HomeMy WebLinkAboutOrdinance #1080 ORDINANCE NO. 1080 AN ORDINANCE OF THE CITY OF -HUNTINGTON BEACH AMENDING ORDINANCE NO. 981 ENTITLED "AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH ADOPTING A BUDGET FOR THE CITY OF HUNTINGTON BEACH FOR THE FISCAL YEAR 1963- 1964" ; DECLARING AN EMERGENCY TO EXIST, AND AUTHORIZING INCREASES AND DECREASES IN APPROPRIATIONS OF CERTAIN DEPARTMENTS AND DIVISIONS OF SAID BUDGET. WHEREAS, the City Council has adopted a budget for the City of Huntington Beach for the fiscal year 196371964 by passage of Ordinance No. 981; and WHEREAS, the amounts appropriated at the beginning of the fiscal year were, of necessity, approximated; and as the unforeseen development of the City has exceeded all ex- pectations and thereby has necessitated changes and increases in personal service costs, material and service costs, and capital outlay costs; which in turn has caused- the cost 'of some items within the budget which are necessary to the health and welfare of the citizens of the City of Huntington Beach to exceed-budget appropriations; and WHEREAS, determination of the amounts necessary to adjust the budget for unforeseen expenditures could not be made until information was available concerning funds to be received as of June 30, 1964; and it now is determined that funds for these unbudgeted expenditures are now available from unappropriated surplus of the General Fund; and IMEREAS, it is now necessary that these adjustments in budget appropriations be made effective June 30, 1964, so 1. Ord . No. 1080 as to close the books .and accounts of the City; NOW THEREFORE, in consideration of and by the above preamble and statement, the City Council of the City of Huntington Beach declares and defines that an emergency exists necessitating the following ordinance amendment for the immediate protection and preservation of the public health and safety. The City Council of the City of Huntington Beach does ordain as follows: Section 1. That the Director of Finance is auth- orized to execute the inter-departmental transfers necessary and, further, to transfer the net difference necessary from the Unappropriated Surplus of the General Fund to the following department or division budgets the amounts herein indicated: Acct. That the Director of Finance is authorized to transfer from Unappropriated Surplus of the General Fund to the following funds the amount herein indicated; and that the City Treasurer is authorized to transfer monies from the General Fund to the following funds in the amounts indicated: Acct. No. Fund Increase 7900 Library $ 36,200.00 Section 3. This Ordinance, being an emergency measure for the immediate preservation of the public health, safety and welfare, which emergency is- set forth and defined in the preamble hereto, shall take effect and be in force from and after the passage and adoption hereof. 30 Ord. No. 1080 Section 4. The- City Clerk shall certify to the passage and adoption of this ordinance and shall cause the same to be published by one insertion in the Huntington Beach News, a weekly newspaper, printed, published and cir- culated in the City of Huntington Beach, California, PASSED AND ADOPTED by the City Council of the City of Huntington Beach, California, this 8th day of-&4LLQ�. 1964.
