AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH
AMENDING THE HUNTINGTON BEACH ORDINANCE CODE
BY ADDING NEW ARTICLE 934 ENTITLED, "MULTI-STORY
SUFFIX (MS) rr
The City Council of the City of Huntington Beach does
ordain as follows :
SECTIO1 1 . The Huntington Beach Ordinance Code is hereby
amended by adding new Article 934 entitled, "Multi-story Suffix
(MS)" , to read as follows :
934o . PURPOSE. The purpose of the multi-story suffix is
to designate districts wherein height limits established in a
base zoning district may be increased. The regulations con-
tained herein are minimum requirements for multi-story develop-
ments within the city of Huntington Beach . This multi-story
suffix is to be applied only to those areas designated for such
use on the Land Use Element of the General Plan. Standards set
forth in this article are designed to achieve a proper site lay-
out and design.
9341 . ESTABLISHMENT OF MULTI-STORY DISTRICT. After process-
ing the multi-story suffix through zone change proceedings , any
area master-planned for permissible multi-story use may be com-
bined with commercial or industrial base zoning districts , except
Cl, "Neighborhood Commercial" District .
9342 . DEVELOPMENT UNDER MULTI-STORY DISTRICT. Property de-
signated multi-story may be developed according to multi-story
suffix standards or, in the alternative may be developed in
accordance with base district regulations . Multi-story develop-
ment shall comply with base zoning regulations to the extent not
inconsistent with provisions of this article .
(a) Conditional Use Permit Required : A conditional use
permit shall be required for multi-story developments .
(b ) Criteria for Conditional Use Permits : In addition to
the criteria specified in Article 984, the following criteria
shall also apply to all proposed multi-story developments :
(1) The increased building height shall minimize
undesirable or abrupt spatial relationships between the
development and properties in the vicinity .

(2) The increased building height shall result in
more desirable architectural treatment of the total site .
(3) The increased height shall not be detrimental to
the land use characteristics of properties in vicinity .
(4 ) Setbacks and/or relationship of the bulk of
proposed structures shall be designed to minimize any
adverse impact on adjacent properties .
(5 ) The increased building height would result in
more opportunities for public visual open space and views
from buildings than would normally be offered by base
district height limitations .
9343 . HEIGHT LIMITS. The multi-story suffix shall designate
maximum allowable building height in feet . The height limit
designation could vary throughout the city, depending on the
geographic area. Such height designation shall be designated at
the time of establishing a multi-story suffix and shall appear on
the city sectional district map .
9344 . MINIMUM LOT AREA. The minimum lot area for multi-story
development shall be not less than 20, 000 square feet .
9345 . LOT COVERAGE . The lot coverage permitted shall not
exceed the following:
(a) Multi-story structure : Twenty percent (20% ) .
(b ) Combination of multi-story and other structures more than
forty-two (42) inches in height shall not exceed forty percent (40%) .
9346. SETBACKS. The following minimum setbacks shall apply :
(a) Abutting a Residential District: Excepting the townlot
area, the minimum setback for any commercial, professional, or
industrial development multi-story structure from an abutting resi-
dential district shall be one (1) foot of each one (1) foot of
building height. Within the townlot area, the minimum setback
for any commercial, professional, or industrial development multi-
story structure from a residential district' shall be not less than
forty (40) feet . In addition to the forty (40) foot minimum set-
back, an additional setback of two (2) feet for each additional
ten (10) feet or part thereof above fifty (50) feet shall be
required.
(b ) Front Yard Setback: Notwithstanding the provisions of
Section 934 (a) , the minimum front yard setback shall be not less
than fifty (50) feet provided that where a setback is indicated
on the sectional district map such setback shall govern. Structures
forty-two (42) inches in height or under shall have a front yard
setback of not less than twenty (20) feet .

(c ) Exterior Side Yard Setback : Notwithstanding the pro-
visions of Section 93 (a) , the minimum exterior side yard set-
back from an arterial highway shall be not less than fifty (50)
feet provided that where a setback is indicated on the sectional
district map such setback shall govern. The minimum exterior side
yard setback adjacent to a local street shall not be less than
twenty (20) feet provided that where a setback is indicated on
the sectional district map such setback shall govern. Structures
forty-two (42) inches in height or under shall have an exterior
side yard setback of not less than twenty (20) feet .
(d) Interior Side Yard Setback: Notwithstanding the provi-
sions of Section 93 (a) , the minimum interior side yard setback
shall be not less than twenty (20) feet .
9347 . LANDSCAPING. A minimum of twenty-five percent ( 25% ) of
the total site shall be landscaped. Landscaping regulations of
Article 979 shall apply to an extent not inconsistent herewith except
landscaping adjacent to a public right-of-way shall include a land-
scape planting area not less than twenty (20) feet in width located
along the street side property line .
9348. PARKING REQUIREMENTS. Parking shall conform to
Article 979•
SECTION 2 . This ordinance shall take effect thirty days
after its adoption. The City Clerk shall certify to the passage
of this ordinance and cause same to be published within fifteen
days after adoption in the Huntington Beach News, a weekly news-
paper of general circulation, printed and published in Huntington
Beach, California.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 7th
day of October, 1974 .

was passed and adopted by the affirmative vote of more than a majority of
all the members of said City Council.
