AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH
AMENDING THE HUNTINGTON BEACH ORDINANCE CODE
BY ADDING TO CHAPTER 94 THEREOF A NEW ARTICLE
948 ENTITLED, "SERVICE STATION STANDARDS"
The City Council of the City of Huntington Beach does
ordain as follows :
SECTION 1. The Huntington Beach Ordinance Code is hereby
amended by adding to Chapter 94 thereof Article 948 , entitled,
"Service Station Standards" to read as follows :
ARTICLE 948
SERVICE STATION STANDARDS
(Special Commercial Developments )
9480 . INTENT AND PURPOSE. It is recognized that serv-
ice stations warrant special consideration because of their de-
sign and operation which is unique , such as , total dependence
on vehicular traffic , unenclosed nature of the activity , dis-
tinctive physical appearance , and long hours of operation . There-
fore , the following standards are to serve as guidelines for
approval, conditional approval , or denial of applications for
service stations . These standards are intended to encourage
better land-planning techniques with max �fnum use of aestheti-
cally-pleasing architecture, landscaping, site layout and de-
sign. The compliance with these standards and any condition
of approval shall be in addition to compliance with the regu-
lations of the district in which the service station is to be
located.
9481 . DEFINITION. Automobile service station shall mean
a retail business selling motor fuels and supplying goods and
services , as defined in Article 970 , generally required in the
operation and maintenance of motor vehicles .
Nothing in this article shall permit the following to
be conducted at any service station: major repairs , as
defined in Article 970 , or the sale or rental of new or
used motor vehicles requiring licensing for operation on the
public streets .

9481.1 . ADJUNCT USES PERMITTED. Adjunct uses shall be
specifically set out in the initial application for a serv-
ice station, and may be permitted subject to the approval of
a use permit . Additional adjunct uses may be permitted pro-
vided that before any such use is established, a separate use
permit application shall be filed and approved. Permitted ad-
junct uses are the following :
(a) Automatic washing, cleaning and waxing of vehicles
when conducted within the main structure of a service station.
(b ) Storage and rental of utility trailers not over
sixteen (16 ) feet long or over seven (7) feet high, provided
that the storage area for such trailers is enclosed on all
sides by a . screen, wall or landscaping, or any combination
thereof.
Such storage areas shall be delineated on the plot
plan submitted with the use permit application, and shall be
in addition to areas required for off-street parking, drive-
ways or landscaping.
9482 . BUILDING SITE AND FRONTAGE . The minimum build-
ing site shall be 22 ,500 square feet with a minimum frontage
on any major or primary arterial highway of 150 feet .
9482 .1. LOCATION. Service stations shall be located at
the intersection of major and primary arterial highways or at
the intersection of freeway off ramps with major or primary
highways .
9482 .2 . DESIGN . Emphasis shall be on quality of design
and proper balance between structures and landscaping elements .
All service stations shall be designed so that their form and
scale is harmonious and consistent with the character and aesthe-
tic development of each specific site, neighborhood or shopping
center.
9482 . 3 . RESTROOMS . Where restrooms are entered from the
outside of the building, such entrances shall be concealed from
view by planters , other screening structures , or any combination
thereof.
9482 . 4 . SERVICE BAYS . Whenever possible service bays shall
be located at the rear of the service station. Where four (4)
or more service bays are proposed, the building shall be de-
signed so that no more than three (3) service bays may be entered
from any one side of the building.
9482 . 5 . LANDSCAPING. Landscaping shall be provided for

six (6) percent of the net lot area, provided that two (2) on-
site, fifteen (15 ) gallon trees may be substituted for one (1)
percent of such required landscaping. Strips not less than
three ( 3) feet in width shall be located along and adjacent to
the public right of way, but not closer than three (3) feet to
any driveway . Permanent irrigation facilities , approved by the
Board of Zoning Adjustments , shall be provided and separated
from adjacent areas by a wall or curb at least six (6 ) inches
high, measured from finished grade of the adjacent area.
Plantings shall be harmonious with the architectural de-
sign and site location, shall be maintained at all times in a
neat , clean, healthy condition, and shall comply with land-
scaping standards in effect at the time of application for
a use permit . Plantings shall not exceed a height of three
(3) feet , except those plantings located next to main struc-
tures and along the interior property line , if compatible
with adjacent development , shall exceed three and one-half
(3 112 ) feet .
9482 . 6 . TRASH AREAS . Bins for the storage of trash,
refuse and discarded automobile parts shall be provided on site ,
and shall be in an area enclosed by a six (6) foot , solid mason-
ry wall equipped with a gate . All such trash areas shall be
constructed of materials and in a manner which blends with the
architecture and aesthetics of the main structure .
9482 .7 . SIGNS . All signs shall conform to the provisions
of Article 976 of this code , and the location of all proposed
signs shall be submitted on a plan accompanying the application
for a use permit . Miscellaneous signs for credit cards , trad-
ing stamps , price signs , signs advertising mechanic on duty ,
etc . shall be grouped on one (1) sign structure , and erected
in a landscaped planter which may be located adjacent to each
arterial highway .
9482 . 8 . LIGHTS . Any lights used to illuminate or adver-
tise the service station shall be directed away from the ad-
jacent properties and streets .
9482 .9 . PARKING. The size , arrangement and access of all
parking lots and spaces shall conform to Article 979 of this
code .
9482 .10 . VENDING MACHINES . Vending machines shall be
placed within the building or screened so as not to be visible
from the street .
9482 .11. OUTSIDE ACTIVITIES . Activities conducted out-
side the permanent structure shall be limited to the dispensing

of gasoline , oil , water, minor accessory items and parts such
as fan belts , light bulbs and wiper blades , attaching and de-
taching trailers , and changing tires . Outside storage of
vehicles is prohibited.
9482 .12 . MERCHANDISE DISPLAY . All new and use merchandise
shall be stored or displayed within the permanent structure ex-
cept accessory and lubrication items offered for customer con-
venience , and other related items such as oil, wiper blades ,
etc . which are customarily kept on the pump islands or ad-
jacent to the building. New tires may be displayed outside
the building provided such display does not contain more than
ten (10 ) tires and complies with Section 9432 of this code .
SECTION 2 . This ordinance shall take effect thirty days
after its adoption . The City Clerk shall certify to the pas-
sage of this ordinance and cause same to be published within
fifteen days after adoption in the Huntington Beach News , a
weekly newspaper of general circulation, printed and published
in Huntington Beach, California.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 20th
day of September, 1971.
