AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF HUNTINGTON BEACH: AMENDING
THE HUNTINGTON BEACH ORDINANCE CODE
BY AMENDING SECTIONS THEREOF, AND ADD-
ING A SECTION THERETO.
The City Council of the City of Huntington Beach does ordain
as follows:
Section 1. That the following Sections of the Huntington Beach
Ordinance Code are hereby amended, and as amended, shall read in
words and figures as follows:
Section 8141. Swimming Pools. Fencing: Every person in possession
ot landwithin Me Uity, eittler as owner, purchaser under contract,
lessee, tenant or licensee, upon which is situated a swimming pool,
shall at all times maintain on the lot or premises upon which such pool
is located and completely surrounding such pool, lot or premises, a
substantial fence or wall not lower in height than five (5) feet, measured
from ground level on exterior of fence or wall; including gates: with no
holes, gaps, or openings larger than four (4) inches in any horizontal
dimension. Provided if fence is designed with/?ro inch horizontal open-
ings between vertical risers, no horizontal member will be installed
that will afford a means of climbing such fence, wall, or gates. These
horizontal members must be located at or near top and bottom of fence
or wall to provide the maximum amount of vertical clearance. A
dwelling house may be used as a part of such enclosure.
Gates or doors shall be provided with latches and closure devices capable
of keeping such gate or door securely closed at all times. Such device
shall be located not less than five (5) feet above exterior grade. This
section will include walk-through garage doors.
This section is not designed to prevent other protective devices, subject
to approval of City "Board of Appeals"; provided further that the degree
of protection is not reduced from that given above. Procedure to appeal
must be by letter via the Building Official who will present the letter to
the "Board of Appeals" with his recommendation.
Section 8142. Requirements. All plans hereafter submitted to the City
of Huntington Beach for swimming pools to be constructed shall show
compliance with the requirements of Section 8141 hereof, and final in-
spection and approval of all pools hereafter constructed shall be with-
held until all requirements of Section 8141 shall have been complied with.
Section 8143. Exemptions . The provisions of Section 8141 shall not
apply to public swimming pools for which a charge or admission price
is required to be paid for such use thereof.

Section 2. That the title of Article 816 of the Huntington
is hereby amended, and as amended
Beach Ordinance Code shall read in words and figures as follows:
ARTICLE 816
DRIVEWAYS AND PARKING AREAS
Section 3. That Section 8162 of the Huntington Beach Ordinance
Code is hereby amended, and as amended, shall read in words.and
figures as follows:
Section 8162. Concrete Pavement:
a. Minimum thickness, 4 inches actual.
b. Provide an expansion joint at public walk or curb and at garage or
carport slab.
c. Provide contraction joints at approximately 10 foot intervals.
d. Finished to provide smooth surface true to cross section and grade.
e. Concrete shall be kept moist for a period of three days to insure
proper curbing.
BITUMINOUS PAVEMENT:
a. Base shall be of crushed stone, gravel or other appropriate, durable
road materials, properly compacted to four (4) inch minimum compacted
thickness.
b. Wearing surface shall be bituminous concrete, compacted to minimum
thickness, two (2) inches.
Aggregate Base - shall be Class 2 aggregate base, graded to 3/4.inch
maximum, shall conform to and be placed in accordance with the pro-
visions for Class 2 aggregate base as specified in Section 26 of the
Standard Specifications of the State of California, Department of Public
Works, Division of Highways, Dated January, 1960.
Asphaltic Concrete - shall be type B asphaltic concrete, graded to 1/2
inch maximum, shall conform to and be placed in accordance with the
provisions for Type B asphaltic concrete as specified in Section 39 of
the Standard Specifications of the State of California, Department of
Public Works, Division of Highways, Dated January, 1960.
Section 4. That Section 8111. 2 is hereby added to the Hunting-
ton Beach Ordinance Code to read in words and figures as follows:
Section 8111. 2. Metal Base Screed.
Metal base screed shall be installed prior to exterior plaster lath
application on all residential frame construction.

Section 5. That the City Clerk shall certify to the passage
and adoption of this ordinance and shall cause the same to be published
by one insertion to the Huntington Beach News, a weekly newspaper,
printed, published and circulated in the City of Huntington Beach,
California, and thirty (30) days after the adoption thereof, the same
shall take effect and be in force.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach, California, this 15th day of June, 1964.

I, PAUL C. JONES, the duly elected, qualified and
acting City Clerk of the City of Huntington Beach and ex-of-
ficio Clerk of the City Council of the said City, do hereby
certify that the whole number of members of the City Council
of the City of Huntington Beach is five; that the foregoing
ordinance was read to said City Council at a regular meeting
thereof held on the 1st day of June 1964, and was
again read to said City Council at a regular meeting thereof
held on the 15th day of June 1964, and was passed
and adopted by the affirmative vote of more than a majority
of all the members of said City Council.
