HomeMy WebLinkAboutOrdinance #1500 ORDINANCE NO . 1500 AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH ORDINANCE CODE BY REPEALING SECTION 6541. 3, AND AMENDING SECTION 6532 RELATING TO OVERTIME PARKING IN PARKING METER ZONES The City Council of the City of Huntington Beach does ordain as follows : SECTION 1. Section 6541. 3 of the Huntington Beach Ordi- 'e'nance Code is hereby repealed. SECTION 2. Section 6532 of the Huntington Beach Ordinance Code is hereby amended to read as follows : 6532 . OVERTIME PARKING. A. Business Zones . No person, except as otherwise provided in this chapter, shall cause, permit, allow or suffer any vehicle registered to or parked or operated by him to be or remain parked in any parking space in a parking meter zone, designated by resolution of the City Council as a business zone, during any time when the parking meter adjacent to such parking space -indicates that no portion remains of the period of time for which a coin or coins have been deposited or beyond the time parking in such place is otherwise permitted or limited. B. Residential Zones . No person, except as otherwise pro- vided in this chapter, shall cause, permit, allow or suffer any vehicle registered to or parked or operated by him to be or remain parked in any parking space in a parking meter zone, desig- nated by resolution of the City Council as a residential zone, during any time when the parking meter adjacent to such parking space indicates that no portion remains of the period of time for which a coin or coins have been deposited or beyond the time parking in such place is otherwise permitted or limited. C . Recreational Zones . No person, except as otherwise provided in this chapter, shall cause, permit, allow or suffer any vehicle registered to or parked or operated by him to be or remain parked in any parking space in a parking meter zone, desig- nated by resolution of the City Council as a recreational zone, during any time when the parking meter adjacent to such parking space indicates that no portion remains of the period of time for 1 . which a coin or coins have been deposited or beyond the time parking in such place is otherwise permitted or limited. SECTION 3. The provisions of this section insofar as they are substantially the same as existing provisions of the Hunt- ington Beach Ordinance Code relating to the same subject shall be construed as restatements and continuations, and not as new enactments . SECTION 4 . The City Council of the City of Huntington Beach hereby declares that this ordinance is an urgency measure neces- sary for preserving the public peace, health and safety and shall take effect and be in force upon its adoption. The reasons for the urgency of this ordinance are as follows : large numbers of temporary visitors will be entering the City of Huntington Beach during the summer months . Most of these visitors arrive by means of private vehicles and utilize public parking meters . In order to prevent flagrant violations of the existing overtime parking restrictions and to guarantee adequate traffic control and circulation, the City Council, by resolution effective immediately, is placing parking meters into three enforcement areas according to their common use . Due to the fact that the present bail schedule is less than the legal charges for parking in such zones , a recommendation has been made to adjust the bail schedule to correspond with each enforcement area. Such recom- mendation is : $2 - Business Zone; $5 - Residential Zone; and $10 - Recreational Zone . Separate prohibitions for each enforce- ment area are essential for proper law enforcement . SECTION 5. The City Clerk shall certify to the passage and adoption of this ordinance, and cause same to be published within fifteen days in the Huntington Beach News , a weekly newspaper of general circulation, printed and published in Huntington Beach, California. PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular, adjourned meeting thereof held on the 26th day of May, 1969 . 2 .
