Huntington Beach, and the facts constituting
such emergency are as follows;

i, That a large number of buildings within said City have
been damaged and partially torn down by earthquake and are now
being rebuilt and unless said buildings are constructed as herein
provided the same become and are a menace to public peace, health
and safety. Adoption of this ordinance is necessary for the
proteetion. of said public peace, health and safety, therefore, this

ordinance shall take effect from and after its passage.
