HomeMy WebLinkAboutOrdinance #1268 ORDINANCE NO. 1268 AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH ORDINANCE CODE BY AMENDING ARTICLE 137 AND SECTIONS THEREOF, RELATING TO THE ESTABLISHMENT OF A FINANCE DEPARTMENT AS SET FORTH IN SECTION 706 OF THE HUNTINGTON BEACH CITY CHARTER ADOPTED FEBRUARY 10, 1966 WHEREAS, Section 706 of the Charter of the City of Huntington Beach, which became effective on February 10, 1966, requires the establishment of a Finance Department to provide for the most efficient method of collecting, re- ceipting and paying City funds; and NOW, THEREFORE, the City Council of the City of Huntington Beach does ordain as follows : Section 1. That Article 137 and sections there- of are hereby amended, and as amended, shall read in words and figures 'as follows : ARTICLE 137 FINANCE DEPARTMENT S . 1371 . Finance Department Established. In accordance with Section 706 of the Charter of the City of Huntington Beach, the Finance Department is hereby established. S . 1372 . Director of Finance - Functions and Duties . Under the direction of the City Administrator, the Director of Finance shall perform the following functions and duties : S . 1372 . 1 Have charge of the administration of the financial affairs of the City and shall be head of the Finance Department. S . 1372 .2 Direct and supervise the personnel in the Finance Department . ,S . 1372. 3 Establish and maintain a system of financial pro- cedures, accounts and controls for the City government and each of its offices, officers, de- partments and agencies . - 1 - Ord.No.1268 5.1372.4 Supervise and be responsible for the disbursement of all monies and have control of all expenditures to insure that budget appropriations are not ex- ceeded; after proper audit and approval as prescrib- ed by the City Charter, prepare all checks or war- rants in payment of claims , demands or charges against the City; said checks and warrants shall be signed by the City Treasurer; insure that all blank and unwritten checks and warrants be safely kept in his custody. 5.1372.5 Supervise and be responsible for the collection of all monies paid into or received by the City from whatever source; insure that all such monies be received and receipted for by the Collection Divis- ion of the Finance Department; insure that all monies so collected and received shall be deposit- ed with the City Treasurer no later than the first working day following said receipt; be responsible for the promulgation, installation and control of methods and system of internal control as regards collection and receipt of monies by department or agencies of the City which do not lend themselves to centralized cashiering; establish and create a system of centralized cashiering for the City. S•1372.6 Supervise and be responsible for all billing and collection of accounts receivable,- including water billings ; for billing and collection for amounts due from other governmental units; for billing and collection of all amounts due on contracts, leases or other agreements entered into by the City. 5.1372.7 Supervise and be responsible for the billing and collection of business license fees and permits. 5.1372.8 Be the City Auditor. 5.1372.9 Submit required reports periodically to the City Council as prescribed by City Charter, by State law, or by sound financial practice. 5. 1372.10 Perform such other duties as may be required. 5.1372.11 Investment of all City funds shall be jointly de- termined by the City Administrator, City Treasurer and Director of Finance. S-137D. Director of Finance. Minimum Qualifications. Graduation from a college or university with spec- ialization in accounting and six years of increasingly re- sponsible financial experience, including at least four years in a public agency. Knowledge of modern principles and practices of municipal finance administration; knowledge of - 2 - 1268 governmental accounting principles and practices, including public utility accounting; knowledge of budget planning and administration; knowledge of investments; ability to select, supervise, train and organize the personnel of a diversified finance department; ability to gain the cooperation of other department heads, subordinates and the public . S . 1374. Director of Finance . Bond. Before assuming the duties of his office the Direc- tor of Finance shall execute and deliver to the City Clerk a bond, approved by the City Attorney, and conditioned for the faithful performance of the duties of said office in the amount of no less than $100,000.00. The City shall bear the cost of said bond. Section 2 . The City Clerk shall certify to the passage and adoption of this ordinance and shall cause the same to be published by one insertion in the Huntington Beach News, a weekly newspaper printed, published and circulated in the City of Huntington Beach, California and thirty (30) days thereafter the same shall take effect and. be in force .
