AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH
AMENDING THE HUNTINGTON BEACH ORDINANCE CODE
BY AMENDING SECTIONS 9850 .1, 9851, 9852, 9853
THEREOF AND ADDING SECTIONS 9850 . 2, 9850 . 3 AND
9850 . 4 THERETO PERTAINING TO THE DESIGN REVIEW
BOARD
The City Council of the City of Huntington Beach does
ordain as follows :
SECTION 1 . The Huntington Beach Ordinance Code is hereby
amended by amending Sections 9850 .1, 9851, 9852 and 9853 to
read as follows :
9850 .1 . SCOPE OF BOARD JURISDICTION. The Board shall be
empowered to review and act on the design of any structure,
facility, landscaping or architecture to be construction,
altered or modified in areas designated as "Civic Facilities"
or "Civic Districts" as prescribed herein.
(a) "Civic Facilities" are areas designated as Community
Facility Districts (CF) , as described in Article 966, and land,
facilities , structures , or landscaping owned, controlled, or
dedicated to the City of Huntington Beach.
(b) "Civic Districts" are areas designated as Civic _
District Suffix (-CD) districts , as described in Article 967
and delineated in the City 's zoning maps .
9851 . DESIGN REVIEW BOARD OBJECTIVES. The objectives of
the Board shall be to encourage, control and maintain the
harmonious , orderly, attractive and aesthetic development of
civic facilities and civic districts by utilizing the design
review process .
9852 . DESIGN REVIEW BY APPLICATION. Prior to the issuance
of any permit pursuant to Division 8 or 9 of this code, any
person proposing a project within areas designated as civic
facilities or civic districts shall first submit to the Planning
Department an application for design review. Thereafter
within thirty days , said application shall be submitted to the
Board for consideration.
9853• CRITERIA FOR APPROVAL. The Board shall utilize the
following criteria in the review of applications :

(a) The architectural and landscape design of a project
must integrate harmoniously into the character and the approved,
if any, design of the immediate neighborhood.
(b ) The design must stabilize and protect civic facilities
or civic district areas and promote asethetic environmental
qualities .
(c) The design must enhance the desirability and/or
enjoyment of the immediate neighborhood.

venting extremes of dissimilarity or monotony in new construc-
tion or alterations of facilities .
(e) The design must tend to upgrade property -in the civic
district and surrounding areas with an accompanying betterment
of conditions affecting the public health, safety, comfort,
morals and welfare.
SECTION 2 . The Huntington Beach Ordinance Code is hereby
amended by adding Sections 9850 . 2, 9850 . 3 and 9850 . 4 thereto to
read as follows :
9850 .2 . ACTION OF THE BOARD. The Board shall review the
proposed design of or plans for civic facilities and civic
district projects submitted to it and act on each complete
application in the following manner:
(a) The Board shall either approve, conditionally approve,
or deny any design review application for a civic district pro-
ject.
(b) The Board shall recommend to the City Council either
approval, conditional approval or denial of any civic facilities
application.
9850 . 3. MINOR PROJECTS. The approval of an application
for a minor improvement which would not require a building
permit , as specified in the Huntington Beach Building Code, and
complies with this article may be granted by a designated
representative of the Board. Upon such approval, the Board
shall be notified at its next regular meeting.
9850 . 4 . APPEALS. The decision of the Board relative to
"Civic Districts" applications may be appealed to the Planning
Commission, as provided in Article 967 of this Code .
SECTION 3 . This ordinance shall take effect thirty days
after its adoption. The City Clerk shall certify to the

passage of this ordinance and cause same to be published within
fifteen days after adoption in the Huntington Beach News, a
weekly newspaper of general circulation, printed and published
in Huntington Beach, California.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 20th
day of January, 1975 . k

19 75 , and was again read to said City Council at a regular
meeting thereof held on the 20th day of January 19 75`, and
was passed and adopted by the affirmative vote of more than a majority of
all the members of said City Council.
