HomeMy WebLinkAboutOrdinance #1391 FIRST READING GkY ORDINANCE No. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH PROPOSING AMENDMENTS TO THE CHARTER OF THE CITY OF HUNTINGTON BEACH AND PROVIDING FOR THE SUBMISSION OF THE SAME TO THE QUALIFIED ELECTORS THEREOF FOR ADOPT- ION AND RATIFICATION AT THE GENERAL MUNICIPAL MUNICIPAL ELECTION TO BE HELD ON THE 9th DAY OF APRIL, 1968. The City Council of the City of Huntington Beach does or- dain as follows: Section 1. The following amendments to the Charter of the City of Huntington Beach hereby are proposed to be submitted to the qualified electors of the City of Huntington Beach for ratification and adoption at the General Municipal Election to be held in said City on April 99 1968, and said proposed amendments shall be submitt- ed as separate propositions and said proposed amendments and proposit- ions are hereby enumerated as follows: PROPOSED CHARTER AMENDMENT No.l. Sections 500, 501, 502 and 503 of the Charter of the City of Huntington Beach are hereby amended by deleting from each such sect- ion any reference to the City Attorney; Section 703 of said Charter Is amended by deleting from such section any reference to the words "elected" or "election", and by adding thereto Section 703.1 to read: 703.1. The City Attorney shall be appointed and may be removed as elsewhere in this charter provided. At the time this section takes effect, the office of City Attor- ney shall become vacant and shall remain vacant until the appoint- ment of a City Attorney as herein provided. Ordinance No. fied electors of the City shall be as follows : "Shall proposed Charter Amentment No.l amending Sections 500, 5019 502, and 503 and 703 of the Chart- er of the City of Huntington Beach and adding Section 703.1 to Section 703 of said charter to change the City Attorney from an elective to an appointive offi- cer, the appointment and removal to be made by the City Administrator subject to approval by the City Council, be adopted?" PROPOSED CHARTER MENDMENT No.2. Sections 5009 :5012 502 and 503 of the Charter of the City Of Huntington Beach are hereby amended by deleting from each such section any reference to the City Treasurer; Section 705 of said charter is hereby amended by adding thereto Section 705.1 to read: "705.1. The City Treasurer shall be appointed and may be removed as elsewhere in this Charter provided. At the time this section takes effect, the office of City Treasurer shall become vacant, and shall remain vacant until the appointment of a City Treasurer as herein provided. The form of the proposition to be printed upon the ballot for the submission of proposed Charter Amendment No. 2 to the qualified electors of the City shall be as follows: "Shall proposed Charter Amendment No. 2 amending sections 5009 5019 502 and 503 of the Charter of the City of Huntington Beach and adding Section 705.1 to Section 705 of said charter to change the City Treasurer from an elective to an appointive officer, the appointment and removal to be made by the City Administrator subject to the approval by the City Council, be adopted?" PROPOSED CHARTER AMENDMENT No. 3. Sections 500, 501, 502 and 503 of the Charter of the City Of Huntington Beach are hereby amended by deleting from each such section any reference to the City Clerk; Section 704 of said charter is amended by adding Section 704.1 thereto to read: 2. Ord. No. "704.1. The City Clerk shall be appointed and may be removed as elsewhere in this Charter provided. At the time this section takes effect, the office of the City Clerk shall become vacant and shall remain vacant until the appointment of a City Clerk as herein provided.,, The form of the proposition to be printed upon the ballot for the submission of proposed Charter Amendment No-3 to the qualified electors of the City shall be as follows : "Shall proposed Charter Amentment No. 3 amending sections 5009 501, 502 and 503 of the Charter of the City of Huntington Beach and adding Section 704.1 to Section 704 of said Charter to change the City Clerk from an elective to an appointive officer, the appointment and removal to be made by the City Administrator subject to approval by the City Council, be adopted?" Section 2. The City Clerk, not less than forty days and not more than sixty days before the 9th of April, 1968, shall cause this ordinance to be published once in the official news- paper of the City of Huntington Beach, to-wit: The Huntington Beach News, a newspaper of general circulation within the City Of Huntington Beach and in each edition thereof during the day of publication and shall cause copies of this ordinance to be printed in convenient pamphlet form and in type of not less than ten point and shall cause copies thereof to be mailed to each of the qualified electors of the City of Huntington Beach and shall, until the day fixed for the election upon such proposed amendments, advertise in the Huntington Beach News, a newspaper of general circulation in the City of Huntington Beach, a notice that copies of such proposed amendments may be had upon applica- tion therefor. 3• Ordinance No. Section 34 This ordinance shall take effect upon its adoption. Section 4. The Mayor shall sign and the City Clerk shall attest to the passage of this ordinance.
