HomeMy WebLinkAboutOrdinance #1250 ORDINANCE NO. 1250 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AMENDING SECTIONS 8411. 1 (d) AND 8311. 1 RELAT- ING TO REGULAR FEE SCHEDULES. The City Council of the City of Huntington Beach does ordain as follows : Section 1. That sections 8411. 1(d.) and 8311. 1 are hereby amended and as amended shall read in words and fig- ures as follows : S . 8411. 1 Amendments . The Western Plumbing Officials Uniform Plumbing Code, 1964 Edition is here- by amended. and changed in the following respects : (a) Administrative Authority. Wherever the words, "Administrative Authority are used, in the Western Plumbing Officials Uniform Plumbing Code, 1964 Edition, they shall be held. to mean, "Director of Building and Safety, " or his authorized representative . (b) Assistants . Wherever the word "Assistants" is used in this code, it shall be construed to mean the "Deputy Inspector. " c Department Having Jurisdiction. Unless otherwise ( ) p � provided by law, the office of the Administrative Authority shall be a part of the Building Department. (d Section 1. 12 of the "Uniform Plumbing Code, 1964 Edition ' is hereby amended to read in words and figures as follows : Schedule of Fees for Construction Under Uniform Plumbing Code . Every applicant for a permit to install, add to, alter, relocate or replace a plumbing or drainage system or, part thereof, shall state in writing on the application form pro- vided for that purpose, the character of work proposed. to be done and the amount and. kind. in connection therewith, to- gether with such information pertinent thereto as may be re- quired. i i 1 Ord. No. 1250 Such applicant shall pay for each permit issued at the time of issuance, a fee in accordance with the following schedule and at the rate provided for each classification shown therein. Fees listed below in this paragraph for residential construction include all plumbing installations when formula is applied to the square footage of area. Formula: One cent (10) per square foot for total dwelling and garage plus $1. 00 for each gas meter plus $2 . 00 for permit . This does not include work of any nature out- side the building structure. Fees shall be as stated in Table 3A, "Uniform Building Code, 1964 Edition, " as amended.. 2 Ord.. No. 1250 Plan check fee shall be paid on the basis of 1 of total plumbing permit feet . Any person who shall commence any plumbing work for which a permit is required by this cod.e without first having obtained a permit therefor shall, if subsequently permitted to obtain a permit, pay double the permit fee fixed by this section for such work, provided, however, that this provis- ion shall not apply to emergency work when it shall be proved to the satisfaction of the Administrative Authority that such work was urgently necessary and that it was not practical to obtain a permit therefor before the commence- ment of the work. In all such cases a permit must be ob- tained as soon as it is practical to do so, and if there be an unreasonable delay in obtaining such permit, a double fee as herein provided shall be charged. For the purpose of this section a sanitary plumbing outlet on or to which a plumbing fixture or appliance may be set or attached shall be construed to be a fixture . Fees for reconnection and retest of existing plumbing systems in relocated. buildings shall be based on the number of plumbing fixtures, gas systems, water heaters, etc . involved. When interceptor traps or house trailer site traps are installed at the time as a building sewer on any lot, no sewer permit shall be required for the connection of any such trap to an appropriate inlet fitting provided in the building sewer by the permittee constructing such sewer. When a permit has been obtained to connect an existing building or existing work to the public sewer or to connect to a new private disposal facility, backfilling of private sewage disposal facilities abandoned consequent to such con- nection is included in the building sewer permit. (1219) 5 . 8311.1 Amendments Made in the Western Plumbing Officials Uniform Heating and Comfort Cooling Code, 1964 Edition. The Western Plumbing Officials Uniform Heating and Comfort Cooling Code, 1964 Edition, is hereby amended. and changed. in the following respects : (a) Wherever the words "Board of Supervisors" are used in the Western Plumbing Officials Uniform Heating and Com- fort Cooling Code, 1964 Edition, they shall be held, to mean, "The City Council. " (b) Wherever the words, "County of Orange" are used in the Western Plumbing Officials Uniform Heating and Comfort Cooling Code, 1964 Edition, they shall be held to mean, "City of .Huntington Beach. " 3 Ord. No. 1250 (c) Wherever the words, "Administrative Authority" are used in the Western Plumbing Officials Uniform Heating and Comfort Cooling Code, 1964 Edition, they shall be held to mean, "Director of Building and Safety. " (d) Wherever the word, "Assistant" is used in the Western Plumbing Officials Uniform Heating and Comfort Cooling Code, 1964 Edition, they shall be held to mean "Assistants to the Director of Building and Safety. " (e) ' Section 1.11 of the "Uniform Heating and Comfort Cooling Code, 1964 Edition" is hereby amended to read in words and figures as follows : NEW CONSTRUCTION. RESIDENTIAL--SINGLE OR MULTI FAMILY. Every applicant for a permit to install, add to, alter; relocate or replace a heating system, appliances, comfort cooling system, or part thereof, shall state in writing on the application form provided for that purpose, the char- acter of work proposed to be done and the amount and kind in connection therewith, together with such information pert- inent thereto as may be required. Such applicant shall pay for each permit issued and at the time of issuance, a fee in accordance with the following schedule, and at the rate provided for each classification shown therein. Fees for new construction, residential--Single or Multi-Family including all heating and comfort cooling in- stallations shall be determined by applying the following formula to the square footage of the area. Formula: One half cent ('0) per square foot plus $2 .00 for each permit . REGULAR FEE SCHEDULE 1. Fees shall be stated in Table 3A "Uniform Building Code, 1964 Edition" as amended and a Plan Check fee shall be paid on the basis of � of total heating and comfort cooling permit fee . 5 Ord.. No .1250 Any person who shall commence any warm air heating or comfort cooling work for which a permit is required by this Code without first having obtained a permit thereof shall, if subsequently permitted to obtain a permit, pay double the permit fee fixed by this section for such work, with an add- itional charge of $10 .00 . Provided, however, that this pro- vision shall not apply to emergency work when it shall be proved to the satisfaction of the Administrative Authority that such work was urgently necessary and that it was not practical to obtain a permit therefor before the 'commence- ment of the work. In all such cases, a permit must be ob- tained as soon as it is practical to do so, and if there be an unreasonable delay in obtaining such permit, shall pay a double fee as herein provided with an additional charge of $10 .00. (1218) Section 2. The City Clerk shall certify to the passage and adoption of this ordinance and shall cause the same to be published by one insertion in the Huntington Beach News, a weekly newspaper printed, published and circulated in the City of Huntington Beach, California, and thirty days there- after the same shall take effect and be in force .
