AN ORDINANCE OF THE CITY OF HUNTINGTON
BEACH RELATING TO USE PERMI`i'S FOR MULTI-
PLE FAIYIILY RESIDENCES: DECLARING AN
EMERGENCY TO EXIST AND AMENDING THE HUNT-
INGTON BEACH ORDINANCE CODE BY ADDING
SECTIONS 9308 and 9407.
WHEREAS, the Planning Commission has 'expressed con-
cern over the construction of large apartment projects with
Inadequate access for emergency equipment and has recommended
that an emergency ordinance be adopted to the effect that a
use permit be required for the construction of any apartment
more than
project consisting of/twenty (20) dwelling units,
and also for any apartment project which extends more than
150 feet from a public street; and
WHEREAS, the adoption of this ordinance as an urgency
measure is necessary for the immediate preservation of the
public peace, health, safety and welfare.
NOW, THEREFORE, in consideration of and by the above
preamble and statement, the City Council of the City of Hunt-
ington Beach declares and defines that an emergency exists
necessitating the following ordinance for the immediate pro-
tection and preservation of the public health and safety.
The City Council of the City of Huntington Beach does
ordain as follows :

Section 1. That Sections 9308 and 9407 are hereby
added to the Huntington Beach Ordinance Code and shall read
in words and figures as follows :
Section 9308. Use Permits For Multiple Family Resi-
dences. It shall be unlawful to construct, erect or locate
any apartment project consisting. of more than 20 units and/or
any apartment project which extends more than 150 feet from
a public street unless a Use Permit has been approved for such
use.
Section 9407. Use Permits for Multiple Family Resi-
dences. It shall be unlawful to construct, erect or locate
any apartment project consisting of more than 20 units and/or
any apartment project which extends more than 150 feet from
a public street unless a Use Permit has been approved for such
use.
Section 2# This ordinance, being an emergency measure,
for the immediate preservation of the public health and safe-
ty, which emergency is set forth and defined in the preamble
hereto, shall take effect and be in force from and after the
passage and adoption hereof.
Section 3. The City Clerk shall certify to the pass-
age and adoption of this ordinance and shall cause the same
to be published by one insertion in the Huntington Beach News

a weekly newspaper, printed, published and circulated in
the City of Huntington Beach, California..
PASSED AND ADOPTED by the City Council of the City
of Huntington Beach this 16th day of March, 1964.

acting City Clerk of the City of Huntington Beach and
ex-officio Clerk of the City Council of the said City,
do hereby certify that the whole number of members of
the City Council of the City of Huntington Beach is
five; that the foregoing ordinance was read to said
City Council at a regular meeting thereof held on the
16th day of March , 1964, and was again read
to said City Council at a regular meeting thereof held
on the 6th day of April , 1964, and was passed
and adopted by the affirmative vote of more than a
majority of all the members of said City Council.
