HomeMy WebLinkAboutOrdinance #1409 ORDINANCE NO. 1409 AN ORDINANCE OF THE CITY OV HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH ORDINANCE CODE BY REPEALING CHAPTER 84 THEREOF AND ADOPTING A NEW CHAPTER 84 TO PROVIDE FOR THE ADOPTION BY REFERENCE OF THE UNIFORM PLUMBING CODE, 1967 EDITION, AND AMENDMENTS THERETO The City Council of the City of Huntington Beach does orda,in a,s follows : SECTION 1. Cha,pter 84 of the Huntington Beach Ordinance Code is hereby repealed. SECTION 2. The Huntington Beach Ordinance Code is hereby amended by adding thereto a, new Chapter 84 titled, "Uniform Plumbing Code, " being Sections 8411 through 8415 to read a,s follows: CHAPTER 84 UNIFORM PLUMBING CODE ARTICLE 841 8411. ADOPTION OF THE UNIFORM PLUMBING CODE, 1967 EDITION. The City of Huntington Beach does hereby a,dopt a,nd incorporate that certain code known a,s the Uniform Plumbing Code, compiled by the Interna,tiona,l Association of Plumbing and Mecha,nica,l Off icia,ls, being pa.rticula,rly the 1967 edition thereof, and the whole thereof including the a,ppendices thereto, save and except such portions a,s a,re hereinafter deleted, modified or amended; 1. 10rd 1409 of which code and amendments, not less than three copies have been and now a,re filed in the office of the Clerk of the City of Huntington Beach. Such code and amendments a,re hereby adopted and incorporated a,s fully as though set out a,t length herein for the purpose of prescribing regulations governing insta,lla,tion and maintenance of plumbing and drainage systems, and the qua,li- fica,tions and registration of persons engaged in the plumbing business . From the date on which this chapter takes effect, the provisions of said code, together with amendments thereto, shall be controlling within the limits of the City of Huntington Beach, California. 8412. DEFINITIONS . As used in this chapter, the fol- lowing words and phrases, unless otherwise indicated from the context, shall have the following meanings . 8412. 1. ADMINISTRATIVE AUTHORITY shall mean the Director of Building and Safety or his authorized representative . 8412.2. ASSISTANTS shall mean the deputy inspector. 8412.3 . DEPARTMENT HAVING JURISDICTION shall mean, unless otherwise provided by la,w, the Department of Building and Safety. 8413 . AMENDMENTS. The Uniform Plumbing Code, 1967 edition, is hereby amended and changed in the following respects . 8413 . 1. FEES . Section 1. 12 is hereby amended by adding thereto the following pa,ra,gra,phs : 1. 12. Applicant shall pay for each permit, a,t the time of issuance, one cent (10) per square foot of total dwelling and 2. Cft& 1409 garage area, plus the applicable fees in the following schedule, and at the rate provided for each classification shown therein: SCHEDULE OF FEES For issuing each permit $ 2.00 In addition For each plumbing fixture or trap or set of fixtures on one trap (including water, drainage piping and ba,ckflow protection therefor) 1. 50 For each building sewer and each trailer park sewer 5.00 Rainwater systems - per drain 2.00 For each cesspool 5.00 For each private sewage disposal system 10.00 For each water heater and/or vent 1. 50 For each ga,s piping system of one (1) to five (5) outlets 1.50 For each gas piping system of six (6) or more, per outlet .30 For each industrial waste pretreatment interceptor, including its trap and, vent, excepting kitchen grease interceptors functioning as fixture traps 1.00 For installation, alteration or repair of water piping and/or water-treating equipment 1. 50 For repair or alteration of drainage or vent piping 1.50 For each lawn sprinkler system on any one meter in- cluding ba,ckflow protection devices therefor 2.00 For vacuum breakers or backflow protective devices on tanks, vats, etc . or for installation on unpro- tected plumbing fixtures including necessary water piping - one (1) to five (5) 2.00 Over five (5) , each .30 Gas meter ((for each separately metered unit) 1.00 Fees listed herein for residential construction include all plumbing installations inside the structure. The fee for any plumbing installation for which a, permit is required but for which no fees are specified herein shall be based on the value of the proposed work and shall be as provided in Table 3A, Uni- form Building Code, 1967 edition, as amended. The plan-checking fee shall be equal to one-fourth of the total plumbing permit fee and shall be paid to the Administra,- 3• Ord 1409 tive Authority at the time of submitting plans and specifica- tions for checking. REFUND OF FEES. When construction authorized by a permit is not begun and no inspections have been made, the Director of Building and Safety shall, upon written request from the permittee, make refund of fees subject to the following limita,- tions: No refund of fees shall be made of the basic permit fee cost of $2. No refund of fees or any part thereof shall be made unless application for refund shall be made within one hundred twenty (120) days from date of issuance of such permit. 8413.2. PIPING. Section 316, subsections (a) and (b) , is hereby amended as follows: (a) VERTICAL PIPING. (2) Cast Iron Soil Pipe. Cast iron soil pipe shall be supported at every story height at least and at its base. (b) HORIZONTAL PIPING. (2) Cast Iron Soil Pipe. Where joints occur, suspended cast iron soil pipe shall be supported at a maximum of five (5) foot intervals; except that pipe exceeding five (5) feet in length ma,y be supported at a, maximum of ten (10) foot intervals . Supports shall be adequate to maintain alignment and prevent sa,g- Bing and shall be placed within eighteen (18) inches of the hub or joint. Hubless or compression gasket joints must be supported at each branch connection and at every other joint except that support shall be provided at each joint when the length between 4. Ord 1409 such branch connections and every other joint exceeds four (4) feet, and such supports shall be placed on or immediately adjacent to the coupling. Suspended pipes shall be braced so as to prevent horizontal movement. (3) Screwed Pipe . Screwed pipe (I.P.S. ) except as provided in Section 1213(f) of this code shall be supported at approximately ten (10) foot intervals . 8413.2. PIPING. Section 316, subsections (a) and (b) , is hereby amended by adding the following thereto: (a) VERTICAL PIPING. (6) Hubless or Compression Gasket Joints. Hubless or compression gasket joints shall be supported at every story height at least, at their base and at sufficiently close intervals to keep the system in alignment and to support the weight of the pipe and its contents adequately. (7) Plastic Pipe . Plastic pipe shall be installed and maintained in straight alignment . (b) HORIZONTAL PIPING. (7) Plastic Pipe. Plastic pipe shall be supported at not more than four (4) foot intervals. 8413 .3. CLEANOUTS . Section 406, subsections (a) , (b) and (i) , is hereby amended to read as follows: (a) Each horizontal drainage pipe over five (5) feet in length shall be provided with a, cleanout at its upper terminal. Except that cleanouts may be omitted on each horizontal drainage pipe installed on a, slope of seventy-two (72) degrees or less from 5 • 1409 the vertical (angle of one-fifth bend) , and each such run of piping which is more than one hundred (100) feet in total developed length shall be provided with a, cleanout for each one hundred (100) feet or fraction thereof; provided, however, that with the exception of the building drain and its horizontal branches, a cleanout shall not be required on any pipe or piping which is above the first floor of the building. All horizontal drain lines from sinks and urinals shall be served by a, cleanout regard- less of distance. An approved type of two-wa,y cleanout fitting in- stalled outside a, building a,t the lower end of a, building drain and extended to grade may be substituted for an upper drain cleanout. (b) An additional cleanout shall be provided in a horizon- tal line for each a,ggrega,te change of direction exceeding 135 degrees. (i) Cleanouts shall be provided for pressure drainage systems a,s classified under Section 409(g) 8413.4. SIZE OF VENTS. Table 4-3 and Section 504, sub- section (b) , a,re amended to read as follows: Table 4-3. NOTE: the diameter of an individua,l vent shall be not less than one and one-fourth (11) inches nor less than one- half (2) the diameter of the drain to which it is connected. Fixture unit load values for drainage and vent piping shall be computed from Tables 4-1 and 4-2. (b) A vent may exceed one-third (1/3) of the maximum hori- 6. 1409 zontal length as limited by Table 4-3 provided the vent is in- creased one pipe size for its entire length. 8413.5. VENT PIPE GRADES AND CONNECTIONS. Section 505, subsection (c) , is hereby amended to read a,s follows: (c) Unless prohibited by structural conditions, each vent shall rise vertically to a, point not less than six (6) inches above the extreme overflow level of the fixture served before off- settinghorizontally, and whenever two or more vent pipes converge, y� p P g each such vent pipe shall rise to a, point a,t least six (6) inches in height above the top of the plumbing fixture it serves before being connected to any other vent . When horizontal vents are less than six (6) inches above the overflow level of the fixture, the horizontal portion shall be installed with approved drainage materials . 8413.6. CHEMICAL WASTES. Section 612, subsection (b) , is hereby amended to rea,d a,s follows : (b) Each waste pipe receiving or intended to receive the discharge of any fixture in which acid or corrosive chemical is placed, and each ventilating pipe connected thereto, shall be constructed of chemical resistant glass, extra heavy cast iron pipe, high silicon iron pipe, lead pipe not less than one-eighth (1/8) inch wall thickness, an approved type of ceramic glazed or unglazed vitrified clay or other approved corrosion-resistant materials. 8413 .7. TRAPS PROTECTED BY VENT PIPES . Section 702, sub- section (d) , is hereby amended to read as follows : 7• Ord 1409 (d) The vent pipe opening from a, soil or waste pipe, except for water closets and similar fixtures, shall not be below the weir of the trap. The developed length between the trap of a water closet* or similar fixture and its vent shall not exceed six (6) feet. *Measure from top of floor flange to inner edge of vent . 8413.8. WATER PRESSURE, PRESSURE REGULATORS AND PRESSURE RELIEF VALVES . Section 1007, subsection (g) , is hereby amended to read as follows : (g) Nothing herein contained shall be deemed to preclude the use of an approved temperature control device in addition to the required relief valve, or to prevent the installation of an approved combination temperature and pressure relief valve. Each such temperature control device or combination temperature and pressure relief valve shall be installed at an approved location and shall be set to operate at two hundred ten (210) degrees Fahrenheit or less and shall be so sized and designed as to pre- vent any further rise in temperature . Each such combination temperature and pressure relief valve shall be provided with a, drain as required in subsection (e) of this section. 8413.9. PERCOLATION TESTS . Section 1114, subsection (a) , is hereby amended to read as follows: (a) Wherever practicable, disposal field and seepage pit sizes shall be computed from Table 11-4. All percolation tests are based on a, twenty-four (24) hour period. 8413. 10. GAS METER LOCATIONS . Section 1211, subsections 8. 6-rd 1409 (a) and (f) , is hereby amended to read as follows : (a) All gas meter locations shall be approved by the Ad- ministrative Authority and the ga,s utility company. (f) All ga,s piping shall be adequately supported by metal straps or hooks at intervals not to exceed those shown in Table 12-4. Gas piping installed below grade shall be effectively sup- ported at all points on undisturbed or well-compacted soil. Material used for ba,ckfill around the pipe, shall be free of rocks, building materials, hot ashes and trash. Section 1219, subsec- tions (b) (6) and (d) , is hereby amended to read as follows : (b) (6) Proceed in a, similar manner for each outlet and each section of pipe . For each section of pipe determine the total ga,s demand supplied by that section. Where ga,s piping sections serve both heating and cooling equipment and the installation pre- vents both units from operating simultaneously, only the larger of the two demand loads need be used in sizing these sections. (d) Where ga,s of a, different specific gravity is to be d- livered, or where the pressure may be higher than fourteen (14) inches or lower than seven (7) inches of water column, or when 9• prd 1409 diversity demand factors are used, the design, pipe sizing, ma- terials, location and use of such systems shall first be approved by the Administrative Authority and the ga,s utility company sup- plying the ga,s. 8413 . 12. MEDIUM PRESSURE GAS PIPING SYSTEMS . Appendix F, pa,ra,graph F-4, is hereby amended by adding the following thereto: EXCEPTION: Pounds to inches water column regulators installed at the appliance location and equipped with limiting orifices ca,pa,ble of releasing not more than five (5) cubic feet of gas when supplied with five (5) psi of pressure, need not be vented to an outside location when such appliance regulators have been approved by the Administrative Authority and the gas utility com- pany. These appliance regulators when installed at each appliance location shall: (a) Be connected to the same piping material used to pipe the structure . A listed ga,s connector may be used to a,tta.ch the low pressure piping downstream of the regulator to the ap- pliance manifold. (b) Have an approved ga,s valve in the supply line up- stream of the pounds to inches water column regulator. (c) Be accessible . (d) Have the upstream pressure identified. Such identi- fication shall be a metal tag permanently attached to the regulator and state: WARNING: 2 to 5 pounds natural ga,s pressure. DO NOT REMOVE. (e) Be installed in a, location that communicates with 10. Ord 1409 a, ventilated area. 8414. PENALTY. It shall be unlawful for any person to in- stall, enlarge, alter, reconstruct, equip, repair, use or main- tain any plumbing or drainage system in the city or cause same to be done contrary to or in violation of any of the provisions of this chapter. Any person, firm or corporation violating any of the provisions of this chapter shall be deemed guilty of a, misdemeanor and upon conviction thereof shall be punishable by a fine of not more than Six Hundred Dollars or by imprison- ment in the county jail for a, period of not more than one year, or by both such fine and imprisonment. Each such person, firm or corporation shall be deemed guilty of a separate offense for each d.a,y or portion thereof during which any violation of any of the provisions of this ordinance is committed, continued or per- mitted by such persons, firm or corporation and shall be punishable therefor as herein provided. 8415. SEVERABILITY. If any section, subsection, sentence, clause or phrase of this chapter is for any reason held to be unconstitutional or void, such decision shall not affect the va,- lidity of the remaining portions of this chapter. The City Coun- cil hereby declares that it would have adopted and passed this chapter and each section, subsection, sentence, clause or phrase thereof irrespective of the fact that any or more sections, sen- tences, clauses or phrases be declared unconstitutional or void. SECTION 3 . The provisions of these sections insofar as they are substantially the same as existing provisions of the Huntington 11 . Ord 1409 Beach Ordinance Code relating to the same subject matter shall be construed as restatements and continuations, and not as new enactments . SECTION 4. This ordinance shall take effect thirty days from its adoption. The City Clerk shall certify to the passage of this ordinance and cause same to be published within fifteen days of its adoption in the Huntington Beach News, a, newspaper of general circulation, printed and published in Huntington Beach, California.
