HomeMy WebLinkAboutOrdinance #968 ORDINANCE No. 968 AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH ESTABLISHING A FINANCE DEPARTMENT AND CREATING THE OFFICE OF FINANCE DIRECTOR. The City Council of the City of Huntington Beach does ordain as follows : Section 1. That Article 137, entitled "Finance De- partment" is hereby added to .the Huntington Beach Ordinance Code and shall read in words and figures, as follows : ARTICLE 137 FINANCE DEPARTMENT Section 2. That the following new sections are here- by added to Article 137 of the Huntington Beach Ordinance Code and shall read in words and figures, as follows : Section 1371. Finance Department. Established. There is hereby established, for the sound administration of the fiscal affairs of the City of Huntington Beach, a Finance Department. Section 1372. Appointment. The Department of- Finance shall be under the supervision of a Director of Finance who shall• meet the qualifications provided by resolution for this position and who shall be appointed by the City Council. I 1. .. Ord. No.968 Section 1373. Director of Finance. Powers and Duties. Subject to the- direction of the City Council the Di- rector of Finance shall have powers and duties as- follows: (a) Have charge of the administration of the finan- cial affairs of this City. (b) Direct the personnel. of the Finance- Department. (c) Maintain a general accounting system for the City Government and each of its officers, de- partments and agencies. (d) Supervise and be responsible for• the- receipt of all monies due the City and the proper account- ing thereof; see that all tax assessments, li- cense fees, special assessment district payments, payments for utility services and all other rev- --venues, collection of which the .City is responsi= ble as well as all monies receivable from County, State or Federal government, or from any court, office, department or agency of this City. (e) To be the City Auditor. (f) Supervise and be responsible for- the disbursement of all monies and have control of all expendi- tures in order to insure that budget appropria- tions are not exceeded; audit all purchase orders for the availability of funds before issuance; audit and approve before payment all bills, in- voices, payrolls, demands or charges against the City and, when necessary consult the City Attor- ney to determine the legality of such claims, de- mands and charges. (-g) Supervise the Utility Billing and Utility Meter Heading policies of -the Water Department. (h) Submit to the City Council a monthly statement of all receipts and disbursements in detail suf- ficient to show the exact financial condition of the City; and at the end of each fiscal year submit a complete financial statement and report. ( ) Supervise the keeping of current inventories of all property of all departments, offices and agencies of the City. Cj ) Perform such other duties as may be required of him by the City Council. 2. Ord.No.968 Section 1374. Finance Department. Appointment of Subordinates. The Director of Finance shall appoint all other personnel of the Finance Department with the approval of the City Council. Section 1375. Director of Finance. Salary. The salary of the- Director of -Finance shall be as set forth in Article 159 of the Huntington Beach Ordinance Code, or as said salary may be amended from time to time. Section 1376. Director of Finance. Minimum Qualifi- cations. Graduation from a college or university with spec- ialization in accounting, and six years of increasingly re- sponsible financial experience, including at least four years in a public agency. Knowledge of modern principles and prac- tices of municipal finance administration; knowledge of gov- ernmental accounting principles . and practices, including public utility accounting; knowledge of budget planning and administration; knowledge of investments; ability to select,. supervise, train and organize the personnel of a diversified finance department; ability to gain the co-operation of other department heads, subordinates and the public. Section 1377. Director of Finance. Bond. Before as- suming the duties of his office the Director of Finance shall execute and deliver to the City Clerk a bond, approved by the "City Attorney, and conditioned for the faithful performance 3. Ord. No. 968 of the duties of said office In the amount of no less than $100,000.00. The City shall bear the cost of said bond. Section 3. The City Clerk shall certify to the pass- age and adoption of this ordinance and , shall cause the same to be published by one insertion in the Huntington Beach News, a weekly newspaper, printed, published and. circulated in the . City of Huntington Beach, California,, and thirty (30) days after the adoption hereof the same shall take effect and be in force.
