HomeMy WebLinkAboutOrdinance #953 FIRST READING ONLY -..,on 2/4/63 ORDINANCE No. 953 AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH CREATING A DEPARTMENT OF FINANCE; ESTABLISHING THE POSITION OF DIRECTOR OF FINANCE AND AMENDING THE HUNTINGTON BEACH ORDINANCE CODE BY ADDING ARTICLE 137 ENTITLED "FINANCE DEPARTMENT" AND ADDING NEW SECTIONS TO SAID ARTICLE, The City Council of the City of Huntington Beach does ordain as follows: Section le That Article 137 be added to Chapter 13 Of the Huntington Beach Ordinance Code, said article to read In words and figures as follows: ARTICLE 137 FINANCE DEPARTMENT Section 2® The following new sections are hereby add. ed to Article 137 of the Huntington Beach Ordinance Code and shall read in words and figures as follows : Section 1371, Finance Department Established* There is hereby established, for the sound administration of fis- cal affairs of the City, a Finance Department, Section 1322. Director of Finance. Appointment. The Finance Department shall be under the supervision of a Direct. or of Finance who shall be appointed by the City Administra- tor with the approval of the City Council* Ord. No. Section 1271. Director of Finance. Powers and Duties. Subject to the direction of the City Administrator, the Di- rector of Finance shall have powers and duties as follows: (a) Have charge of the administration of the financial affairs of the City. (b) Direct the personnel of the Finance Department. (c) Compile the budget expense and income estimates for the City Administrator. (d) Maintain a general accounting system for the City Government and each of its officers, departments,, and agencies. (e) Supervise and be responsible for the receipt of all monies due the city and- the proper accounting there- of; see that all tax assessments, license fees, sped- Ial assessment district payments, payments for util- ity services. and all other revenues, collection of which the City is responsible, and all monies re- ceivable by the City from County, State or Federal Government, or from any court, office, department or agency of the City, are collected. (f) To be the City Auditor. (g) Supervise and be responsible for the disbursement of all monies and have control of all expenditures in order to insure that budget appropriations are not exceeded; audit all purchase orders for avail- ability of funds before issuance; audit and approve before payment all bills, Invoices, payrolls, de. 2, Ord. No, mends or charges against the City and, when nee.• essary, consult the City Attorney to determine the legality of such claims, demands or charges. (h) Supervise utility billing and utility meter read. ing. (I) Submit to the City Council, through the City Ad- ministrator, a monthly statement of all receipts ,and disbursements in sufficient detail to show the exact financial condition of the City; and at the end of each fiscal year submit a complete financial statement and report. Supervise the keeping of current Inventories of all property of the departments, offices and agen. cies of the City. (k) Perform such other duties as may be required of him by the City Administrator. Section 1324. Finance Department. Appointment of Subordinates. The Director of Finance, with the approval of the City Administrator and City Council, shall appoint all other personnel of the Finance Department. Section,J3Z5. Director of Finance, Salary. The salary of the Director of Finance shall be as set by resolution, or as said salary may be amended from time to time. Section 1376. Director of Finance. Qualifications, The minimum qualifications of the Director of Finance shall be as 30 Ord. No. set by resolution, or as said qualifications are amended from time to time. Section 1172. Director of Finance. Bond. Before as- suming the duties of his office, the Director of Finance shall execute and deliver to the City Clerk a bond, approved by the City Attorney, conditioned for the faithful perform- ance of the duties of said office in the amount of $100,000.00. The City shall bear the cost of said bond. Section 3. The City Clerk shall certify to the pass- age and adoption of this ordinance and shall cause the same to be published by one insertion in the Huntington Beach News, a weekly newspaper, printed, published and circulated in the City of Huntington Beach, California.
