HomeMy WebLinkAboutOrdinance #1868 i ORDINANCE NO. 1868 AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH ORDINANCE CODE BY AMENDING SECTIONS 8114 AND 8114 .1, PERTAIN- ING TO BUILDING PERMIT FEES The City Council of the City of Huntington Beach does ordain as follows : SECTION 1 . The Huntington Beach Ordinance Code is hereby amended by amending Sections 8114 amd 8114 . 1, to read as follows : 8114 . Section 303 (a) of the Uniform Building Code, Volume I, 1970 Edition, is hereby amended to read as follows : 303 (a) Building Permit Fees . A fee for each building permit shall be paid to the Building Official as set forth in Table No . 3-A. The determination of value or valuation under any of the provisions of this code shall be made by the Building Official. The valuation to be used in computing the permit and plan-check fees shall be the total value of all con- struction work for which the permit is issued, as well as all finish work, painting, roofing, electrical, plumbing, heating, air conditioning, elevators , fire-extinguishing systems and any other permanent work or permanent equipment . 8114 . 1 Section 303 of the Uniform Building Code, Volume I , 1970 Edition, is hereby amended by adding new subsections 303 (c) , 303 (d) and 303 (e) , to read as follows : 303 (c) Special Services . At the request of an applicant the Building Official may authorize the performance of special services not otherwise required by this code nor included in the schedule of fees as specified in this section. The fee for any such special service shall be set by resolu- tion of the City Council . The minimum fee shall be based on not less than two hours per special service request . The fee shall be paid to the City of Huntington Beach. 303 (d) Investigation Fees . Where any work requiring a permit commences prior to the obtaining of the per- mit, the total permit fee shall be the standard permit fee er 1. as required in subsection (a) of this section plus an in- vestigation fee . Where the standard permit fee is equal to $10 . 00 or less the minimum investigation fee shall be $10 . 00 . Where the standard permit fee is in excess of $10 . 00 the investigation fee shall be the same as the standard permit fee . The payment of the investigation fee shall not exempt any person from compliance with the provisions of the code or from any other penalty prescribed by law. 303 (e) Reinspection Fee . A reinspection fee may be assessed for each inspection or reinspection when such portion of work for which inspection is called is not complete or when corrections called for are not made . This subsection is not to be interpreted as requiring reinspection fees the first time a job is rejected for fail- ure to comply with the requirements of this code , but as controlling the practice of calling for inspections before the job is ready for such inspection or reinspection. Reinspection fees may be assessed when the permit card is not properly posted on the work site , the approved plans are not readily available to the inspector, for failure to provide access on the date for which inspection is requested, or for deviating from plans requiring the approval of the Building Official . To obtain a reinspection the applicant shall file an application therefor in writing and pay the reinspection fee . In instances where reinspection fees have been assessed no additionl inspection of the work will be performed until the required fees have been paid. The fee for each reinspection shall be $10 .00 . SECTION 2 . This ordinance shall take effect thirty days after its adoption. The City Clerk shall certify to the passage of this ordinance and cause same to be published within fifteen days after adoption in the Huntington Beach News , a weekly news- paper of general circulation, printed and published in Huntington Beach, California.
