AN ORDINANCE '.OP ' THE- CITY OF HUNTINGTON
BEACH REPEALING CHAPTER 64; AMENDING
CHAPTER. 63' - ENTITLED 'PARKING' AND
ARTICLES 1631, 632'1 - 63.3 and 634 AND
SECTIONS OF SAID ARTICLES' OF THE HUNT-
INGTOW BEACH ORDINANCE CODE.
The City Council of the City of Huntington Beach
hereby ordains as ' follows :
Section 1, That Chapter 64 of the Huntington Beach
Ordinance Code is hereby repealed.
Section 2. That Chapter 63 of the Huntington Beach
Ordinance Code is hereby amended and as amended shall read
in words and figures as follows :

Section 3. That Article 631 of the Huntington Beach
Ordinance Code is hereby amended and as amended, shall read
in words_ and figures, as follows :

ARTICLE 621
-GENERAL
Section 4. That the following sections of Article
631 of the Huntington* Beach Ordinance Code are hereby
amended, and as amended, shall read in wordsand figures as
follows :
Section 6311 A2plication of Regulations.
(a ) The provisions of this ordinance regulating the
stopping, standing or parking of a vehicle shall apply at
all times or at those times herein specified, except when it
is necessary to stop a vehicle to avoid conflict with other
traffic or in compliance with the directions of a police

officer or official traffic control device.
(b) The provisions of this ordinance imposing a
time limit on standing or parking shall not relieve any per-
son from the duty to observe other
ther and more restrictive
provisions of the Vehicle Code or the ordinances of this
city prohibiting or limiting the standing or parking of ve-
hicles in specified places or at specified times.
Section 6311.1 StoEEing-or Standing in Parkways
Prohibitea-.
No person shall stop, stand or park a vehicle within any
parkway.
Section 6311,2 Director of Public Works to Maintain
No Stopping Zones and No Parking
Areas.
The Director of Public Works is hereby authorized to
maintain, by appropriate signs or by paint upon the curb
surface., all no stopping zones, no parking areas, and re-
stricted parking areas, as defined and described in this or-
dinance.When said curb markings or signs, are in place, no
operator of any vehicle shall stop, stand or park such
vehicle adjacent to any such legible curb marking or sign
In violation of any of the provisions of this ordinance.
Section 6311.3 No Parking
Areas. No operator of any
vehicle shall stop,', stand,-park, or leave standing such ve-
hicle in any of the following places , except when necessary
to avoid conflict with other traffic or in compliance with
the direction of a police officer or other authorized officer,
of traffic sign or signal;
(a ) On either side of any street between the project-
ed property lines of any public walk, public steps, street or
thoroughfare terminating at such street; when such area is
indicated by appropriate signs or by red paint upon the curb
surface.
(b) Within any divisional island unless authorized
and clearly indicated with appropriate signs or markings.
(c ) In any area where the Director of Public Works
determines that the parking or stopping of a vehicle would
constitute a traffic hazard or would endanger life' or property
when such area is indicated, by appropriate signs or by red
paint upon the curb surfact.

(d) in any area established by resolution of the Counc-
il as a no parking area, when such area is indicated by ap-
propriate signs or by red paint upon the curb surface.
(e) upon, along or across any railway track in such
manner as to hinder, delay, or obstruct the movement of any
car traveling upon such track.
(f) In any area where the parking or stopping of any
vehicle would. constitute a traffic hazard or would endanger
life or property.
(g) On any street or highway where the use of such
street or highway or a portion thereof is necessary for the
cleaning, repair or construction of the street or highway
or the installation of underground utilities or where the use
of the street or highway or any portion thereof is authorized
for a purpose other than the normal flow of traffic or where
the use of the street or highway or any portion thereof is
necessary for the movement of equipment, articles or struct-
ures of unusual size, and the parking of such vehicle would
prohibit or interfere with such use or movement; provided
that signs giving notice of such no parking are erected or
placed at least twenty-four (24) hours prior to the effective
time of such no parking.
(h) At any place within twenty (20) feet of a point on
the curb immediately opposite the mid-block end of a safety
zone, when such place is indicated by appropriate signs or
by red paint upon the curb surface.
I (i ) At any place within twenty (20) feet of a crosswalk
at an intersection when such place is indicated by appropri-
ate signs or by red paint upon the curb surface except that
a bus may stop at a designated bus stop.
(j ) Within twenty (20 ) feet of the approach to any traf-
fic signal, stop sign, or official electric flashing device,
when such place is indicated by appropriate signs or by red
paint upon the curb surface.
Section 6311.4 Use of Streets for Storage of Vehicles
Prohibited. No person who owns or has possession, custody or
control of any vehicle shall park such vehicle upon any street
or alley for more than a consecutive period of 72 hours.
Section 6311-5 Parking for Demonstration. No operator
of any vehicle shall park said vehicle upon any street in
this city for the principle purpose of advertising or display-
ing it for sale, unless authorized by resolution of the
Council.

Section 6311.6 Repairing or Greasing Vehicles on
Public Street.
No person shall construct or cause to be constructed
repair or cause to be repaired, grease or caused to be
greased, dismantle or cause to be dismantledlany vehicle .or
any part thereof upon any public street in this city.Tempora-
ry emergency repairs may be made upon a public street.
Section 6311-7 Washing or Polishing Vehicles. No
person shall wash or cause- fd-76e—washed, polish or cause to
be polished any vehicle or any part thereof upon any public
street in this city, when a charge is made for such service.
Section 6311.8 Parking Adjacent to Schools.
(a ) The Director of Public Works is hereby authorized
. to erect signs indicating no parking upon that side of any
street adjacent to any school property when such parking
would, in his opinion, interfere with traffic or create a
hazardous situation.
(b) When official signs are erected prohibiting
parking upon that side of a street adjacent to any school
property, no person shall park a vehicle in any such desig-
nated place.
Section 6211,9 Parkillp,;, Prohibited on Narrow Streets.
(a ) The Director of Public Works is hereby authoriz-
ed to place signs or markings indicating no parking upon any
street when the width of the roadway does not exceed 20 feet,
or upon one side of a street as indicated by such signs or
markings when the width of the roadway does not exceed 30
feet.
b) When official signs or markings prohibiting
parking are erected upon narrow streets as authorized herein,
no person shall park a vehicle upon any such street in viola-
tion of any such sign or marking.
Section 6211.10 Parking on Grades.
No person shall park or leave standing any vehicle
unattended on a highway when upon any grade exceeding 3%
without blocking the wheels of said vehicle by turning them
against the curb or by other means.
,Section 6311-11 Unlawful Parking - Peddlers, Vendors.
(a ) Except as otherwise provided in this section
no person shall stand or park any vehicle,, wagon or pushcart
from which-goods, wares, merchandise, fruits, vegetables or
food stuffs are sold, displayed, solicited or offered for
sale or bartered or exchanged, or any lunch wagon or eating
car or vehicle, on any portion of any street within this city

except that suchvehicles, wagons or pushcarts may stand or
park only at the request of a bona fide purchaser for a
period of time not to exceed ten (10 ) minutes at any one
place. The provisions of this subsection shall not apply
to persons delivering such articles upon order of, or by
agreement with a customer from a store or other fixed place
of business or distribution.
(b) No person shall park or stand on any street
any lunch wagon, eating cart or vehicle, or pushcart from
which tamales, peanuts, popcorn, candy, ice cream or other
articles of food are sold or offered for sale without first
obtaining a written permit to do so from the Director of Pub-
lic Works which shall designate the specific location in which
such cart shall stand.
(c) No person shall park or stand any vehicle or
wagon used or intended to be used in the transportation of
propertyf6r hire on any street while awaiting patronage
for such vehicle or wagon without first obtaining a written
permit to do so from the Director of Public Works which shall
designate the specific location where such vehicle may stand.
(d) Whenever any permit is granted under the provis-
ions of this section and a particular location to park or
stand is specified therein, no person shall park or stand any
vehicle, wagon, or pushcart on any location other than as
designated in such permit. In the event that the holder of
any such permit is convicted in any court of competent juris-
diction for violating any of the provisions of this section,
such permit shall be forthwith revoked by the Director of
Public Works upon the filing of the record of such conviction
with such officer and no permit shall thereafter be issued
to such person until six (6 ) months have elapsed from the
date of such revocation.
Section 6311.12 Emergency Parking Signs.
(a ) Whenever the Director of Public Works shall de-
termine that an emergency traffic congestion is likely to re-
sult from the holding of public or private assemblages,
gatherings, or functions, or for other reasons, the Director
of Public Works shall have power and, authority to order tem-
porary signs to be erected or posted indicating that the oper-
ation, parking or standing of vehicles is prohibited on such
streets and alleys as the Director of Public Works shall di-
rect during the time such temporary signs are in place. Such
signs shall remain in place only during the existence of such
emergency and the Director of Public Works shall cause such
signs to be removed promptly thereafter.

(b) When signs authorized by the provisions of this
section are in place giving notice thereof, no person shall
operate, p6rk"-or stand any vehicle contrary to the directions
and provisions of such signs.
Section 6311.13 Disj2lay of WarniEZ Devices When
Commercia—l-7—ehicle Disabled.
Every motor truck having an unladen weight of 4,000
pounds or more, and every truck tractor irrespective of
weight when operated upon any street or highway during
darkness shall be equipped with and carry at least two flares
or two red lanterns or two warning lights or reflectors,which
reflectors shall be of a type approved by the Department of
California Highway Patrol. When any vehicle above mentioned
or any trailer or semi trailer is disabled upon streets or
highways outside of- any business or residence district within
this city and upon which street or highway there is insuffic-
ient street lighting to reveal a vehicle at a distance of
200 feet during darkness, a warning signal of the character
indicated above shall be immediately placed at a distance
of approximately 100 feet in advance of, and 100 feet to the
rear of, such disabled vehicle by the driver thereof. The
continuous flashing of at least four approved class A-Type
I turn signal lamps, at least two toward the front and at
least two toward the rear of the vehicle, shall becons' ider-
ed to meet the requirements of this section until the devic-
es mentioned above can be placed in the required locations.
The warning signals herein mentioned shall be displayed con-
tinuously during darkness while such vehicle remains disabled
upon such street and highway.
.Section 6311-14 Parking Parallel on One-Way Streets.
(a ) Subject to other and more restrictive limitations
a vehicle may be stopped or parked within 18 inches of the
left-hand curb facing in the direction of traffic movement
upon any one-way street unless signs are in place prohibiting
such stopping or standing.
(b) In the event a highway includes two or more sepa-
rate roadways and traffic is restricted to one direction upon
any such roadway, no person shall stand or park a vehicle
upon the left-hand side of such one-way roadway unless signs
are in place permitting such standing or parking
(c) The of Public Works is authorized
to determine when standing or parking shall be prohibited
upon the left-hand side of any one-way street or when stand,
ing or parking may be permitted upon the left-hand side of
any one-way roadway of a highway having two or more separate
roadways and shall erect signs giving notice thereof.

(d) The requirement of parallel parking imposed by
this section shall not apply in the event any commercial ve-
hicle is' adtublly engaged in the process of loading or unload-
ing freight or goods , in which case such vehicle may be back-
ed up to the curb, provided that such vehicle does not extend
beyond the center line of the street and does not block traffic
thereby.
Section 6311.15. Diagonal Parking.
On any of the streets or portions of streets establish-
ed by resolution of the Council as diagonal parking zones, when
signs or pavement markings are in place indicating such diago-
nal parking, it shall be unlawful for the operator of any ve-.
hicle to park said vehicle except:
(a ) At the angle to the curb indicated by signs or
pavement markings alloting space to parked vehicles and entire-
ly within the limits of said alloted space;
(b) With the front wheel nearest the curb within six
(6) inches of said curb.
The provisions of this section shall not apply when
such vehicle is actually engaged in the process of loading or
unloading passengers, freight or goods, in which event the
provisions a-�,-_,plicable in Section 311.14 of this ordinance
shall be complied with.
Section 6312. Minimum Remaining Road Width. Angle
parking shall not be permitted upon any street where parking
would diminish the width of the roadway available for travel
to less than twenty (201 ) feet or upon any street which is a
portion of the City Master Plan of Arterial Streets and High-
ways.
Section 6313 ProhibitinE Parking on Other Side of
Street.
The -�D:j_rec'-_tor `� Of Public Works is hereby authorized to prohibit the parking Of vehicles, :provided appropriate signs

are placed and maintained to give notice thereof, on one side
of a street in any block where angle parking is permitted on
the opposite side of the street in such block.
Section 6314. Parking Space Markings.
The of Public Works is authorized to in-
stall and maintain parking space markings to indicate park-
ing spaces adjacent to curbings where authorized parking is
permitted.
When such parking space markings are placed on the high-
way, subject to other and more restrictive limitations, no
vehicle shall be stopped, left standing or parked other than
within a single space unless the size or shape of such vehicle
makes compliance impossible,

Section 6315. No Stopping Zones.
The Director of Public Works shall place and. main-
tain appropriate signs indicating that stopping of vehicles
is prohibited and indicating the hours and day when stopping
is prohibited when no stopping zones have been established
by resolution of the Council.
During the hours and on the days designated on the
signs, it shall be unlawful for the operator of any vehicle
to stop said vehicle on any of the streets or parts of
streets established as no stopping zones.
,Section 6216. Unauthorized Painting of Curbs.
No person, unless authorized by this City, shall
paint any street o'r curb surfaces.; provided, however, that
this Section shall not apply to the painting Of numbers on a
curb surface by any person who has complied with the provis-
ions Of any official action of this City pertaining thereto.
Section 5. That Article 632 of the Huntington Beach
Ordinance Code is hereby amended, and as amended shall read
in words and. figures as follows :
ARTICLE 622
TIME LIMIT ' PARKING
Section 6. That the following sections of Article
632 are hereby amended, and as amended, shall read in words
and figures as follows
Section 6321. Twelve or Twenty-Four Minute Parking.
Green curb marking shall 'Mean no-standing or parking
for a period of time longer than 12 or 24 minutes, as desig-
nated by signs, at any time between 9 :00 A.M. and 6:00 P.M.
on any day except Sundays and Holidays.
When authorized signs or curb markings have been de-
termined by the biirec't&i�- �rof Public Works to be necessary
and are in place giving notice thereof, no operator of any

vehicle shall stop, stand or park said vehicle adjacent to
any such legible curb marking or sign in violation thereof.
Section 6322. One Hour Parking.
When authorized- signs or- curb markings have been de-
termined by the 'Dire--0'_t6r, :_, of Public Works to be necessary
and are in place giving notice thereof, no operator of any
vehicle shall stop, stand or park said vehicle between the
hours of 9:00 a.m. and 6 :00 p.m. of any day except Sundays
and holidays ) for a period of time longer than one hour.
Section 6323 Two Hour Parking.
When authorized signs or curb mark'ings have been de-
termined by the .'.D.i.r, ecfo:�tof Public Works to be necessary
and are in place_giving notice thereof, no operator of any
vehicle shall stop, stand or park said vehicle between the
hours of 9 :00 a.m. and 6 :00 p.m. of any day except Sundays
and holidays) for a period of time longer than two hours.
Section 6324. Continuing Violations , Additional
Offenses.
Every person violating the provisions of Sections
6321, 6322 and, 6323 is guilty of a separate and further
violation for each period of time that the vehicle is left
so parked, equal to the maximum legal parking time for the
particular time zone or parking space as designated in said
sections setting the maximum legal time.
Section _6" , Same. Commercial Vehicles and Trailer
. Parking Prohi ite
No person shall park and leave standing, any truck, t-
, trailer, bus orany other commercial vehicle, or any vehicle
with a manufacturer' s rated capacity greater than three quar-
ter (3/4) ton, or any item of farm machinery or special pur-
pose machine, or any house trailer, for a period of time
longer than two (2) hours of any day upon any public street
or highway in the City, except while loading or unloading
property, or when such vehicle is parked in connection with,
and in aid of, the performance of a service to or on a prop-
erty in the block in which such vehicle is parked.
Section 7. That Article 633 of the Huntington Beach
Ordinanc6 Code is hereby amended, and as amended shall read
in words and figures , as follows :

ARTICLE 633
LOADING ZONES
Section 8. The following sections of Article 633
are hereby amended, and as amended, shall read in words
and figures as follows :
Section 6331. Authority to Establish Loading Zones.
(a ) The Virect-or of Public Works is hereby auth-
orized to mark loading zones and passenger loading zones ad-
jacent t6 the' entr_ance to any place of business oradjacent
to any hall or place used for the purpose of public assembly.
(b) In no event shall more than one-half of the
total curb lengthin any block be reserved for loading zone
purposes,
(c) Loading zones shall be indicated by yellow
paint upon the top of all curbs within such zones.
(d) Passenger loading zones shall be indicated by
white paint upon the top of all curbs in said zones.
Section 6332. Curb Markings to Indicate No Stopping
and Park rulatlons,
The ' Dire'ctor5 of Public Works is hereby authorized,
subject to the provisions and limitations of this ordinance,
to place, and when required herein shall place, the follow-
ing curb markings to indicate parking or standing regulations
and said curb markings shall have the meanings as herein
set forth.
(a ) Red shall mean no stopping,standing or parking
at -.any, time except as permitted by the Vehicle Code, and
except that a bus may stop in a red zone marked
or signed as a bus zone.
(b) Yellow shall mean no sto-oping,standing or park-
Ang at any time between,7.:00 p.m, and 6 :00 p.m,
of any day except Sunday-(s and holidays ) for
any purpose other than the loading or unloading
of passengers or materials provided that the
loading or unloading of passengers shall not
consume more than three (3) minutes nor the
loading or unloading of materials more than
twenty (20) minutes.

(c) White shall mean no stopping.standing or
parking for any purpose other than load-
Ing or unloading of passengers, or for the
purpose of depositing mail in an adjacent
mail box, which shall not exceed three (3)
minutes and such restrictions shall apply_
between 7:00 a-m, and 6:00 p.m.1 of any
day except- Sundays and holidays) and except
as follows :
(1) When such zone is in front of a hotel
or in front of a mailbox, the restrict-
ions shall apply at all times.
(2) 1�hen such zone is in front of a theater,,
the restrictions shall apply at all
times except when such theater Is closed.
(d) When the -,DiTect',or '1- of Public Worksas auth-
orized under this ordinance has caused curb
markings to be placed, no person shall stop,
stand or park a vehicle adjacent to any such
legible curb marking in violation-"of any of
the provisions of this section.
Section 6223. Effect of Permission to Load or Unload.
(a ) Permission herein gianted to stop- or stand a ve-
hicle for purposes of loading or unloading of -Materials
shall not extend beyond the time necessary therefor, and in
no event for more than twenty (20) minutes.
(b) Permission herein'.gra-nted to stop or park for
purposes of loading or unloading passengers shall include
the loading or unloading of personal baggage but shall not
extend beyond the time necessary therefor and in no event
for more than three (3) minutes.
(c) Within the total time limits above specified
the provisions of this section shall be enforced so as to
accommod6t6 necessary and reasonable loading or unloading
but without permitting abuse of the privileges hereby granted.
Section 6333.1 Standing for LoadinZ or Unloading Only.
No person shall stop, stand or park a vehicle in any
yellow loading zone for any purpose other than loading or
unloading passengers or material for such time as is permitted
in Section 6333.

Section 6333.2 Standing in Passenger Loading Zone.
No person shall stop, stand Or park a vehicle in any
passenger loading zone for any purpose other than the load-
ing or unloading of passengers for such time as is specified
in Section 6333.
Section 6333,3 Standing in any Alley.
No person shall stop, stand or park a vehicle for any
purpose other than the loading or unloading of persons or
materials in any alley.
Section LU4 Coach Zones to be Established.
The Director of Public Works is hereby authorized
to establish bus zones opposite curb space for the loading
and unloading of "buses or common carriers of passengers
and to determine the location thereof.
Section 6335. Morning Parking Restrictions. It is
unlawful for any operat—or-737 any motor truck to park the
same, except between the hours of 4 a.m. and 9 a.m. on Main
Street between Ocean Avenue and Olive Avenue, in this City,
and on Walnut Avenue between Third Street and Fifth Street
in this City, except at loading tones regularly designated
and marked.
Section 6326. LoadinZ Permits.

. ,i_ of Public Works may issue a special
-permit to an\,operator of a motor truck to park on said streets
for the purpose of loading and, unloading personal property
in cases of emergency or necessity, and for the loading and
unloading of building material and bulky articles , to and from
business houses located on said streets and property fronting
thereon. No loading zones shall be designated or markedon
Main Street between Ocean Avenue and Olive Avenue.

Section 91 That Article 634 of the Huntington Beach
Ordinance Code is her* eby amended, and as amended, shall read
in words and figures, as follows :
ARTICLE 634
PARKING REGULATIONS IN CITY PARKING LOTS
Section 10. That the following sections of Article
634 of the Huntington' Beach Ordinance Code are hereby amended,
and as amended, shall 'read in words and figures, as follows :
Section 6341. Re-glu- 1-ations for Parking in City Owned
ParkinE Lots.
The following regulations will apply to parking in
any of the city owned beach parking lots :
(a ) Parking allowed within designated spaces only.
(b) Parking lot hours*: 8 A.M. to 12:06 Midnight.
'(1) There will be *no overnight parking
(2) Any deviation from this will be by permiss-
ion of the City Administrator.
(c) No loitering or-obstructing the flow of traffic
will be allowed in the parking lot by any per-
son or persons.
(d) No vehicle shall obstruct any entrance in the
11 - parking lot.
(e) No house trailer or similar vehicle will be allow-
ed In the parking lot on Saturdays, Sundays or
holidays.
(f) Fees :
(1 ) 'Automobiles -50 per day
(2) Buses - 2.00 per day
3) Seasonal parking pass $10.00 per season

(g) Any vehicle leaving the parking lot and returning
will be required to Day on re-entering.
(h) Four parking permits per concession owner will be
allowed

(i ) The person or persons designated by the City to
be in charge of the parking lot is authorized to enforce the
above rules and regulations.
Section 6342. Penalty. Any person violating any
provision of this chapter sh=a , upon conviction thereof, be
guilty of a misdemeanor' and subject to a fine of not more
than '0500,00% or be imprisoned in the city or county jail
for a period not to exceed three (3) months or by both fine
and imprisonment.
Section 11, The City Clerk shall certify to the
passage and adoption of this ordinance and shall cause the
same to be published by one insertion in the Huntington Beach
News, a weekly newspaper printed, published and circulated
in the City of Huntington Beach, California and thirty (30 )
days after the adoption thereof, the same shall take effect
and be in force.
