AN ORDINANCE OF THE CITY OF HUNTINGTON
BEACH AMENDING CHAPTER 659 ARTICLES 650,
651, 652 and 654 RELATING TO PARKING
METER ZONES AND METER ENFORCEMENT AND
AMENDING CHAPTER 63, ARTICLE 633, SECTION
6332 (c) RELATING TO LOADING ZONES
The City Council of the City of Huntington Beach does hereby
ordain as follows:
SECTION 1. Sections 6511, 6512, 6512.1, 6512.2 and 6512.3,
Article 651, Chapter 65 of the Huntington Beach Ordinance Code
and Sections 6525 and 6526.4, Article 652, Chapter 65 of the
Huntington Beach Ordinance Code are hereby repealed.
SECTION 2. Sections 6500, 6500.1, 6500.6 of Article 650,
Chapter 65, of the Huntington Beach Ordinance Code are hereby
amended to read as follows:
6500. DEFINITIONS. For the purpose of this chapter,
certain words and phrases are defined and certain provisions shall
be construed as herein set forth, unless the provisions of the
context otherwise require.
6500.1. PARKING METER ZONES. Means those certain areas
within the city within which the parking of vehicles upon streets
or city-owned or leased land shall be controlled, regulated and
inspected with the aid of timing devices and meters, herein
referred to as "parking meters" or "meters". (496, 609. )
6500.6 DIRECTOR. Means the Director of Harbors, Beaches
and Development of the "City of Huntington Beach.
SECTION 3. Article 651 of Chapter 65 of the Huntington
Beach Ordinance Code is hereby amended by adding thereto, Sections
6510 6511 and 6512 to read as follows:
6510. ESTABLISHMENT OF PARKING METER ZONES. Parking meter
zones may be established and determin5dy resolution of the city
council and parking of vehicles within any such zone shall be as
provided in this chapter.

6511. COUNCIL TO PRESCRIBE METER OPERATION. The parking
time allowed following deposit of suc coins as provided in this
Chapter, the hours during which such deposits are required, and
the directions which shall appear on the parking meters, shall be
such as may be prescribed by the Council, by resolution. (496,592)
6512. VARIED PARKING METER TIMES. When the City Council
designates the parking times a owe o lowing deposit of such
coins as provided in this chapter and more than one (1) parking
time is so designated, the Director may place the meters in such
locations within the zone as he shall deem proper and consistent
with the intention of the City Council.
SECTION 4. Sections 6521, 6522, 6522.1 and 6523 of Article
652, Chapter 65, is hereby amended to read as follows:
6521. INSTALLATION OF PARKING METERS. The Director, when
directed by the council, shall cause to a installed upon such
streets or portions thereof or city owned or leased land within
the parking meter zones, adjacent to each designated parking
space, such parking meters as shall have ben approved by the
council (496, 582, 609)
6522. SIGNS FOR METERS. It is the duty of the Department
of Public Works to maintain signs in the various areas within the
parking meter zones, indicating the type of meter there installed
and the days and hours during which the parking meters are in
operation.
6522.1. LOCATION OF SIGNS. Such signs may either be on
separate posts, painted on the curbs, or fastened to the parking
meters, in the discretion of the Department of Public Works . (496)
6523. SPACES FOR PARKING. The Department of Public Works
shall have lines or markings painted upon the curbs, streets or
area adjacent to each parking meter, desi nating the parking space
for which said meter is to be used. (6095
SECTION 5. Sections 6541.3 and 6542 of Article 654, Chapter
65 of the Huntington Beach Ordinance Code are hereby amended to
read as sollows:
6541.3. PAYMENT. The owner or operator may, within
twenty-four (24) ours after the time when such notice was attached
to such vehicle pay to the judge of a court of competent juris-
diction, or his duly authorized deputy, in full satisfaction for
such violation, the sum of two dollars ($2.00) in a business
parking meter zone, the sum of five dollars ($5.00) in a residential
parking meter zone, the sum of ten dollars ($10.00) in a recreation
parking meter zone.

6542. VIOLATION: MAXIMUM PENALTY. Any person violating
any provision of this chapter or any resolution adopted pursuant
to this chapter, shall be deemed guilty of a, misdemeanor, and upon
conviction thereof, shall be punished by a, fine not exceeding five
hundred dollars ($500.00) , or by imprisonment in the county jail
of the County of Orange, for a period not exceeding six (6) months,
or by both fine and imprisonment .
SECTION 6 . Section 6332 (c) of Article 633, Chapter 63 of
the Huntington Beach Ordinance Code is hereby amended to read. as
follows :
6332 (c) . White shall mean no stopping, standing or park-
ing for any purpose other than loading or unloading of passengers,
or for the purpose of depositing mail in an adjacent mail box,
which shall not exceed three (3) minutes and such restrictions shall
apply between 6: 00 A.M. and. 6:00 P.M. of any day including Saturdays,
Sundays and Holidays, and except as follows :
(1) When such zone is in front of a hotel or in front
of a, mailbox, the restrictions shall apply at all times .
(2) When such zone is in front of a theater or church,
the restrictions shall apply at all times except when such theater
or church is closed .
SECTION 7. SEVERABILITY. If any section, subsection,
subdivision, paragraph, sentence, clause or phrase of this chapter
or any part thereof is for any reason held to be unconstitutional,
such decision shall not affect the validity of the remaining por-
tions of this chapter or any part thereof. The City Council hereby
declares that it would have passed. each section, subsection, sub-
division, paragraph, sentence, clause or phrase thereof irrespective
of the fact that any one or more sections, subsections, subdivisions
paragraphs, sentences, clauses or phrases be declared unconstitution-
al.
SECTION 8 . The provisions of these sections insofar as
they are substantially the same as existing provisions of the

Huntington Beach Ordinance Code relating to the same subject
shall be construed as restatements and. continuations and not as
new enactments .
SECTION 9. This ordinance shall take effect thirty days
after its adoption. The City Clerk shall certify to the passage
of this ordinance and cause same to be published within fifteen
days after adoption in the Huntington Beach News, a weekly news-
paper of general circulation, printed. and. published. in Huntington
Beach, California.
SECTION 10. Upon the effective date of this ordinance,
Ordinance No . 1491 is hereby repealed .
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a, regular meeting thereof held on the 7th day
of April, 1969.
