HomeMy WebLinkAboutOrdinance #845 ORDINANCE NO. 845 AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING ORDINANCE NO. 780 ENTITLED, "AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH ADOPTING A BUDGET FOR THE CITY OF HUNTINGTON BEACH FOR THE FISCAL YEAR, 1960-196111, . DECLARING AN EMERGENCY TO EXIST: AND ADDING ADDITIONAL APPROPRIATIONS TO CERTAIN ITEMS OF SAID BUDGET. WHEREAS, the City Council has adopted a budget for the City of Huntington Beach for the fiscal year, 1960- 19612 by passage of Ordinance No. 780; and WHEREAS , the amounts allocated at the beginning of the year to the various . items in the budget were, of necessity, approximated; and the unforeseen development of the City has exceeded all expectations, causing some accounts within the budget which are necessary to the health and welfare of the population, to fall short of anticipated needs ; and no funds were allocated to the Water Works Facilities Account No. . 4800-G or the Engineering Projects Account No. 4300-G in the Engineering Department of "the General Fund; and. WHEREAS, determination of the amounts necessary to adjust the budget for unforeseen expenditures could not be -made until information was available concerning funds to be received. for the balance of the fiscal year which ends on June 30, 1961; and it has been determined that funds are now available for these expenditures from the budget from unappropriated surplus of the various. funds. Ord. No. 845 R WHEREAS, it is now necessary that these adjustments in the budget appropriations be made prior to the end of the fiscal year 1960-1961 to maintain services for the immediate preservation of the peace, health, safety and public welfare. NOW THEREFORE, in consideration of and by the above preamble and statement, the City. Council of the City of Huntington Beach declares and defines that an emergency exists necessitating the following ordinance for the immediate protection and preservation of the public health and safety. The City Council of the City of Huntington Beach do ordain as follows: SECTION 1. That the City Auditor is authorized to transfer from Unappropriated Surplus of General Funds to the following General Fund Accounts the imounts herein indicated: Acct. # 4300-G Engineering Department $ 92350.00 Acct. # 4800-G Water Works Facilities $822000. 00 SECTION 2. That the City Auditor is authorized to transfer the sum of $15,000 from Unappropriated Surplus of General Fund to the Unappropriated Surplus of Music and Promotion Fund. SECTION 3. _ That the City Auditor is authorized to transfer from Unappropriated Surplus of Music and Promotion Funds to the following Music and Promotion Accounts the 2• Ord. No. 845 amounts herein indicated: Acct. #2600-M Celebrations $ ?.+l0Q00 Acct. #3400-M Lifeguard Department $10;000. 00 Acct. #6500-M Public Beaches - $ 2,500. 00 Maintenance Acct. #6600-M Beach Front Facilities $ 1,000. 00 Acct. #7200-M Municipal Parks $ 5,500. 00 Acct. #7300-M Lake Park Building $ 200.00 Acct. #7600-M Pavalon Building $ 1 ,000. 00 SECTION 4. That the City Auditor is authorized to transfer from Unappropriated Surplus of Library Funds to the following account the amount herein indicated: Acct. #7900-L Public Library $ 2,400'. 00 SECTION 5. That the City Auditor is authorized to transfer from Unappropriated Surplus of 1955 Water Bonds - I & R Fund to the following account the amount herein indicated: Acct. #9300-WD _ Interest and Redemption $ 1,200. 00 SECTION 6. That the City Auditor is authorized to transfer from Unappropriated Surplus of Sewer Funds to the following account the amount indicated herein: Acct. #9600-SE _ Sewer Fund $251000.00 SECTION 7. That the City Auditor is authorized to transfer from Unappropriated Surplus of Water Fund to the following account the amount indicated herein: Acct. #5000-WA Water Fund $302000.00 SECTION 8. That the City Auditor is hereby authorized 3. Ord. No. 845 to transfer from Unappropriated Surplus of Planned Local Drainage Facilities Fund to the following accou* .the amount indicated herein: Acct. #4800-D Planned Local Drainage $601000.00 Facilities SECTION 9. This Ordinance, being an emergency measure for the immediate preservation of the public health and safety, which emergency is set forth and defined in the preamble hereto , shall take effect and be in force from and after the passage and adoption thereof. SECTION 10. That the City Clerk shall certify to the passage and adoption of this Ordinance and shall cause the same to be published by one insertion in the Huntington Beach News, a weekly newspaper, printed, published, and circulated in the City of Huntington Beach, California.
