AN ORDINANCE CREATING THE HUNTINGTON BEACH ALLIED
ARTS COMMISSION, PRESCRIBING TERMS OF MEMBERS,
ORGANIZATION AND POWERS AND DUTIES
The City Council of the City of Huntington Beach does
ordain as follows :
Section l : There is hereby established the Huntington Beach
Allied Arts Commission, hereinafter referred to as "the Commission" ,
which shall operate in and for the City of Huntington Beach,
County of Orange , State of California, hereinafter referred to
as "the City" .
Section 2 : The purpose of the Commission shall be to guide ,
encourage and promote cultural activities and events in the City ,
to guide the City Council on cultural affairs , to prepare and
submit budgets regarding cultural events in the City and to
arrange exhibits , concerts , dramas and to promote facilities
for same .
Section 3 : The Commission shall be composed of seven members
appointed by the Mayor of the City of Huntington Beach with the
approval of the City Council by a majority vote . The term of
office of the Commission members shall be as follows : four members
shall be appointed initially for a four year term and three mem-
bers shall be for a three year term. The city librarian shall
act as secretary and ex-officio member. Initial appointments
shall be made for terms to commence at the same time , said terms
to expire pursuant to the above as calculated from the date of
commencement of their respective terms . If the Mayor, with the
approval of the City Council, determines that it would be for
the best interests of the Commission that a member be retired,
he may so order and appoint a successor for the unexpired term
of office of such retired member. Further, members shall be
privileged to voluntarily retire from the Commission at any

time , successors to be appointed in such cases, and also in the
event of other occurring vacancies from whatever cause , by the
Mayor, with the approval of the City Council by a majority of vote
for the unexpired terms of office . Members may be reappointed
by the Mayor with the approval of the City Council . The Mayor
and the members of the City Council shall be ex-officio members
of said Commission. All members of such Commission shall serve
without compensation.
Section 4 : The Commission shall have the power to adopt
rules and regulations for the proper conduct of the Commission .
Within fifteen days after the appointment of the members of
the Commission it shall meet and appoint a temporary chairman
who shall preside over such meeting. At such meeting the Com-
mission shall elect by a majority vote a chairman and vice-
chairman, which officers shall serve for periods of one year
in such capacity, subject to re-election. Regular meetings
shall be held monthly at a time deemed most appropriate by the
majority of the Commission. All meetings shall be open to the
public . All such meetings may be adjourned or re-adjourned to
a date and hour certain which shall be specified in the order
of adjournment and when so adjourned each adjourned meeting shall
be a regular meeting for all purposes .
Section 5 : The duties of the Commission shall be as follows :
1. To consider the annual budget for cultural purposes
and make recommendations to the City Council .
2 . To recommend appointments to the Commission.
3 . To recommend to the City Council rules and regulations
for the administration of the Commission.
Section 6 : The Commission may accept all gifts , devises ,
legacies or bequests , either real or personal property from any
source , public or private . Any acquisitions by or dispersals to
the Commission shall be administered through the Finance Depart-
ment of the City on authorization from this Commission. All
acquisitions and/or dispersals shall be consistent with the
purposes and functions of the Commission as set forth in Section
2 hereof.

Section 7 : The City Clerk shall certify to the passage
and adopted of this ordinance and shall cause the same to be
published in the Huntington Beach News , a weekly newspaper,
printed, published and circulated in the City of Huntington
Beach, California, and thirty (30) days after the adoption
hereof the same shall take effect and be in force .
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach, at a regular meeting thereof held on the
19th day of March, 1973 •

acting City Clerk of the City of Huntington Beach and ex-
officio Clerk of the City Council of the said City, do hereby
certify that the whole number of members of the City Council
of the City of Huntington Beach is seven; that the foregoing
ordinance was read to said City Council at a regular
meeting thereof held on the 5th day of March
19 73 , and was again read to said City Council at a regular
meeting thereof held on the 19th day of March ,
1973 , and was passed and adopted by the affirmative vote of
more than a majority of all the members of said City Council.
