AN ORDINANCE OF THE CITY OF HUNTINGTON
BEACH ADOPTING A BUDGET FOR THE CITY
OF HUNTINGTON BEACH FOR THE FISCAL
YEAR 1964 - 1965
WHEREAS, the City Council has held a public hearing
on the adoption of a budget for the City of Huntington Beach
for the fiscal year, 1964-1965; and
WHEREAS, the Council has considered the expenditures
for the various departments of the City for said fiscal year;
NOW* THEREFORE, the City Council of the City of Hunt-
ington Beach does ordain as follows:
Section 1. That the budget for the City of Huntington
Beach for the fiscal year 1964-1965, as hereinafter set forth,
is hereby adopted:

Section 2 . That the City Administrative Officer
may authorize transfers of appropriation between budget
accounts within departments without approval of the City
Council.
Section 3. That the City Council may authorize
transfers of appropriations between departments by resolu-
tion.
Section 4. That all such appropriation transfers
shall be executed on standard forms especially prepared for
this purpose. The transfer form to be used for transfer
of appropriations within a department shall require the sig-
nature of the City Administrative Officer. The transfer
form to be used for transfers of appropriations between de-
partments shall provide space for entering the resolution
number thereon and shall require the signature of one member
of the Finance Committee of the City Council and the City
Administrative Officer.
Section 5. That the City Council, by resolution may
authorize expenditures from the Special Gas Tax Fund, the
Sewer Fund, Water Bond Sale Fund, Acquisition of Lands for
Parks Fund, and from Planned Local Drainage Facilities Fund
in accordance with the conditions governing the expenditures
from such funds.

Section 6. The City Auditor is hereby authorized to
make such appropriation transfers upon receipt by him of
the authorization therefor as set forth in this Ordinance.
Section 7 . Provision is made in this ordinance for
the Water Department, said department is to be self-supporting.
A separate budget is submitted for said Water Department.
Section 8. This Ordinance shall be effective at the
adoption hereof, and the City Clerk shall certify to the
passage and adoption of this Ordinance and shall cause the
same to be published by one insertion in the Huntington Beach
News, a weekly newspaper printed, published and circulated
in the City of Huntington Beach, California.

acting City Clerk of the City of Huntington Beach and ex-
officio Clerk of the City Council of the said City, do
hereby certify that the whole number of members of the City
Council of the City of Huntington Beach is five; that the
foregoing ordinance was read to said City Council at the
regular meeting thereof held on the _day of June
1964, and was again read to said City Council at a regular
meeting thereof held on the day of June , 1964,
and was passed and adopted by the affirmative vote of more
than a majority of all the members of said City Council.
