AN ORDINANCE OF THE CITY OF HUNTINGTON,
BEACH ADOPTING A BUDGET FCR THE CITY
OF HUNTINGTON BEACH FOR THE FISCAL
YEAR 1961-1962
WHEREAS, the City Council has held a. public hearing on
the adoption of a budget for the City of Huntington Beach for
the. f iscal year, 1961-1962; and
WHEREAS, the Council has considered the expenditures
for the various departments of the City for said fiscal year;
NOW. THEREFORE, the City Council of the City of Hunting-
ton Beach does ordain as follows:
Section 1. That the budget for the City of Huntington
Beach for the fiscal year, 1961-1962, as hereinafter set
forth, is hereby adopted.

Section 2. That the City Administrative Officer may
authorize transfers of appropriations between budget
accounts within departments without approval of the City
Council,
Section 3. That the City Council may authorize trans-
fers of appropriations between departments by resolution.
" Section 4. That all such cv propriation transfers shall
be executed on standard forms especially prepared for this
purpose. The transfer form to be used for transfer of
appropriations within a department shall require the signa-
ture of the City Administrative Officer. The transfer form

to be used for transfers of appropriations between depart-
ments shall provide space for entering the resolution number
thereon and shall require the signature of one member of the
Finance Committee of the City Council and the City Administra-
tive Officer.
Section 5. That, in addition to those appropriations
listed in Section 1 of this Ordinance, the City Council does
hereby authorize and direct the transfer of One Hundred
Thousand Dollars ($100,000.00) from General Fund unappropriated
surplus to a Reserve for Contingencies Account; and the City
Council may authorize, by resolution, expenditures from the
Reserve for Contingencies Account for any purpose, or trans-
fer to any fund.
Section 6. That in addition to those appropriations
listed in Sections 1 and 5 of this Ordinance, the City. Council
does hereby authorize the transfer of $50, 000. 00 from General
Fund unappropriated surplus to a Reserve for Future Engineering
Projects Account ; and that upon the recommendation of the
City Administrative Officer, the Council may, by resolution,
authorize expenditures from the Reserve for Future Engineer-
ing Projects Account, for engineering projects.

. -Section 7. That the City Council , by resolution,
may authorize expenditures from the Special Gas Tax Fund,
the Sewer Fund,. Water Bond Sale Fund,: Acquisition of Lancb for
Parks Fund, and from Planned Facilities Drainage Fund, in
accordance with the conditions governing the expenditures
from such funds .
Section 8. The City Auditor is hereby authorized
to make such appropriation transfers upon receipt by him of
the authorization therefor as set forth in this Ordinance.
Section 9. No provision is made in this Ordinance
for the Water Department, said department is to be self-
supporting. A separate budget is to be submitted for said
Water Department.

Section 10. This Ordinance shall be effective at the
adoption hereof, and the City Clerk shall certify to the .
passage and adoption of this Ordinance . and shall cause the
same to be published by one insertion in the Huntington
Beach News, a weekly newspaper printed, published and cir-
culated in the City of Huntington Beach, California.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach California, this 3rd day of July, 1961.

nance was read to said,_ Cry Council at a regular meeting
thereof held on the 23rd day o--f June 1961, and
was again read to said City Council at a regular meeting
thereof held on the 3rd day of July, 1961 , and was passed
and adopted by the affirmative vote of more than a majority
of all the .members of said City. Council.
