Section 2: That Sections 1421, 1422, 1423, 1424, 1425,, r 1426, 1438, 1451, 1500.3, 75'02, 1515, 1541, -1542a 1544, 1548, 15511 15.52. 1553, 1554, 1564, 1575, 1584, 1591, 1591.1, of the Huntington Beach Ordinance Code are hereby amended to read as follows: Section 1421. Entitlements„ Each officer or employee shall accrue the right to paid sick leave at the rate of one day earned for each month worked, Section 1422, Deductions for Absence. After six months of service, any officer or employee shall be entitled to be paid for time absent due to sickness or other incapacitation for work to the amount of sick leave accrued. Section IL22. Firefighters Hours. In computing credits and deductions for leave and similar purposes each 24 hour shift for a member of the Fire Department shall count as two work days for those working eight hour days, Section 1424, Doctor's Certificate. The computation herein provided to be paid during absence on account of sickness or other incapacitation shall not be raid after the third day unless the officer or employee shall file with the Administrative Officer a certificate from a physician setting forth the fact of such sickness or injury, 2 Ord. 644 • Section 14254 Absence Compensated for by Industrial Compensation. When an employee absent because of sickness or injury is to be compensated by the State Workmen's Compensation Fund because of the nature of the sickness or injury the time to be charged against the employee's accumulated sick leave shall be only that necessary to raise his total compensation from both sources up to his normal salary. Section 1426. Emergency Leave. The Council may grant a leave of absence without pay for a period not to exceed one year to any regular female employee of the City whose absence shall be due to pregnancy, provided that prior to the time the leave is to take effect, that female employee shall request the leave in writing and give notice to the department head and the Council of her intention to resume her duties at the end of said leave,. Section 1�38, Public Relations Director, There is hereby created the office of Public Relations Director. His salary shall be $100.00 per month, and he shall serve at the pleasure of the City Council, i Section 14.51. Forty Hour We6k Emergencies. All employees who are paid on a monthly basis, except part-time employees and uni- formed employees of the Fire Department are required to be on duty forty hours each week except in cases of emergency that may be defined by the Council. Section. l 00 , Employment Standards. As stated in the class specifications this means those qualifications deemed desirable as entrance requirements of a person assuming a position in the class- ificatior. described. 3 Ord. 644 Section 1 02. Vacations, On and after January 1, 1956, after six months of service., each full time officer and employee shall be entitled to a vacation of one working day for each month of service, This vacation allowance shall be increased by one additional working day for. each five years of service. Unused vacation may be accumulated to a total of not more than thirty working days, All earned vacations shall be taken at such time or times as may be approved by the heads of the departments ar_d the Administrative Officer. A person about to resign, about to retire, or who is to be laid off without fault on his part and who has earned vacation time to his credit shall be paid for such vacation on the effective date of such resignation, retirement or layoff, Section Il . Details of Specifications. Each class specification shall set forth the title of the class, the definition of its duties, typical tasks, a statement of employment standards desirable for the efficient performance of the work and, in such classes as require, a statement of the distinguishing characteristics of the class, Section 15410 Schematic Comensation Plana The Schematic plan of salary schedules listed in Schedule A, Table 1, constitutes the compensation plan applicable to the classes of all positions in i the classified service, Section 154.2, IZteroretation - Application of Plan„ The salary schedules for the respective position.s as set out in Schedule A, Table 1, with such amendments as may be adopted by the Council from time to time by Ordinance shall have the force and effect, and shall be interpreted and applied as follows: 4 Ord. 644 Section E=enseso The rates of pay prescribed shall be deemed to include pay in every form, except pay for nece- ssary travel expenses authorized and incurred incident to employment.- Section 1548. Scope of Suecific Plans. The plan adopted shall be applicable to all City positions except those filled be election, Library Board of Trustees and Recreation Commission. Section . Conformance or_ Effective Date, On the effective date of this Section, the salaries of all persons employed by the City in other than elective- positions shall be made to conform with the plan in the following manner: Section 1552, Change Upon Adoption. All employees' salaries which have been fixed in a schedule shall be moved to the same step on the new schedule as they formerly occupied under the ' old schedule, except that no employeets salary shall be reduced, Section 1.Uj., Salaries Not on Steps. Any employee whose salary has been at a rate other than a step in the salary schedule shall be moved to the step in the recommended schedule i next above his total monthly salary prior to the effective date of this Section. Section 1554, Exceptional Ratesi. All salaries which are above the maximum of the appropriate range shall amain the same until positions involved become vacant. Section 1564. Effect of the Revision of Range of Class. Where the salary range for a given class is revised upward or downward, .employees holding positions in that class shall have their existing salary moved to the same step in the new range as they occupied prior to the change in the old range, • 5 Ord. 644 Section =. Persons employed in part-time or short-term positions shall be componsated at the hourly ra'.e which is equivalent to the appropriate step of the salary range to �fhich the class is allocated, except that under rules developed by the Administrative Officer such part. time or short-term employees may be compensated at hourly rates equivalent to higher steps because of the length of service of the employees or the impossibility of securing qualified persons at the lower rates* Section 2,584.
