FIRE PREVENTION MEASURES IN THE OIL FIELDS;
REGULATING THE USE OF CERTAIN STREETS AND
HIGHWAYS WITHIN THM CITY; REPEALING ALL
ORDINANCES AND PARTS O)E ORDINANCES IN CON-
FLICT WITH THIS ORDINANCE AND PROVIDING PEN-
ALTIES FOR THE VIOLATION HEREOF, " AS AMENDED.
The City Council of the City of Huntington Beach do ordain

as follows:
Section 1: That Section 4 of Ordinance No. 280, entitled:
"An Ordinance Providing Certain Fire Prevention Pleasures in the
Oil Fields; Regulating the Use of Certain Streets and Highways
Within the City; Repealing All Ordinances and Parts of Ordinances
in Conflict With This Ordinance and Providing Penalties for the
Violation Hereof, " as amended, is hereby repealed.
Section 2: That Section 42 of said Ordinance No. 280 is
hereby amended so as to read as follows:

"Section 42: It is hereby declared to be a nuisance I
and unlawful for any person, firm, association, corporation, trust
or syndicate in charge or control of, or having any interest in or
owning, either in whole or in part, any derrick or similar structure
i
on any premises in said City, whether such interest is as principal.,
agent, servant, employee or otherwise, to cause, allow or permit
any such derrick or similar structure to be constructed, erected,
maintained or permitted to remain upon said premises, unless said
derrick or structure is at all times composed of sound materials
which are free from rot and structural defects and has its com-

ponent parts safely nailed or otherwise held together and the whole

structure securely stayed and held-- by cables or guy wires, i

"Said derrick or structure shall be securely
held and stayed, within the meaning of this section, If and
when it shall have securely attached to each corner at least .
two (2) guy wires or cables, each with a minimum diameter of
three-eighths (3/$11) inch, one of which cables shall be attached
to each of said corners of said derrick and not more than twenty
(20) feet from the top thereof, and the other cable or guy wire to
be not less than sixty (60) or more than seventy (70) ,feet from
the base of said derrick or structure. All of said guy wires
or cables shall be drawn tight with equal tension; they shall
each be fastened securely to an anchor or dead-man of sufficient
size and strength to equal the strength of s&id cable, and no
guy wires or cables from any corner of said derri(yk shall be
fastened to any anchor or dead-man to which there is fastened
any guy, wires or cable from any other corner of said derrick.
No two of said anchors or dead-men shall be within one hundred
fifteen (115) feet of each other, and they shall be at least
sixty-five (65) feet from the base of the derrick and 'so
located that a straight line drawn between any two adjacent
dead-men or anchors will not come within forty-five . (45) feet of
a line drawn between the base corners of said derrick. Each
guy wire or cable shall be equipped with a turnbuckle, or similar
device, for regulating the length thereof, and each guy wire or
cable shall at all times be kept and maintained taut.
"Provided further that said derrick or structure
shall also be deemed securely held and stayed, within the
meaning of this section; if and v:Then any such derrick or struct-
ure is set upon four (4) Portland Cement concrete foundation
blocks,' each block having minimum dimensions of three (3) feet

by three (3) feet at its top; five (5) feet by five (5) feet at
its base and a height of three (3) feet, the top surface of the
block being raised at least twelve (12) inches above the ground
level, and each block having embedded securely therein, at the
time of construction, two (2) eye bolts at least one (1) inch
in diameter and imbedded to a depth of at least eighteen (18)
inches to which said derrick is securely guyed at each corner
with at least two (2) guy wires or cables, each with a minimum
diameter of three-eighths (3/8) inch one of which canes or guy
wires shall be attached to each corner of said derrick and not
more than twenty (20) feet from the top thereof, and the other
cable or guy wire to be not less than sixty (60) or more than
seventy (70) feet from the base of said derrick or structure.
All of said guy wires, or cables, shall be securely fastened to
the eye bolts in the concrete foundationT and each guy wire or
cable shall be equipped with a turnbuckle, or similar device,
for regulating the length thereof and shall at all times be
kept and maintained free from defects and drawn tight with equal
tension. "
Section 3. That Section 13 of Ordinance No. 280 of the
City of Huntington Beach shall be amended so as to read as
follows: \
"Section 13. Every person, firm or corporation,
whether as principal, agent, servant, employee, or otherwise,
violating or failing, neglecting or,. refusing to comply with any
of the provisions of this ordinance shall be deemed guilty of a
misdemeanor and upon conviction thereof shall be punished by a ,
fine not exceeding Three Hundred ( 300.00) Dollars, or by im-
prisonment for not more than six months, or by both such fine"
and imprisonment, and each such person, firm or corporation
shall be deemed guilty of a separate offense for each day during
any portion of which the violation of or failure, neglect or

refusal to comply with any of the provisions of this ordinance
is committed, continued or permitted. "
Section 4. The City Clerk shall certify to the adoption
of this ordinance and shall cause the same to be published by
one insertion in the Huntington Beach Nears, a newspaper printed,
published, and circulated in said City of Huntington Beach, and
thirty (30) days thereafter it shall take effect and be in force.
Passed and adopted by the City Council of the City of
Huntington Beach at its regularly adjourned meeting held on the
16th day of March, 1936.

hereby certify that the above and foregoing Ordinance was
introduced and read at a regular meeting of the City Council
held on the 2nd day of Parch, 1936, and was again read to said
City Council on the 16th day of March, 1936, at a regular ad-
journed meeting of said City Council, and that said Ordinance
was adopted by the following vote :
AYES: Councilmen: Marion, Chamness, Warner, Tovatt, Talbert
NOES: Councilmen: None
